This operation has been aimed at discrediting Ukrainian troops and the OSCE Special Monitoring Mission (SMM) to Ukraine.<\/strong>\u00a0<strong>One of its main focuses is the destructive psychological impact on the local population of the occupied territories in order to maintain the degree of hatred formed around resonant stories about shelling, injuries or deaths. At the same time, the local population of the occupied territories receives metered, incomplete and distorted information about the tragic events exclusively through the channels of Russian propaganda, and the OSCE SMM attempts to obtain information from the scene and to conduct independent research are blocked on a regular basis. This may indicate signs of deliberate crimes committed by Russian occupation forces in the Donbas in order to stage propaganda stories. <\/strong><\/p>\n<h2><strong>Propaganda in occupied territories blames OSCE for the lack of monitoring<\/strong><\/h2>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-22822 size-full\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2020\/04\/2.jpg\" alt=\"\" width=\"642\" height=\"336\" \/><\/p>\n<p>During last month, Russian propagandists purposefully bombarded the local population around the city of Horlivka with messages about the lack of the OSCE monitoring in their videos:<\/p>\n<ul>\n<li>On April 5, 2020, propagandists of the so-called UNM DPR press service on their YouTube channel (<a href=\"https:\/\/www.youtube.com\/watch?v=jRdRxu22r-c&amp;feature=youtu.be&amp;t=18\" target=\"_blank\" rel=\"noopener noreferrer\">https:\/\/youtu.be\/jRdRxu22r-c?t=18<\/a>) blamed the Ukrainian Armed Forces for shelling a residential neighborhood and the OSCE SMM for allegedly\u00a0<strong>not monitoring this area<\/strong>. \u201c<em>How often do OSCE staff appear?<\/em>\u201c The voice-over in Russian asks in the video. <em>&#8220;Rarely, the last time I saw them was a long time ago, near the village council,&#8221;<\/em> a woman, named as &#8220;Tatiana, a resident of the village of Zaytseve&#8221;, replies.<\/li>\n<li>The propagandists also resorted to similar manipulation in the story on April 9 (<a style=\"font-weight: 300;\" href=\"https:\/\/youtu.be\/eZUdlXFEJWk?t=84\" target=\"_blank\" rel=\"noopener noreferrer\">https:\/\/youtu.be\/eZUdlXFEJWk?t=84<\/a><span style=\"font-weight: 300;\">): &#8220;At the moment, the biggest problem for us is that the OSCE mission does not come here and does not record the shelling,&#8221; Vladislav Cherkashin, the so-called &#8220;head of the village administration&#8221; of the village of Zaitseve controlled by the Russian occupation forces, said on video. Later in the story, the propagandist behind the scenes again emphatically asks the local resident: \u201c<\/span><em style=\"font-weight: 300;\">How often do OSCE staff appear in the area?<\/em><span style=\"font-weight: 300;\">&#8221; &#8220;<\/span><em style=\"font-weight: 300;\">We don&#8217;t see the OSCE here<\/em><span style=\"font-weight: 300;\">,&#8221; the woman in the video replies.<\/span><\/li>\n<\/ul>\n<h2>Bloody propaganda<\/h2>\n<p>All these periodic accentuated messages about the absence of the OSCE SMM around Horlivka could have been ignored if not for the next step of the propagandist: their reporting on the murder of 25-year-old Miroslava Vorontsova, who died under rather strange circumstances.<\/p>\n<p>On April 9, the so-called \u201cmayor\u201d of the Russian-occupied Horlivka, Ivan Prikhodko, reported that the girl had died as a result of <em>\u201ca <\/em><em>mortar round dropped by a drone<\/em><em>\u201d<\/em>, supposedly Ukrainian.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-22823 size-full\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2020\/04\/3.jpg\" alt=\"\" width=\"642\" height=\"336\" \/><\/p>\n<p>The propagandists also emphasized that the girl was an orphan, had only a Ukrainian passport and frequently visited the government-controlled territory of Ukraine.\u00a0Some additional information and photos can be found\u00a0<a href=\"https:\/\/archive.fo\/3cGiV\" target=\"_blank\" rel=\"noopener noreferrer\">on the archive web-page <\/a>of the town of\u00a0Horlivka.