{"id":17016,"date":"2021-08-29T04:26:39","date_gmt":"2021-08-29T04:26:39","guid":{"rendered":"https:\/\/informnapalm.org\/en\/?p=17016"},"modified":"2021-08-29T04:26:39","modified_gmt":"2021-08-29T04:26:39","slug":"the-kremlins-loyal-friends-in-the-lusophone-world","status":"publish","type":"post","link":"https:\/\/informnapalm.org\/en\/the-kremlins-loyal-friends-in-the-lusophone-world\/","title":{"rendered":"The Kremlin\u2019s loyal friends in the Lusophone world"},"content":{"rendered":"<p><strong>The EU support to Ukraine is coordinated by the European Commission\u2019s Support Group for Ukraine (SGUA) and is based on shared values and allegiance to democratic principles, the rule of law, human rights and fundamental freedoms. Which is why it looks reasonable that Ukrainians are expecting the continuance of European support. Even so, it is essential to consider the political profile of each particular country taking in consideration some heterogeneity of the European Union that could be faced. In this article, <a href=\"https:\/\/www.facebook.com\/HelenaSofiaL\" target=\"_blank\" rel=\"noopener noreferrer\">Helena Sofia da Costa<\/a>, InformNapalm\u2019s volunteer from Portugal, comments on the political system of Portugal and on certain episodes that could be alarming. Ukrainians should be aware of those challenges in order to prevent or to minimise the negative aspects of Russian propaganda and to fight the consequences of anti-Ukrainian information operations deployment.\u00a0<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">Hybrid warfare, which is widely mentioned nowadays in military and political discourse, includes a variety of instruments and activities to weaken and destabilise a country. Disinformation and false news, and of course, financial influence, are among the strongest hybrid warfare tools.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Lusophone world (Mundo Lus\u00f3fono) seems to be facing certain underhanded activities as well.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Lusophones (Portuguese: Lus\u00f3fonos) are peoples that recognise Portuguese\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">as an official language that comprise an estimated 290 million people according to 2019 data.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A part of the Iberian peninsula (including modern Portugal territory) was once called Lusit\u00e2nia, which formed the basis of the name &#8220;lus\u00f3fonos&#8221;. <\/span><\/p>\n<p><a href=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2021\/08\/1-6.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-26592\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2021\/08\/1-6.jpg\" alt=\"\" width=\"1113\" height=\"401\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Portugal has a multi-party system, among which 5 are currently being considered dominant:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Socialist Party (Partido Socialista, PS), guided by the principles of social democracy;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Social Democratic Party (Partido Social Democrata, PSD), the party of social democrats but despite the name, is a mixture of liberalism and <\/span><span style=\"font-weight: 400;\">conservatism;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Left Bloc (Bloco de Esquerda, abbreviated to BE), far-left;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">CDS \u2013 PP (Centro Democr\u00e1tico e Social \u2013 Partido Popular), Christian Democratic;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Portuguese Communist Party (Partido Comunista Portugu\u00eas,\u00a0 PCP) is a communist, Marxist\u2013Leninist political party based upon democratic centralism.\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Yet another party, smaller in terms of number and influence, is eco-socialist party (Partido Ecologista &#8220;Os Verdes&#8221;, PEV).<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The PEV has a close relationship with the Portuguese Communist Party (PCP). In 1987 entered the legislative and municipal elections as part of Unitary Democratic Coalition, which also includes PCP. Between 1983 and 1987, PEV was part of the United People Alliance, to which the PCP also belonged. PEV is often criticised for being an &#8220;appendage&#8221; of the PCP, and fairly so. Since the beginning of the coalition (Coliga\u00e7\u00e3o Democr\u00e1tica Unit\u00e1ria, CDU), the member parties have never participated separately in any election.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The dominance of the leftists began in 1974. About 300 officers calling themselves the Armed Forces Movement (Movimento das For\u00e7as Armadas; MFA), planned and implemented the coup of April 25, 1974, which came to be known as the Revolution of the Carnations. As a consequence of those events, the dictatorial regime of Salazar fell, the Estado Novo<\/span><span style=\"font-weight: 400;\"> (New State)<\/span><span style=\"font-weight: 400;\"> stopped existing, and an early moderate-conservative phase (May 1974\u2013March 1975) was followed by a radical-leftist phase. The Communists came to power.