Members of the Belarusian team of InformNapalm international volunteer community conducted their own OSINT investigation and discovered the ways in which Russia uses sport for people with disabilities in order to tie the self-proclaimed president of Belarus Aleksandr Lukashenko to the temporarily occupied territories in Eastern Ukraine. The article also describes schemes that Russian terrorists use to illegally transfer children from the occupied territories of Donetsk and Luhansk oblasts to Russia and Belarus<\/span><\/i>.<\/span>\u00a0\u00a0<\/span><\/p>\n

The story that started in spring 2021 came to its logical conclusion only in September. ON April 30, Aleksandr Tala, a sportsman, a member of the Belarus national team of sportsmen with disabilities, and (since March 2021) a member of the Constitutional Commission for the Amendments to the Constitution of Belarus, went to the territory of Eastern Ukraine temporarily occupied by the Russian troops and illegal hybrid armed gangs. This fact is confirmed by Talai\u2019s social media page on Vkontakte. Talai stayed in the occupied territory until May 5 (Vkontakte<\/a> social media page, web archive<\/a><\/span>). During his trip, he was invited as an \u201chonorary guest\u201d to attend a swimming competition for people with disabilities.<\/span><\/p>\n

Vladimir Antonov, <\/b>a deputy head of the \u201cDPR government\u201d, together with <\/span>Stavros Bagateliia,<\/b> a native of Abkhazia and a former member of Piatnashka armed gang who seized a chain of grocery stores ATB in Donetsk also attended the swimming event (Vkontakte<\/a> account<\/span>, web archive<\/a>). Bahateliia calls himself \u201ca head of the DPR Paralympic Committee\u201d (link<\/a>, web archive<\/a>)\u00a0<\/span><\/p>\n

Besides that, Aleksei Talai met<\/a> the Metropolitan of Donetsk and Mariupol Illarion of Orthodox church of Moscow Patriarchy,\u00a0 as well as the \u201cadministration\u201d located in a captured building of Yasinovata, Donetsk oblast, Ukraine (web archive<\/a><\/span>)\u00a0<\/span><\/p>\n

<\/p>\n

During those meetings, Talai <\/span>was accompanied by a person<\/b> whom Talai describes as a \u201cfaithful friend\u201d in his interviews and recordings. Talai never mentioned the last name of that person. This picture shows them both<\/a> at the front entrance to the captured administrative\u00a0 building in Yasinovata <\/span>\u00a0(web archive<\/a><\/span>)\u00a0<\/span><\/p>\n

<\/p>\n

Who is the \u201cfaithful friend\u201d of Aleksei Talai?<\/b><\/p>\n

InformNapalm managed to find out that the name of this person is <\/span>Vladimir Kazbanov.<\/b> He is a medical doctor by education, tasked with organizational activity \u201cdirected at collecting new ideas from various spheres of knowledge.\u201d He founded two organizations: Center for Support of Entrepreneurship Laboratory of Intellect (registered in the name of his wife, Svetlana Kazbanova) and Center for Youth Innovations. In 2010, Kazbanov attended the Russian Youth Forum in Seliger. After that, speaking<\/a>\u00a0 to the internet media Soiuznoe Veche, Kazbanov promoted the so-called \u201cintegration of Belarus and Russia\u201d and declared that this was a goal he aspired to achieve (web archive<\/a>).<\/span><\/p>\n

In 2012, Kazbanov posted a photo <\/a><\/span>\u00a0on his social media account with a comment: \u201cIn the main office of Rossotrudnichestvo\u201d (Federal agency for CIS Affairs, Compatriots Living Abroad and International Humanitarian Cooperation) (web archive)<\/a><\/span>\u00a0<\/span><\/p>\n

<\/p>\n

In 2015, Vladimir Kazbanov organized a discussion club called \u201cChallenges of Globalization. Humanitarian crisis. CIS\u201d and invited representatives of NOD Belorussiia to attend. NOD Belorussia,\u201d themselves told<\/a> this <\/span>on their social media page (web archive<\/a>).<\/span><\/p>\n