<\/p>\n<p>The young girl&#8217;s death itself is beyond doubt.\u00a0Through their own sources, InformNapalm volunteers were able to confirm that her Ukrainian passport was valid and the last time the girl crossed the Ukrainian check point in February of 2020.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-22824 size-full\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2020\/04\/4.jpg\" alt=\"\" width=\"642\" height=\"460\" \/><\/p>\n<p>The Russian web site <a href=\"https:\/\/archive.fo\/fPkLM\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Komsomolskaya Pravda<\/em><\/a> posted additional information about the funeral that took place in Horlivka. The video shows a dead woman, looking similar to Miroslava Vorontsova.\u00a0In addition, church figures and puppet representatives of the occupying administration of Horlivka made loud propaganda statements calling on the world community to respond to the event and impose sanctions on Ukraine.\u00a0They mentioned the Hague tribunal and threatened a &#8220;hard response&#8221;.\u00a0However, it\u2019s hard to believe in their sincerity knowing the history of Russian propaganda in the Donbas. The circumstances of the woman\u2019s death could have been fabricated by the occupiers. It could have been a purposeful bloody provocation staged <a href=\"https:\/\/informnapalm.org\/en\/russia-lost-zastava-drone-in-donbas-units\/\" target=\"_blank\" rel=\"noopener noreferrer\">using Russian drones<\/a> to create a story of a <em>&#8220;<\/em><em>mortar round dropped by a Ukrainian UAV\u201d<\/em><em>.<\/em><\/p>\n<p><strong><em>Read also<\/em><\/strong><em>: <\/em><a href=\"https:\/\/informnapalm.org\/en\/russian-occupiers-distribute-leaflets-to-apply-psychological-pressure-on-the-population-in-zolote-4\/\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Russian occupiers misuse Reuters photo in propaganda PSYOPs in Donbas<\/em><\/a><em>.<\/em><\/p>\n<h2>Why the OSCE SMM does not come<\/h2>\n<p style=\"text-align: justify; background: white; margin: 0cm 0cm 13.5pt 0cm;\"><span class=\"notranslate\"><span lang=\"EN-US\" style=\"font-size: 11.5pt; font-family: 'Arial','sans-serif'; color: #666666;\">Now, let&#8217;s look again at the propaganda stories about lack of the OSCE monitoring in the area.<\/span><\/span><span lang=\"EN-US\" style=\"font-size: 11.5pt; font-family: 'Arial','sans-serif'; color: #666666;\">\u00a0<span class=\"notranslate\">On <span style=\"background: white;\">April 10, propagandists continued to focus on the lack of OSCE monitoring (<\/span><\/span><\/span><span lang=\"EN-US\"><a href=\"https:\/\/www.youtube.com\/watch?v=ucum-BQcVkc&amp;feature=youtu.be&amp;t=68\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-size: 11.5pt; font-family: 'Arial','sans-serif'; color: #0088cc; background: white;\">https:\/\/youtu.be\/ucum-BQcVkc?t=68<\/span><\/a><\/span><span class=\"notranslate\"><span lang=\"EN-US\" style=\"font-size: 11.5pt; font-family: 'Arial','sans-serif'; color: #666666; background: white;\">).<\/span><\/span><span lang=\"EN-US\" style=\"font-size: 11.5pt; font-family: 'Arial','sans-serif'; color: #666666; background: white;\">\u00a0<span class=\"notranslate\">The behind-the-scenes person asks: \u201c<\/span><em><span style=\"font-family: 'Arial','sans-serif';\">Did the OSCE react?<\/span><\/em><span class=\"notranslate\">&#8220;<\/span>\u00a0\u201c<em><span style=\"font-family: 'Arial','sans-serif';\">The OSCE presence has not been recorded,<\/span><\/em><span class=\"notranslate\">\u201d Irina Dzhelomanova, the so-called \u201chead of administration\u201d of Nikitovsky district of Horlivka, controlled by the Russian occupation forces, replied with a smiley.<\/span>\u00a0Her<span class=\"notranslate\"> sarcasm is very cynical, because only in the last 3 weeks pro-Russian forces have blocked the OSCE SMM patrols in Horlivka three times: on March 26, April 2, and April 10.