{"id":17464,"date":"2022-01-03T05:41:06","date_gmt":"2022-01-03T05:41:06","guid":{"rendered":"https:\/\/informnapalm.org\/en\/?p=17464"},"modified":"2022-01-03T05:41:06","modified_gmt":"2022-01-03T05:41:06","slug":"changes-in-staff-of-russian-embassy-during-increasing-pressure-on-belarus","status":"publish","type":"post","link":"https:\/\/informnapalm.org\/en\/changes-in-staff-of-russian-embassy-during-increasing-pressure-on-belarus\/","title":{"rendered":"Changes in staff of Russian Embassy during increasing pressure on Belarus"},"content":{"rendered":"<p><b><i>InformNapalm Belarus<\/i><\/b><i><span style=\"font-weight: 400\">\u00a0team\u00a0conducted its own OSINT investigation in which it reviewed the changes in the staff of the Russian Embassy in Belarus in 2021, during a period of significant pressure on the Republic of Belarus.<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400\">It is no secret that the embassies of the Russian Federation in different countries of the world, and especially in the countries of the former USSR, conduct illegal intelligence operations.\u00a0Also, they are crucial in applying Russia\u2019s soft power and spreading the &#8220;Russian world&#8221;.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Taking advantage of new political opportunities in 2021, Russia sharply increased pressure on the Republic of Belarus and decided to speed up the process of hybrid takeover and destroy even the formal independence of this state. Considering this process, it is interesting to look at the changes in the <\/span><a href=\"https:\/\/belarus.mid.ru\/ru\/embassy\/members\/\"><span style=\"font-weight: 400\">staff<\/span><\/a><span style=\"font-weight: 400\"> of the Russian Embassy in Belarus that took place during 2021, who the \u201cnew people\u201d are and what they are known for (<\/span><a href=\"https:\/\/archive.ph\/YAXP3\"><span style=\"font-weight: 400\">archive<\/span><\/a><span style=\"font-weight: 400\">).<\/span><\/p>\n<p><span style=\"font-weight: 400\">For comparison, you can use the materials of investigations in the Novy Chas newspaper for 2019-2020 which were published by the editor of the Belarusian edition of InformNapalm, Belarusian journalist Dzianis Ivashyn (<\/span><i><span style=\"font-weight: 400\">he was illegally\u00a0<\/span><\/i><a href=\"https:\/\/informnapalm.org\/en\/belarusian-kgb\/\"><i><span style=\"font-weight: 400\">arrested<\/span><\/i><\/a><i><span style=\"font-weight: 400\">\u00a0by the Lukashenka regime on March 12, 2021, and has been in prison since; he was recognized by human rights organizations as a \/><\/p>\n<p><span style=\"font-weight: 400\">Igor Elkin is, Military and Air Force Attach\u00e9 of the Russian Federation in Belarus.\u00a0He replaced in this position Kirill Kolyuchkin who has been a persona non grata in Ukraine since April 2014 for activities incompatible with the status of a diplomat.\u00a0Kolyuchkin was\u00a0<\/span><a href=\"https:\/\/myrotvorets.center\/criminal\/kolyuchkin-kirill-sergeevich\/\"><span style=\"font-weight: 400\">included<\/span><\/a><span style=\"font-weight: 400\">\u00a0in the list of criminals on the Myrotvorets website.\u00a0Like Kolyuchkin, Elkin has a military rank of captain of the 1st rank.<\/span><\/p>\n<p><span style=\"font-weight: 400\">It is interesting that the Russian diplomatic mission in Belarus did not publicly announce either the fact of Elkin&#8217;s appointment, or the fact of Kolyuchkin&#8217;s dismissal.\u00a0However, we know that Igor Elkin as a military attach\u00e9\u00a0<\/span><a href=\"https:\/\/www.sb.by\/articles\/kak-v-minske-otprazdnovali-den-voenno-morskogo-flota.html\"><span style=\"font-weight: 400\">took part<\/span><\/a><span style=\"font-weight: 400\">\u00a0in the Navy Day celebration in Minsk on July 25, 2021 (<\/span><a href=\"https:\/\/archive.ph\/uMVUh\"><span style=\"font-weight: 400\">web archive<\/span><\/a><span style=\"font-weight: 400\">).<\/span><\/p>\n<p><span style=\"font-weight: 400\">In November 2021,\u00a0<\/span><a href=\"https:\/\/t.me\/modmilby\/9389?single\"><span style=\"font-weight: 400\">he took part<\/span><\/a><span style=\"font-weight: 400\">\u00a0in the presentation of medical equipment from the Russian Ministry of Defense to a Belarusian clinical hospital.<\/span><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2021\/12\/jolki2.jpg\" \/><\/p>\n<p><span style=\"font-weight: 400\">As we found out, Igor Elkin previously held the position of assistant naval attach\u00e9 of the Russian Federation in the USA and Great Britain.