The incident matters not only because Leipzig is a major cargo hub linked to Ukraine logistics, but also because it connects two previously separate debates: Russian sabotage inside Europe and the European Union\u2019s unresolved effort to restrict entry for Russian combatants and former combatants.<\/p>\n<p class=\"isSelectedEnd\">While there is no consensus on a ban on all Russian military personnel, the EU should focus in particular on specific Russian drone operators, especially those connected by legal authorities or credible organizations to attacks on civilians in Ukraine, for targeted sanctions and entry restrictions.<\/p>\n<p style=\"text-align: center;\"><a href=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2026\/09\/1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-19220\" src=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2026\/09\/1.jpg\" alt=\"\" width=\"900\" height=\"600\" srcset=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2026\/09\/1.jpg 900w, https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2026\/09\/1-300x200.jpg 300w, https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2026\/09\/1-768x512.jpg 768w\" sizes=\"auto, (max-width: 900px) 100vw, 900px\" \/><\/a><em>Russian serviceman with an FPV drone. Illustrative image.<\/em><\/p>\n<h2>Leipzig drone sabotage<\/h2>\n<p class=\"isSelectedEnd\">On September 1, Germany <a href=\"https:\/\/united24media.com\/world\/germany-accuses-russia-of-leipzig-airport-drone-sabotage-attempt-heres-everything-we-know-22159\" target=\"_blank\" rel=\"noopener\">formally blamed<\/a> Russia for the attempted drone attack at Leipzig\/Halle Airport on August 4, saying police investigations, intelligence findings and the pattern of the operation pointed to people acting on behalf of Russian state structures.<\/p>\n<p class=\"isSelectedEnd\">Berlin responded with a package of countermeasures, including the planned closure of Russia\u2019s consulate in Bonn. Moscow, as usual, denies responsibility.<\/p>\n<p class=\"isSelectedEnd\">The incident involved a drone carrying an explosive device that was discovered near Ukrainian Antonov cargo aircraft at one of Europe\u2019s major freight hubs. Bomb-disposal specialists removed the detonator and secured the device before it could explode. Subsequent forensic testing reported by NDR, WDR and <a href=\"https:\/\/www.sueddeutsche.de\/politik\/leipzig-drohnen-anschlag-sprengstoff-russland-ermittlungen-low-level-agenten-hybrider-krieg-li.3540108\" target=\"_blank\" rel=\"noopener\">S\u00fcddeutsche Zeitung indicated<\/a> that the explosive was probably Semtex. German federal prosecutors took over the investigation, describing the case as a serious attempted attack on Germany\u2019s transport and logistics infrastructure.<\/p>\n<p class=\"isSelectedEnd\">The technical characteristics of the operation are particularly significant. Interior Minister Alexander Dobrindt said the drone configuration, components, explosives and detonator resembled elements seen in earlier Russian hybrid operations and in Russia\u2019s war against Ukraine.<\/p>\n<p class=\"isSelectedEnd\">Authorities assessed the device as requiring a high degree of technical expertise and careful preparation, while the apparent execution of the plan was left to lower-level agents. German officials later said the available evidence indicated that the Russian state had supplied know-how and equipment while recruited operatives carried out the attack.<\/p>\n<p class=\"isSelectedEnd\">That distinction changes the security implications of the Leipzig case. The threat is no longer limited to unauthorised drones disrupting airport airspace. It now includes the possibility of state-directed explosive-drone sabotage in which specialised knowledge and equipment can be provided by Russian structures while the physical operation is delegated to recruited operatives inside Europe.<\/p>\n<p class=\"isSelectedEnd\">As Interior Minister Alexander Dobrindt put it, \u201cWe are not at war, but we are a daily target of hybrid warfare.\u201d<\/p>\n<h2>The EU already has a combatant-entry framework<\/h2>\n<p class=\"isSelectedEnd\">The Leipzig case landed while the EU was already <a href=\"https:\/\/www.dw.com\/en\/eu-plans-russia-entry-ban-war-in-ukraine\/a-77474536\" target=\"_blank\" rel=\"noopener\">developing<\/a> a legal framework for restricting Russian combatants. The European Commission says that, as part of the 21st <a href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/sanctions-against-russia\/\" target=\"_blank\" rel=\"noopener\">sanctions package<\/a>, EU member states agreed on the political and legal basis for a ban on entry into the EU for combatants and ex-combatants of Russia\u2019s armed forces involved in the war against Ukraine.<\/p>\n<p class=\"isSelectedEnd\">The Council of the EU <a href=\"https:\/\/finance.ec.europa.eu\/news\/eu-adopts-21th-package-sanctions-against-russia-2026-07-23_en\" target=\"_blank\" rel=\"noopener\">described<\/a> the 21st package, adopted on July 23, 2026, as introducing the basis for a comprehensive visa ban covering active military and ex-combatants of Russian forces and proxy groups participating in Russia\u2019s war of aggression against Ukraine.