<\/span><\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-22826 size-full\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2020\/04\/5.jpg\" alt=\"\" width=\"642\" height=\"336\" \/><\/p>\n<p><em>\u201cOn the morning of 10 April, at a checkpoint near Horlivka (non-government-controlled, 39km north-east of Donetsk), three members of the armed formations denied an SMM patrol, travelling from government-controlled areas, passage into non-government-controlled areas, citing \u201corders from commanders that nobody may pass\u201d, <\/em>said in <a href=\"https:\/\/www.osce.org\/special-monitoring-mission-to-ukraine\/450001\" target=\"_blank\" rel=\"noopener noreferrer\">SMM Spot Report 10\/2020<\/a>.<\/p>\n<p>The OSCE SMM daily report\u00a0<a href=\"https:\/\/www.osce.org\/special-monitoring-mission-to-ukraine\/450076?download=true\" target=\"_blank\" rel=\"noopener noreferrer\">No. 86\/2020<\/a>\u00a0of April 11 states: \u201c<em>On 10 April, staff at a hospital in Horlivka (non-government-controlled, 39km northeast of Donetsk) declined to share <strong>information with the SMM about civilian casualties<\/strong>, citing the necessity to receive \u201cinstructions from superiors\u201d. <\/em><\/p>\n<p>It should be noted that restrictions of the freedom of movement of the SMM patrols and drones near Horlivka were recorded in SMM reports prior to the COVID-19 quarantine. The restrictions can be seen as systemic obstacles to the OSCE Mission in the area.<\/p>\n<p><strong><em>Read also:<\/em><\/strong><em>\u00a0<\/em><a href=\"https:\/\/informnapalm.org\/en\/obstruction-of-osce-q1-2020-analysis\/\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Obstruction of OSCE SMM activity in Donbas by the Russian Federation \u2013 Q1 2020 analysis<\/em><\/a><em>.<\/em><\/p>\n<p>This is a rather strange situation where, on the one hand, Russian propagandists have for several weeks been imposing on the local population the opinion that the OSCE SMM does not want to record violations and shelling, and on the other hand, the occupying forces do not allow observers access and refuse to provide information on the dead or wounded, referring to the \u201cinstructions from superiors\u201d.<\/p>\n<p><span class=\"notranslate\"><span lang=\"EN-US\" style=\"font-size: 15.0pt; font-family: 'Arial','sans-serif'; color: #333333; letter-spacing: -.1pt; font-weight: normal;\">Conclusions<\/span><\/span><\/p>\n<p>The Russian occupation forces and DPR and LPR armed formations controlled by them have repeatedly been caught violating international humanitarian law, norms and principles of warfare.\u00a0They repeatedly fired at not only Ukrainian troops but also at <a href=\"https:\/\/informnapalm.org\/en\/another-provocative-shelling-apartment-building-donetsk\/\" target=\"_blank\" rel=\"noopener noreferrer\">residential neighborhoods<\/a>, placed\u00a0<a href=\"https:\/\/informnapalm.org\/en\/avdiivka-bm21\/\" target=\"_blank\" rel=\"noopener noreferrer\">GRAD<\/a> launchers\u00a0and\u00a0<a href=\"https:\/\/informnapalm.org\/en\/donbas-conflict-intensification-militants-transported-120-and-122-mm-guns-via-residential-areas-day-before\/\" target=\"_blank\" rel=\"noopener noreferrer\">artillery<\/a>\u00a0between civilians&#8217; homes, and carried out provocative shelling by mortars at public transport\u00a0<a href=\"https:\/\/uk.wikipedia.org\/wiki\/%D0%9E%D0%B1%D1%81%D1%82%D1%80%D1%96%D0%BB_%D0%B7%D1%83%D0%BF%D0%B8%D0%BD%D0%BA%D0%B8_%C2%AB%D0%94%D0%BE%D0%BD%D0%B3%D1%96%D1%80%D0%BC%D0%B0%D1%88%C2%BB_%D1%83_%D0%94%D0%BE%D0%BD%D0%B5%D1%86%D1%8C%D0%BA%D1%83\" target=\"_blank\" rel=\"noopener noreferrer\">in Donetsk<\/a>\u00a0and\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Volnovakha_bus_attack\" target=\"_blank\" rel=\"noopener noreferrer\">Volnovakha<\/a>\u00a0in order to blame the Ukrainian Armed Forces for the death of civilians.<\/p>\n<p>The Russian Federation constantly\u00a0<a href=\"https:\/\/informnapalm.org\/en\/russian-armament-donbas-informnapalm-s-evidence-presented-pace\/\" target=\"_blank\" rel=\"noopener noreferrer\">supplies weapons and ammunition<\/a>\u00a0, sends its\u00a0<a href=\"https:\/\/informnapalm.org\/en\/proofs-of-the-russian-aggression-informnapalm-releases-extensive-database-of-evidence\/\" target=\"_blank\" rel=\"noopener noreferrer\">troops to the Donbas<\/a>, and manages all internal processes in the occupied territories. This operation has been aimed at discrediting Ukrainian troops and the OSCE Special Monitoring Mission (SMM) to Ukraine.