The imagery was taken by a \u201cmini-UAV\u201d belonging to the Organization for Security and Co-operation in Europe Special Monitoring Mission (OSCE SMM) to Ukraine.<\/p>\n<p id=\"ba7a\" class=\"hy hz dn ia b em ib ic id ep ie if ig ih ii ij ik il im in io ip iq ir is it df ek\" data-selectable-paragraph=\"\">This was the first OSCE SMM imagery of Russian radars in eastern Ukraine to be made public. The SMM detailed the encounter in daily report\u00a0<a class=\"ck hx\" href=\"https:\/\/www.osce.org\/special-monitoring-mission-to-ukraine\/415172\" target=\"_blank\" rel=\"noopener nofollow noreferrer\">38\/2021<\/a>, in which it described observing a 51U6 Kasta-2E1 target and acquisition radar in addition to artillery pieces at the training area near Buhaivka. Using past OSCE SMM reports, the DFRLab found other radar sites throughout non-government-controlled Ukraine. Mapping out these additional positions paints a more complete picture of the extent of Russian radar deployment in non-government-controlled eastern Ukraine.<\/p>\n<p id=\"0692\" class=\"hy hz dn ia b em ib ic id ep ie if ig ih ii ij ik il im in io ip iq ir is it df ek\" data-selectable-paragraph=\"\">These surveillance radars are likely manned by Russian service personnel and are often observed at sites with Russian electronic warfare vehicles. This training area often appears in OSCE SMM reporting for having heavy weapons in violation of withdrawal lines as outlined in the February 2015 Minsk II agreements. According to the agreements, heavy weapons of a caliber over 100mm in NGCA must be pulled back 25km in accordance with the Minsk I Memorandum as of September 19, 2014. Radars like the Kasta-2E1 are not in and of themselves subject to the Minsk Agreements.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">Volunteers of <a href=\"https:\/\/twitter.com\/hashtag\/InformNapalm?src=hash&amp;ref_src=twsrc%5Etfw\">#InformNapalm<\/a> received an exclusive visual proof of the reports about the first official sighting of the <a href=\"https:\/\/twitter.com\/hashtag\/Russian?src=hash&amp;ref_src=twsrc%5Etfw\">#Russian<\/a> 51U6 Kasta-2E1 radar station in the occupied part of the <a href=\"https:\/\/twitter.com\/hashtag\/Ukrainian?src=hash&amp;ref_src=twsrc%5Etfw\">#Ukrainian<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/Donbas?src=hash&amp;ref_src=twsrc%5Etfw\">#Donbas<\/a>.<br \/>\nCoordinates 48\u00b024\u201950.2\u2033N 38\u00b052\u201936.9\u2033E.<a href=\"https:\/\/t.co\/KBxsVV01As\">https:\/\/t.co\/KBxsVV01As<\/a> <a href=\"https:\/\/t.co\/aw28fQXhhj\">pic.twitter.com\/aw28fQXhhj<\/a><\/p>\n<p>\u2014 InformNapalm (@InformNapalm) <a href=\"https:\/\/twitter.com\/InformNapalm\/status\/1365342919813722113?ref_src=twsrc%5Etfw\">February 26, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p data-selectable-paragraph=\"\">The pullout of foreign military presence is, however, a key measure of Minsk II, which the Kasta-2E1 is in violation of given its Russian Federation provenance. The site has four built up protective areas wherein military vehicles in camouflage nets can be observed on public satellite imagery platforms such as Google Earth.<\/p>\n<p data-selectable-paragraph=\"\"><a href=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/03\/4.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-16543\" src=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/03\/4.jpg\" alt=\"\" width=\"1902\" height=\"1136\" srcset=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/03\/4.jpg 1902w, https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/03\/4-300x179.jpg 300w, https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/03\/4-1024x612.jpg 1024w, https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/03\/4-768x459.jpg 768w, https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/03\/4-1536x917.jpg 1536w\" sizes=\"auto, (max-width: 1902px) 100vw, 1902px\" \/><\/a><\/p>\n<p style=\"text-align: center;\" data-selectable-paragraph=\"\"><em class=\"hw\">Satellite imagery showing radar and electronic warfare site at airfield near Mospyne. (Source: Google Earth)<\/em><\/p>\n<p id=\"e84e\" class=\"hy hz dn ia b em ib ic id ep ie if ig ih ii ij ik il im in io ip iq ir is it df ek\" data-selectable-paragraph=\"\">The earliest\u00a0<a class=\"ck hx\" href=\"https:\/\/www.osce.org\/special-monitoring-mission-to-ukraine\/367301\" target=\"_blank\" rel=\"noopener nofollow noreferrer\">SMM report<\/a>\u00a0of radar activity near Mospyne was on January 19, 2018. This report noted the presence of a P-15 or P-19 radar system. This is relatively close to the time where the site first became visibly active on satellite imagery in October 2017.