<\/p>\n

That said, for many years, Kazbanov actively maintained contacts with the Russian institutions created to promote the \u201cRussian world\u201d in Ukraine and Belarus.<\/span><\/p>\n

Soon after his trip to the occupied Donbas, Aleksei Talai suggested \u201cto establish social connections and a humanitarian mission in the Donbas.\u201d This happened on May 27, during the press conference of Aleksandr Lukashenko (video<\/a> recording <\/span>time code: 2:09:07). The response of Lukashenko was: \u201cYou can consider it done. Try to send your proposals through the channel that you know of\u201d (web archive<\/a><\/span>).\u00a0<\/span><\/p>\n

Based on this conversation, by that time, Aleksei Talai and his \u201cfaithful friend\u201d had already established contacts with representatives of Russia-controlled terrorist groups in the occupied territories of the Donbas.<\/span><\/p>\n

On August 17, Aleksei Talai launched a crowdfunding campaign on the webpage of his\u00a0 charity fund. The declared goal of that campaign was\u00a0 \u201cto bring children with disabilities to Belarus for rehabilitation, then to bring orphans and children from low-income families for health care, then to collect and deliver help (food, hygiene products, clothes, equipment) directly to them\u201d. At this time, the campaign has ended (web archive<\/a>)<\/span><\/p>\n

It is possible that Vladimir Kazbanov might have had access to the bank account listed on the web page of Talai Fund and where the donations were made. This conclusion comes from Vladimir Kazbanov\u2019s comments under Aleksei Talai\u2019s post on Facebook where Kazbanov listed the exact sums of money collected as of a particular date (link<\/a>).<\/span><\/p>\n

<\/p>\n

It is possible that Oleh Dodonov was also involved in the scheme. Since 2015 Dodonov has lived in Belarus; before that, he lived in Luhansk Oblast, Ukraine. Dodonov is listed<\/a> in the database of Myrotvorets Center. He is suspected of participating in acts of humanitarian aggression against Ukraine.<\/span><\/p>\n

<\/p>\n

Dodonov\u2019s involvement in the scheme is confirmed with the comment<\/a> that appeared under Aleksei Talai\u2019s post. Dodonov wrote that there was a similar project aimed at the occupied areas of Luhansk Oblast (web archive<\/a><\/span>).<\/span><\/p>\n

Oleh Dodonov mentioned that he applied for Belarusian citizenship<\/a> after Lukashenko facilitated the process of granting Belarusian citizenship to \u201cemigres from conflict areas of South-Eastern Ukraine\u201d (web archive<\/a>)<\/span><\/p>\n

Lukashenko\u2019s order that helps to bring children from the occupied territories of Eastern Ukraine<\/b><\/p>\n

The turning point in the above mentioned events happened in September. On September 15, the official web page of president of Belarus published new Aleksandr Lukashenko\u2019s decree<\/a><\/span> “On the Organization of Recreation of Children from Donetsk Oblast at the Sstate Children Health Center Zubrionok” (web archive<\/a><\/span>). Despite the fact that the decree mentioned simply Donetsk oblast, further events demonstrated that the order concerned only the occupied parts of Donetsk Oblast.<\/span><\/p>\n

At about the same time, numerous websites of the so-called DPR published information about bringing children to Belarus.<\/span><\/p>\n

First, the so-called \u201cMinistry of Transport of DPR\u201d wrote about this two days prior Lukashenko\u2019s decree. On September 13. the Ministry of Transport announced that it reserved buses to transfer 200 children and 16 adults who accompanied them to Rostov Oblast in Russia. There, the group was supposed to get on a train Adler-Minsk (web archive<\/a>). By the way, the date, September 13, demonstrates that everything has been prepared in advance. It also means that by the time the information was published, children were already approaching Minsk.<\/span><\/p>\n

