But when a business is involved, which is very competitive and tough in this area, then all these complicated voyages are made for entirely pragmatic purpose &#8211; to earn some money. Sometimes the desire to get profit spur businessmen on to some speculative actions and to the violations of marine navigation regulations. To prevent such actions they created very strict and well-considered system of marine navigation safety regulations.<\/p>\n<p>But what is happening in so called \u201cgrey zones\u201d, where, until the time comes, they pretend that it is quite possible to violate commonly accepted regulations and refuse to understand the imminence of justice? Our Crimea became such a grey zone.<\/p>\n<p>Ukrainian authorities closed all sea ports in Crimea, though occupants are using them illegally, and business people take advantage of the opportunity and make money not considering the consequences.<\/p>\n<p>Well, here is a liquefied gas tanker called \u201c<a href=\"https:\/\/www.marinetraffic.com\/en\/ais\/details\/ships\/shipid:457722\/mmsi:457300000\/vessel:ALTERA%201\">ALTERA 1<\/a>\u201c, IMO: 8012114, with a displacement tonnage of 4.852 metric tons. Ltd. \u015eti.<\/p>\n<p>It can be translated as\u00a0Ukrainian gas, fuel maritime transport, construction, food, tourism, import, export San.Ve Tic.Ltd.Sti.<\/p>\n<p>This company is listed in <a href=\"http:\/\/www.guzelbirgun.com\/sehir-rehberi_343,0,033-mersin-enerji-sektoru.html?lrw=2&amp;pageid=4\">the register<\/a> of Mersin energy industry, the company\u2019s phone number is +30 324 238 08 55 and can easily be found on the <a href=\"http:\/\/www.guzelbirgun.com\/sehir-rehberi_343,287273-ukr-gaz-akaryakit-uluslararasi-nakliye-insaat-gida-turizm-ithalat-ihracat-san-ve-tic-ltd-sti.html\">webpage<\/a> of Turkish business directory.<\/p>\n<p>Now let us have a look into the <a href=\"https:\/\/www.treasury.gov\/resource-center\/sanctions\/OFAC-Enforcement\/Pages\/20150803.aspx\">sanction list<\/a> of the ships and companies that fed Bashar al-Assad\u2019s regime. We will find out that the USA slapped financial sanctions on this ship, which is mentioned here under the name of \u201cTALA\u201d (please, look in the end of the list).<\/p>\n<p>After exploring the <a href=\"http:\/\/www.blackseanews.net\/read\/125085\">ship entry base<\/a> of the Crimean occupied ports, we reveal the truth that this elderly Lady, under constantly changing names, committed a number of willful violations of the Ukrainian State Border.<\/p>\n<p>14 ship entries to the occupied seaport of Kerch to receive liquefied gas and its shipment to Turkey, to Middle Eastern countries (Including Syria) and to Egypt were made on\u00a008.29.14, 11.15.14, 12.23.14, 01.15.15, 02.09.15, 03.23.15, 03.05.15, 02.16.16, 03.28.16, 05.23.16, 06.20.16, 08.08.16, 11.09.16, 12.13.16.<\/p>\n<p>So, here we have a ship, which is the worst offender of the State Border of Ukraine, and is managed by the commercial operator from Mersin, Turkey.<\/p>\n<p>On January 27, 2017, this liquefied gas tanker illegally crossed State Border of Ukraine again and is currently taking the 9th berth at the \u201cTerminal\u201d Port, where it is loading liquefied gas from the Company <a href=\"http:\/\/tes-terminal.com\/\">\u201cTES-Terminal<\/a>&#8220;.<\/p>\n<p><a style=\"font-weight: 300;\" href=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/unnamed-6.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-2484\" src=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/unnamed-6.png\" alt=\"\" width=\"620\" height=\"550\" srcset=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/unnamed-6.png 620w, https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/unnamed-6-300x266.png 300w\" sizes=\"auto, (max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>But wait, there is more. This \u201cAltera 1\u201d, ship captain, ship operator and the ship owner managed to commit another crime.<\/p>\n<p>Please, look at the chronology of the events.<\/p>\n<p>On January 22, it crossed the Bosporus Strait from the Sea of Marmara to the Black Sea with AIS enabled of course.\u00a0It would be interesting to find a captain that will dare to turn the identification and tracking system off while crossing the Bosporus.<br \/>\nThen the liquefied-gas carrier made its way towards the Turkish coast line and after passing Zonguldak Port they disabled their AIS; it was on January 23, at 10:20 Ankara time (please, look at the screen shot below).<\/p>\n<p><a style=\"font-weight: 300;\" href=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/skryn-s-otklyuchenyem-AIS.