<\/p>\n<p id=\"9e57\" class=\"hy hz dn ia b em ib ic id ep ie if ig ih ii ij ik il im in io ip iq ir is it df ek\" data-selectable-paragraph=\"\">In daily report\u00a0<a class=\"ck hx\" href=\"https:\/\/www.osce.org\/files\/2020-02-18%20SMM%20Daily%20Report.pdf?itok=53763\" target=\"_blank\" rel=\"noopener nofollow noreferrer\">40\/2020<\/a>, the OSCE SMM reported observing three electronic warfare systems (one R330Zh Zhitel, one R-934B Sinitsa and one RB-636 Svet-KU) along with an active 1RL134 (P-19) radar near Verbova Balka. This was likely in reference to the same site as detailed above, which lies about a kilometer north-east of Verbova Balka.<\/p>\n<p id=\"3517\" class=\"hy hz dn ia b em ib ic id ep ie if ig ih ii ij ik il im in io ip iq ir is it df ek\" data-selectable-paragraph=\"\">In daily report\u00a0<a class=\"ck hx\" href=\"https:\/\/www.osce.org\/files\/2020-12-13-14%20Daily%20Report_ENG%20AMENDED.pdf\" target=\"_blank\" rel=\"noopener nofollow noreferrer\">297\/2020<\/a>\u00a0the SMM again reported spotting a P-19 near Verbova Balka with a mini-UAV on December 11, 2020.<\/p>\n<p data-selectable-paragraph=\"\"><a href=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/03\/5.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-16544\" src=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/03\/5.jpg\" alt=\"\" width=\"1896\" height=\"902\" srcset=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/03\/5.jpg 1896w, https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/03\/5-300x143.jpg 300w, https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/03\/5-1024x487.jpg 1024w, https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/03\/5-768x365.jpg 768w, https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/03\/5-1536x731.jpg 1536w\" sizes=\"auto, (max-width: 1896px) 100vw, 1896px\" \/><\/a><\/p>\n<p style=\"text-align: center;\" data-selectable-paragraph=\"\"><em class=\"hw\">Satellite imagery showing a radar near Fashchivka as reported by the SMM. (Source: Google Earth)<\/em><\/p>\n<p data-selectable-paragraph=\"\">On two separate occasions in February and March 2019, the SMM reported observing a P-19 radar on top of a slag heap near the town of Fashchivka. Google satellite imagery shows this position very clearly in imagery dating back to April and June 2018. The system in the satellite imagery however appears to be based on a Kamaz chassis with the radar mounted to the rear. This would suggest a Kasta-2E1 rather than a P-19. Satellite imagery of the area reveals a prepared area of trenches and defensive berms on an old airfield. Closer inspection of imagery dating back to October 2018 revealed two clusters of camouflaged vehicles, one of them appeared consistent with the reported P-19.<\/p>\n<p class=\"hy hz dn ia b em ib ic id ep ie if ig ih ii ij ik il im in io ip iq ir is it df ek\" data-selectable-paragraph=\"\">It is unclear if there are more radar sites like these in NGCA. The ones in this article were all dispersed along the center of the front lines. The imagery was taken by a \u201cmini-UAV\u201d belonging to the Organization for Security and Co-operation in Europe Special Monitoring Mission (OSCE SMM) to Ukraine.<\/p>\r\n<p id=\"ba7a\" class=\"hy hz dn ia b em ib ic id ep ie if ig ih ii ij ik il im in io ip iq ir is it df ek\" data-selectable-paragraph=\"\">This was the first OSCE SMM imagery of Russian radars in eastern Ukraine to be made public. The SMM detailed the encounter in daily report\u00a0<a class=\"ck hx\" href=\"https:\/\/www.osce.org\/special-monitoring-mission-to-ukraine\/415172\" target=\"_blank\" rel=\"noopener nofollow noreferrer\">38\/2021<\/a>, in which it described observing a 51U6 Kasta-2E1 target and acquisition radar in addition to artillery pieces at the training area near Buhaivka. Using past OSCE SMM reports, the DFRLab found other radar sites throughout non-government-controlled Ukraine. Mapping out these additional positions paints a more complete picture of the extent of Russian radar deployment in non-government-controlled eastern Ukraine.