<\/p>\n<p class=\"isSelectedEnd\">The European Commission&#8217;s legal text narrows the concept further. It refers to refusal of short-stay visas for applicants who have served since February 24, 2022, in Russian armed forces or associated military formations, where those applicants directly contributed to the war through combat operations.<\/p>\n<p class=\"isSelectedEnd\">The EU has moved away from the broadest political formulation, excluding anyone who served in the Russian armed forces since the full-scale invasion, toward a more individualized standard tied to direct contribution through combat.<\/p>\n<h2>Identified drone operators<\/h2>\n<p class=\"isSelectedEnd\">The political case for excluding Russian combatants is clear: Russia\u2019s war has created security risks that extend beyond Ukraine\u2019s borders. But drone operators should be treated as a separate category for two reasons. First, short-range drone attacks against civilians in Ukraine are increasingly documented as a systematic pattern. Second, the operational skills involved in precision drone targeting are <strong>transferable to sabotage scenarios inside Europe.<\/strong><\/p>\n<p><a href=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2026\/09\/3.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-19221\" src=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2026\/09\/3.jpg\" alt=\"\" width=\"897\" height=\"517\" srcset=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2026\/09\/3.jpg 897w, https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2026\/09\/3-300x173.jpg 300w, https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2026\/09\/3-768x443.jpg 768w\" sizes=\"auto, (max-width: 897px) 100vw, 897px\" \/><\/a><\/p>\n<p style=\"text-align: center;\"><em>Russian drone operator in the field. Illustrative image.<\/em><\/p>\n<p class=\"isSelectedEnd\">Russian drone attacks against Ukrainian civilians in so-called \u201chuman safaris\u201d <a href=\"https:\/\/www.france24.com\/en\/europe\/20260825-not-an-isolated-incident-russian-drones-stalk-ukraine-civilians-human-safaris\" target=\"_blank\" rel=\"noopener\">are not isolated incidents<\/a>; they have become a deadly routine for Russian drone operators across the frontline.<\/p>\n<p class=\"isSelectedEnd\">The UN Independent International Commission of Inquiry on Ukraine <a href=\"https:\/\/www.ohchr.org\/en\/hr-bodies\/hrc\/iicihr-ukraine\/reports\/hrc59\" target=\"_blank\" rel=\"noopener\">concluded<\/a> in May 2025 that Russian armed forces\u2019 drone attacks against civilians in the Kherson region amounted to crimes against humanity, including murder. The Commission described the attacks as widespread and systematic, according to <a href=\"https:\/\/www.ohchr.org\/en\/press-releases\/2025\/05\/un-commission-concludes-russian-armed-forces-drone-attacks-against-civilians\" target=\"_blank\" rel=\"noopener\">the UN press release<\/a>.<\/p>\n<p class=\"isSelectedEnd\">Separately, the UN Human Rights Monitoring Mission in Ukraine reported that short-range drone attacks killed at least 395 civilians and injured 2,635 between February 2022 and April 2025. It said the vast majority of casualties resulted from Russian attacks in territory controlled by Ukraine.<\/p>\n<p class=\"isSelectedEnd\">The same UN monitoring mission reported in 2026 that short-range drones killed at least 64 civilians and injured 539 in May alone, the highest monthly toll from that weapon type since the start of Russia\u2019s full-scale invasion. In Kherson city, the mission reported that short-range drones caused six of 14 civilian deaths and 132 of 221 civilian injuries that month.<\/p>\n<p class=\"isSelectedEnd\">These figures establish that drone attacks on civilians are not isolated cases. They form part of a documented casualty pattern in frontline areas, especially Kherson.<\/p>\n<h2>Accountability infrastructure is already forming<\/h2>\n<p class=\"isSelectedEnd\">There are several bodies gathering evidence on drone attacks and potential perpetrators: the UN Commission of Inquiry, Ukrainian prosecutors, Truth Hounds, Ukraine\u2019s war-crimes reporting platform, military intelligence projects, and OSINT-style registers.<\/p>\n<p class=\"isSelectedEnd\">Ukraine\u2019s <a href=\"http:\/\/warcrimes.gov.ua\/\" target=\"_blank\" rel=\"noopener\">warcrimes.gov.ua<\/a> platform describes itself as the state hub for collecting evidence of war crimes, created by the Office of the Prosecutor General together with Ukrainian and international partners. Its privacy policy page says submitted information may be shared with international organizations and law enforcement bodies to help initiate proceedings against individuals who commit war crimes.