Helps to defend Europe especially from the malign influences of Russia, China, and Islamic extremists.<\/p>\n<hr \/>\n<p>On Saturday, 17<sup>th<\/sup> April 2021, the Czech Prime Minister Andrej Babi\u0161 and the interim Minister of Foreign Affairs Jan Ham\u00e1\u010dek convened a <a href=\"https:\/\/www.irozhlas.cz\/zpravy-domov\/andrej-babis-jan-hamacek-mimoradna-tiskova-konference-ministerstvo-zahranici_2104171945_kro\" target=\"_blank\" rel=\"noopener noreferrer\">press conference<\/a> to announce that Russia\u2019s military intelligence service GRU was involved in an explosion of the Czech ammunition depot in Vrb\u011btice in 2014. In response to that, the Czech Republic has expelled 18 Russian intelligence officers from the Russian Embassy in Prague.<\/p>\n<hr \/>\n<h2>What happened in Vrb\u011btice in 2014<\/h2>\n<p>In 2014, a series of <a href=\"https:\/\/www.idnes.cz\/zpravy\/domaci\/vrbetice-vybuch-rusko-agenti-municni-skaldy-souhrn.A210417_202654_domaci_hm1\">explosions<\/a> devastated ammunition depot in Vrb\u011btice in the Eastern part of the Czech Republic.\u00a0 The first of the explosions on October 16<sup>th<\/sup>, 2014 and the subsequent fire destroyed a warehouse that contained 58 tons of ammunition. Two civilians died during the explosion. The second explosion on December 3<sup>rd<\/sup>, 2014 destroyed additional 98 tons of material. Both warehouses were leased from the Army of the Czech Republic by a private company Imex Group from Ostrava.<\/p>\n<h2>The involvement of the GRU according to the Czech security institutions<\/h2>\n<p>Respekt magazine <a href=\"https:\/\/www.respekt.cz\/agenda\/za-vybuchem-municniho-skladu-ve-vrbeticich-stoji-rusti-agenti-kteri-se-pokusili-zabit-skripala\" target=\"_blank\" rel=\"noopener noreferrer\">reported<\/a> that on October 13<sup>th<\/sup>, 2014, two GRU officer from the 29155 unit flew by Aeroflot from Moscow to Prague. They left on October 16<sup>th<\/sup>, 2014 to Austria and then flew back to Moscow. Both of them used GRU-issued passports with fake names: Ruslan Boshirov (real name: Anatoliy Chepiga) and Alexander Petrov (real name: Alexander Mishkin). Both of those passports were later used for entering the United Kingdom to attempt to poison Sergei Skripal and his daughter.<\/p>\n<p><a href=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/04\/passportpic-e1618992132709.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-16644\" src=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/04\/passportpic-e1618992132709.jpg\" alt=\"\" width=\"642\" height=\"361\" \/><\/a><\/p>\n<p><em>Passport scans were given to gain access to the site in the Czech Republic \/ Source BBC<\/em><\/p>\n<p>The two GRU intelligence officers used a cover as visitors of the ammunition depot in Vrb\u011btice. They registered with an e-mail with no metadata and fake passports (different to the ones used for entering the Czech Republic). They received entry cards for the depot for a period of 13-17<sup>th<\/sup> October 2014. The first explosion took place on 16<sup>th<\/sup> October, 9:25 AM.<\/p>\n<p>Czech security sources <a href=\"https:\/\/denikn.cz\/606545\/v-cesku-byl-jeste-dalsi-rusky-agent-mysli-si-vysetrovatele-jak-zjistili-ze-ve-vrbeticich-byli-prave-skripalovi-travici\/?rtm_source=follow_authors&amp;rtm_medium=email&amp;rtm_campaign=mnt-email.author.article.new-18.04.2021-3&amp;rtm_content=36967\" target=\"_blank\" rel=\"noopener noreferrer\">confirmed<\/a> that the two GRU officers were accompanied by another officer from the same unit. According to <a href=\"https:\/\/twitter.com\/christogrozev\/status\/1383492391169007620\" target=\"_blank\" rel=\"noopener noreferrer\">Bellingcat<\/a>, several more members of unit 21955, including their management team, came to the Czech Republic at the same time. Belingcat, together with Respekt magazine, <a href=\"https:\/\/www.respekt.cz\/agenda\/bellingcat-a-respekt-za-vybuchem-ve-vrbeticich-je-sest-clenu-ruskeho-komanda-vcetne-jeho-velitele\" target=\"_blank\" rel=\"noopener noreferrer\">claim<\/a> that at least six GRU intelligence officers participated in the operation. Both Mishkin and Chepiga were later awarded \u201cHeroes of Russia\u201d by Vladimir Putin in late 2014 or early 2015.