They also expose the corruption leading up to the top officers of the Russian army. <\/strong><\/p>\n<p>The experience of OSINT investigations by the international intelligence community InformNapalm shows that state and departmental awards function as some of the most important clues in the search for Russian war criminals. These are awards given \u2018for combat services\u2019, as well as unofficial so-called anniversary medals indicating the participation in military adventures of the Kremlin.<\/p>\n<p>From March 2014 to August 2017, InformNapalm volunteers collected more than 170 cases of official awards issued to Russian servicemen. Among them, there are over 116 medals and orders awarded for war crimes in the Donbas, 19 &#8211; for the occupation of the Crimea, 6 &#8211; for the invasion of Georgia and 30 &#8211; for the murders in Syria. Information on all awarded war criminals has been consolidated in a single database, and is also available as <a href=\"https:\/\/informnapalm.org\/en\/award-stigma-of-war-criminals-from-the-russian-army-part-ii-updated-database-and-infographic\/\">infographics<\/a> and <a href=\"https:\/\/informnapalm.org\/en\/award-stigma-war-criminals-russian-army-database-video-overview\/\">videographics<\/a>.<\/p>\n<p>While the Kremlin has classified all the data of the Russian registry on awards since the beginning of the undeclared war against Ukraine, our lists serve as an evidence of Russian military participation in hybrid conflicts. They are already in demand of some international investigation organizations and competent services of other countries.<\/p>\n<p>In this publication, we show the recipient of a departmental medal of one of the units in the Southern Military District of the Russian Federation. With his bragging about the award he exposed the deputy commander of the military district.<\/p>\n<p><strong>Artyom Badambayev<\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2017\/08\/0-262x300.jpg\" width=\"185\" height=\"210\" \/><\/p>\n<p>Born March 1 1989 in Saransk, Mordovia. In social networks: <a href=\"https:\/\/vk.com\/id308565525\">VK<\/a> (account archives <a href=\"https:\/\/archive.is\/oKnM8\">2015<\/a>, <a href=\"https:\/\/archive.is\/NTvTC\">2017<\/a>, album <a href=\"https:\/\/archive.is\/tXGQB\">2015<\/a>, <a href=\"https:\/\/archive.is\/958cx\">2017<\/a>, contacts <a href=\"https:\/\/archive.is\/dIjxu\">2015<\/a>, <a href=\"https:\/\/archive.is\/H4KHr\">2017<\/a>), <a href=\"https:\/\/ok.ru\/profile\/337146767210\">OK<\/a> (the account has been inactive since 2009).<\/p>\n<p>We already spotted Badambayev in the past. In particular, his name under the number 25 was featured in OSINT<a href=\"https:\/\/informnapalm.org\/16398-vostok-delo-tonkoe\/\">-investigation<\/a> from December 17, 2015. There we provided the personal data of <strong>29 servicemen of the 291st Artillery Brigade<\/strong> of the Southern Military District who were spotted in Syria. Soon after that publication, most of the listed persons deleted or edited their public accounts. However, in May 2016 Badambayev was back, boasting on his page about the awards that had been absent in his album previously:<\/p>\n<ul>\n<li>Medal of the Russian Ministry of Defense <a href=\"https:\/\/archive.is\/S1cLF\">&#8220;For combat distinctions&#8221;<\/a> #6722, issued by the order of the Minister of Defense of March 2, 2016. The award certificate was signed by the commander of military unit 63354 (the same 136th Motorized Rifle Brigade of the Southern Military District, Buinaksk and village Botlikh, Dagestan), Colonel A. Gorlov. This brigade of the Russian Army has been repeatedly <a href=\"https:\/\/informnapalm.org\/?s=%D0%B2%2F%D1%87+63354\">identified<\/a> in the combat &#8216;assignments&#8217; to the Donbas.