<\/strong>\u00a0<strong>One of its main focuses is the destructive psychological impact on the local population of the occupied territories in order to maintain the degree of hatred formed around resonant stories about shelling, injuries or deaths. At the same time, the local population of the occupied territories receives metered, incomplete and distorted information about the tragic events exclusively through the channels of Russian propaganda, and the OSCE SMM attempts to obtain information from the scene and to conduct independent research are blocked on a regular basis. This may indicate signs of deliberate crimes committed by Russian occupation forces in the Donbas in order to stage propaganda stories. <\/strong>\r\n<h2><strong>Propaganda in occupied territories blames OSCE for the lack of monitoring<\/strong><\/h2>\r\n<img class=\"aligncenter wp-image-22822 size-full\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2020\/04\/2.jpg\" alt=\"\" width=\"642\" height=\"336\" \/>\r\n\r\nDuring last month, Russian propagandists purposefully bombarded the local population around the city of Horlivka with messages about the lack of the OSCE monitoring in their videos:\r\n<ul>\r\n \t<li>On April 5, 2020, propagandists of the so-called UNM DPR press service on their YouTube channel (<a href=\"https:\/\/www.youtube.com\/watch?v=jRdRxu22r-c&amp;feature=youtu.be&amp;t=18\" target=\"_blank\" rel=\"noopener noreferrer\">https:\/\/youtu.be\/jRdRxu22r-c?t=18<\/a>) blamed the Ukrainian Armed Forces for shelling a residential neighborhood and the OSCE SMM for allegedly\u00a0<strong>not monitoring this area<\/strong>. \u201c<em>How often do OSCE staff appear?<\/em>\u201c The voice-over in Russian asks in the video. <em>\"Rarely, the last time I saw them was a long time ago, near the village council,\"<\/em> a woman, named as \"Tatiana, a resident of the village of Zaytseve\", replies.<\/li>\r\n \t<li>The propagandists also resorted to similar manipulation in the story on April 9 (<a style=\"font-weight: 300;\" href=\"https:\/\/youtu.be\/eZUdlXFEJWk?t=84\" target=\"_blank\" rel=\"noopener noreferrer\">https:\/\/youtu.be\/eZUdlXFEJWk?t=84<\/a><span style=\"font-weight: 300;\">): \"At the moment, the biggest problem for us is that the OSCE mission does not come here and does not record the shelling,\" Vladislav Cherkashin, the so-called \"head of the village administration\" of the village of Zaitseve controlled by the Russian occupation forces, said on video. Later in the story, the propagandist behind the scenes again emphatically asks the local resident: \u201c<\/span><em style=\"font-weight: 300;\">How often do OSCE staff appear in the area?<\/em><span style=\"font-weight: 300;\">\" \"<\/span><em style=\"font-weight: 300;\">We don't see the OSCE here<\/em><span style=\"font-weight: 300;\">,\" the woman in the video replies.<\/span><\/li>\r\n<\/ul>\r\n<h2>Bloody propaganda<\/h2>\r\nAll these periodic accentuated messages about the absence of the OSCE SMM around Horlivka could have been ignored if not for the next step of the propagandist: their reporting on the murder of 25-year-old Miroslava Vorontsova, who died under rather strange circumstances.\r\n\r\nOn April 9, the so-called \u201cmayor\u201d of the Russian-occupied Horlivka, Ivan Prikhodko, reported that the girl had died as a result of <em>\u201ca <\/em><em>mortar round dropped by a drone<\/em><em>\u201d<\/em>, supposedly Ukrainian.\r\n\r\n<img class=\"aligncenter wp-image-22823 size-full\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2020\/04\/3.jpg\" alt=\"\" width=\"642\" height=\"336\" \/>\r\n\r\nThe propagandists also emphasized that the girl was an orphan, had only a Ukrainian passport and frequently visited the government-controlled territory of Ukraine.\u00a0Some additional information and photos can be found\u00a0<a href=\"https:\/\/archive.fo\/3cGiV\" target=\"_blank\" rel=\"noopener noreferrer\">on the archive web-page <\/a>of the town of\u00a0Horlivka.