<\/span><\/p>\n<p><span style=\"font-weight: 400\">He was\u00a0<\/span><a href=\"https:\/\/2009-2017.state.gov\/s\/cpr\/rls\/dpl\/winter2008\/101878.htm\"><span style=\"font-weight: 400\">listed on Diplomatic List <\/span><\/a><span style=\"font-weight: 400\">\u00a0of the Russian Embassy in the United States as of January 2008 (<\/span><a href=\"https:\/\/archive.ph\/coHDA\"><span style=\"font-weight: 400\">web archive<\/span><\/a><span style=\"font-weight: 400\">).<\/span><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2021\/12\/jolki3.jpg\" \/><\/p>\n<p><span style=\"font-weight: 400\">In the UK, Elkin held this position from 2013 to 2017.\u00a0Mr. Elkin was <\/span><a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/263519\/LDL_December_2013.pdf\"><span style=\"font-weight: 400\">listed as Naval Attach\u00e9 Assistant in the UK<\/span><\/a><span style=\"font-weight: 400\"> as of December 2013 (<\/span><a href=\"https:\/\/archive.ph\/Uz92v\"><span style=\"font-weight: 400\">web archive<\/span><\/a><span style=\"font-weight: 400\">).\u00a0According to the article in the Jersey Evening Post, Igor Elkin, as a military representative of the Russian embassy,\u00a0<\/span><a href=\"https:\/\/jerseyeveningpost.com\/news\/2018\/05\/04\/no-russian-envoy-for-liberation-ceremony-after-uk-expulsions\/\"><span style=\"font-weight: 400\">participated in the Liberation ceremonies<\/span><\/a><span style=\"font-weight: 400\"> \u00a0at the POW memorial in 2015-2017 (<\/span><a href=\"https:\/\/archive.ph\/xBQj9\"><span style=\"font-weight: 400\">web archive<\/span><\/a><span style=\"font-weight: 400\">).<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u00a0<\/span><\/p>\n<h2><b>Eduard Krustkaln<\/b><\/h2>\n<p><span style=\"font-weight: 400\"><img decoding=\"async\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2021\/12\/krust.jpg\" \/><\/span><\/p>\n<p><span style=\"font-weight: 400\">Eduard Krustkaln is Counselor of the Russian Embassy in Belarus, and conscientiously head of the Rossotrudnichestvo branch in Belarus, as well as the Russian House in Minsk (<\/span><a href=\"https:\/\/archive.ph\/MAulr\"><span style=\"font-weight: 400\">web archive<\/span><\/a><span style=\"font-weight: 400\">).\u00a0Before he headed Rossotrudnichestvo in Belarus, Krustkaln represented this Russian government agency in Kyrgyzstan (<\/span><a href=\"https:\/\/archive.ph\/kJl64\"><span style=\"font-weight: 400\">web archive<\/span><\/a><span style=\"font-weight: 400\">).<\/span><\/p>\n<p><span style=\"font-weight: 400\">Eduard Krustkaln is an official who worked in the apparatus of the Central Committee of the Communist Party, and then in the press services of several Russian high-ranking officials.\u00a0He entered services for Rossotrudnichestvo in 2014 (<\/span><a href=\"https:\/\/archive.ph\/wA5tF\"><span style=\"font-weight: 400\">web archive 1<\/span><\/a><span style=\"font-weight: 400\">,\u00a0<\/span><a href=\"https:\/\/archive.ph\/DCKXg\"><span style=\"font-weight: 400\">web archive 2<\/span><\/a><span style=\"font-weight: 400\">).<\/span><\/p>\n<p><span style=\"font-weight: 400\">Eduard Krustkaln openly stated his goal of the so-called \u201cunification\u201d of Belarusian history and Belarusian education by actually replacing it with Russian history and Russian educational standards in September 2020 during the Forum of the Regions of Russia and Belarus (<\/span><a href=\"https:\/\/archive.ph\/6po6t\"><span style=\"font-weight: 400\">web archive<\/span><\/a><span style=\"font-weight: 400\">).\u00a0<\/span><\/p>\n<h2><b>Vladimir Kirdyanov<\/b><\/h2>\n<p><span style=\"font-weight: 400\">Vladimir Kirdyanov is Senior Counselor of the Russian Embassy in Belarus.\u00a0His name was mentioned in the article of the Russian news outlet Tema Dnia (predecessor of \u201cNewsru.com\u201d) dated March 23, 2001 in the list of employees of the Russian Embassy in the United States.\u00a0The author of the article pondered which of the listed diplomats could fall under the US decision to expel 50 employees of the Russian embassy in connection with activities incompatible with the status of a diplomat (<\/span><a href=\"https:\/\/archive.ph\/nDtIL\"><span style=\"font-weight: 400\">web archive<\/span><\/a><span style=\"font-weight: 400\">).<\/span><\/p>\n<p><span style=\"font-weight: 400\">There is so little information on the Internet about Vladimir Kirdyanov that even his photograph could not be found.