<\/li>\n<\/ul>\n<p><em>Note: it follows from the new circumstances that Badambayev, whom we identified among the artillerymen of the 291st Artillery Brigade in Syria, was a serviceman of the Signal Battalion of the 136th Motorized Rifle Brigade attached to these artillerymen.<\/em><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2017\/08\/2-za-B-O.jpg\" width=\"400\" height=\"340\" \/><\/p>\n<ul>\n<li>So called public medal <a href=\"https:\/\/archive.is\/BT42z\">&#8220;To the participant of the peace enforcement operation in Georgia&#8221;<\/a>, issued in 2008 and available online for <a href=\"http:\/\/chelznak.ru\/shop\/armed_forces\/nagradi_medali_ministerestva_oboroni\/item_3911\/\">520 <\/a> The award certificate for this medal was signed by the commander of the 58th Army, Major-General A. Gurulev on May 30, 2013 \u2013 five years after the Russian military invasion of Georgia in August 2008.<\/li>\n<\/ul>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2017\/08\/3-za-Gr.jpg\" width=\"400\" height=\"401\" \/><\/p>\n<ul>\n<li>So-called <a href=\"https:\/\/archive.is\/LDWBv\">public<\/a> chest badge <a href=\"https:\/\/archive.is\/sdoRY\">&#8220;For military service in the Armed Forces&#8221;<\/a> is also widely available at a price from <a href=\"http:\/\/www.zasluga.msk.ru\/index.php\/products\/za-ratnuyu-sluzhbu-v-vooruzhennyih-silah\">750<\/a> to <a href=\"http:\/\/newauction.ru\/offer\/armija_za_ratnuju_sluzhbu_v_vooruzhennykh_silakh_sk-i5539372338.html\">2000<\/a> And again, the same Major-General Gurulev signed the award certificate for it.<\/li>\n<\/ul>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2017\/08\/za-R-Sl-1.jpg\" width=\"400\" height=\"437\" \/><\/p>\n<p>&nbsp;<\/p>\n<p>\u201cThe Call\u201d, a provincial Russian newspaper of Lyambrinskiy Rayon in Mordovia at the end of July 2017 described \u2018Badambayev&#8217;s heroic record&#8217;, namely his participation in the wars in Georgia and Syria. The article mentions another of Badambayev&#8217;s &#8216;awards&#8217;: <a href=\"http:\/\/www.zasluga.ru\/catalog.php?tovar_id=617\">&#8220;For the service in the Caucasus&#8221;<\/a> chest badge, again available for sale for 1700 rubles. Interestingly that even Russian phalerists, experts and collectors <a href=\"http:\/\/www.sammler.ru\/index.php?showtopic=54832\">have not reached agreement<\/a> on the origin of this award.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2017\/08\/priziv.jpg\" \/><\/p>\n<p>Badambayev\u2019s name is listed in the orders from the package of documents handed over to us by the Ukrainian Cyber Alliance. The order of the commander of military unit 63354 <a href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2017\/08\/94-prikaz-ot-30.04.14g...doc\">94-order-from-30.04.14g.<\/a>, paragraph 6: <em>&#8220;To consider arrived from an assignment and having started to fulfill their duties: No. 33. Senior Sergeant Badambayev Artyom Muratovich, commander of the radio station R-149BMR of the control platoon of the advance control post of the signal battalion, in Ulyanovsk since 30.04.14\u201d<\/em><\/p>\n<p>The signature and the seal of the army commander on the certificates of unofficial awards is nothing else but a personal initiative. The provisions for these fake awards state that commanders of military units, armies, or districts have the right of award. But why do this five years later? Moreover, in 2008 Gurulev had nothing to do with the Southern Military District. It looks like a clear mutual interest of the awarder and the awardee &#8211; some exchange of goods or currency, one of the corruption schemes that are widespread among Russian top commanders. According to our data, this practice is not new to the Russian Army. The officers squeeze soldiers and contractors in all possible ways, including the issuance of positive evaluations, various certificates and excerpts from orders, award and discharge recommendations, etc.