\r\n\r\nThe young girl's death itself is beyond doubt.\u00a0Through their own sources, InformNapalm volunteers were able to confirm that her Ukrainian passport was valid and the last time the girl crossed the Ukrainian check point in February of 2020.\r\n\r\n<img class=\"aligncenter wp-image-22824 size-full\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2020\/04\/4.jpg\" alt=\"\" width=\"642\" height=\"460\" \/>\r\n\r\nThe Russian web site <a href=\"https:\/\/archive.fo\/fPkLM\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Komsomolskaya Pravda<\/em><\/a> posted additional information about the funeral that took place in Horlivka. The video shows a dead woman, looking similar to Miroslava Vorontsova.\u00a0In addition, church figures and puppet representatives of the occupying administration of Horlivka made loud propaganda statements calling on the world community to respond to the event and impose sanctions on Ukraine.\u00a0They mentioned the Hague tribunal and threatened a \"hard response\".\u00a0However, it\u2019s hard to believe in their sincerity knowing the history of Russian propaganda in the Donbas. The circumstances of the woman\u2019s death could have been fabricated by the occupiers. It could have been a purposeful bloody provocation staged <a href=\"https:\/\/informnapalm.org\/en\/russia-lost-zastava-drone-in-donbas-units\/\" target=\"_blank\" rel=\"noopener noreferrer\">using Russian drones<\/a> to create a story of a <em>\"<\/em><em>mortar round dropped by a Ukrainian UAV\u201d<\/em><em>.<\/em>\r\n\r\n<strong><em>Read also<\/em><\/strong><em>: <\/em><a href=\"https:\/\/informnapalm.org\/en\/russian-occupiers-distribute-leaflets-to-apply-psychological-pressure-on-the-population-in-zolote-4\/\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Russian occupiers misuse Reuters photo in propaganda PSYOPs in Donbas<\/em><\/a><em>.<\/em>\r\n<h2>Why the OSCE SMM does not come<\/h2>\r\n<p style=\"text-align: justify; background: white; margin: 0cm 0cm 13.5pt 0cm;\"><span class=\"notranslate\"><span lang=\"EN-US\" style=\"font-size: 11.5pt; font-family: 'Arial','sans-serif'; color: #666666;\">Now, let's look again at the propaganda stories about lack of the OSCE monitoring in the area.<\/span><\/span><span lang=\"EN-US\" style=\"font-size: 11.5pt; font-family: 'Arial','sans-serif'; color: #666666;\">\u00a0<span class=\"notranslate\">On <span style=\"background: white;\">April 10, propagandists continued to focus on the lack of OSCE monitoring (<\/span><\/span><\/span><span lang=\"EN-US\"><a href=\"https:\/\/www.youtube.com\/watch?v=ucum-BQcVkc&amp;feature=youtu.be&amp;t=68\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-size: 11.5pt; font-family: 'Arial','sans-serif'; color: #0088cc; background: white;\">https:\/\/youtu.be\/ucum-BQcVkc?t=68<\/span><\/a><\/span><span class=\"notranslate\"><span lang=\"EN-US\" style=\"font-size: 11.5pt; font-family: 'Arial','sans-serif'; color: #666666; background: white;\">).<\/span><\/span><span lang=\"EN-US\" style=\"font-size: 11.5pt; font-family: 'Arial','sans-serif'; color: #666666; background: white;\">\u00a0<span class=\"notranslate\">The behind-the-scenes person asks: \u201c<\/span><em><span style=\"font-family: 'Arial','sans-serif';\">Did the OSCE react?<\/span><\/em><span class=\"notranslate\">\"<\/span>\u00a0\u201c<em><span style=\"font-family: 'Arial','sans-serif';\">The OSCE presence has not been recorded,<\/span><\/em><span class=\"notranslate\">\u201d Irina Dzhelomanova, the so-called \u201chead of administration\u201d of Nikitovsky district of Horlivka, controlled by the Russian occupation forces, replied with a smiley.<\/span>\u00a0Her<span class=\"notranslate\"> sarcasm is very cynical, because only in the last 3 weeks pro-Russian forces have blocked the OSCE SMM patrols in Horlivka three times: on March 26, April 2, and April 10.