<\/p>\n<p>According to the Czech Police, weapons were being <a href=\"https:\/\/zpravy.aktualne.cz\/zahranici\/zbrane-z-vrbetic-byly-urcene-pro-bulharskeho-zbrojare-po-otr\/r~be15e1cc9fbe11eb99faac1f6b220ee8\/\" target=\"_blank\" rel=\"noopener noreferrer\">moved<\/a> from the facility to be sold to a Bulgarian arms dealer during their visit. Those weapons were supposed to be sold to the Ukrainian army later on. Sources say that the Bulgarian arms dealer was Emilian Gebrev, whom the GRU attempted to assassinate in 2015 in Sofia. Media <a href=\"https:\/\/www.seznamzpravy.cz\/clanek\/proc-rusti-agenti-zabijeli-v-cesku-aby-zabranili-dodavce-zbrani-do-syrie-151003\" target=\"_blank\" rel=\"noopener noreferrer\">speculate<\/a> that some of the destroyed weapons may have eventually be sold to Ukraine or Syria. Czech Police thinks that the ammunition explosions were supposed to happen outside of the Czech territory, but something went wrong.<\/p>\n<p>The police investigation was suspended in 2015 but re-opened in 2018 after the GRU officers using the same fake passports tried to assassinate Sergei Skripal in the United Kingdom. On April 17<sup>th<\/sup>, 2021 the Czech Police launched a <a href=\"https:\/\/twitter.com\/PolicieCZ\/status\/1383478030505365514\" target=\"_blank\" rel=\"noopener noreferrer\">search<\/a> for the two GRU officials.<\/p>\n<p>The Attorney General Pavel Zeman <a href=\"https:\/\/www.lidovky.cz\/domov\/cekame-tiskova-konference-vlady-po-jednani-o-utoku-ve-vrbeticich-a-jeho-nasledcich.A210419_155644_ln_domov_rkj\" target=\"_blank\" rel=\"noopener noreferrer\">said<\/a> on Monday, April 19<sup>th<\/sup> 2021, that the law enforcement agencies are working with the version that the target of the attack in Vrb\u011btice was the material intended for transport to Bulgaria and that the explosions were not supposed to take place in the Czech Republic. He also confirmed that there were two people registered as visitors to the warehouse on the day of the explosion, who used false identities of the citizens of Moldova and Tajikistan. The two people arrived in the Czech Republic using Russian cover documents and stayed in Prague and Ostrava. Based on forensic research, they were identified with the Salisbury attackers.<\/p>\n<h2>The nature of the Russian attack<\/h2>\n<p>The facts summarized above clearly demonstrate that the Russian Federation has conducted a military attack on the territory of the Czech Republic. The two (or potentially more) culprits are officers of the military intelligence service GRU which is subordinate to the Russian General Staff.<\/p>\n<p><a href=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/04\/simonian.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-16641 alignnone\" src=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/04\/simonian.jpg\" alt=\"\" width=\"587\" height=\"421\" srcset=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/04\/simonian.jpg 587w, https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/04\/simonian-300x215.jpg 300w\" sizes=\"auto, (max-width: 587px) 100vw, 587px\" \/><\/a><\/p>\n<p><em>Russian propagandists supports GRU state terrorists.<\/em><\/p>\n<h2>Response of the Czech Republic<\/h2>\n<p>On Saturday, 17<sup>th<\/sup> April 2021, Czech Prime Minister Andrej Babi\u0161 and the interim Minister of Foreign Affairs Jan Ham\u00e1\u010dek announced that 18 Russian intelligence officials based in the Czech Republic under diplomatic cover involved in this incident will be expelled within 48 hours. Specifically, intelligence officials from the civilian intelligence agency (SVR) and military intelligence agency (GRU) are being expelled. The incident was compared to the attempt to assassinate Sergei Skripal in 2018.<\/p>\n<p>In response to the expulsion of 18 Russian intelligence officers with diplomatic cover, the Russian Federation has asymmetrically <a href=\"https:\/\/www.seznamzpravy.cz\/clanek\/rusko-si-predvolalo-ceskeho-velvyslance-mluvi-o-vlivu-usa-151062\" target=\"_blank\" rel=\"noopener noreferrer\">expelled<\/a> 20 Czech diplomats from Russia, including the Deputy Ambassador. They only received 24 hours to leave the country.<\/p>\n<p>On Monday, 19<sup>th<\/sup> April 2021, after the <a href=\"https:\/\/www.novinky.cz\/zahranicni\/evropa\/clanek\/hamacek-nepozadal-eu-o-spolecnou-reakci-vuci-rusku-40357519\" target=\"_blank\" rel=\"noopener noreferrer\">meeting<\/a> of the EU\u2019s Foreign Affairs Council, the Minister of Foreign Affairs Jan Ham\u00e1\u010dek claimed that he asked the EU Member States to express solidarity with the Czech expulsion of Russian diplomats, however, the EU\u2019s High Representative for Foreign Affairs Josep Borell said that the Czech Republic did not ask for a coordinated approach.<\/p>\n<p>During a press conference on Monday, April 19<sup>th<\/sup> 2021, Prime Minister Andrej Babi\u0161 said that the incident does not <a href=\"https:\/\/www.lidovky.cz\/domov\/cekame-tiskova-konference-vlady-po-jednani-o-utoku-ve-vrbeticich-a-jeho-nasledcich.A210419_155644_ln_domov_rkj\" target=\"_blank\" rel=\"noopener noreferrer\">qualify<\/a> as an act of state terrorism. This claim has been quickly taken over by Russian mouthpieces, including the state-sponsored <a href=\"https:\/\/www.rt.com\/russia\/521514-czech-blast-not-state-terrorism\/\" target=\"_blank\" rel=\"noopener noreferrer\">RT channel<\/a>. He later backtracked his statement and apologized for it.