<\/p>\n<p>In this view, let\u2019s see who is this General Gurulev, who signed the certificates of Badambayev\u2019s unofficial awards.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2017\/08\/gurul-2.jpg\" width=\"185\" height=\"226\" \/><\/p>\n<p>In 2010, after graduating from the Academy of the General Staff, Major-General <a href=\"https:\/\/archive.is\/46fN8\"><strong>Andrey Viktorovich Gurulev<\/strong><\/a> was appointed Chief of Staff of the 58th Army of the Southern Military District. In 2012, he became the commander of this army. On June 10, 2013, criminal proceedings were initiated against him (see references <a href=\"https:\/\/archive.is\/CNUHM\">1<\/a>, <a href=\"https:\/\/archive.is\/WVcZj\">2<\/a>, <a href=\"https:\/\/archive.is\/S9liz\">3, <\/a><a href=\"https:\/\/informnapalm.org\/5087-general-na-bronevyke\/\">4<\/a>). However, soon Russia unleashed the war against Ukraine, and the unlucky general was offered a chance to get a pardon. Criminal proceedings against Gurulev were soon dropped, and in December 2014 he was promoted to the rank of Lieutenant-General.<\/p>\n<p>Based on the available <a href=\"https:\/\/informnapalm.org\/35141-rossijskoe-komandovanie-postavlyaet-na-donbass-armejskie-kompleksy-bpla-foto-dokumenta\/\">data<\/a>, in 2014 the Commander of the 58th Army of the Southern Military District Major-General Andrey Gurulev controlled the 1st and 2nd &#8216;army corps&#8217; of joint Russian-terrorist forces through the 12th Reserve Command of the Southern Military District. A little later Gurulev appeared as an initiator and a lobbyist for the creation of a new 150th Motorized Rifle Division of the 8th Combined Arms Army of the Southern Military District. Exactly one year ago, in August 2016, Gurulev was appointed the Deputy Commander of the Southern Military District. Here&#8217;s how one of Russian sources<a href=\"https:\/\/archive.is\/2b8cr#selection-1027.0-1033.48\"> describes <\/a>him: <em>&#8220;Gurulev is a daddy\u2019s boy, born with a silver spoon in his mouth, with no combat experience, but with great ambitions, connections and criminal past &#8230;&#8221;<\/em><\/p>\n<p>In this context, it is appropriate to recall a recent publication of InformNapalm, <a href=\"https:\/\/informnapalm.org\/39397-150-ya-diviziya-xxi-veka-vs-rf-mify-i-realnost\/\">150th Division of the XXI century of Russian Army. Myths and Reality<\/a>. According to our sources, the situation in the 150th Division is not as rosy as Kremlin propaganda shows. Against the backdrop of PR campaigns that advertise the growing power of the Russian army and the creation of a new attack monster in the form of the 150th Division, hundreds of contract soldiers feel deceived there. Military hazing happens often in this division, and its commanders of all ranks don&#8217;t hesitate to earn extra cash from their personnel as well as from the tangible property.<\/p>\n<p>Of course, the district commanders, especially the patron of the 150th Division General Gurulev have to be aware of the situation in the showpiece division, especially with the almost non-stop inspections happening there. Apparently, the new division serves as a milk cow satisfying the corrupt ambitions of Gurulev and other top military officers of the Russian Army.