Secondly, the information about the transfer of children appeared on a web page of the so-called \u201cDeputy Head of the Government of DPR\u201d Vladimir Antonov (web archive<\/a><\/span>)\u00a0<\/span><\/p>\n

On September 16, Olga Volkova, head of the organization for children with disabilities Delphiny located in occupied Donetsk (Vkontakte<\/a> social media page, web archive<\/a>, OK<\/a> social media page, web archive<\/a><\/span>) on her Vkontakte social media page thanked<\/a>\u00a0<\/span>the Ministry of Foreign Affairs of Russia and a Ministry of Education of Belarus <\/b>for the recreation of children (web archive<\/a><\/span>).\u00a0<\/span><\/p>\n

This might mean that one of the institutions that coordinated the process or functioned as a primary covert coordinator was the Ministry of Foreign Affairs of Russia.<\/span><\/p>\n

By the way, the news that appeared after the group reached Belarus listed a smaller number of children in the group \u2013 around 150.<\/span><\/p>\n

Not all children were orphans or had disabilities. The group included <\/span>students from the Donetsk militarized educational institution, \u201cthe Cadet Corps of Zakharchenko.\u201d<\/b> This school basically trains future militants (Vkontakte<\/a> social media page , web archive<\/a><\/span>). Based on the fact that the head of the group was Aliona Levitskaiia (Vkontakte<\/a> social media page, web archive<\/a><\/span>) who is also a head of a summer camp at this militarized school named after a mercenary and collaborator Zakharchenko (link<\/a><\/span>, web archive<\/a><\/span>), we might assume that \u201ccadets\u201d constituted the majority of the group.<\/span><\/p>\n