<\/p>\n<p>From the legal point of view, the operation indeed cannot be qualified as an act of terrorism based on Czech law. However, this debate merely distracts from the real problem, that Russian military intelligence officers conducted a military attack on the territory of a NATO member state, during which two Czech citizens were killed, and therefore grossly disrupted the sovereignty of the Czech Republic.<\/p>\n<p>For various reasons, the investigation should also focus on the questions of what the strategic aim and intention of the attack were, but the fact that the Russian Federation considered a military attack on the territory of the Czech Republic a suitable tool to fulfil any goal is absolutely unacceptable.<\/p>\n<p>The Senate Security Committee <a href=\"https:\/\/twitter.com\/PavelFischer\/status\/1384160326002692097\/photo\/2\" target=\"_blank\" rel=\"noopener noreferrer\">approved<\/a> a draft resolution regarding the incident, in which they support the expulsion of 18 Russian intelligence officers and consider the expulsion of 20 Czech diplomats an escalation from the Russian side. In the draft resolution, the Senate Security Committee called on the government to ask our partners and allies from EU and NATO for support, to terminate the Agreement on Friendship and Cooperation between the Czech Republic and the Russian Federation and to not address actors from the Russian Federation in connection with the preparation of the construction of a nuclear power plant or other elements of critical infrastructure. The draft resolution will have to be approved by the Senate on Wednesday, 21<sup>st<\/sup> April 2021.<\/p>\n<p>The Russian Federation conducted a military attack on the territory of the Czech Republic, and therefore on the territory of a NATO and EU Member State.<\/p>\n<p><a href=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/04\/skladc-e1618992377252.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-16646\" src=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/04\/skladc-e1618992377252.jpg\" alt=\"\" width=\"642\" height=\"361\" \/><\/a><\/p>\n<p><em>The explosion destroyed a remote ammunition storage facility situated in a Czech forest \/ Source BBC<\/em><\/p>\n<p>The Czech President systematically pressures the Czech government to invite Russian state company Rosatom into a tender for building a second reactor at the Dukovany power plant. The recent developments are expected to cause major public pressure to exclude Rosatom from the tender.<\/p>\n<p>On Wednesday, 21<sup>st<\/sup> April 2021, Czech Police <strong><a href=\"https:\/\/zpravy.aktualne.cz\/domaci\/ncoz-pri-rozsahlem-zatahu-zatykala-cleny-polovojenskych-jedn\/r~544007fca21911ebaedf0cc47ab5f122\/?fbclid=IwAR0_5wRPGtMkeopJrT84uZW0RQto56Bq8hiqRLndAdgAOa4w90p_L-KdLik\" target=\"_blank\" rel=\"noopener noreferrer\">arrested<\/a> 10+ Czech citizen who were working under command of GRU, many of them travelled to Donbas to engage in terorrism against Ukraine. <\/strong>This shows that Russia organised a network of Czech terrorists on Czech territory.<\/p>\n<h2>Czech-Russian stand-off by diplomatic numbers<\/h2>\n<p>European Values Centre for Security Policy has asked the Czech Foreign Ministry for the information on the official numbers of Czech-Russian diplomatic presence as of April 20<sup>th<\/sup>, 2021:<\/p>\n<ul>\n<li>Czech diplomatic personnel on Russian territory before expulsions: 58 (26 diplomats, 32 members of technical staff)<\/li>\n<li>Russia expelled 20 Czechs (16 diplomats and 4 members of technical staff) = 34 % of Czech diplomatic personnel was sent home.<\/li>\n<li>Czech diplomatic personnel on Russian territory after expulsions: 38 (10 diplomats, 28 members of technical staff)<\/li>\n<li>We do not count local staff (Russian citizens working for Czech diplomatic posts on Russian territory), because they do not have diplomatic immunity and cannot be diplomatically expelled from Russian territory.<\/li>\n<\/ul>\n<p>Comparatively:<\/p>\n<ul>\n<li>Russian diplomatic personnel on Czech territory before expulsions: 129 (48 diplomats, 81 members of technical staff)<\/li>\n<li>Czech Republic expelled 18 SVR and GRU officers (posing as 14 diplomats and 4 members of technical staff) = 14 % of Russian diplomatic personnel was sent home<\/li>\n<li>Russian diplomatic personnel on Czech territory after expulsions: 111 (34 diplomats, 77 members of technical staff, including consulates)<\/li>\n<\/ul>\n<p>The Czech Republic has expelled 14 % of Russian diplomatic staff from its territory (18 individuals out of the overall 129), in response Russia has expelled 34 % of Czech diplomatic staff from its territory (20 individuals out of the overall 58).