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-2486\" src=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/skryn-s-otklyuchenyem-AIS.png\" alt=\"\" width=\"620\" height=\"456\" srcset=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/skryn-s-otklyuchenyem-AIS.png 620w, https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/skryn-s-otklyuchenyem-AIS-300x221.png 300w\" sizes=\"auto, (max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>In Kerch Strait this liquefied gas tanker \u201cALTERA 1\u201c, IMO: 8012114, appeared on January 25, and with disabled AIS, and in charge of a private pilot from \u201c<a href=\"https:\/\/youcontrol.com.ua\/ru\/catalog\/company_details\/38897059\/\">UVAS-Lotsman<\/a>\u201d on board, headed for occupied Kerch port, where at noon of the same day the ship was moored at the 2nd berth of the Kerch Ship-Repair yard (KSRY) which belongs to \u201c<a href=\"http:\/\/www.uvas-trans.com\">UVAS-TRANS<\/a>\u201d Company. The ship loaded cargo from \u201c<a href=\"https:\/\/youcontrol.com.ua\/catalog\/company_details\/38354723\/\">UVAS-Broker<\/a>\u201d, which served as both an agent and a shipchandler of the vessel in occupied Kerch port. According to some information, they also loaded some liquefied gas, but this fact still needs to be confirmed. \u201cALTERA 1\u201d left KSRY on January 26 in the afternoon at about 3:30 pm, local time, passed the range of bridge under construction, with disabled Identification System and then got lost not far away.<\/p>\n<p><a style=\"font-weight: 300;\" href=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/unnamed-2.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-2487\" src=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/unnamed-2.png\" alt=\"\" width=\"1088\" height=\"580\" srcset=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/unnamed-2.png 1088w, https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/unnamed-2-300x160.png 300w, https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/unnamed-2-768x409.png 768w, https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/unnamed-2-1024x546.png 1024w\" sizes=\"auto, (max-width: 1088px) 100vw, 1088px\" \/><\/a><\/p>\n<p>On Monday, January 27, at 12:30 local time, to be exact, the liquefied gas tanker enabled its AIS and the vessel\u2019s navigation officer started to pretend as if they had just returned from the Black Sea and were looking for a place where bring the ship to an anchor. It dropped an anchor at the upper part of the anchorage #471. OK, then. The theatrical performance could have been well acted, but we do know the truth&#8230;<\/p>\n<p>People, but not robots, work in ports and straits. If a vessel disables its AIS, it arrests people\u2019s attention in the first place. Can you imagine what kind of spicy expressions can be heard from the navigation officers on the radio when they notice an unidentified object on their course in a narrow strait and that is heading towards them? The age of the ship and liquefied gas in its holds can serve as additional risk factors to already dangerous situation. Impressive, isn&#8217;t it?<\/p>\n<p>And farther there is the most interesting part. With the fall of the darkness the liquefied gas tanker weighs the anchor and with enabled AIS proceeds up to Kerch-Yenikalsky Strait, passes the range of the bridge under construction and &#8230; enters the harbour of Kerch Fishing Sea Port, where it makes the 9th berth that belongs to a gas trading company \u201cTES Terminal\u201d at 7:20 pm local time.<\/p>\n<p><a href=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/ALTERA-NA-9-m-PRYCHALE.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-2495\" src=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/ALTERA-NA-9-m-PRYCHALE.png\" alt=\"\" width=\"627\" height=\"421\" srcset=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/ALTERA-NA-9-m-PRYCHALE.png 627w, https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/ALTERA-NA-9-m-PRYCHALE-300x201.png 300w\" sizes=\"auto, (max-width: 627px) 100vw, 627px\" \/><\/a><\/p>\n<p>It is also recorded in the ship\u2019s time-sheet on the marine traffic <a href=\"https:\/\/www.marinetraffic.com\/en\/ais\/details\/ships\/shipid:457722\/mmsi:457300000\/vessel:ALTERA%201\">webpage<\/a>.<\/p>\n<p><a href=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/unnamed-5.