<\/p>\n<p>The case of Badambayev is not unique. The signature of General Gurulev was also found on the award certificate to the \u201cFor military service in the Armed Forces\u201d badge that was given to the contractor of the 136th Brigade Vladislav Zemlyanukhin. Our community wrote about him in our <a href=\"https:\/\/informnapalm.org\/34913-svyazisty-136-j-brigady\/\">investigation<\/a> in April. And we saw Russian soldiers bragging about fake awards even before that. For example, the contractor of the 18th Motorized Rifle Brigade <a href=\"https:\/\/informnapalm.org\/13638-try-komandyrovky-na-donbass\/\">Rever<\/a>, seen in Donetsk, boasted about \u201cMarshal of the Soviet Union Zhukov\u201d anniversary medal, with the certificate signed by the unit commander. The contractor of the 17th Motorized Rifle Brigade <a href=\"https:\/\/informnapalm.org\/11391-sau-msta-s-novoazovskom\/\">Pashinin<\/a>, seen in Novoazovsk, was awarded the so-called medal \u201cFor military valor\u201d.<\/p>\n<p>Together with Badambayev, we identified another awardee, his colleague from the Signal Battalion of the 136th Motorized Rifle Brigade.<\/p>\n<p><strong>Andrey Lakman<\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2017\/08\/lakman-257x300.jpg\" width=\"186\" height=\"215\" \/><\/p>\n<p>Born June 3, 1994, in Omsk. In social networks: <a href=\"https:\/\/vk.com\/id382342718\">VK1<\/a> (archives <a href=\"https:\/\/archive.is\/Pjdd2\">of the account<\/a>, <a href=\"https:\/\/archive.is\/FjNY5\">album<\/a>, contacts), <a href=\"https:\/\/vk.com\/id156771990\">VK2<\/a> (archives <a href=\"https:\/\/archive.is\/kVx6i\">of the account<\/a>, <a href=\"https:\/\/archive.is\/YqcI1\">album<\/a>, <a href=\"https:\/\/archive.is\/BURlK\">contacts<\/a>), <a href=\"http:\/\/bazaman.ru\/rossiya\/omsk\/lakman_andrey-156771990\/\">bazaman<\/a>.<\/p>\n<p>Lakman&#8217;s photo albums contain a picture of the Russian Defense Ministry\u2019s <a href=\"https:\/\/archive.is\/JYHkQ\">&#8220;For combat distinction&#8221;<\/a> medal. The number of the award is 6737, and it was issued by the order of the Minister of Defense of March 2, 2016. The award certificate was signed by the commander of the 136th Brigade, Colonel Gorlov.<\/p>\n<p>We also found Lakman&#8217;s name in the documents obtained from the Ukrainian Cyber Alliance. The order of the commander of military unit 63354 <a href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2017\/08\/224-prikaz-ot-19.09.14g.doc\">224-order-from-19.09.14g<\/a>, paragraph 6: <em>&#8220;To assume departed to the battalion tactical training in the Botlikh military garrison since 19.09.14: No. 65. Private Lakman Andrey Viktorovich, squad mechanic (wearable communication devices) of the signal platoon (mobile communication devices) of the signal company (control post) of the signal battalion. Provide with a field ration for 6 days\u201d<\/em>.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2017\/08\/med-768x570.jpg\" \/><\/p>\n<p>It turns out that there are two identical awards for Syria with the registration numbers 6722 and 6737, which were handed over to the servicemen of the Signal Battalion of the 136th Brigade. Given that award documents must comply with a strictly defined format and sequence, we can be certain that at least 15 signalmen of the 136th Brigade were awarded the medal \u201cFor combat distinctions\u201d just by the order of March 2, 2016.<\/p>\n<p>We remind you that the Signal Battalion of the 136th Brigade was already involved in a scandal. In particular, an investigation based on the material obtained by InformNapalm from the Ukrainian Cyber Alliance identified the signalers of this unit in the occupied part of the Donbas: <a href=\"https:\/\/informnapalm.org\/en\/signal-troops-russian-army-s-136th-brigade-donbas-lists-documents-orders-photos\/\">Signal troops of Russian Army\u2019s 136th Brigade in Donbas: lists, documents, orders (photos)<\/a>.