The article also describes schemes that Russian terrorists use to illegally transfer children from the occupied territories of Donetsk and Luhansk oblasts to Russia and Belarus<\/span><\/i><span style=\"font-weight: 400\">.<\/span><span style=\"font-weight: 400\">\u00a0\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400\">The story that started in spring 2021 came to its logical conclusion only in September. ON April 30, Aleksandr Tala, a sportsman, a member of the Belarus national team of sportsmen with disabilities, and (since March 2021) a member of the Constitutional Commission for the Amendments to the Constitution of Belarus, went to the territory of Eastern Ukraine temporarily occupied by the Russian troops and illegal hybrid armed gangs. This fact is confirmed by Talai\u2019s social media page on Vkontakte. Talai stayed in the occupied territory until May 5 (<a href=\"https:\/\/vk.com\/alexeytalay\">Vkontakte<\/a> social media page, <a href=\"https:\/\/archive.ph\/eVh3s\">web archive<\/a><\/span><span style=\"font-weight: 400\">). During his trip, he was invited as an \u201chonorary guest\u201d to attend a swimming competition for people with disabilities.<\/span>\r\n\r\n<b>Vladimir Antonov, <\/b><span style=\"font-weight: 400\">a deputy head of the \u201cDPR government\u201d, together with <\/span><b>Stavros Bagateliia,<\/b><span style=\"font-weight: 400\"> a native of Abkhazia and a former member of Piatnashka armed gang who seized a chain of grocery stores ATB in Donetsk also attended the swimming event (<a href=\"https:\/\/vk.com\/ahintkarra\">Vkontakte<\/a> account<\/span><span style=\"font-weight: 400\">, <a href=\"https:\/\/archive.ph\/OA3Ck\">web archive<\/a>). Bahateliia calls himself \u201ca head of the DPR Paralympic Committee\u201d (<a href=\"https:\/\/dan-news.info\/sport\/paraolimpiec-belorussii-ocenil-usilija-po-podderzhke-sporta-dlja-invalidov-v-dnr\/\">link<\/a>, <a href=\"https:\/\/archive.ph\/Emx8F\">web archive<\/a>)\u00a0<\/span>\r\n\r\n<img src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2021\/10\/1.jpg\" \/>\r\n\r\n<span style=\"font-weight: 400\">Besides that, Aleksei Talai <a href=\"https:\/\/vk.com\/photo36827391_457244005\">met<\/a> the Metropolitan of Donetsk and Mariupol Illarion of Orthodox church of Moscow Patriarchy,\u00a0 as well as the \u201cadministration\u201d located in a captured building of Yasinovata, Donetsk oblast, Ukraine (<a href=\"https:\/\/archive.ph\/54lPq\">web archive<\/a><\/span><span style=\"font-weight: 400\">)\u00a0<\/span>\r\n\r\n<img src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2021\/10\/2.jpg\" \/>\r\n\r\n<span style=\"font-weight: 400\">During those meetings, Talai <\/span><b>was accompanied by a person<\/b><span style=\"font-weight: 400\"> whom Talai describes as a \u201cfaithful friend\u201d in his interviews and recordings. Talai never mentioned the last name of that person. This picture<a href=\"https:\/\/ok.ru\/profile\/178637572669\/album\/459426659389\/907411692349\"> shows them both<\/a> at the front entrance to the captured administrative\u00a0 building in Yasinovata <\/span><span style=\"font-weight: 400\">\u00a0(<a href=\"https:\/\/archive.ph\/QYEZA\">web archive<\/a><\/span><span style=\"font-weight: 400\">)\u00a0<\/span>\r\n\r\n<img src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2021\/10\/3.jpg\" \/>\r\n\r\n<b>Who is the \u201cfaithful friend\u201d of Aleksei Talai?<\/b>\r\n\r\n<span style=\"font-weight: 400\">InformNapalm managed to find out that the name of this person is <\/span><b>Vladimir Kazbanov.<\/b><span style=\"font-weight: 400\"> He is a medical doctor by education, tasked with organizational activity \u201cdirected at collecting new ideas from various spheres of knowledge.\u201d He founded two organizations: Center for Support of Entrepreneurship Laboratory of Intellect (registered in the name of his wife, Svetlana Kazbanova) and Center for Youth Innovations. In 2010, Kazbanov attended the Russian Youth Forum in Seliger. After that, <a href=\"https:\/\/www.souzveche.ru\/articles\/our-union\/8322\/\">speaking<\/a>\u00a0 to the internet media Soiuznoe Veche, Kazbanov promoted the so-called \u201cintegration of Belarus and Russia\u201d and declared that this was a goal he aspired to achieve (<a href=\"https:\/\/archive.ph\/v6guS\">web archive<\/a>).