At the same time, Russian law enforcement agencies have not officially released the victim’s name. The Russian Investigative Committee confirmed the assassination attempt and opened a criminal case on charges of attempted murder and illegal arms trafficking. Bullets and spent shell casings were recovered at the scene. The man was seriously wounded, he received emergency assistance and then was transported to Moscow on a special flight.

There is a particularly notable context to the assassination attempt: just three days earlier, on 31 August 2026, the Security Service of Ukraine (SBU) and the Prosecutor General’s Office of Ukraine charged Varpakhovich in absentia over suspected involvement in a war crime related to the missile strike on the Okhmatdyt children’s hospital.

The timing is striking, but there is currently no verified evidence of Ukrainian involvement in the assassination attempt or of any connection between it and the new criminal proceedings.

OSINT on Russian war criminals

The story of Varpakhovich is important not only because of the events of 3 September. It demonstrates how, over many years, OSINT and criminal investigations have transformed the abstract concept of “Russian strategic aviation” into specific names, positions, and chains of command.

Back in November 2015, following the start of the Russian air campaign in Syria, InformNapalm identified crew members of Tu-160 strategic bombers and personnel of the 6950th Aviation Base in Engels. The Tu-160 and Tu-95MS aircraft of this unit used Kh-55SM, Kh-555, and Kh-101 cruise missiles in strikes against Syria.

Back in 2016, InformNapalm published a dataset of 116 Russian pilots and navigators. The central message was simple: as long as the perpetrator can hide behind the faceless concepts of “Russian Aerospace Forces” or “Russian officer,” he can hope to escape personal accountability. Therefore, the task of OSINT is to identify specific individuals and create a basis for holding them personally accountable.

In 2016, Russian media reacted hysterically, describing the publication of data on military crews as a “leak of classified information”.

The Russian Foreign Ministry also unsuccessfully attempted to exert diplomatic pressure on countries where the InformNapalm.org website and its mirror sites were hosted, demanding that the sites be shut down.

In March 2021, InformNapalm issued a direct warning: officers of the Long-Range Aviation identified by volunteers during the operation in Syria could be deployed to attack the population and defenders of Ukraine in the event of a full-scale war.

Less than a year later, that prediction became reality.

Varpakhovich: From practice missile launches to command of military unit 06987

Nikolai Varpakhovich, born in 1970, is a career officer in Russia’s Long-Range Aviation. According to Ukraine’s Main Directorate of Intelligence (HUR), he is qualified to fly the Tu-95MS and Tu-95MSM, holds the qualification of “military pilot-sniper”, and has at least 2,500 hours of flight time.

In December 2014, he became head of the 43rd Center for Combat Training and Retraining of Long-Range Aviation Flight Personnel in Dyagilevo near Ryazan. The HUR dates his appointment as commander of the 22nd Heavy Bomber Aviation Division to November 2021. Varpakhovich’s complete service profile from the HUR.

In September 2022, the OSINT Bees project published an exclusive article on the InformNapalm website containing additional information that identified Varpakhovich as commander of the Heavy Bomber Aviation Division and head of the Engels garrison. Varpakhovich was also mentioned in an OSINT publication containing identifying data on the command staff of the Dyagilevo long-range aviation airfield. In other words, his identity and command role had been publicly documented years before the current assassination attempt.

There is a specific little-known episode in this biography. In 2023, OSINT Bees reported the death of the general’s youngest son, Vladislav Varpakhovich, born in 2002, who was serving in military unit 41521 in Ryazan. Released copies of forensic evidence indicated a through-and-through gunshot wound to the head. A psychological and psychiatric examination cited by OSINT Bees described him as being in a severe negative psychoemotional state.

Significantly, military unit 41521 is precisely the 43rd Center in Dyagilevo, which was commanded for many years by Varpakhovich, the father, before moving to Engels.

At the same time, there is insufficient publicly available evidence to reliably establish whether the death was a suicide, premeditated murder, or the result of other circumstances. Nor is there any evidence supporting the assumption that it was an act of revenge against Varpakhovich because of his father’s activities.

Okhmatdyt: from OSINT to a source within the division itself

On May 13, 2024, the HUR published the results of its identification of the command staff and personnel of the 22nd Heavy Bomber Aviation Division, military unit 06987, Engels airfield, who were involved in planning and carrying out missile strikes against civilian infrastructure in Ukraine.

According to the HUR, the division’s units operate Tu-95MS, Tu-160, and Tu-22M3 bombers armed with Kh-101, Kh-555, Kh-55, Kh-22, and Kh-32 missiles. Varpakhovich was one of the central figures on the list.