<\/p>\n<p>It wasn\u2019t only the update of the database on &#8216;awardees&#8217;, based on the results of this investigation. They also expose the corruption leading up to the top officers of the Russian army. <\/strong>\r\n\r\nThe experience of OSINT investigations by the international intelligence community InformNapalm shows that state and departmental awards function as some of the most important clues in the search for Russian war criminals. These are awards given \u2018for combat services\u2019, as well as unofficial so-called anniversary medals indicating the participation in military adventures of the Kremlin.\r\n\r\nFrom March 2014 to August 2017, InformNapalm volunteers collected more than 170 cases of official awards issued to Russian servicemen. Among them, there are over 116 medals and orders awarded for war crimes in the Donbas, 19 - for the occupation of the Crimea, 6 - for the invasion of Georgia and 30 - for the murders in Syria. Information on all awarded war criminals has been consolidated in a single database, and is also available as <a href=\"https:\/\/informnapalm.org\/en\/award-stigma-of-war-criminals-from-the-russian-army-part-ii-updated-database-and-infographic\/\">infographics<\/a> and <a href=\"https:\/\/informnapalm.org\/en\/award-stigma-war-criminals-russian-army-database-video-overview\/\">videographics<\/a>.\r\n\r\nWhile the Kremlin has classified all the data of the Russian registry on awards since the beginning of the undeclared war against Ukraine, our lists serve as an evidence of Russian military participation in hybrid conflicts. They are already in demand of some international investigation organizations and competent services of other countries.\r\n\r\nIn this publication, we show the recipient of a departmental medal of one of the units in the Southern Military District of the Russian Federation. With his bragging about the award he exposed the deputy commander of the military district.\r\n\r\n<strong>Artyom Badambayev<\/strong>\r\n\r\n<img class=\"alignleft\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2017\/08\/0-262x300.jpg\" width=\"185\" height=\"210\" \/>\r\n\r\nBorn March 1 1989 in Saransk, Mordovia. In social networks: <a href=\"https:\/\/vk.com\/id308565525\">VK<\/a> (account archives <a href=\"https:\/\/archive.is\/oKnM8\">2015<\/a>, <a href=\"https:\/\/archive.is\/NTvTC\">2017<\/a>, album <a href=\"https:\/\/archive.is\/tXGQB\">2015<\/a>, <a href=\"https:\/\/archive.is\/958cx\">2017<\/a>, contacts <a href=\"https:\/\/archive.is\/dIjxu\">2015<\/a>, <a href=\"https:\/\/archive.is\/H4KHr\">2017<\/a>), <a href=\"https:\/\/ok.ru\/profile\/337146767210\">OK<\/a> (the account has been inactive since 2009).\r\n\r\nWe already spotted Badambayev in the past. In particular, his name under the number 25 was featured in OSINT<a href=\"https:\/\/informnapalm.org\/16398-vostok-delo-tonkoe\/\">-investigation<\/a> from December 17, 2015. There we provided the personal data of <strong>29 servicemen of the 291st Artillery Brigade<\/strong> of the Southern Military District who were spotted in Syria. Soon after that publication, most of the listed persons deleted or edited their public accounts. However, in May 2016 Badambayev was back, boasting on his page about the awards that had been absent in his album previously:\r\n<ul>\r\n \t<li>Medal of the Russian Ministry of Defense <a href=\"https:\/\/archive.is\/S1cLF\">\"For combat distinctions\"<\/a> #6722, issued by the order of the Minister of Defense of March 2, 2016. The award certificate was signed by the commander of military unit 63354 (the same 136th Motorized Rifle Brigade of the Southern Military District, Buinaksk and village Botlikh, Dagestan), Colonel A. Gorlov. This brigade of the Russian Army has been repeatedly <a href=\"https:\/\/informnapalm.org\/?s=%D0%B2%2F%D1%87+63354\">identified<\/a> in the combat 'assignments' to the Donbas.