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Socialists first came to power in 1976, and they are still in power, but since there were never enough votes to get into parliament, the Socialists are always paired with the Communists (that is, in a coalition).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Obviously, Ukraine cannot count on the support of the left-wing, especially of the Communists.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As an example,\u00a0 let\u2019s bring to note the following fact. After the Ukraine&#8217;s Communist Party had been banned by court order, the Portuguese Parliament during a Parliament sitting on February 17, 2017 <\/span><a href=\"https:\/\/expresso.pt\/politica\/2017-02-17-Parlamento-condena-ilegalizacao-do-Partido-Comunista-da-Ucrania\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">condemned<\/span><\/a><span style=\"font-weight: 400;\"> the actions of the Ukrainian authorities.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The vote against the Ukrainian decision was presented by the PCP parliamentary group and approved by the following groups: PS, PCP, BE, and PEV.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Two Portuguese parties, namely PSD and CDS, supported the aforementioned implemented ban on Communist party\u2019s activity in Ukraine, but they are still forming the Opposition.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It is being stated in the condemnation vote, that \u201cthe Social Democrats defend the end of the clashes in eastern Ukraine, condemn the violation of human rights and individual freedoms, and call for a peaceful solution to \u201cestablish peace and security\u201d for the populations.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A quotation from the condemnation vote:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><em><span style=\"font-weight: 400;\">&#8220;The law approved in Ukraine in 2015, which allowed the illegalization of communists, is undemocratic and contravenes norms and conventions of international law.&#8221;<\/span><\/em><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The left-wing, especially the far-left, BE, Bloco de Esquerda, has repeatedly been vilifying Ukraine. This includes both Ukrainians living in Portugal and those outside the country.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Volunteers of the International Community InformNapalm have already written about inadmissible statements addressed to Ukrainians:<\/span><i><\/i><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><i><span style=\"font-weight: 400;\">\u00a0\u201cAttention! Be careful while you are walking in the city! Owing to the Portugal-Ukraine football match, Lisbon became infected with Ukrainian Nazis and Portuguese racists. Don&#8217;t walk alone, don&#8217;t get into potentially dangerous places.&#8221;<\/span><\/i><\/li>\n<\/ul>\n<p><a href=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2021\/08\/2-3.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-26594\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2021\/08\/2-3.jpg\" alt=\"\" width=\"959\" height=\"905\" \/><\/a><\/p>\n<p style=\"text-align: center;\"><i><span style=\"font-weight: 400;\">A screenshot of the Facebook page<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">At the time, the person who wrote and made public via Facebook his words, Mr.<\/span><a href=\"https:\/\/www.esquerda.net\/autor\/mamadou-ba\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\"> Mamadou Ba<\/span><\/a><span style=\"font-weight: 400;\">, was a member of Parliament, being one of the far-left BE, Bloco de Esquerda, representing the Portuguese legislative branch.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2021\/08\/3-2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-26595\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2021\/08\/3-2.jpg\" alt=\"\" width=\"1121\" height=\"1992\" \/><\/a><\/p>\n<p style=\"text-align: center;\"><i><span style=\"font-weight: 400;\">An open letter to Portuguese Parliament on the insinuations made by<br \/>\nMP Mr. Mamadou Ba<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">As a matter of fact, Mr. Mamadou Ba &#8220;suddenly&#8221; terminated his mandate in November of the same year, in 2019, also <\/span><a href=\"https:\/\/sicnoticias.pt\/pais\/2019-11-25-Ativista-Mamadou-Ba-abandona-Bloco-de-Esquerda-em-profunda-divergencia\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">quitting his activity<\/span><\/a><span style=\"font-weight: 400;\"> as a member of BE, Bloco de Esquerda.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">InformNapalm also wrote about a blatant <\/span><a href=\"https:\/\/informnapalm.org\/ua\/v-portuhalii-infoops-russia-vs-ukraine\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">disinformation campaign<\/span><\/a><span style=\"font-weight: 400;\"> that erupted in Portugal in 2020. Such campaigns were also detected to appear simultaneously in several European countries, which is probably not a sign of a spontaneous process at all, but rather of a \u201cvertical policy-making\u201d.