Important facts and evidence"},"content":{"rendered":"<p>On March 31, during a special meeting of the OSCE Permanent Council a last-moment, a consensus was reached among the participating countries on the extension of the mandate of the OSCE mission in Ukraine. This decision was not easy, and on the eve of March 26, the Ministry of Foreign Affairs of Ukraine <a href=\"https:\/\/mfa.gov.ua\/en\/news\/mfa-ukraine-statement-blocking-decision-extension-osce-smm-mandate\" target=\"_blank\" rel=\"noopener noreferrer\">publicly signaled<\/a> that some OSCE participating States were trying to block decisions on the extension of the mandate which, of course, was beneficial only to the Russian Federation.<\/p>\n<p>The OSCE Chairperson-in-Office, Minister of Foreign Affairs of Sweden Ann Linde welcomed the extension of the OSCE SMM&#8217;s mandate in Ukraine and stated that <strong>it covers the entire territory of Ukraine within its internationally recognized borders.<\/strong> The corresponding statement was published on <a href=\"http:\/\/www.osce.org\/chairmanship\/482664\" target=\"_blank\" rel=\"noopener noreferrer\">the OSCE <\/a>\u00a0website.<\/p>\n<p>The United States also <a href=\"https:\/\/twitter.com\/USEmbassyKyiv\/status\/1377226581308014592\" target=\"_blank\" rel=\"noopener noreferrer\">welcomed the<\/a> extension of the OSCE mandate in Ukraine and noted that it <strong>calls for full SMM access to the entire territory of Ukraine, including Crimea.<\/strong><\/p>\n<h2>Why the extension of the OSCE SMM mission to Ukraine is important<\/h2>\n<p>The InformNapalm international volunteer community also welcomes the decision to extend the OSCE SMM in Ukraine and notes that in recent years the mission has significantly evolved from a state that has been habitually referred to in Ukrainian society as <em>&#8220;blind observers&#8221;<\/em> since 2014 to an important source that consistently provides new important evidence of direct Russian military aggression.<\/p>\n<p>Public reports of the OSCE SMM still do not word their findings as direct indications of Russian weapons or equipment, but the international expert community has learned to analyze these reports by the types of equipment and to identify clear evidence that Russia is supplying modern types of its weapons and equipment to the occupied territories of Ukraine that can be operated and maintained exclusively by professional military specialists of the Russian Armed Forces.<\/p>\n<p>In recent years, with the help of mini-UAVs of the OSCE mission in Ukraine, InformNapalm could reconfirm the data of earlier OSINT investigations of its volunteers about the <a href=\"https:\/\/informnapalm.org\/db\/russian-aggression\/#lang=en&amp;page=m_equip\" target=\"_blank\" rel=\"noopener noreferrer\">presence of a number of Russian weapon systems<\/a> and equipment in the Donbas. Here are some examples:<\/p>\n<p>In December 2020, Russian 2B26 multiple launch rocket systems <a href=\"https:\/\/informnapalm.org\/en\/russian-2b26-in-donbas-in-osce-smm-report\/\" target=\"_blank\" rel=\"noopener noreferrer\">were included in the<\/a> OSCE SMM report in the Donbas for the first time.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2020\/12\/2B26.jpg\" width=\"1433\" height=\"899\" \/><\/p>\n<p>In February 2019, an OSCE SMM drone <a href=\"https:\/\/informnapalm.org\/en\/newest-russian-torn-radio-intelligence-system-was-spotted-again-in-occupied-donbas\/\" target=\"_blank\" rel=\"noopener noreferrer\">spotted<\/a> the newest Russian TORN signals intelligence system.<\/p>\n<p>The SMM also began to <a href=\"https:\/\/informnapalm.org\/en\/russian-leer-3-system-spotted-in-donbas-again\/\" target=\"_blank\" rel=\"noopener noreferrer\">periodically to identify<\/a> the modern Russian electronic warfare system RB-341V Leer-3 in the Donbas.<\/p>\n<p>Observers also <a href=\"https:\/\/informnapalm.org\/en\/osce-spotted-russian-military-convoys-in-the-occupied-territory-of-donbas-aerial-photos\/\" target=\"_blank\" rel=\"noopener noreferrer\">periodically recorded the<\/a> invasion of military convoys from the territory of the Russian Federation and the covert trafficking of cargo to the Donbas through uncontrolled sections of the border.