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-2488\" src=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/unnamed-5.png\" alt=\"\" width=\"1220\" height=\"482\" srcset=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/unnamed-5.png 1220w, https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/unnamed-5-300x119.png 300w, https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/unnamed-5-768x303.png 768w, https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/unnamed-5-1024x405.png 1024w\" sizes=\"auto, (max-width: 1220px) 100vw, 1220px\" \/><\/a><\/p>\n<p>Creative move. First we make a secret stop at KSRY, which belongs to \u201cUVAS-Trans\u201d, that also appears to be a gas trading company, a shipchandler, an agent and a navigation company. And then we make a \u201cpublic\u201d stop at the gas terminal of the gas trading company \u201cTES-Terminal\u201d. There seems to be some weird hide-and-seek games. We hide one thing and we put another on public. From one year to the next the income of Crimean gas trading companies is going down, under the competitive market some business people tend to commit inconceivable safety breaches and violate marine navigation regulations.<\/p>\n<p>Impressive, isn&#8217;t it? But wait, there is more.<\/p>\n<p>As we are constantly monitoring the illegal shipping traffic in closed ports of Crimea, we know that \u201cALTERA 1\u201d has recently entered the port in Kerch.\u00a0On December 13, 2016 it entered Kerch with enabled AIS and moored at the same 9th berth of \u201cTES-Terminal\u201d.<\/p>\n<p><a href=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/mt-ALTERA-1-2016-12-13-1709UTC-ATA-KERCH-3.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-2492\" src=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/mt-ALTERA-1-2016-12-13-1709UTC-ATA-KERCH-3.png\" alt=\"\" width=\"680\" height=\"448\" srcset=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/mt-ALTERA-1-2016-12-13-1709UTC-ATA-KERCH-3.png 680w, https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/mt-ALTERA-1-2016-12-13-1709UTC-ATA-KERCH-3-300x198.png 300w\" sizes=\"auto, (max-width: 680px) 100vw, 680px\" \/><\/a><\/p>\n<p>On December 21, the ship left the port and proceeded for an anchorage at the Kerch-Yenikalsky Strait and then it headed for complete loading at Temryuk.<\/p>\n<p><a href=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/mt-ALTERA-1-2016-12-21-2300UTC-ATD-KERCH-22.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-2493\" src=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/mt-ALTERA-1-2016-12-21-2300UTC-ATD-KERCH-22.png\" alt=\"\" width=\"1178\" height=\"654\" srcset=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/mt-ALTERA-1-2016-12-21-2300UTC-ATD-KERCH-22.png 1178w, https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/mt-ALTERA-1-2016-12-21-2300UTC-ATD-KERCH-22-300x167.png 300w, https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/mt-ALTERA-1-2016-12-21-2300UTC-ATD-KERCH-22-768x426.png 768w, https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/mt-ALTERA-1-2016-12-21-2300UTC-ATD-KERCH-22-1024x569.png 1024w\" sizes=\"auto, (max-width: 1178px) 100vw, 1178px\" \/><\/a><\/p>\n<div>\n<div>\n<p>According to our sources the inspection officers of Port State Control, according to regulations of Paris Memorandum on Port State Control IMO in Temryuk, boarded the vessel twice, the first time on December 26 they filed a claim to the vessel, which consisted of many complaints. In several days they released the hold of the vessel but because of the seriousness of the complaints it was allowed to sail only to a Ship Repair yard. It was forbidden to load any cargo and the vessel left the port only with the load of gas, loaded in the Crimea. We think the inspection officers from Paris Memorandum will have a great desire to find an answer to this question at the earliest available opportunity.<\/p>\n<p>And now let us imagine that an old and decrepit vessel, possibly requiring emergency repairs, with its holds filled with several thousand tons of liquefied gas, is going to appear soon at the Bosporus Strait. The violations of marine navigation regulations for the sake of receiving profit, whrerefore they illegally use actual ports in the Crimea, may be too high a price to pay.<\/p>\n<p><strong>UPD<\/strong><\/p>\n<p>We received a picture of \u201cALTERA 1\u201d taken on January 31, 2017 near TES Terminal berth in Kerch Sea Fishing port. To prevent such actions they created very strict and well-considered system of marine navigation safety regulations.\r\n\r\nBut what is happening in so called \u201cgrey zones\u201d, where, until the time comes, they pretend that it is quite possible to violate commonly accepted regulations and refuse to understand the imminence of justice? We will find out that the USA slapped financial sanctions on this ship, which is mentioned here under the name of \u201cTALA\u201d (please, look in the end of the list).\r\n\r\nAfter exploring the <a href=\"http:\/\/www.blackseanews.net\/read\/125085\">ship entry base<\/a> of the Crimean occupied ports, we reveal the truth that this elderly Lady, under constantly changing names, committed a number of willful violations of the Ukrainian State Border.