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">One might ask, what does this have to do with the Russian Federation?<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">To find a probable answer, one needs to merely open the official website of the institution, called<\/span><a href=\"https:\/\/russkiymir.ru\/en\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\"> \u201cRusskiy Mir Foundation\u201d<\/span><\/a><span style=\"font-weight: 400;\"> and check the <\/span><a href=\"https:\/\/russkiymir.ru\/rucenter\/catalogue.php\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">list<\/span><\/a><span style=\"font-weight: 400;\"> of the countries where it has its centres, or agents, whose actions are definitely coordinated from Moscow.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">After numerous world-wide precedents of such occurrences, a person capable of critical thinking ought to have very little doubt that <\/span><b>the embassies of the Russian Federation in various countries are nothing more than the headquarters of spies and saboteurs<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The distasteful events that occurred in Lisbon in June 2020 could be also analysed from that particular perspective. All central mass media in Portugal discussed the outrageous fact: there happened a data leak, release of sensitive and\u00a0 confidential information such as <\/span><a href=\"https:\/\/www.publico.pt\/2021\/06\/10\/politica\/noticia\/fernando-medina-pede-desculpa-partilha-dados-manifestantes-russia-1965988\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">personal data <\/span><\/a><span style=\"font-weight: 400;\">of the oppositionists to the Putin regime living in Lisbon, to an untrusted environment, namely, to the Russian embassy in Portugal, of which \u0421\u00e2mara Municipal de Lisboa (Lisbon City Hall) is to blame.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For an average European, especially considering the Law regulations implemented in the European Union, personal data is a sacred matter, not to mention that it should be such for an official of high level. There is a kind of an unspoken rule: whoever runs the capital, has the potential to run the country.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Fernando Medina, the president of Lisbon City Hall, (presidente da C\u00e2mara Municipal de Lisboa), a person in the spotlight, <\/span><a href=\"https:\/\/www.tsf.pt\/portugal\/politica\/gabinete-de-medina-sabia-desde-2018-que-dados-eram-enviados-para-embaixadas-13869023.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">acknowledged<\/span><\/a><span style=\"font-weight: 400;\"> that the data of public activists taking part in protests against the Kremlin regime, had been passed to Moscow. Moreover, one of the protesters is already a holder of a Portuguese passport, i.e. the mayor&#8217;s office, among others, handed over Russia the personal data of a Portuguese citizen. In his public comment, Medina stated that he, the mayor, of course, knew nothing about the data breach.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But an internal audit of Lisbon City Hall indicated that the office of Medina was aware of data transmission since 2018.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In violation of the law, the Medina-led City Hall informed the Russian embassy of all demonstrations against the Kremlin not only in Lisbon but also in other cities, which is not even the prerogative of any city council by default.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to the <\/span><a href=\"https:\/\/www.dn.pt\/politica\/envio-de-dados-para-embaixadas-medina-agravou-os-procedimentos-em-2018-13869064.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">audit results<\/span><\/a><span style=\"font-weight: 400;\">, &#8220;Difficulties in interpreting the internal protocol forced the City Hall of Lisbon to send information about the particular organisers of the political protests to the Russian embassy at least 27 times.&#8221; The most recent information provided by the \u00a0 requested audit found that the Lisbon City Hall shared personal data of protesters in 52 cases after the entry into force of the European data protection law.<\/span><\/p>\n<ol>\n<li><b><\/b> <i><span style=\"font-weight: 400;\">In addition to the Russian embassy, the Lisbon City Hall shared data on protesters with the embassies of Israel, China and Venezuela.\u00a0<\/span><\/i><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">Why should a mayor, who is entrusted with the responsibility on behalf of the citizens, a member of the ruling Socialist Party (PS), let things go uncontrolled? Yet, this is a rhetorical question.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">By the way, Mr. Medina doesn\u2019t seem to have any remorses and is going to stand as a candidate for a mayor position again, in the municipal elections in September 2021.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The next rhetorical question is, why did the Portuguese authorities not reject Medina&#8217;s candidacy, on the basis of the audit results?