<\/p>\n<p>IN TOTAL: Russia now has 2.9 times more individuals with diplomatic immunity in Czechia than the Czech Republic has in Russia (111:38). Before this, it was 2.2 times more (129:58), so the disparity increased in favour of Russia.<\/p>\n<p>DIPLOMATS: Russia now has 3.4 times more diplomats in Czechia than the Czech Republic has in Russia (34:10). Before this, it was 1.8 times more (48:26), so the disparity almost doubled in favour of Russia.<\/p>\n<p>TECHNICAL STAFF WITH DIPLOMATIC IMMUNITY: Russia now has 2.8 times more technical staff with diplomatic immunity in Czechia than the Czech Republic has in Russia (77:28). Before this, it was 2.5 times more (81:32), so the disparity increased in favour of Russia.<\/p>\n<p>RESULT: There is no parity. Russia now has a three-times larger diplomatic presence in the Czech Republic.<\/p>\n<p><strong>Based on the above-summarized facts, the European Values Centre for Security Policy recommends the following steps:<\/strong><\/p>\n<ul>\n<li><strong>Coordinated response of NATO and the EU. <\/strong>The Czech Republic should use the membership in NATO and the EU effectively. Czech Ambassador to NATO Jakub Landovsk\u00fd already confirmed that the Czech Republic will ask for a special meeting of the North Atlantic Council to discuss the case at the first opportunity. The Czech Republic should ask its Allies to take joint action in response to the aggressive action of the Russian Federation. The ideal outcome would be the synchronized expulsion of Russian intelligence officers from allied countries, similarly to the one following the Salisbury attack in 2018. Czech Republic should also inform its partners in the EU and call on them to take strong coordinated action.<\/li>\n<li><strong>Expulsion of Russian intelligence officers under diplomatic cover. <\/strong>In coordination with the Allies, the Czech government should expel all Russian diplomatic personnel from the Czech territory, with the exception of the Russian ambassador. The Russian Federation would respond similarly and subsequently, the mutual diplomatic representation would be built in the same proportion. Today, the Russian Federation has almost twice as many staff in the Czech Republic as the Czech Republic in Russia. The expulsion of the entire Russian diplomatic mission in the Czech Republic would disrupt most of the existing Russian intelligence networks and therefore it would be beneficial for the security of the Czech Republic. When the United Kingdom expelled 105 Soviet intelligence officers in 1071, it paralyzed Soviet intelligence activities for decades.<\/li>\n<li><strong>Exclude Rosatom from the tender for construction of the new nuclear reactor in the Dukovany nuclear plant. <\/strong>Minister of Industry and Trade Karel Havl\u00ed\u010dek <a href=\"https:\/\/twitter.com\/CT24zive\/status\/1383743136258658306\" target=\"_blank\" rel=\"noopener noreferrer\">stated<\/a> on Sunday, 18<sup>th<\/sup> April 2021, that the Czech Republic will exclude the Russian company Rosatom from the possibility of participating in the tender for the completion of the Dukovany nuclear power plant within a few days. Eventually, during a press conference on April 19<sup>th<\/sup> 2021, he claimed that the Czech Republic will not send a security questionnaire to Rosatom, which makes its involvement in the tender less probable, but not impossible. The government should follow up on its original claim and end attempts from some members of the government and Czech President Milo\u0161 Zeman to include Rosatom.<\/li>\n<li><strong>End manipulative attempts to purchase and use an unregistered Russian vaccine Sputnik V.<\/strong><\/li>\n<li><strong>End non-functional Czech-Russian consultations. <\/strong>According to the director of the foreign department of the Office of the President, Rudolf Jindr\u00e1k, the new findings of GRU involvement in the explosions will have an <a href=\"https:\/\/www.irozhlas.cz\/zpravy-domov\/vrbetice-rusko-rudolf-jindrak-agenti-cesko-ruske-konzultace_2104181146_dok\" target=\"_blank\" rel=\"noopener noreferrer\">impact<\/a> on the Czech-Russian consultations, but it is not yet clear whether these consultations will end completely. This unusual format started in 2020 in order to improve the already deteriorating relations between the Czech Republic and Russia, however, in practice, they served as a Potemkin village without real content and without interest from the Russian side to communicate with the Czech Republic constructively.