The Resettlement of Civilian Population of the Russian Federation to the Occupied Territory of Ukraine, published with the assistance of the Ukrainian Helsinki Human Rights Union. Article 85 of the Protocol Additional to the Geneva Conventions of August 12, 1949, relating to the protection of victims of international armed conflicts (Protocol I) qualifies resettlement of a part of a country’s population to an occupied territory as a war crime. According to the 2014-2015 statistics cited in the book, the Russian Federation encourages its citizens to relocate to the occupied Crimea, changing the demographic situation on the peninsular. Once again: this is a war crime, committed, alongside other Russian nationals, by Russian servicemen who resettle there with their families. The book has a list (drawn up based on information from open sources) of Russian nationals who resettled on the occupied territory. It includes the head of the 1472nd NCH V. Murynin.

It was he (lieutenant-colonel at the time) who signed award certificates to medals awarded to the subjects of this investigation after the occupants, having rewarded soldiers, began to reward military medics.

1.