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2020\/10\/122404447_353532415868373_1496575237290886349_n.png\" width=\"844\" height=\"480\" \/><\/p>\n<p>The Russian R-330Zh Zhitel electronic warfare system <a href=\"https:\/\/informnapalm.org\/en\/russian-ew-r-330zh-zhitel-once-again-spotted-in-donbas\/\" target=\"_blank\" rel=\"noopener noreferrer\">has been repeatedly spotted<\/a> in the occupied part of the Ukrainian Donbas.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2020\/12\/systems.jpg\" width=\"1433\" height=\"899\" \/>In November 2020, it was the OSCE SMM observers in the Donbas that <a href=\"https:\/\/informnapalm.org\/en\/advanced-russian-ew-system-navodchik-2-spotted-in-donbas-for-the-first-time\/\" target=\"_blank\" rel=\"noopener noreferrer\">for the first time recorded the<\/a> newest Russian system Navodchik-2.<br \/>\n<img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2020\/11\/osce.jpg\" width=\"1258\" height=\"707\" \/><\/p>\n<p>In March 2020, the latest Russian electronic warfare systems SB-341V Leer-3, R-934B Sinitsa and SB-636 Svet-KU <a href=\"https:\/\/informnapalm.org\/en\/newest-russian-equipment-in-donbas-in-aerial-photo-photo-and-coordinates\/\" target=\"_blank\" rel=\"noopener noreferrer\">got into aerial photographs<\/a> from the UAV of the OSCE mission in the Donbas.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2020\/03\/90334437_211140150133454_5764396365262094336_n.png\" width=\"1408\" height=\"799\" \/><\/p>\n<p>However, despite a major upside, there has been a visible downside in the SMM activity, because by the beginning of 2020, there <a href=\"https:\/\/informnapalm.org\/en\/more-russians-among-osce-observers-in-donbas\/\" target=\"_blank\" rel=\"noopener noreferrer\">were more Russian citizens<\/a> among the OSCE observers in the Donbas and manipulations began to crop up in the mission&#8217;s reports.<\/p>\n<p>The most explosive finding over the past year was the <a href=\"https:\/\/informnapalm.org\/en\/kasta-2e1\/\" target=\"_blank\" rel=\"noopener noreferrer\">photographic evidence<\/a> in February 2021 from the OSCE SMM showing the Russian radar 51U6 Kasta-2E1. This decision was not easy, and on the eve of March 26, the Ministry of Foreign Affairs of Ukraine <a href=\"https:\/\/mfa.gov.ua\/en\/news\/mfa-ukraine-statement-blocking-decision-extension-osce-smm-mandate\" target=\"_blank\" rel=\"noopener noreferrer\">publicly signaled<\/a> that some OSCE participating States were trying to block decisions on the extension of the mandate which, of course, was beneficial only to the Russian Federation.\r\n\r\nThe OSCE Chairperson-in-Office, Minister of Foreign Affairs of Sweden Ann Linde welcomed the extension of the OSCE SMM's mandate in Ukraine and stated that <strong>it covers the entire territory of Ukraine within its internationally recognized borders.<\/strong> The corresponding statement was published on <a href=\"http:\/\/www.osce.org\/chairmanship\/482664\" target=\"_blank\" rel=\"noopener noreferrer\">the OSCE <\/a>\u00a0website.\r\n\r\nThe United States also <a href=\"https:\/\/twitter.com\/USEmbassyKyiv\/status\/1377226581308014592\" target=\"_blank\" rel=\"noopener noreferrer\">welcomed the<\/a> extension of the OSCE mandate in Ukraine and noted that it <strong>calls for full SMM access to the entire territory of Ukraine, including Crimea.<\/strong>\r\n<h2>Why the extension of the OSCE SMM mission to Ukraine is important<\/h2>\r\nThe InformNapalm international volunteer community also welcomes the decision to extend the OSCE SMM in Ukraine and notes that in recent years the mission has significantly evolved from a state that has been habitually referred to in Ukrainian society as <em>\"blind observers\"<\/em> since 2014 to an important source that consistently provides new important evidence of direct Russian military aggression.\r\n\r\nPublic reports of the OSCE SMM still do not word their findings as direct indications of Russian weapons or equipment, but the international expert community has learned to analyze these reports by the types of equipment and to identify clear evidence that Russia is supplying modern types of its weapons and equipment to the occupied territories of Ukraine that can be operated and maintained exclusively by professional military specialists of the Russian Armed Forces.