Russian diplomats issued a list of so-called &#8220;pro-Ukrainian hacker groups&#8221; that carried out attacks on Russian infrastructure in 2025 (archived Telegram <a href=\"https:\/\/archive.is\/AYyvQ\">post<\/a>, archived <a href=\"https:\/\/archive.ph\/TZEQu\">tweet<\/a> from X).<\/p>\n<p><a href=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2026\/04\/NAFO.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-32801\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2026\/04\/NAFO.jpg\" alt=\"\" width=\"1083\" height=\"521\" \/><\/a><\/p>\n<h2>Haphazard list as a tool of manipulation<\/h2>\n<p>The list published by the Russian Ministry of Foreign Affairs does not look like the result of analytical work, but rather like a chaotic collection of names. No classification by scale and nature of activity. The list has brought together:<\/p>\n<ul>\n<li>real well-known pro-Ukrainian hacktivist organizations,<\/li>\n<li>little-known or unverified groups of unknown origin,<\/li>\n<li>information and meme movements,<\/li>\n<li>analytical communities.<\/li>\n<li>Chinese APT groups.<\/li>\n<\/ul>\n<p>It is particularly telling that Russian diplomats classified NAFO and InformNapalm as &#8220;hacker groups,&#8221; the former being a decentralized meme movement known primarily for countering to Russian propaganda on social media, and the latter\u2014an international intelligence community that has been exposing the secrets of the Russian military machine in many languages for over 12 years.<\/p>\n<p>None of these communities fit the classic definition of a &#8220;hacker group.&#8221; NAFO is using memetic catchphrases to dismiss and mock pro-Russian claims without giving them the legitimacy of a serious debate. InformNapalm&#8217;s activities lie in the realm of open analysis and documenting of Russia&#8217;s war crimes. These activities have been causing noticeable irritation among Russian diplomats for years. Apparently, this was the reason to include NAFO and InformNapalm on the list.<\/p>\n<p>Significantly, the <a href=\"https:\/\/www.kode24.no\/artikkel\/ukrainer-til-norske-utviklere-hack-russland\/261610\">Kode24 article<\/a> mentions the <a href=\"https:\/\/informnapalm.org\/no\/\">Norwegian version of the InformNapalm website<\/a> not as a hackers&#8217; platform, but as a source of information about the operations carried out by Ukrainian cyber groups.<\/p>\n<h2>The real role of InformNapalm<\/h2>\n<p>Over more than 12 years of activity, InformNapalm has played a significant role in covering cyber operations against Russia. Russian diplomats issued a list of so-called \"pro-Ukrainian hacker groups\" that carried out attacks on Russian infrastructure in 2025 (archived Telegram <a href=\"https:\/\/archive.is\/AYyvQ\">post<\/a>, archived <a href=\"https:\/\/archive.ph\/TZEQu\">tweet<\/a> from X).\r\n\r\n<a href=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2026\/04\/NAFO.jpg\"><img class=\"aligncenter size-full wp-image-32801\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2026\/04\/NAFO.jpg\" alt=\"\" width=\"1083\" height=\"521\" \/><\/a>\r\n<h2>Haphazard list as a tool of manipulation<\/h2>\r\nThe list published by the Russian Ministry of Foreign Affairs does not look like the result of analytical work, but rather like a chaotic collection of names. No classification by scale and nature of activity. The list has brought together:\r\n<ul>\r\n \t<li>real well-known pro-Ukrainian hacktivist organizations,<\/li>\r\n \t<li>little-known or unverified groups of unknown origin,<\/li>\r\n \t<li>information and meme movements,<\/li>\r\n \t<li>analytical communities.<\/li>\r\n \t<li>Chinese APT groups.<\/li>\r\n<\/ul>\r\nIt is particularly telling that Russian diplomats classified NAFO and InformNapalm as \"hacker groups,\" the former being a decentralized meme movement known primarily for countering to Russian propaganda on social media, and the latter\u2014an international intelligence community that has been exposing the secrets of the Russian military machine in many languages for over 12 years.\r\n\r\nNone of these communities fit the classic definition of a \"hacker group.\" NAFO is using memetic catchphrases to dismiss and mock pro-Russian claims without giving them the legitimacy of a serious debate. InformNapalm's activities lie in the realm of open analysis and documenting of Russia's war crimes. These activities have been causing noticeable irritation among Russian diplomats for years. Apparently, this was the reason to include NAFO and InformNapalm on the list.\r\n\r\nSignificantly, the <a href=\"https:\/\/www.kode24.no\/artikkel\/ukrainer-til-norske-utviklere-hack-russland\/261610\">Kode24 article<\/a> mentions the <a href=\"https:\/\/informnapalm.org\/no\/\">Norwegian version of the InformNapalm website<\/a> not as a hackers' platform, but as a source of information about the operations carried out by Ukrainian cyber groups.\r\n<h2>The real role of InformNapalm<\/h2>\r\nOver more than 12 years of activity, InformNapalm has played a significant role in covering cyber operations against Russia.