\r\n\r\n14 ship entries to the occupied seaport of Kerch to receive liquefied gas and its shipment to Turkey, to Middle Eastern countries (Including Syria) and to Egypt were made on\u00a008.29.14, 11.15.14, 12.23.14, 01.15.15, 02.09.15, 03.23.15, 03.05.15, 02.16.16, 03.28.16, 05.23.16, 06.20.16, 08.08.16, 11.09.16, 12.13.16.\r\n\r\nSo, here we have a ship, which is the worst offender of the State Border of Ukraine, and is managed by the commercial operator from Mersin, Turkey.\r\n\r\nOn January 27, 2017, this liquefied gas tanker illegally crossed State Border of Ukraine again and is currently taking the 9th berth at the \u201cTerminal\u201d Port, where it is loading liquefied gas from the Company <a href=\"http:\/\/tes-terminal.com\/\">\u201cTES-Terminal<\/a>\".\r\n\r\n<a style=\"font-weight: 300;\" href=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/unnamed-6.png\"><img class=\"alignnone size-full wp-image-2484\" src=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/unnamed-6.png\" alt=\"\" width=\"620\" height=\"550\" \/><\/a>\r\n\r\nBut wait, there is more. This \u201cAltera 1\u201d, ship captain, ship operator and the ship owner managed to commit another crime.\r\n\r\nPlease, look at the chronology of the events.\r\n\r\nOn January 22, it crossed the Bosporus Strait from the Sea of Marmara to the Black Sea with AIS enabled of course.\u00a0It would be interesting to find a captain that will dare to turn the identification and tracking system off while crossing the Bosporus.\r\nThen the liquefied-gas carrier made its way towards the Turkish coast line and after passing Zonguldak Port they disabled their AIS; it was on January 23, at 10:20 Ankara time (please, look at the screen shot below).\r\n\r\n<a style=\"font-weight: 300;\" href=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/skryn-s-otklyuchenyem-AIS.png\"><img class=\"alignnone size-full wp-image-2486\" src=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/skryn-s-otklyuchenyem-AIS.png\" alt=\"\" width=\"620\" height=\"456\" \/><\/a>\r\n\r\nIn Kerch Strait this liquefied gas tanker \u201cALTERA 1\u201c, IMO: 8012114, appeared on January 25, and with disabled AIS, and in charge of a private pilot from \u201c<a href=\"https:\/\/youcontrol.com.ua\/ru\/catalog\/company_details\/38897059\/\">UVAS-Lotsman<\/a>\u201d on board, headed for occupied Kerch port, where at noon of the same day the ship was moored at the 2nd berth of the Kerch Ship-Repair yard (KSRY) which belongs to \u201c<a href=\"http:\/\/www.uvas-trans.com\">UVAS-TRANS<\/a>\u201d Company. The ship loaded cargo from \u201c<a href=\"https:\/\/youcontrol.com.ua\/catalog\/company_details\/38354723\/\">UVAS-Broker<\/a>\u201d, which served as both an agent and a shipchandler of the vessel in occupied Kerch port. According to some information, they also loaded some liquefied gas, but this fact still needs to be confirmed. \u201cALTERA 1\u201d left KSRY on January 26 in the afternoon at about 3:30 pm, local time, passed the range of bridge under construction, with disabled Identification System and then got lost not far away.\r\n\r\n<a style=\"font-weight: 300;\" href=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/unnamed-2.png\"><img class=\"alignnone size-full wp-image-2487\" src=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/unnamed-2.png\" alt=\"\" width=\"1088\" height=\"580\" \/><\/a>\r\n\r\nOn Monday, January 27, at 12:30 local time, to be exact, the liquefied gas tanker enabled its AIS and the vessel\u2019s navigation officer started to pretend as if they had just returned from the Black Sea and were looking for a place where bring the ship to an anchor. It dropped an anchor at the upper part of the anchorage #471. OK, then. The theatrical performance could have been well acted, but we do know the truth...\r\n\r\nPeople, but not robots, work in ports and straits. If a vessel disables its AIS, it arrests people\u2019s attention in the first place. Can you imagine what kind of spicy expressions can be heard from the navigation officers on the radio when they notice an unidentified object on their course in a narrow strait and that is heading towards them? The age of the ship and liquefied gas in its holds can serve as additional risk factors to already dangerous situation. Impressive, isn't it?\r\n\r\nAnd farther there is the most interesting part. With the fall of the darkness the liquefied gas tanker weighs the anchor and with enabled AIS proceeds up to Kerch-Yenikalsky Strait, passes the range of the bridge under construction and ... enters the harbour of Kerch Fishing Sea Port, where it makes the 9th berth that belongs to a gas trading company \u201cTES Terminal\u201d at 7:20 pm local time.