InformNapalm volunteer intelligence community, in collaboration with the Fenix cyber analytics center, conducted a complex, multi-layered intelligence operation against the Russian company Experimental Design Bureau of Motor Engineering (OKBM) specializing in the production of components for prospective aircraft and spacecraft. Among them, are the components for the Tupolev PAK DA next-generation stealth strategic bomber (codename Poslannik), and the Sukhoi Su-57 5th-generation multirole fighter. OKBM’s internal documentation also contains documents and materials about other products, which we plan to gradually disclose in a series of OKBMLeaks publications.
The documents also directly identified bottlenecks in the Russian production associated with high-precision machine tools, as well as ways to circumvent the relevant sanctions imposed on Russia by the United States and EU countries.
Company’s internal systems were penetrated within this intelligence operation resulting in access to classified documentation, which was used for months in the interests of the defense forces of Ukraine and allied countries.
These documents reveal many features of the Russian company’s functioning. On October 23, 2025, OKBM was officially listed in the 19th package of the European Union sanctions.
However, such sanctions will work properly only if they are comprehensive and tight. This means preventing Russia from circumventing them through third countries, and keeping tight controls over the supply of critically important high-precision machine tools needed to produce components for Russian weapons.
In this article, we will present a small portion of unique, classified documentation pertaining to several military aviation components. All documents have been haphazardly digitized at the source into various formats (mostly PDF), but for the ease of presentation in this article, we have standardized them into a uniform PDF format and uploaded them to the InformNapalm server for secure review and analysis. We invite OSINT researchers to analyze these materials in depth and call on the journalists to report on OKBMLeaks with a link to this CYBINT report. In this case, media exposure can work as an additional “sanction”. Given the terms of the Russian military contracts outlined below, it may entail additional bureaucratic audits by the Russian Ministry of Defense, production delays, and even lead to contract termination.
PAK DA and the breach of secrecy
Today, we are exclusively publishing samples of OKBM technical documentation for the development and manufacture of components, coded “80RSh115” or “80RSh”, for the Tuppolev PAK DA Poslannik-1 next-gen bomber. “RSh” [Rus.: РШ] is an abbreviation for the geared hinge, which is part of the hydraulic drive for opening/closing the bomb bays of the PAK DA.
The main contract between Tupolev and OKBM, confirming OKBM’s official involvement in the PAK DA program is also classified as “secret”. It carries a confidentiality clause stating that if the contractor violates the terms of secrecy, the contract may be terminated unilaterally (📄 PDF)

Contract No. 1727187323191452208001130/0770/80 is a direct government contract between the Russian Ministry of Defense and Tupolev for the development of the PAK DA strategic bomber. Based on this contract, Tupolev entered into an executive agreement with OKBM for the development of RSh-115 geared hinges.
Thereby, all technical specifications of the project are classified as “state secret” indicating a high strategic importance of OKBM.
Annex 7 to the contract dated March 31, 2023 contains planned deadlines for work stages in the period from 2024 to 2027.
Fifth-generation multirole fighter Su-57 (T-50)
In addition to documents related to the production of the PAK DA bomber, documents regarding parts for the Russian 5th-generation multirole fighter Su-57 (design index T-50) were also discovered in the arrays of internal correspondence at the manufacturing plant.

The agreement between the Sukhoi Design Bureau and OKBM indicates that OKBM is the developer of the RSh-65 type geared hinges, which are part of the “payload bay” that is, the weapons bay of the Su-57 5th generation multi-role fighter. The work is overseen by the Russian Ministry of Defense, which confirms the project’s status as part of a state defense order. Technical designations (50RSh-65 → 80RSh-115 → RSh for PAK DA) demonstrates the evolution of one type of mechanical components adapted for the Su-57 fighters, and later for the PAK DA strategic bomber. Thus, OKBM is a key center of competence for the production of high-precision dual-use geared hinges. The operation of this production chain directly depends on imported lathes and sanctions control.
CNC machines and international sanctions
OKBM’s internal documentation indicates that, at this stage, Russia is unable to independently produce parts for its advanced aviation systems. For such production they need to import high-precision CNC (computer numerical control) machines.
That is, sanctions are effective and important because they significantly slow down Russian military production. But it is equally important to monitor schemes and routes to circumvent sanctions through third countries and impose secondary restrictions.
The document packages include contractual documentation between OKBM and the Ministry of Industry and Trade of the Russian Federation on a subsidy for the purchase of machine tools.

Excerpt from the comprehensive audit report to assess the feasibility of serial production of the MC-21 and Superjet aircraft in 2025.
The audit highlights an interesting fact: aircraft construction program deadlines are being missed because of a shortage of machine tool capacity, which arose as a result of global machine tool manufacturers leaving the Russian market. That is, the sanctions are working, but there are still companies in Asia and Europe prepared to sell machine tools to Russians despite the sanctions.