\r\n\r\nIn recent years, with the help of mini-UAVs of the OSCE mission in Ukraine, InformNapalm could reconfirm the data of earlier OSINT investigations of its volunteers about the <a href=\"https:\/\/informnapalm.org\/db\/russian-aggression\/#lang=en&amp;page=m_equip\" target=\"_blank\" rel=\"noopener noreferrer\">presence of a number of Russian weapon systems<\/a> and equipment in the Donbas. Here are some examples:\r\n\r\nIn December 2020, Russian 2B26 multiple launch rocket systems <a href=\"https:\/\/informnapalm.org\/en\/russian-2b26-in-donbas-in-osce-smm-report\/\" target=\"_blank\" rel=\"noopener noreferrer\">were included in the<\/a> OSCE SMM report in the Donbas for the first time.\r\n\r\n<img class=\"aligncenter size-full\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2020\/12\/2B26.jpg\" width=\"1433\" height=\"899\" \/>\r\n\r\nIn February 2019, an OSCE SMM drone <a href=\"https:\/\/informnapalm.org\/en\/newest-russian-torn-radio-intelligence-system-was-spotted-again-in-occupied-donbas\/\" target=\"_blank\" rel=\"noopener noreferrer\">spotted<\/a> the newest Russian TORN signals intelligence system.\r\n\r\nThe SMM also began to <a href=\"https:\/\/informnapalm.org\/en\/russian-leer-3-system-spotted-in-donbas-again\/\" target=\"_blank\" rel=\"noopener noreferrer\">periodically to identify<\/a> the modern Russian electronic warfare system RB-341V Leer-3 in the Donbas.\r\n\r\nObservers also <a href=\"https:\/\/informnapalm.org\/en\/osce-spotted-russian-military-convoys-in-the-occupied-territory-of-donbas-aerial-photos\/\" target=\"_blank\" rel=\"noopener noreferrer\">periodically recorded the<\/a> invasion of military convoys from the territory of the Russian Federation and the covert trafficking of cargo to the Donbas through uncontrolled sections of the border.\r\n\r\n<img class=\"aligncenter size-full\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2020\/10\/122404447_353532415868373_1496575237290886349_n.png\" width=\"844\" height=\"480\" \/>\r\n\r\nThe Russian R-330Zh Zhitel electronic warfare system <a href=\"https:\/\/informnapalm.org\/en\/russian-ew-r-330zh-zhitel-once-again-spotted-in-donbas\/\" target=\"_blank\" rel=\"noopener noreferrer\">has been repeatedly spotted<\/a> in the occupied part of the Ukrainian Donbas.\r\n\r\n<img class=\"aligncenter size-full\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2020\/12\/systems.jpg\" width=\"1433\" height=\"899\" \/>In November 2020, it was the OSCE SMM observers in the Donbas that <a href=\"https:\/\/informnapalm.org\/en\/advanced-russian-ew-system-navodchik-2-spotted-in-donbas-for-the-first-time\/\" target=\"_blank\" rel=\"noopener noreferrer\">for the first time recorded the<\/a> newest Russian system Navodchik-2.\r\n<img class=\"aligncenter size-full\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2020\/11\/osce.jpg\" width=\"1258\" height=\"707\" \/>\r\n\r\nIn March 2020, the latest Russian electronic warfare systems SB-341V Leer-3, R-934B Sinitsa and SB-636 Svet-KU <a href=\"https:\/\/informnapalm.org\/en\/newest-russian-equipment-in-donbas-in-aerial-photo-photo-and-coordinates\/\" target=\"_blank\" rel=\"noopener noreferrer\">got into aerial photographs<\/a> from the UAV of the OSCE mission in the Donbas.\r\n\r\n<img class=\"aligncenter size-full\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2020\/03\/90334437_211140150133454_5764396365262094336_n.png\" width=\"1408\" height=\"799\" \/>\r\n\r\nHowever, despite a major upside, there has been a visible downside in the SMM activity, because by the beginning of 2020, there <a href=\"https:\/\/informnapalm.org\/en\/more-russians-among-osce-observers-in-donbas\/\" target=\"_blank\" rel=\"noopener noreferrer\">were more Russian citizens<\/a> among the OSCE observers in the Donbas and manipulations began to crop up in the mission's reports.\r\n\r\nThe most explosive finding over the past year was the <a href=\"https:\/\/informnapalm.org\/en\/kasta-2e1\/\" target=\"_blank\" rel=\"noopener noreferrer\">photographic evidence<\/a> in February 2021 from the OSCE SMM showing the Russian radar 51U6 Kasta-2E1.