\r\n\r\n<a href=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/ALTERA-NA-9-m-PRYCHALE.png\"><img class=\"alignnone size-full wp-image-2495\" src=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/ALTERA-NA-9-m-PRYCHALE.png\" alt=\"\" width=\"627\" height=\"421\" \/><\/a>\r\n\r\nIt is also recorded in the ship\u2019s time-sheet on the marine traffic <a href=\"https:\/\/www.marinetraffic.com\/en\/ais\/details\/ships\/shipid:457722\/mmsi:457300000\/vessel:ALTERA%201\">webpage<\/a>.\r\n\r\n<a href=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/unnamed-5.png\"><img class=\"alignnone size-full wp-image-2488\" src=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/unnamed-5.png\" alt=\"\" width=\"1220\" height=\"482\" \/><\/a>\r\n\r\nCreative move. First we make a secret stop at KSRY, which belongs to \u201cUVAS-Trans\u201d, that also appears to be a gas trading company, a shipchandler, an agent and a navigation company. And then we make a \u201cpublic\u201d stop at the gas terminal of the gas trading company \u201cTES-Terminal\u201d. There seems to be some weird hide-and-seek games. We hide one thing and we put another on public. From one year to the next the income of Crimean gas trading companies is going down, under the competitive market some business people tend to commit inconceivable safety breaches and violate marine navigation regulations.\r\n\r\nImpressive, isn't it? But wait, there is more.\r\n\r\nAs we are constantly monitoring the illegal shipping traffic in closed ports of Crimea, we know that \u201cALTERA 1\u201d has recently entered the port in Kerch.\u00a0On December 13, 2016 it entered Kerch with enabled AIS and moored at the same 9th berth of \u201cTES-Terminal\u201d.\r\n\r\n<a href=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/mt-ALTERA-1-2016-12-13-1709UTC-ATA-KERCH-3.png\"><img class=\"alignnone size-full wp-image-2492\" src=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/mt-ALTERA-1-2016-12-13-1709UTC-ATA-KERCH-3.png\" alt=\"\" width=\"680\" height=\"448\" \/><\/a>\r\n\r\nOn December 21, the ship left the port and proceeded for an anchorage at the Kerch-Yenikalsky Strait and then it headed for complete loading at Temryuk.\r\n\r\n<a href=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/mt-ALTERA-1-2016-12-21-2300UTC-ATD-KERCH-22.png\"><img class=\"alignnone size-full wp-image-2493\" src=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/mt-ALTERA-1-2016-12-21-2300UTC-ATD-KERCH-22.png\" alt=\"\" width=\"1178\" height=\"654\" \/><\/a>\r\n<div>\r\n<div>\r\n\r\nAccording to our sources the inspection officers of Port State Control, according to regulations of Paris Memorandum on Port State Control IMO in Temryuk, boarded the vessel twice, the first time on December 26 they filed a claim to the vessel, which consisted of many complaints. In several days they released the hold of the vessel but because of the seriousness of the complaints it was allowed to sail only to a Ship Repair yard. It was forbidden to load any cargo and the vessel left the port only with the load of gas, loaded in the Crimea. By the way, it would be interesting to see inspection officers\u2019 faces after studying the papers of the ship, stating that the vessel came in ballasted condition, but in reality its holds are half loaded with liquefied gad.\r\n\r\nThe information of our source is also confirmed by this <a href=\"https:\/\/twitter.com\/ParisMoU_PSC\/status\/816640939460612097\">tweet<\/a> from Head-Quarters of Paris Memorandum.\r\n\r\n<\/div>\r\n<\/div>\r\n<div>\r\n<div><a href=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/Bezymyannyj.jpg\"><img class=\"alignnone size-full wp-image-2491\" src=\"https:\/\/informnapalm.org\/blog\/wp-content\/uploads\/sites\/24\/2017\/01\/Bezymyannyj.jpg\" alt=\"\" width=\"567\" height=\"521\" \/><\/a><\/div>\r\n<\/div>\r\nRemains an open question, has the vessel been at the ship repair yard since a month from the inspection time and has it resolved the long list of complaints? We think the inspection officers from Paris Memorandum will have a great desire to find an answer to this question at the earliest available opportunity.\r\n\r\nAnd now let us imagine that an old and decrepit vessel, possibly requiring emergency repairs, with its holds filled with several thousand tons of liquefied gas, is going to appear soon at the Bosporus Strait. The violations of marine navigation regulations for the sake of receiving profit, whrerefore they illegally use actual ports in the Crimea, may be too high a price to pay.\r\n\r\n<strong>UPD<\/strong>\r\n\r\nWe received a picture of \u201cALTERA 1\u201d taken on January 31, 2017 near TES Terminal berth in Kerch Sea Fishing port.