<\/li>\n<li><strong>Evaluate the activities of Russian and pro-Kremlin groups. <\/strong>Czech security institutions should evaluate the activities of all Russian and pro-Kremlin groups and movements in the Czech Republic with the aim to decrease their potential for Russian influence and disinformation operations. In response to that, the Czech Republic has expelled 18 Russian intelligence officers from the Russian Embassy in Prague.\r\n\r\n<hr \/>\r\n\r\n<h2>What happened in Vrb\u011btice in 2014<\/h2>\r\nIn 2014, a series of <a href=\"https:\/\/www.idnes.cz\/zpravy\/domaci\/vrbetice-vybuch-rusko-agenti-municni-skaldy-souhrn.A210417_202654_domaci_hm1\">explosions<\/a> devastated ammunition depot in Vrb\u011btice in the Eastern part of the Czech Republic.\u00a0 The first of the explosions on October 16<sup>th<\/sup>, 2014 and the subsequent fire destroyed a warehouse that contained 58 tons of ammunition. Two civilians died during the explosion. The second explosion on December 3<sup>rd<\/sup>, 2014 destroyed additional 98 tons of material. Both warehouses were leased from the Army of the Czech Republic by a private company Imex Group from Ostrava.\r\n<h2>The involvement of the GRU according to the Czech security institutions<\/h2>\r\nRespekt magazine <a href=\"https:\/\/www.respekt.cz\/agenda\/za-vybuchem-municniho-skladu-ve-vrbeticich-stoji-rusti-agenti-kteri-se-pokusili-zabit-skripala\" target=\"_blank\" rel=\"noopener noreferrer\">reported<\/a> that on October 13<sup>th<\/sup>, 2014, two GRU officer from the 29155 unit flew by Aeroflot from Moscow to Prague. They left on October 16<sup>th<\/sup>, 2014 to Austria and then flew back to Moscow. Both of them used GRU-issued passports with fake names: Ruslan Boshirov (real name: Anatoliy Chepiga) and Alexander Petrov (real name: Alexander Mishkin). Both of those passports were later used for entering the United Kingdom to attempt to poison Sergei Skripal and his daughter.\r\n\r\n<a href=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/04\/passportpic-e1618992132709.jpg\"><img class=\"aligncenter size-full wp-image-16644\" src=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/04\/passportpic-e1618992132709.jpg\" alt=\"\" width=\"642\" height=\"361\" \/><\/a>\r\n\r\n<em>Passport scans were given to gain access to the site in the Czech Republic \/ Source BBC<\/em>\r\n\r\nThe two GRU intelligence officers used a cover as visitors of the ammunition depot in Vrb\u011btice. They registered with an e-mail with no metadata and fake passports (different to the ones used for entering the Czech Republic). They received entry cards for the depot for a period of 13-17<sup>th<\/sup> October 2014. The first explosion took place on 16<sup>th<\/sup> October, 9:25 AM.\r\n\r\nCzech security sources <a href=\"https:\/\/denikn.cz\/606545\/v-cesku-byl-jeste-dalsi-rusky-agent-mysli-si-vysetrovatele-jak-zjistili-ze-ve-vrbeticich-byli-prave-skripalovi-travici\/?rtm_source=follow_authors&amp;rtm_medium=email&amp;rtm_campaign=mnt-email.author.article.new-18.04.2021-3&amp;rtm_content=36967\" target=\"_blank\" rel=\"noopener noreferrer\">confirmed<\/a> that the two GRU officers were accompanied by another officer from the same unit. According to <a href=\"https:\/\/twitter.com\/christogrozev\/status\/1383492391169007620\" target=\"_blank\" rel=\"noopener noreferrer\">Bellingcat<\/a>, several more members of unit 21955, including their management team, came to the Czech Republic at the same time. Belingcat, together with Respekt magazine, <a href=\"https:\/\/www.respekt.cz\/agenda\/bellingcat-a-respekt-za-vybuchem-ve-vrbeticich-je-sest-clenu-ruskeho-komanda-vcetne-jeho-velitele\" target=\"_blank\" rel=\"noopener noreferrer\">claim<\/a> that at least six GRU intelligence officers participated in the operation. Both Mishkin and Chepiga were later awarded \u201cHeroes of Russia\u201d by Vladimir Putin in late 2014 or early 2015.\r\n\r\nAccording to the Czech Police, weapons were being <a href=\"https:\/\/zpravy.aktualne.cz\/zahranici\/zbrane-z-vrbetic-byly-urcene-pro-bulharskeho-zbrojare-po-otr\/r~be15e1cc9fbe11eb99faac1f6b220ee8\/\" target=\"_blank\" rel=\"noopener noreferrer\">moved<\/a> from the facility to be sold to a Bulgarian arms dealer during their visit. Those weapons were supposed to be sold to the Ukrainian army later on. Sources say that the Bulgarian arms dealer was Emilian Gebrev, whom the GRU attempted to assassinate in 2015 in Sofia. Media <a href=\"https:\/\/www.seznamzpravy.cz\/clanek\/proc-rusti-agenti-zabijeli-v-cesku-aby-zabranili-dodavce-zbrani-do-syrie-151003\" target=\"_blank\" rel=\"noopener noreferrer\">speculate<\/a> that some of the destroyed weapons may have eventually be sold to Ukraine or Syria. Czech Police thinks that the ammunition explosions were supposed to happen outside of the Czech territory, but something went wrong.