I have never received a response though; so, I am writing this letter as an open one. Regretfully, we cannot say that Turkey has been really trying to put an end to the illegal calls to Crimean ports and to all that smuggling taking place in the \u201ctwilight zone\u201d into which Crimea has been turned by the aggressor country. Not only this is detrimental to the interests of Ukraine but it also jeopardizes navigation and the conduct of fair business in the Black Sea \/ the Mediterranean, the region where Turkey plays a special role.\r\n\r\nSince May, we have been watching m\/v \u201cALIANCA\u201d (IMO:7392593, MMSI:671203000, Call Sign:5VBE3, Flag:Togo) taking scrap metal from occupied Crimean ports. To our surprise, it was admitted to Turkish ports of Hereke and Nemrut.\r\n\r\nThe vessel has been sailing along the following route: Theodosia (May 25, 2017) \u2013 Sevastopol (May 30, 2017) \u2013 Nemrut (June 09, 2017) \u2013 Yalta (June 14, 2017) \u2013 Sevastopol June 20, 2017 \u2013 Hereke (June 28, 2017) \u2013 Kerch (July 04, 2017) \u2013 Theodosia (July 07, 2017); now the ship is in the Black Sea en route to Turkey.\r\n\r\nCrimean ports were long ago closed by Ukraine for navigation; the cargo is transported through the State Border of Ukraine without the approval of Ukrainian customs and border authorities and is, therefore, contraband cargo. We do not understand why it is admitted to the ports of the civilized world. This scrap metal was taken from an occupied part of Ukraine and its origins are unknown. The cargo is accompanied by fake certificates of origin, cargo manifests, bills of lading, ship's declarations and port clearance certificates issued by the occupants of the Ukrainian Crimea. All those documents are null and void and may not be accepted by Turkish authorities responsible for compliance with shipping laws, safety and transparency of commercial operations and for the creation of conditions conductive to healthy and competitive business environment in their ports.\r\n\r\nWe wrote two articles featuring our investigations of ALIANCA\u2019s shady dealings and published evidence of its illegal activities; in view of all this, we hope that you will review our materials, refer them to the Ministry of Foreign Affairs and law-enforcement authorities of the Republic of Turkey and facilitate proper resolution of the issue for the sake of good-neighborly relations, trust and cooperation between our countries.\r\n\r\n<a