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Furthermore, there is yet another disturbing fact. According to the statistics of protests in Lisbon since 2013, the majority of political protests\u2019 participants are not Russian, they are, actually, Ukrainian. Moreover, the wide majority of the protests, held by Ukrainian, took place right in front of the embassy of the aggressor country in Lisbon.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2021\/08\/4-2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-26596\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2021\/08\/4-2.jpg\" alt=\"\" width=\"1285\" height=\"698\" \/><\/a><\/span><\/p>\n<p style=\"text-align: center;\"><i><span style=\"font-weight: 400;\">Quote: audit results. Meanwhile the practice remains &#8220;valid and in effect and was applied to the various requests for manifestation.\u201d<\/span><\/i><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Interestingly, in 2013, an instruction signed by the then mayor of the capital, Antonio Costa, was issued, that the city of Lisbon would provide data on manifestations only to the\u00a0 Ministry of Internal Administration (Portuguese: Minist\u00e9rio da Administra\u00e7\u00e3o Interna or MAI) and to the local police service. Under no circumstances, embassies should have received such information. This axiom does not evidently apply to the Russian embassy which receives information first hand.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">InformNapalm volunteers cannot help but notice yet another detail, namely, a <\/span><a href=\"https:\/\/twitter.com\/AlencarBraga13\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">tweet<\/span><\/a><span style=\"font-weight: 400;\"> from a prominent MP, representative of the left-wing in Brazil, <\/span><a href=\"https:\/\/www.camara.leg.br\/deputados\/204501\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Alencar Santana Braga<\/span><\/a><span style=\"font-weight: 400;\">, whose words came &#8220;right out of the Russian playbook*\u201d.\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">(*\u201dRussian playbook\u201d is a metaphor for the guidelines given to the Russian Troll Factory.)<\/span><\/p>\n<p><a href=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2021\/08\/5-2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-26597\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2021\/08\/5-2.jpg\" alt=\"\" width=\"1034\" height=\"795\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Screenshot of the tweet: \u201cVery symbolic! Even so, it is essential to consider the political profile of each particular country taking in consideration some heterogeneity of the European Union that could be faced. In this article, <a href=\"https:\/\/www.facebook.com\/HelenaSofiaL\" target=\"_blank\" rel=\"noopener noreferrer\">Helena Sofia da Costa<\/a>, InformNapalm\u2019s volunteer from Portugal, comments on the political system of Portugal and on certain episodes that could be alarming. Ukrainians should be aware of those challenges in order to prevent or to minimise the negative aspects of Russian propaganda and to fight the consequences of anti-Ukrainian information operations deployment.\u00a0<\/strong>\r\n\r\n<span style=\"font-weight: 400;\">Hybrid warfare, which is widely mentioned nowadays in military and political discourse, includes a variety of instruments and activities to weaken and destabilise a country. Disinformation and false news, and of course, financial influence, are among the strongest hybrid warfare tools.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">The Lusophone world (Mundo Lus\u00f3fono) seems to be facing certain underhanded activities as well.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Lusophones (Portuguese: Lus\u00f3fonos) are peoples that recognise Portuguese\u00a0\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">as an official language that comprise an estimated 290 million people according to 2019 data.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">A part of the Iberian peninsula (including modern Portugal territory) was once called Lusit\u00e2nia, which formed the basis of the name \"lus\u00f3fonos\". <\/span>\r\n\r\n<a href=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2021\/08\/1-6.jpg\"><img class=\"aligncenter size-full wp-image-26592\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2021\/08\/1-6.jpg\" alt=\"\" width=\"1113\" height=\"401\" \/><\/a>\r\n\r\n<span style=\"font-weight: 400;\">Portugal has a multi-party system, among which 5 are currently being considered dominant:<\/span>\r\n<ul>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Socialist Party (Partido Socialista, PS), guided by the principles of social democracy;<\/span><\/li>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Social Democratic Party (Partido Social Democrata, PSD), the party of social democrats but despite the name, is a mixture of liberalism and <\/span><span style=\"font-weight: 400;\">conservatism;<\/span><\/li>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Left Bloc (Bloco de Esquerda, abbreviated to BE), far-left;<\/span><\/li>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">CDS \u2013 PP (Centro Democr\u00e1tico e Social \u2013 Partido Popular), Christian Democratic;<\/span><\/li>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Portuguese Communist Party (Partido Comunista Portugu\u00eas,\u00a0 PCP) is a communist, Marxist\u2013Leninist political party based upon democratic centralism.