\r\n\r\nThe police investigation was suspended in 2015 but re-opened in 2018 after the GRU officers using the same fake passports tried to assassinate Sergei Skripal in the United Kingdom. On April 17<sup>th<\/sup>, 2021 the Czech Police launched a <a href=\"https:\/\/twitter.com\/PolicieCZ\/status\/1383478030505365514\" target=\"_blank\" rel=\"noopener noreferrer\">search<\/a> for the two GRU officials.\r\n\r\nThe Attorney General Pavel Zeman <a href=\"https:\/\/www.lidovky.cz\/domov\/cekame-tiskova-konference-vlady-po-jednani-o-utoku-ve-vrbeticich-a-jeho-nasledcich.A210419_155644_ln_domov_rkj\" target=\"_blank\" rel=\"noopener noreferrer\">said<\/a> on Monday, April 19<sup>th<\/sup> 2021, that the law enforcement agencies are working with the version that the target of the attack in Vrb\u011btice was the material intended for transport to Bulgaria and that the explosions were not supposed to take place in the Czech Republic. He also confirmed that there were two people registered as visitors to the warehouse on the day of the explosion, who used false identities of the citizens of Moldova and Tajikistan. The two people arrived in the Czech Republic using Russian cover documents and stayed in Prague and Ostrava. Based on forensic research, they were identified with the Salisbury attackers.\r\n<h2>The nature of the Russian attack<\/h2>\r\nThe facts summarized above clearly demonstrate that the Russian Federation has conducted a military attack on the territory of the Czech Republic. The two (or potentially more) culprits are officers of the military intelligence service GRU which is subordinate to the Russian General Staff.\r\n\r\n<a href=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/04\/simonian.jpg\"><img class=\"size-full wp-image-16641 alignnone\" src=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/04\/simonian.jpg\" alt=\"\" width=\"587\" height=\"421\" \/><\/a>\r\n\r\n<em>Russian propagandists supports GRU state terrorists.<\/em>\r\n<h2>Response of the Czech Republic<\/h2>\r\nOn Saturday, 17<sup>th<\/sup> April 2021, Czech Prime Minister Andrej Babi\u0161 and the interim Minister of Foreign Affairs Jan Ham\u00e1\u010dek announced that 18 Russian intelligence officials based in the Czech Republic under diplomatic cover involved in this incident will be expelled within 48 hours. Specifically, intelligence officials from the civilian intelligence agency (SVR) and military intelligence agency (GRU) are being expelled. The incident was compared to the attempt to assassinate Sergei Skripal in 2018.\r\n\r\nIn response to the expulsion of 18 Russian intelligence officers with diplomatic cover, the Russian Federation has asymmetrically <a href=\"https:\/\/www.seznamzpravy.cz\/clanek\/rusko-si-predvolalo-ceskeho-velvyslance-mluvi-o-vlivu-usa-151062\" target=\"_blank\" rel=\"noopener noreferrer\">expelled<\/a> 20 Czech diplomats from Russia, including the Deputy Ambassador. They only received 24 hours to leave the country.\r\n\r\nOn Monday, 19<sup>th<\/sup> April 2021, after the <a href=\"https:\/\/www.novinky.cz\/zahranicni\/evropa\/clanek\/hamacek-nepozadal-eu-o-spolecnou-reakci-vuci-rusku-40357519\" target=\"_blank\" rel=\"noopener noreferrer\">meeting<\/a> of the EU\u2019s Foreign Affairs Council, the Minister of Foreign Affairs Jan Ham\u00e1\u010dek claimed that he asked the EU Member States to express solidarity with the Czech expulsion of Russian diplomats, however, the EU\u2019s High Representative for Foreign Affairs Josep Borell said that the Czech Republic did not ask for a coordinated approach.\r\n\r\nDuring a press conference on Monday, April 19<sup>th<\/sup> 2021, Prime Minister Andrej Babi\u0161 said that the incident does not <a href=\"https:\/\/www.lidovky.cz\/domov\/cekame-tiskova-konference-vlady-po-jednani-o-utoku-ve-vrbeticich-a-jeho-nasledcich.A210419_155644_ln_domov_rkj\" target=\"_blank\" rel=\"noopener noreferrer\">qualify<\/a> as an act of state terrorism. This claim has been quickly taken over by Russian mouthpieces, including the state-sponsored <a href=\"https:\/\/www.rt.com\/russia\/521514-czech-blast-not-state-terrorism\/\" target=\"_blank\" rel=\"noopener noreferrer\">RT channel<\/a>. He later backtracked his statement and apologized for it.