<\/li>\r\n<\/ul>\r\n<em>Note: it follows from the new circumstances that Badambayev, whom we identified among the artillerymen of the 291st Artillery Brigade in Syria, was a serviceman of the Signal Battalion of the 136th Motorized Rifle Brigade attached to these artillerymen.<\/em>\r\n\r\n<img class=\"\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2017\/08\/2-za-B-O.jpg\" width=\"400\" height=\"340\" \/>\r\n<ul>\r\n \t<li>So called public medal <a href=\"https:\/\/archive.is\/BT42z\">\"To the participant of the peace enforcement operation in Georgia\"<\/a>, issued in 2008 and available online for <a href=\"http:\/\/chelznak.ru\/shop\/armed_forces\/nagradi_medali_ministerestva_oboroni\/item_3911\/\">520 <\/a> The award certificate for this medal was signed by the commander of the 58th Army, Major-General A. Gurulev on May 30, 2013 \u2013 five years after the Russian military invasion of Georgia in August 2008.<\/li>\r\n<\/ul>\r\n<img class=\"\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2017\/08\/3-za-Gr.jpg\" width=\"400\" height=\"401\" \/>\r\n<ul>\r\n \t<li>So-called <a href=\"https:\/\/archive.is\/LDWBv\">public<\/a> chest badge <a href=\"https:\/\/archive.is\/sdoRY\">\"For military service in the Armed Forces\"<\/a> is also widely available at a price from <a href=\"http:\/\/www.zasluga.msk.ru\/index.php\/products\/za-ratnuyu-sluzhbu-v-vooruzhennyih-silah\">750<\/a> to <a href=\"http:\/\/newauction.ru\/offer\/armija_za_ratnuju_sluzhbu_v_vooruzhennykh_silakh_sk-i5539372338.html\">2000<\/a> And again, the same Major-General Gurulev signed the award certificate for it.<\/li>\r\n<\/ul>\r\n<img class=\"\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2017\/08\/za-R-Sl-1.jpg\" width=\"400\" height=\"437\" \/>\r\n\r\n&nbsp;\r\n\r\n\u201cThe Call\u201d, a provincial Russian newspaper of Lyambrinskiy Rayon in Mordovia at the end of July 2017 described \u2018Badambayev's heroic record', namely his participation in the wars in Georgia and Syria. The article mentions another of Badambayev's 'awards': <a href=\"http:\/\/www.zasluga.ru\/catalog.php?tovar_id=617\">\"For the service in the Caucasus\"<\/a> chest badge, again available for sale for 1700 rubles. Interestingly that even Russian phalerists, experts and collectors <a href=\"http:\/\/www.sammler.ru\/index.php?showtopic=54832\">have not reached agreement<\/a> on the origin of this award.\r\n\r\n<img src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2017\/08\/priziv.jpg\" \/>\r\n\r\nBadambayev\u2019s name is listed in the orders from the package of documents handed over to us by the Ukrainian Cyber Alliance. The order of the commander of military unit 63354 <a href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2017\/08\/94-prikaz-ot-30.04.14g...doc\">94-order-from-30.04.14g.<\/a>, paragraph 6: <em>\"To consider arrived from an assignment and having started to fulfill their duties: No. 33. Senior Sergeant Badambayev Artyom Muratovich, commander of the radio station R-149BMR of the control platoon of the advance control post of the signal battalion, in Ulyanovsk since 30.04.14\u201d<\/em>\r\n\r\nThe signature and the seal of the army commander on the certificates of unofficial awards is nothing else but a personal initiative. The provisions for these fake awards state that commanders of military units, armies, or districts have the right of award. But why do this five years later? Moreover, in 2008 Gurulev had nothing to do with the Southern Military District. It looks like a clear mutual interest of the awarder and the awardee - some exchange of goods or currency, one of the corruption schemes that are widespread among Russian top commanders. According to our data, this practice is not new to the Russian Army. The officers squeeze soldiers and contractors in all possible ways, including the issuance of positive evaluations, various certificates and excerpts from orders, award and discharge recommendations, etc.