\u00a0<\/span><\/li>\r\n<\/ul>\r\n<span style=\"font-weight: 400;\">Yet another party, smaller in terms of number and influence, is eco-socialist party (Partido Ecologista \"Os Verdes\", PEV).<\/span><span style=\"font-weight: 400;\">\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">The PEV has a close relationship with the Portuguese Communist Party (PCP). In 1987 entered the legislative and municipal elections as part of Unitary Democratic Coalition, which also includes PCP. Between 1983 and 1987, PEV was part of the United People Alliance, to which the PCP also belonged. PEV is often criticised for being an \"appendage\" of the PCP, and fairly so. Since the beginning of the coalition (Coliga\u00e7\u00e3o Democr\u00e1tica Unit\u00e1ria, CDU), the member parties have never participated separately in any election.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">The dominance of the leftists began in 1974. About 300 officers calling themselves the Armed Forces Movement (Movimento das For\u00e7as Armadas; MFA), planned and implemented the coup of April 25, 1974, which came to be known as the Revolution of the Carnations. As a consequence of those events, the dictatorial regime of Salazar fell, the Estado Novo<\/span><span style=\"font-weight: 400;\"> (New State)<\/span><span style=\"font-weight: 400;\"> stopped existing, and an early moderate-conservative phase (May 1974\u2013March 1975) was followed by a radical-leftist phase. The Communists came to power.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">The Socialists first came to power in 1976, and they are still in power, but since there were never enough votes to get into parliament, the Socialists are always paired with the Communists (that is, in a coalition).<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Obviously, Ukraine cannot count on the support of the left-wing, especially of the Communists.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">As an example,\u00a0 let\u2019s bring to note the following fact. After the Ukraine's Communist Party had been banned by court order, the Portuguese Parliament during a Parliament sitting on February 17, 2017 <\/span><a href=\"https:\/\/expresso.pt\/politica\/2017-02-17-Parlamento-condena-ilegalizacao-do-Partido-Comunista-da-Ucrania\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">condemned<\/span><\/a><span style=\"font-weight: 400;\"> the actions of the Ukrainian authorities.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">The vote against the Ukrainian decision was presented by the PCP parliamentary group and approved by the following groups: PS, PCP, BE, and PEV.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Two Portuguese parties, namely PSD and CDS, supported the aforementioned implemented ban on Communist party\u2019s activity in Ukraine, but they are still forming the Opposition.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">It is being stated in the condemnation vote, that \u201cthe Social Democrats defend the end of the clashes in eastern Ukraine, condemn the violation of human rights and individual freedoms, and call for a peaceful solution to \u201cestablish peace and security\u201d for the populations.\u201d<\/span>\r\n\r\n<span style=\"font-weight: 400;\">A quotation from the condemnation vote:\u00a0<\/span>\r\n<ul>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><em><span style=\"font-weight: 400;\">\"The law approved in Ukraine in 2015, which allowed the illegalization of communists, is undemocratic and contravenes norms and conventions of international law.\"<\/span><\/em><\/li>\r\n<\/ul>\r\n<span style=\"font-weight: 400;\">The left-wing, especially the far-left, BE, Bloco de Esquerda, has repeatedly been vilifying Ukraine. Such campaigns were also detected to appear simultaneously in several European countries, which is probably not a sign of a spontaneous process at all, but rather of a \u201cvertical policy-making\u201d.<\/span>\r\n<h2><span style=\"font-weight: 400;\">One might ask, what does this have to do with the Russian Federation?<\/span><\/h2>\r\n<span style=\"font-weight: 400;\">To find a probable answer, one needs to merely open the official website of the institution, called<\/span><a href=\"https:\/\/russkiymir.ru\/en\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\"> \u201cRusskiy Mir Foundation\u201d<\/span><\/a><span style=\"font-weight: 400;\"> and check the <\/span><a href=\"https:\/\/russkiymir.ru\/rucenter\/catalogue.php\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">list<\/span><\/a><span style=\"font-weight: 400;\"> of the countries where it has its centres, or agents, whose actions are definitely coordinated from Moscow.