<\/span><\/span><\/p>\r\n<img class=\"aligncenter wp-image-22826 size-full\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2020\/04\/5.jpg\" alt=\"\" width=\"642\" height=\"336\" \/>\r\n\r\n<em>\u201cOn the morning of 10 April, at a checkpoint near Horlivka (non-government-controlled, 39km north-east of Donetsk), three members of the armed formations denied an SMM patrol, travelling from government-controlled areas, passage into non-government-controlled areas, citing \u201corders from commanders that nobody may pass\u201d, <\/em>said in <a href=\"https:\/\/www.osce.org\/special-monitoring-mission-to-ukraine\/450001\" target=\"_blank\" rel=\"noopener noreferrer\">SMM Spot Report 10\/2020<\/a>.\r\n\r\nThe OSCE SMM daily report\u00a0<a href=\"https:\/\/www.osce.org\/special-monitoring-mission-to-ukraine\/450076?download=true\" target=\"_blank\" rel=\"noopener noreferrer\">No. 86\/2020<\/a>\u00a0of April 11 states: \u201c<em>On 10 April, staff at a hospital in Horlivka (non-government-controlled, 39km northeast of Donetsk) declined to share <strong>information with the SMM about civilian casualties<\/strong>, citing the necessity to receive \u201cinstructions from superiors\u201d. <\/em>\r\n\r\nIt should be noted that restrictions of the freedom of movement of the SMM patrols and drones near Horlivka were recorded in SMM reports prior to the COVID-19 quarantine. The restrictions can be seen as systemic obstacles to the OSCE Mission in the area.\r\n\r\n<strong><em>Read also:<\/em><\/strong><em>\u00a0<\/em><a href=\"https:\/\/informnapalm.org\/en\/obstruction-of-osce-q1-2020-analysis\/\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Obstruction of OSCE SMM activity in Donbas by the Russian Federation \u2013 Q1 2020 analysis<\/em><\/a><em>.<\/em>\r\n\r\nThis is a rather strange situation where, on the one hand, Russian propagandists have for several weeks been imposing on the local population the opinion that the OSCE SMM does not want to record violations and shelling, and on the other hand, the occupying forces do not allow observers access and refuse to provide information on the dead or wounded, referring to the \u201cinstructions from superiors\u201d.\r\n\r\n<span class=\"notranslate\"><span lang=\"EN-US\" style=\"font-size: 15.0pt; font-family: 'Arial','sans-serif'; color: #333333; letter-spacing: -.1pt; font-weight: normal;\">Conclusions<\/span><\/span>\r\n\r\nThe Russian occupation forces and DPR and LPR armed formations controlled by them have repeatedly been caught violating international humanitarian law, norms and principles of warfare.\u00a0They repeatedly fired at not only Ukrainian troops but also at <a href=\"https:\/\/informnapalm.org\/en\/another-provocative-shelling-apartment-building-donetsk\/\" target=\"_blank\" rel=\"noopener noreferrer\">residential neighborhoods<\/a>, placed\u00a0<a href=\"https:\/\/informnapalm.org\/en\/avdiivka-bm21\/\" target=\"_blank\" rel=\"noopener noreferrer\">GRAD<\/a> launchers\u00a0and\u00a0<a href=\"https:\/\/informnapalm.org\/en\/donbas-conflict-intensification-militants-transported-120-and-122-mm-guns-via-residential-areas-day-before\/\" target=\"_blank\" rel=\"noopener noreferrer\">artillery<\/a>\u00a0between civilians' homes, and carried out provocative shelling by mortars at public transport\u00a0<a href=\"https:\/\/uk.wikipedia.org\/wiki\/%D0%9E%D0%B1%D1%81%D1%82%D1%80%D1%96%D0%BB_%D0%B7%D1%83%D0%BF%D0%B8%D0%BD%D0%BA%D0%B8_%C2%AB%D0%94%D0%BE%D0%BD%D0%B3%D1%96%D1%80%D0%BC%D0%B0%D1%88%C2%BB_%D1%83_%D0%94%D0%BE%D0%BD%D0%B5%D1%86%D1%8C%D0%BA%D1%83\" target=\"_blank\" rel=\"noopener noreferrer\">in Donetsk<\/a>\u00a0and\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Volnovakha_bus_attack\" target=\"_blank\" rel=\"noopener noreferrer\">Volnovakha<\/a>\u00a0in order to blame the Ukrainian Armed Forces for the death of civilians.\r\n\r\nThe Russian Federation constantly\u00a0<a href=\"https:\/\/informnapalm.org\/en\/russian-armament-donbas-informnapalm-s-evidence-presented-pace\/\" target=\"_blank\" rel=\"noopener noreferrer\">supplies weapons and ammunition<\/a>\u00a0, sends its\u00a0<a href=\"https:\/\/informnapalm.org\/en\/proofs-of-the-russian-aggression-informnapalm-releases-extensive-database-of-evidence\/\" target=\"_blank\" rel=\"noopener noreferrer\">troops to the Donbas<\/a>, and manages all internal processes in the occupied territories.