\r\n\r\nIn this view, let\u2019s see who is this General Gurulev, who signed the certificates of Badambayev\u2019s unofficial awards.\r\n\r\n<img class=\"alignleft\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2017\/08\/gurul-2.jpg\" width=\"185\" height=\"226\" \/>\r\n\r\nIn 2010, after graduating from the Academy of the General Staff, Major-General <a href=\"https:\/\/archive.is\/46fN8\"><strong>Andrey Viktorovich Gurulev<\/strong><\/a> was appointed Chief of Staff of the 58th Army of the Southern Military District. In 2012, he became the commander of this army. On June 10, 2013, criminal proceedings were initiated against him (see references <a href=\"https:\/\/archive.is\/CNUHM\">1<\/a>, <a href=\"https:\/\/archive.is\/WVcZj\">2<\/a>, <a href=\"https:\/\/archive.is\/S9liz\">3, <\/a><a href=\"https:\/\/informnapalm.org\/5087-general-na-bronevyke\/\">4<\/a>). However, soon Russia unleashed the war against Ukraine, and the unlucky general was offered a chance to get a pardon. Criminal proceedings against Gurulev were soon dropped, and in December 2014 he was promoted to the rank of Lieutenant-General.\r\n\r\nBased on the available <a href=\"https:\/\/informnapalm.org\/35141-rossijskoe-komandovanie-postavlyaet-na-donbass-armejskie-kompleksy-bpla-foto-dokumenta\/\">data<\/a>, in 2014 the Commander of the 58th Army of the Southern Military District Major-General Andrey Gurulev controlled the 1st and 2nd 'army corps' of joint Russian-terrorist forces through the 12th Reserve Command of the Southern Military District. A little later Gurulev appeared as an initiator and a lobbyist for the creation of a new 150th Motorized Rifle Division of the 8th Combined Arms Army of the Southern Military District. Exactly one year ago, in August 2016, Gurulev was appointed the Deputy Commander of the Southern Military District. Here's how one of Russian sources<a href=\"https:\/\/archive.is\/2b8cr#selection-1027.0-1033.48\"> describes <\/a>him: <em>\"Gurulev is a daddy\u2019s boy, born with a silver spoon in his mouth, with no combat experience, but with great ambitions, connections and criminal past ...\"<\/em>\r\n\r\nIn this context, it is appropriate to recall a recent publication of InformNapalm, <a href=\"https:\/\/informnapalm.org\/39397-150-ya-diviziya-xxi-veka-vs-rf-mify-i-realnost\/\">150th Division of the XXI century of Russian Army. Myths and Reality<\/a>. According to our sources, the situation in the 150th Division is not as rosy as Kremlin propaganda shows. Against the backdrop of PR campaigns that advertise the growing power of the Russian army and the creation of a new attack monster in the form of the 150th Division, hundreds of contract soldiers feel deceived there. Military hazing happens often in this division, and its commanders of all ranks don't hesitate to earn extra cash from their personnel as well as from the tangible property.\r\n\r\nOf course, the district commanders, especially the patron of the 150th Division General Gurulev have to be aware of the situation in the showpiece division, especially with the almost non-stop inspections happening there. Apparently, the new division serves as a milk cow satisfying the corrupt ambitions of Gurulev and other top military officers of the Russian Army.