<\/span>\r\n\r\n<img src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2021\/10\/4.jpg\" \/>\r\n\r\n<span style=\"font-weight: 400\">In 2012, Kazbanov posted a <a href=\"https:\/\/vk.com\/wall13065616_649\">photo <\/a><\/span><span style=\"font-weight: 400\">\u00a0on his social media account with a comment: \u201cIn the main office of Rossotrudnichestvo\u201d (Federal agency for CIS Affairs, Compatriots Living Abroad and International Humanitarian Cooperation) (<a href=\"https:\/\/archive.ph\/U1JRa\">web archive)<\/a><\/span><span style=\"font-weight: 400\">\u00a0<\/span>\r\n\r\n<img src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2021\/10\/5.jpg\" \/>\r\n\r\n<span style=\"font-weight: 400\">In 2015, Vladimir Kazbanov organized a discussion club called \u201cChallenges of Globalization. Humanitarian crisis. CIS\u201d and invited representatives of NOD Belorussiia to attend. NOD Belorussia,\u201d themselves <a href=\"https:\/\/vk.com\/wall-67994714_10790\">told<\/a> this <\/span><span style=\"font-weight: 400\">on their social media page (<a href=\"https:\/\/archive.ph\/7HVgd\">web archive<\/a>).<\/span>\r\n\r\n<img src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2021\/10\/6.jpg\" \/>\r\n\r\n<span style=\"font-weight: 400\">That said, for many years, Kazbanov actively maintained contacts with the Russian institutions created to promote the \u201cRussian world\u201d in Ukraine and Belarus.<\/span>\r\n\r\n<span style=\"font-weight: 400\">Soon after his trip to the occupied Donbas, Aleksei Talai suggested \u201cto establish social connections and a humanitarian mission in the Donbas.\u201d This happened on May 27, during the press conference of Aleksandr Lukashenko (<a href=\"https:\/\/www.youtube.com\/watch?app=desktop&v=RcmT5_vv0A8\">video<\/a> recording <\/span><span style=\"font-weight: 400\">time code: 2:09:07). The response of Lukashenko was: \u201cYou can consider it done. Try to send your proposals through the channel that you know of\u201d (<a href=\"https:\/\/archive.ph\/lQbCc\">web archive<\/a><\/span><span style=\"font-weight: 400\">).\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400\">Based on this conversation, by that time, Aleksei Talai and his \u201cfaithful friend\u201d had already established contacts with representatives of Russia-controlled terrorist groups in the occupied territories of the Donbas.<\/span>\r\n\r\n<span style=\"font-weight: 400\">On August 17, Aleksei Talai launched a crowdfunding campaign on the webpage of his\u00a0 charity fund. The declared goal of that campaign was\u00a0 \u201cto bring children with disabilities to Belarus for rehabilitation, then to bring orphans and children from low-income families for health care, then to collect and deliver help (food, hygiene products, clothes, equipment) directly to them\u201d. At this time, the campaign has ended (<a href=\"https:\/\/archive.ph\/gMi6t\">web archive<\/a>)<\/span>\r\n\r\n<span style=\"font-weight: 400\">It is possible that Vladimir Kazbanov might have had access to the bank account listed on the web page of Talai Fund and where the donations were made. This conclusion comes from Vladimir Kazbanov\u2019s comments under Aleksei Talai\u2019s post on Facebook where Kazbanov listed the exact sums of money collected as of a particular date (<a href=\"https:\/\/www.facebook.com\/alexey.talai\/posts\/10159715172848944\">link<\/a>).<\/span>\r\n\r\n<img src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2021\/10\/7.jpg\" \/>\r\n\r\n<span style=\"font-weight: 400\">It is possible that Oleh Dodonov was also involved in the scheme. Since 2015 Dodonov has lived in Belarus; before that, he lived in Luhansk Oblast, Ukraine. Dodonov <a href=\"https:\/\/myrotvorets.center\/criminal\/dodonov-oleg-vladimirovich\/\">is listed<\/a> in the database of Myrotvorets Center. He is suspected of participating in acts of humanitarian aggression against Ukraine.<\/span>\r\n\r\n<img src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2021\/10\/8.jpg\" \/>\r\n\r\n<span style=\"font-weight: 400\">Dodonov\u2019s involvement in the scheme is confirmed with the <a href=\"https:\/\/vk.com\/wall36827391_14146\">comment<\/a> that appeared under Aleksei Talai\u2019s post. Dodonov wrote that there was a similar project aimed at the occupied areas of Luhansk Oblast (<a href=\"https:\/\/archive.ph\/dpBHC\">web archive<\/a><\/span><span style=\"font-weight: 400\">).