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">After numerous world-wide precedents of such occurrences, a person capable of critical thinking ought to have very little doubt that <\/span><b>the embassies of the Russian Federation in various countries are nothing more than the headquarters of spies and saboteurs<\/b><span style=\"font-weight: 400;\">.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">The distasteful events that occurred in Lisbon in June 2020 could be also analysed from that particular perspective. All central mass media in Portugal discussed the outrageous fact: there happened a data leak, release of sensitive and\u00a0 confidential information such as <\/span><a href=\"https:\/\/www.publico.pt\/2021\/06\/10\/politica\/noticia\/fernando-medina-pede-desculpa-partilha-dados-manifestantes-russia-1965988\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">personal data <\/span><\/a><span style=\"font-weight: 400;\">of the oppositionists to the Putin regime living in Lisbon, to an untrusted environment, namely, to the Russian embassy in Portugal, of which \u0421\u00e2mara Municipal de Lisboa (Lisbon City Hall) is to blame.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">For an average European, especially considering the Law regulations implemented in the European Union, personal data is a sacred matter, not to mention that it should be such for an official of high level. There is a kind of an unspoken rule: whoever runs the capital, has the potential to run the country.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Fernando Medina, the president of Lisbon City Hall, (presidente da C\u00e2mara Municipal de Lisboa), a person in the spotlight, <\/span><a href=\"https:\/\/www.tsf.pt\/portugal\/politica\/gabinete-de-medina-sabia-desde-2018-que-dados-eram-enviados-para-embaixadas-13869023.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">acknowledged<\/span><\/a><span style=\"font-weight: 400;\"> that the data of public activists taking part in protests against the Kremlin regime, had been passed to Moscow. Moreover, one of the protesters is already a holder of a Portuguese passport, i.e. the mayor's office, among others, handed over Russia the personal data of a Portuguese citizen. In his public comment, Medina stated that he, the mayor, of course, knew nothing about the data breach.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">But an internal audit of Lisbon City Hall indicated that the office of Medina was aware of data transmission since 2018.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">In violation of the law, the Medina-led City Hall informed the Russian embassy of all demonstrations against the Kremlin not only in Lisbon but also in other cities, which is not even the prerogative of any city council by default.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">According to the <\/span><a href=\"https:\/\/www.dn.pt\/politica\/envio-de-dados-para-embaixadas-medina-agravou-os-procedimentos-em-2018-13869064.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">audit results<\/span><\/a><span style=\"font-weight: 400;\">, \"Difficulties in interpreting the internal protocol forced the City Hall of Lisbon to send information about the particular organisers of the political protests to the Russian embassy at least 27 times.\" The most recent information provided by the \u00a0 requested audit found that the Lisbon City Hall shared personal data of protesters in 52 cases after the entry into force of the European data protection law.<\/span>\r\n<ol>\r\n \t<li><b><\/b> <i><span style=\"font-weight: 400;\">In addition to the Russian embassy, the Lisbon City Hall shared data on protesters with the embassies of Israel, China and Venezuela.\u00a0<\/span><\/i><\/li>\r\n<\/ol>\r\n<span style=\"font-weight: 400;\">Why should a mayor, who is entrusted with the responsibility on behalf of the citizens, a member of the ruling Socialist Party (PS), let things go uncontrolled? Yet, this is a rhetorical question.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">By the way, Mr. Medina doesn\u2019t seem to have any remorses and is going to stand as a candidate for a mayor position again, in the municipal elections in September 2021.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">The next rhetorical question is, why did the Portuguese authorities not reject Medina's candidacy, on the basis of the audit results?<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Furthermore, there is yet another disturbing fact. According to the statistics of protests in Lisbon since 2013, the majority of political protests\u2019 participants are not Russian, they are, actually, Ukrainian. Moreover, the wide majority of the protests, held by Ukrainian, took place right in front of the embassy of the aggressor country in Lisbon.<\/span>\r\n\r\n<span style=\"font-weight: 400;\"><a href=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2021\/08\/4-2.jpg\"><img class=\"aligncenter size-full wp-image-26596\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2021\/08\/4-2.jpg\" alt=\"\" width=\"1285\" height=\"698\" \/><\/a><\/span>\r\n<p style=\"text-align: center;\"><i><span style=\"font-weight: 400;\">Quote: audit results. Under no circumstances, embassies should have received such information.