\r\n\r\nThe case of Badambayev is not unique. The signature of General Gurulev was also found on the award certificate to the \u201cFor military service in the Armed Forces\u201d badge that was given to the contractor of the 136th Brigade Vladislav Zemlyanukhin. Our community wrote about him in our <a href=\"https:\/\/informnapalm.org\/34913-svyazisty-136-j-brigady\/\">investigation<\/a> in April. And we saw Russian soldiers bragging about fake awards even before that. For example, the contractor of the 18th Motorized Rifle Brigade <a href=\"https:\/\/informnapalm.org\/13638-try-komandyrovky-na-donbass\/\">Rever<\/a>, seen in Donetsk, boasted about \u201cMarshal of the Soviet Union Zhukov\u201d anniversary medal, with the certificate signed by the unit commander. The contractor of the 17th Motorized Rifle Brigade <a href=\"https:\/\/informnapalm.org\/11391-sau-msta-s-novoazovskom\/\">Pashinin<\/a>, seen in Novoazovsk, was awarded the so-called medal \u201cFor military valor\u201d.\r\n\r\nTogether with Badambayev, we identified another awardee, his colleague from the Signal Battalion of the 136th Motorized Rifle Brigade.\r\n\r\n<strong>Andrey Lakman<\/strong>\r\n\r\n<img class=\"alignleft\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2017\/08\/lakman-257x300.jpg\" width=\"186\" height=\"215\" \/>\r\n\r\nBorn June 3, 1994, in Omsk. In social networks: <a href=\"https:\/\/vk.com\/id382342718\">VK1<\/a> (archives <a href=\"https:\/\/archive.is\/Pjdd2\">of the account<\/a>, <a href=\"https:\/\/archive.is\/FjNY5\">album<\/a>, contacts), <a href=\"https:\/\/vk.com\/id156771990\">VK2<\/a> (archives <a href=\"https:\/\/archive.is\/kVx6i\">of the account<\/a>, <a href=\"https:\/\/archive.is\/YqcI1\">album<\/a>, <a href=\"https:\/\/archive.is\/BURlK\">contacts<\/a>), <a href=\"http:\/\/bazaman.ru\/rossiya\/omsk\/lakman_andrey-156771990\/\">bazaman<\/a>.\r\n\r\nLakman's photo albums contain a picture of the Russian Defense Ministry\u2019s <a href=\"https:\/\/archive.is\/JYHkQ\">\"For combat distinction\"<\/a> medal. The number of the award is 6737, and it was issued by the order of the Minister of Defense of March 2, 2016. The award certificate was signed by the commander of the 136th Brigade, Colonel Gorlov.\r\n\r\nWe also found Lakman's name in the documents obtained from the Ukrainian Cyber Alliance. The order of the commander of military unit 63354 <a href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2017\/08\/224-prikaz-ot-19.09.14g.doc\">224-order-from-19.09.14g<\/a>, paragraph 6: <em>\"To assume departed to the battalion tactical training in the Botlikh military garrison since 19.09.14: No. 65. Private Lakman Andrey Viktorovich, squad mechanic (wearable communication devices) of the signal platoon (mobile communication devices) of the signal company (control post) of the signal battalion. Provide with a field ration for 6 days\u201d<\/em>.\r\n\r\n<img src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2017\/08\/med-768x570.jpg\" \/>\r\n\r\nIt turns out that there are two identical awards for Syria with the registration numbers 6722 and 6737, which were handed over to the servicemen of the Signal Battalion of the 136th Brigade. Given that award documents must comply with a strictly defined format and sequence, we can be certain that at least 15 signalmen of the 136th Brigade were awarded the medal \u201cFor combat distinctions\u201d just by the order of March 2, 2016.\r\n\r\nWe remind you that the Signal Battalion of the 136th Brigade was already involved in a scandal. In particular, an investigation based on the material obtained by InformNapalm from the Ukrainian Cyber Alliance identified the signalers of this unit in the occupied part of the Donbas: <a href=\"https:\/\/informnapalm.org\/en\/signal-troops-russian-army-s-136th-brigade-donbas-lists-documents-orders-photos\/\">Signal troops of Russian Army\u2019s 136th Brigade in Donbas: lists, documents, orders (photos)<\/a>.\r\n\r\nIt wasn\u2019t only the update of the database on 'awardees', based on the results of this investigation.