And following the Okhmatdyt attack, an even more important development occurred.

On July 11, 2024, Ukrainska Pravda, citing sources in the HUR, reported that a pilot from the 22nd Division itself had contacted Ukrainian intelligence. According to the publication’s sources, the pilot said he had been shocked by the attack on the children’s hospital and had handed over documents from his military unit, personal files, photographs of the command staff, and classified documents from the division.

Also listed as number 28 was Nikolai Nikolaevich Varpakhovich, commander of the 22nd Heavy Bomber Aviation Division of the Long-Range Aviation of the Russian Aerospace Forces.

Most of the 30 officers identified in the material received by Ukrainian intelligence were already known to the HUR at that time. At the same time, Russian law enforcement agencies have not officially released the victim's name.

There is a particularly notable context to the assassination attempt: just three days earlier, on 31 August 2026, the Security Service of Ukraine (SBU) and the Prosecutor General's Office of Ukraine charged Varpakhovich in absentia over suspected involvement in a war crime related to the missile strike on the Okhmatdyt children's hospital.

The timing is striking, but there is currently no verified evidence of Ukrainian involvement in the assassination attempt or of any connection between it and the new criminal proceedings.

OSINT on Russian war criminals

The story of Varpakhovich is important not only because of the events of 3 September. It demonstrates how, over many years, OSINT and criminal investigations have transformed the abstract concept of "Russian strategic aviation" into specific names, positions, and chains of command.

The central message was simple: as long as the perpetrator can hide behind the faceless concepts of "Russian Aerospace Forces" or "Russian officer," he can hope to escape personal accountability. Therefore, the task of OSINT is to identify specific individuals and create a basis for holding them personally accountable.

In 2016, Russian media reacted hysterically, describing the publication of data on military crews as a "leak of classified information".

Nikolai Varpakhovich, born in 1970, is a career officer in Russia's Long-Range Aviation. According to Ukraine's Main Directorate of Intelligence (HUR), he is qualified to fly the Tu-95MS and Tu-95MSM, holds the qualification of "military pilot-sniper", and has at least 2,500 hours of flight time.

Varpakhovich's complete service profile from the HUR.

In 2023, OSINT Bees reported the death of the general's youngest son, Vladislav Varpakhovich, born in 2002, who was serving in military unit 41521 in Ryazan.

Nor is there any evidence supporting the assumption that it was an act of revenge against Varpakhovich because of his father's activities.

According to the HUR, the division's units operate Tu-95MS, Tu-160, and Tu-22M3 bombers armed with Kh-101, Kh-555, Kh-55, Kh-22, and Kh-32 missiles.

According to the publication's sources, the pilot said he had been shocked by the attack on the children's hospital and had handed over documents from his military unit, personal files, photographs of the command staff, and classified documents from the division.

But the information collected over years through OSINT was now being supplemented by internal documentation from a Russian strategic aviation unit.

From a single name in an OSINT dossier to a series of criminal cases

In recent years, information about Varpakhovich has appeared not only in intelligence databases.

According to Ukrainian investigators:

In the case of the attack on the Kyiv TV tower on March 1, 2022, which killed five civilians, Varpakhovich is accused of transmitting a combat order to the subordinate 121st Heavy Bomber Regiment;

In the case of the Kh-101 strike on the Tiras residential complex in Odessa on April 23, 2022, which killed eight people, Ukrainian police consider Varpakhovich one of the organizers of the attack;

In the case of the deadly attack on Uman on April 28, 2023 which killed 24 people, including six children, Varpakhovich was also charged;

Regarding the attack on Kryvyi Rih on June 13, 2023, the SBU established the chain of command from the highest command of the Aerospace Forces through Varpakhovich to the commander of the 121st Regiment; Varpakhovich is accused of issuing a combat order to destroy civilian targets;

He is also implicated in the case of the missile attack on Lviv on September 4, 2024, during which Kh-101 and Kinzhal missiles were used.

And on August 31, 2026, the SBU added Okhmatdyt to this list.

Even earlier, on December 16, 2024, the European Union had placed Varpakhovich on its individual sanctions list. And the data is collected for years.

Every Russian serviceman who carries out a criminal order must understand that he can eventually be identified through numerous open sources, and that even his former colleagues may provide information about him.

Justice can be slow. But personal responsibility accumulates over the years, and it becomes increasingly difficult to escape it.

By Andriy Lisitsyn specially for InformNapalm.