\r\n\r\nFrom the legal point of view, the operation indeed cannot be qualified as an act of terrorism based on Czech law. However, this debate merely distracts from the real problem, that Russian military intelligence officers conducted a military attack on the territory of a NATO member state, during which two Czech citizens were killed, and therefore grossly disrupted the sovereignty of the Czech Republic.\r\n\r\nFor various reasons, the investigation should also focus on the questions of what the strategic aim and intention of the attack were, but the fact that the Russian Federation considered a military attack on the territory of the Czech Republic a suitable tool to fulfil any goal is absolutely unacceptable.\r\n\r\nThe Senate Security Committee <a href=\"https:\/\/twitter.com\/PavelFischer\/status\/1384160326002692097\/photo\/2\" target=\"_blank\" rel=\"noopener noreferrer\">approved<\/a> a draft resolution regarding the incident, in which they support the expulsion of 18 Russian intelligence officers and consider the expulsion of 20 Czech diplomats an escalation from the Russian side. In the draft resolution, the Senate Security Committee called on the government to ask our partners and allies from EU and NATO for support, to terminate the Agreement on Friendship and Cooperation between the Czech Republic and the Russian Federation and to not address actors from the Russian Federation in connection with the preparation of the construction of a nuclear power plant or other elements of critical infrastructure. The draft resolution will have to be approved by the Senate on Wednesday, 21<sup>st<\/sup> April 2021.\r\n\r\nThe Russian Federation conducted a military attack on the territory of the Czech Republic, and therefore on the territory of a NATO and EU Member State.\r\n\r\n<a href=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/04\/skladc-e1618992377252.jpg\"><img class=\"aligncenter size-full wp-image-16646\" src=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2021\/04\/skladc-e1618992377252.jpg\" alt=\"\" width=\"642\" height=\"361\" \/><\/a>\r\n\r\n<em>The explosion destroyed a remote ammunition storage facility situated in a Czech forest \/ Source BBC<\/em>\r\n\r\nThe Czech President systematically pressures the Czech government to invite Russian state company Rosatom into a tender for building a second reactor at the Dukovany power plant. The recent developments are expected to cause major public pressure to exclude Rosatom from the tender.\r\n\r\nOn Wednesday, 21<sup>st<\/sup> April 2021, Czech Police <strong><a href=\"https:\/\/zpravy.aktualne.cz\/domaci\/ncoz-pri-rozsahlem-zatahu-zatykala-cleny-polovojenskych-jedn\/r~544007fca21911ebaedf0cc47ab5f122\/?fbclid=IwAR0_5wRPGtMkeopJrT84uZW0RQto56Bq8hiqRLndAdgAOa4w90p_L-KdLik\" target=\"_blank\" rel=\"noopener noreferrer\">arrested<\/a> 10+ Czech citizen who were working under command of GRU, many of them travelled to Donbas to engage in terorrism against Ukraine. <\/strong>This shows that Russia organised a network of Czech terrorists on Czech territory.\r\n<h2>Czech-Russian stand-off by diplomatic numbers<\/h2>\r\nEuropean Values Centre for Security Policy has asked the Czech Foreign Ministry for the information on the official numbers of Czech-Russian diplomatic presence as of April 20<sup>th<\/sup>, 2021:\r\n<ul>\r\n \t<li>Czech diplomatic personnel on Russian territory before expulsions: 58 (26 diplomats, 32 members of technical staff)<\/li>\r\n \t<li>Russia expelled 20 Czechs (16 diplomats and 4 members of technical staff) = 34 % of Czech diplomatic personnel was sent home.<\/li>\r\n \t<li>Czech diplomatic personnel on Russian territory after expulsions: 38 (10 diplomats, 28 members of technical staff)<\/li>\r\n \t<li>We do not count local staff (Russian citizens working for Czech diplomatic posts on Russian territory), because they do not have diplomatic immunity and cannot be diplomatically expelled from Russian territory.<\/li>\r\n<\/ul>\r\nComparatively:\r\n<ul>\r\n \t<li>Russian diplomatic personnel on Czech territory before expulsions: 129 (48 diplomats, 81 members of technical staff)<\/li>\r\n \t<li>Czech Republic expelled 18 SVR and GRU officers (posing as 14 diplomats and 4 members of technical staff) = 14 % of Russian diplomatic personnel was sent home<\/li>\r\n \t<li>Russian diplomatic personnel on Czech territory after expulsions: 111 (34 diplomats, 77 members of technical staff, including consulates)<\/li>\r\n<\/ul>\r\nThe Czech Republic has expelled 14 % of Russian diplomatic staff from its territory (18 individuals out of the overall 129), in response Russia has expelled 34 % of Czech diplomatic staff from its territory (20 individuals out of the overall 58).\r\n\r\nIN TOTAL: Russia now has 2.9 times more individuals with diplomatic immunity in Czechia than the Czech Republic has in Russia (111:38). Before this, it was 2.2 times more (129:58), so the disparity increased in favour of Russia.