<\/p>\r\n<p id=\"0692\" class=\"hy hz dn ia b em ib ic id ep ie if ig ih ii ij ik il im in io ip iq ir is it df ek\" data-selectable-paragraph=\"\">These surveillance radars are likely manned by Russian service personnel and are often observed at sites with Russian electronic warfare vehicles. This training area often appears in OSCE SMM reporting for having heavy weapons in violation of withdrawal lines as outlined in the February 2015 Minsk II agreements. According to the agreements, heavy weapons of a caliber over 100mm in NGCA must be pulled back 25km in accordance with the Minsk I Memorandum as of September 19, 2014. The site has four built up protective areas wherein military vehicles in camouflage nets can be observed on public satellite imagery platforms such as Google Earth.<\/p>\r\n<p data-selectable-paragraph=\"\"><a href=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/03\/4.jpg\"><img class=\"aligncenter size-full wp-image-16543\" src=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/03\/4.jpg\" alt=\"\" width=\"1902\" height=\"1136\" \/><\/a><\/p>\r\n<p style=\"text-align: center;\" data-selectable-paragraph=\"\"><em class=\"hw\">Satellite imagery showing radar and electronic warfare site at airfield near Mospyne. (Source: Google Earth)<\/em><\/p>\r\n<p id=\"e84e\" class=\"hy hz dn ia b em ib ic id ep ie if ig ih ii ij ik il im in io ip iq ir is it df ek\" data-selectable-paragraph=\"\">The earliest\u00a0<a class=\"ck hx\" href=\"https:\/\/www.osce.org\/special-monitoring-mission-to-ukraine\/367301\" target=\"_blank\" rel=\"noopener nofollow noreferrer\">SMM report<\/a>\u00a0of radar activity near Mospyne was on January 19, 2018. This report noted the presence of a P-15 or P-19 radar system. This is relatively close to the time where the site first became visibly active on satellite imagery in October 2017.<\/p>\r\n<p id=\"9e57\" class=\"hy hz dn ia b em ib ic id ep ie if ig ih ii ij ik il im in io ip iq ir is it df ek\" data-selectable-paragraph=\"\">In daily report\u00a0<a class=\"ck hx\" href=\"https:\/\/www.osce.org\/files\/2020-02-18%20SMM%20Daily%20Report.pdf?itok=53763\" target=\"_blank\" rel=\"noopener nofollow noreferrer\">40\/2020<\/a>, the OSCE SMM reported observing three electronic warfare systems (one R330Zh Zhitel, one R-934B Sinitsa and one RB-636 Svet-KU) along with an active 1RL134 (P-19) radar near Verbova Balka. This was likely in reference to the same site as detailed above, which lies about a kilometer north-east of Verbova Balka.<\/p>\r\n<p id=\"3517\" class=\"hy hz dn ia b em ib ic id ep ie if ig ih ii ij ik il im in io ip iq ir is it df ek\" data-selectable-paragraph=\"\">In daily report\u00a0<a class=\"ck hx\" href=\"https:\/\/www.osce.org\/files\/2020-12-13-14%20Daily%20Report_ENG%20AMENDED.pdf\" target=\"_blank\" rel=\"noopener nofollow noreferrer\">297\/2020<\/a>\u00a0the SMM again reported spotting a P-19 near Verbova Balka with a mini-UAV on December 11, 2020.<\/p>\r\n<p data-selectable-paragraph=\"\"><a href=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/03\/5.jpg\"><img class=\"aligncenter size-full wp-image-16544\" src=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/03\/5.jpg\" alt=\"\" width=\"1896\" height=\"902\" \/><\/a><\/p>\r\n<p style=\"text-align: center;\" data-selectable-paragraph=\"\"><em class=\"hw\">Satellite imagery showing a radar near Fashchivka as reported by the SMM. (Source: Google Earth)<\/em><\/p>\r\n<p data-selectable-paragraph=\"\">On two separate occasions in February and March 2019, the SMM reported observing a P-19 radar on top of a slag heap near the town of Fashchivka. Google satellite imagery shows this position very clearly in imagery dating back to April and June 2018. The system in the satellite imagery however appears to be based on a Kamaz chassis with the radar mounted to the rear. This would suggest a Kasta-2E1 rather than a P-19. It is unclear if this is the same system as was observed by the SMM.<\/p>\r\n<p data-selectable-paragraph=\"\"><a href=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/03\/6.jpg\"><img class=\"aligncenter size-full wp-image-16545\" src=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/03\/6.jpg\" alt=\"\" width=\"1888\" height=\"1132\" \/><\/a><\/p>\r\n<p style=\"text-align: center;\" data-selectable-paragraph=\"\"><em class=\"hw\">Satellite imagery showing radar site at airfield near Rozivka. Satellite imagery of the area reveals a prepared area of trenches and defensive berms on an old airfield. Closer inspection of imagery dating back to October 2018 revealed two clusters of camouflaged vehicles, one of them appeared consistent with the reported P-19.<\/p>\r\n<p class=\"hy hz dn ia b em ib ic id ep ie if ig ih ii ij ik il im in io ip iq ir is it df ek\" data-selectable-paragraph=\"\">It is unclear if there are more radar sites like these in NGCA. The ones in this article were all dispersed along the center of the front lines.