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u00a0<\/span><\/p>\n<h2><b>Anton Kunitsky<\/b><\/h2>\n<p><img decoding=\"async\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2021\/12\/kuni.jpg\" \/><\/p>\n<p><span style=\"font-weight: 400\">Anton Kunitsky is Second Secretary of the Russian Embassy in Belarus.\u00a0This young diplomat has a degree in economics. On the page of the Russian institute MGIMO he is listed as a lecturer in the Department of Economics (<\/span><a href=\"https:\/\/archive.ph\/eVz4O\"><span style=\"font-weight: 400\">web archive<\/span><\/a><span style=\"font-weight: 400\">). The topic of his\u00a0<\/span><a href=\"https:\/\/www.dissercat.com\/content\/mekhanizm-sliyanii-i-pogloshchenii-kak-instrument-obespecheniya-ekonomicheskoi-bezopasnosti-\"><span style=\"font-weight: 400\">dissertation<\/span><\/a><span style=\"font-weight: 400\"> was: <\/span><i><span style=\"font-weight: 400\">The mechanism of mergers and acquisitions as a tool for ensuring the economic security of enterprises during the economic crisis<\/span><\/i><span style=\"font-weight: 400\"> (<\/span><a href=\"https:\/\/archive.ph\/R7vDb\"><span style=\"font-weight: 400\">web archive<\/span><\/a><span style=\"font-weight: 400\">).<\/span><\/p>\n<p><b>Perhaps it is planned that he will oversee the processes of absorption of Belarusian enterprises by Russian during the economic crisis artificially created by Russia.<\/b><\/p>\n<p><span style=\"font-weight: 400\">There is one more interesting detail about changes in the Russian Embassy. Konstantin Gusev is no longer listed as an employee of the Russian embassy in Belarus. Considering this process, it is interesting to look at the changes in the <\/span><a href=\"https:\/\/belarus.mid.ru\/ru\/embassy\/members\/\"><span style=\"font-weight: 400\">staff<\/span><\/a><span style=\"font-weight: 400\"> of the Russian Embassy in Belarus that took place during 2021, who the \u201cnew people\u201d are and what they are known for (<\/span><a href=\"https:\/\/archive.ph\/YAXP3\"><span style=\"font-weight: 400\">archive<\/span><\/a><span style=\"font-weight: 400\">).<\/span>\r\n\r\n<span style=\"font-weight: 400\">For comparison, you can use the materials of investigations in the Novy Chas newspaper for 2019-2020 which were published by the editor of the Belarusian edition of InformNapalm, Belarusian journalist Dzianis Ivashyn in Ukraine since April 2014 for activities incompatible with the status of a diplomat.\u00a0Kolyuchkin was\u00a0<\/span><a href=\"https:\/\/myrotvorets.center\/criminal\/kolyuchkin-kirill-sergeevich\/\"><span style=\"font-weight: 400\">included<\/span><\/a><span style=\"font-weight: 400\">\u00a0in the list of criminals on the Myrotvorets website.\u00a0Like Kolyuchkin, Elkin has a military rank of captain of the 1st rank.<\/span>\r\n\r\n<span style=\"font-weight: 400\">It is interesting that the Russian diplomatic mission in Belarus did not publicly announce either the fact of Elkin's appointment, or the fact of Kolyuchkin's dismissal.\u00a0However, we know that Igor Elkin as a military attach\u00e9\u00a0<\/span><a href=\"https:\/\/www.sb.by\/articles\/kak-v-minske-otprazdnovali-den-voenno-morskogo-flota.html\"><span style=\"font-weight: 400\">took part<\/span><\/a><span style=\"font-weight: 400\">\u00a0in the Navy Day celebration in Minsk on July 25, 2021 (<\/span><a href=\"https:\/\/archive.ph\/uMVUh\"><span style=\"font-weight: 400\">web archive<\/span><\/a><span style=\"font-weight: 400\">).<\/span>\r\n\r\n<span style=\"font-weight: 400\">In November 2021,\u00a0<\/span><a href=\"https:\/\/t.me\/modmilby\/9389?single\"><span style=\"font-weight: 400\">he took part<\/span><\/a><span style=\"font-weight: 400\">\u00a0in the presentation of medical equipment from the Russian Ministry of Defense to a Belarusian clinical hospital.<\/span>\r\n\r\n<img href=\"https:\/\/2009-2017.state.gov\/s\/cpr\/rls\/dpl\/winter2008\/101878.htm\"><span style=\"font-weight: 400\">listed on Diplomatic List <\/span><\/a><span style=\"font-weight: 400\">\u00a0of the archive<\/span><\/a><span style=\"font-weight: 400\">).\u00a0Before he headed Rossotrudnichestvo in Belarus, Krustkaln represented this Russian government agency in Kyrgyzstan (<\/span><a href=\"https:\/\/archive.ph\/kJl64\"><span style=\"font-weight: 400\">web archive<\/span><\/a><span style=\"font-weight: 400\">).<\/span>\r\n\r\n<span style=\"font-weight: 400\">Eduard Krustkaln is an official who worked in the apparatus of the Central Committee of the Communist Party, and then in the press services of several Russian high-ranking officials.\u00a0He entered services for