<\/span>\r\n\r\n<span style=\"font-weight: 400\">Oleh Dodonov mentioned that he <a href=\"https:\/\/vk.com\/wall-72198970_171412\">applied for Belarusian citizenship<\/a> after Lukashenko facilitated the process of granting Belarusian citizenship to \u201cemigres from conflict areas of South-Eastern Ukraine\u201d (<a href=\"https:\/\/archive.ph\/cEhXI\">web archive<\/a>)<\/span>\r\n\r\n<b>Lukashenko\u2019s order that helps to bring children from the occupied territories of Eastern Ukraine<\/b>\r\n\r\n<span style=\"font-weight: 400\">The turning point in the above mentioned events happened in September. On September 15, the official web page of president of Belarus published new <a href=\"https:\/\/president.gov.by\/ru\/events\/podpisano-rasporyazhenie-ob-organizacii-otdyha-i-ozdorovleniya-gruppy-detey-iz-doneckoy-oblasti-v-belorusskom-zubrenke\">Aleksandr Lukashenko\u2019s decree<\/a><\/span><span style=\"font-weight: 400\"> \"On the Organization of Recreation of Children from Donetsk Oblast at the Sstate Children Health Center Zubrionok\" (<a href=\"https:\/\/archive.ph\/F9Zyv\">web archive<\/a><\/span><span style=\"font-weight: 400\">). Despite the fact that the decree mentioned simply Donetsk oblast, further events demonstrated that the order concerned only the occupied parts of Donetsk Oblast.<\/span>\r\n\r\n<span style=\"font-weight: 400\">At about the same time, numerous websites of the so-called DPR published information about bringing children to Belarus.<\/span>\r\n\r\n<span style=\"font-weight: 400\">First, the so-called \u201cMinistry of Transport of DPR\u201d wrote about this two days prior Lukashenko\u2019s decree. On September 13. the Ministry of Transport announced that it reserved buses to transfer 200 children and 16 adults who accompanied them to Rostov Oblast in Russia. There, the group was supposed to get on a train Adler-Minsk (<a href=\"https:\/\/archive.ph\/iibIN\">web archive<\/a>). By the way, the date, September 13, demonstrates that everything has been prepared in advance. It also means that by the time the information was published, children were already approaching Minsk.<\/span>\r\n\r\n<span style=\"font-weight: 400\">Secondly, the information about the transfer of children appeared on a web page of the so-called \u201cDeputy Head of the Government of DPR\u201d Vladimir Antonov (<a href=\"https:\/\/archive.ph\/TexY3\">web archive<\/a><\/span><span style=\"font-weight: 400\">)\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400\">On September 16, Olga Volkova, head of the organization for children with disabilities Delphiny located in occupied Donetsk (<a href=\"https:\/\/vk.com\/id38190685\">Vkontakte<\/a> social media page, <a href=\"https:\/\/archive.ph\/wbyUa\">web archive<\/a>, <a href=\"https:\/\/ok.ru\/olga.podgaynaya\">OK<\/a> social media page, <a href=\"https:\/\/archive.ph\/aRmld\">web archive<\/a><\/span><span style=\"font-weight: 400\">) on her Vkontakte social media page <a href=\"https:\/\/vk.com\/wall38190685_7528\">thanked<\/a>\u00a0<\/span><b>the Ministry of Foreign Affairs of Russia and a Ministry of Education of Belarus <\/b><span style=\"font-weight: 400\">for the recreation of children (<a href=\"https:\/\/archive.ph\/a2yVm\">web archive<\/a><\/span><span style=\"font-weight: 400\">).\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400\">This might mean that one of the institutions that coordinated the process or functioned as a primary covert coordinator was the Ministry of Foreign Affairs of Russia.<\/span>\r\n\r\n<span style=\"font-weight: 400\">By the way, the news that appeared after the group reached Belarus listed a smaller number of children in the group \u2013 around 150.<\/span>\r\n\r\n<span style=\"font-weight: 400\">Not all children were orphans or had disabilities. The group included <\/span><b>students from the Donetsk militarized educational institution, \u201cthe Cadet Corps of Zakharchenko.\u201d<\/b><span style=\"font-weight: 400\"> This school basically trains future militants (<a href=\"https:\/\/vk.com\/rou_school4_city_of_donetsk\">Vkontakte<\/a> social media page , <a href=\"https:\/\/archive.ph\/Ep7Sw\">web archive<\/a><\/span><span style=\"font-weight: 400\">).