\r\n\r\nDIPLOMATS: Russia now has 3.4 times more diplomats in Czechia than the Czech Republic has in Russia (34:10). Before this, it was 1.8 times more (48:26), so the disparity almost doubled in favour of Russia.\r\n\r\nTECHNICAL STAFF WITH DIPLOMATIC IMMUNITY: Russia now has 2.8 times more technical staff with diplomatic immunity in Czechia than the Czech Republic has in Russia (77:28). Before this, it was 2.5 times more (81:32), so the disparity increased in favour of Russia.\r\n\r\nRESULT: There is no parity. Russia now has a three-times larger diplomatic presence in the Czech Republic.\r\n\r\n<strong>Based on the above-summarized facts, the European Values Centre for Security Policy recommends the following steps:<\/strong>\r\n<ul>\r\n \t<li><strong>Coordinated response of NATO and the EU. <\/strong>The Czech Republic should use the membership in NATO and the EU effectively. Czech Ambassador to NATO Jakub Landovsk\u00fd already confirmed that the Czech Republic will ask for a special meeting of the North Atlantic Council to discuss the case at the first opportunity. The Czech Republic should ask its Allies to take joint action in response to the aggressive action of the Russian Federation. The ideal outcome would be the synchronized expulsion of Russian intelligence officers from allied countries, similarly to the one following the Salisbury attack in 2018. Czech Republic should also inform its partners in the EU and call on them to take strong coordinated action.<\/li>\r\n \t<li><strong>Expulsion of Russian intelligence officers under diplomatic cover. <\/strong>In coordination with the Allies, the Czech government should expel all Russian diplomatic personnel from the Czech territory, with the exception of the Russian ambassador. The Russian Federation would respond similarly and subsequently, the mutual diplomatic representation would be built in the same proportion. Today, the Russian Federation has almost twice as many staff in the Czech Republic as the Czech Republic in Russia. The expulsion of the entire Russian diplomatic mission in the Czech Republic would disrupt most of the existing Russian intelligence networks and therefore it would be beneficial for the security of the Czech Republic. When the United Kingdom expelled 105 Soviet intelligence officers in 1071, it paralyzed Soviet intelligence activities for decades.<\/li>\r\n \t<li><strong>Exclude Rosatom from the tender for construction of the new nuclear reactor in the Dukovany nuclear plant. <\/strong>Minister of Industry and Trade Karel Havl\u00ed\u010dek <a href=\"https:\/\/twitter.com\/CT24zive\/status\/1383743136258658306\" target=\"_blank\" rel=\"noopener noreferrer\">stated<\/a> on Sunday, 18<sup>th<\/sup> April 2021, that the Czech Republic will exclude the Russian company Rosatom from the possibility of participating in the tender for the completion of the Dukovany nuclear power plant within a few days. Eventually, during a press conference on April 19<sup>th<\/sup> 2021, he claimed that the Czech Republic will not send a security questionnaire to Rosatom, which makes its involvement in the tender less probable, but not impossible. The government should follow up on its original claim and end attempts from some members of the government and Czech President Milo\u0161 Zeman to include Rosatom.<\/li>\r\n \t<li><strong>End manipulative attempts to purchase and use an unregistered Russian vaccine Sputnik V.<\/strong><\/li>\r\n \t<li><strong>End non-functional Czech-Russian consultations. <\/strong>According to the director of the foreign department of the Office of the President, Rudolf Jindr\u00e1k, the new findings of GRU involvement in the explosions will have an <a href=\"https:\/\/www.irozhlas.cz\/zpravy-domov\/vrbetice-rusko-rudolf-jindrak-agenti-cesko-ruske-konzultace_2104181146_dok\" target=\"_blank\" rel=\"noopener noreferrer\">impact<\/a> on the Czech-Russian consultations, but it is not yet clear whether these consultations will end completely. This unusual format started in 2020 in order to improve the already deteriorating relations between the Czech Republic and Russia, however, in practice, they served as a Potemkin village without real content and without interest from the Russian side to communicate with the Czech Republic constructively.<\/li>\r\n \t<li><strong>Evaluate the activities of Russian and pro-Kremlin groups. <\/strong>Czech security institutions should evaluate the activities of all Russian and pro-Kremlin groups and movements in the Czech Republic with the aim to decrease their potential for Russian influence and disinformation operations.