<\/p>\n<p class=\"isSelectedEnd\"><a href=\"https:\/\/truth-hounds.org\/en\/cases\/\" target=\"_blank\" rel=\"noopener\">The Truth Hounds<\/a> project says that in 2025 it identified more than 120 alleged perpetrators of war crimes, conducted 15 field missions in several Ukrainian regions, entered more than 43,900 alleged incidents into its monitoring database, and made seven submissions under universal jurisdiction.<\/p>\n<p><a href=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2026\/09\/5.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-19222\" src=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2026\/09\/5.jpg\" alt=\"\" width=\"1080\" height=\"1080\" srcset=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2026\/09\/5.jpg 1080w, https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2026\/09\/5-300x300.jpg 300w, https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2026\/09\/5-1024x1024.jpg 1024w, https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2026\/09\/5-150x150.jpg 150w, https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2026\/09\/5-768x768.jpg 768w, https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2026\/09\/5-50x50.jpg 50w, https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2026\/09\/5-125x125.jpg 125w\" sizes=\"auto, (max-width: 1080px) 100vw, 1080px\" \/><\/a><\/p>\n<p style=\"text-align: center;\"><em>Illustrative visualization of evidence collection and attribution related to Russian drone attacks on civilians.<\/em><\/p>\n<p class=\"isSelectedEnd\">The OSINT project <a href=\"https:\/\/ruskimviz.net\" target=\"_blank\" rel=\"noopener\">ruskimviz.net<\/a> identifies Russian drone operators who fought in Ukraine and lists them in a database. This initiative tracks and identifies Russian military drone operators who conduct &#8220;safaris&#8221;\u2014deliberately targeting civilians in frontline Ukrainian cities\u2014and argues they should be barred from traveling freely across Europe. The project emphasizes that this is not only a matter of moral accountability for war crimes, but also a direct security risk to the European Union: individuals with combat experience in drone warfare could leverage these skills to commit sabotage on European soil. The core message is stark: &#8220;They hunt living people. Then go on vacation to Europe.&#8221;<\/p>\n<p class=\"isSelectedEnd\">Together, all these <a href=\"https:\/\/rwc.shtab.net\/en\/troopers\" target=\"_blank\" rel=\"noopener\">sources<\/a> show that the raw material for an individualized drone-operator list is not hypothetical. What remains unresolved is whether the EU has a formal mechanism to ingest, verify, and convert that material into sanctions or visa decisions.<\/p>\n<h2>Leipzig makes the Ukrainian evidence relevant to European security<\/h2>\n<p class=\"isSelectedEnd\">In Ukraine, UN bodies and NGOs have <a href=\"https:\/\/www.atlanticcouncil.org\/blogs\/ukrainealert\/un-probe-russias-human-safari-in-ukraine-is-a-crime-against-humanity\/\">documented<\/a> the use of short-range drones against civilians. In Germany, authorities say an explosive drone was used in a suspected Russian state-directed operation at a major airport. In Brussels, policymakers are debating how to distinguish ordinary military service from direct participation in Russia\u2019s war.<\/p>\n<p class=\"isSelectedEnd\">That convergence creates a more precise policy question: should known or credibly identified Russian drone operators be treated as a higher-risk category than Russian veterans generally?<\/p>\n<p class=\"isSelectedEnd\">Drone operators are not merely former soldiers. They are <strong>personnel trained in remote surveillance, target selection, navigation under visual-feed constraints, and precision attack.<\/strong><\/p>\n<p class=\"isSelectedEnd\">In a <strong>civilian environment<\/strong>, those skills are relevant to airports, energy sites, logistics hubs, and defense-industry facilities. That is an assessment, not a proven chain of events, but it follows from the mechanics of the Leipzig case and the documented role of drones in Russian operations.<\/p>\n<p class=\"isSelectedEnd\">Since treating Russian military service as the trigger does not seem achievable, the EU could start with those servicemen who pose the biggest threat.<\/p>\n<p>Russian drone operators fit that category more clearly than most. UN investigators and human rights monitors have documented short-range drone attacks on civilians as a major and, in Kherson, systematic feature of the war. Truth Hounds and Ukrainian state-linked platforms are building perpetrator and incident records. rel=\"noopener\">accusation<\/a> that Russia orchestrated an explosive drone operation at Leipzig\/Halle Airport has shifted Europe\u2019s drone problem from a battlefield issue to an internal security question. The incident matters not only because Leipzig is a major cargo hub linked to Ukraine logistics, but also because it connects two previously separate debates: Russian sabotage inside Europe and the European Union\u2019s unresolved effort to restrict entry for Russian combatants and former combatants.<\/p>\r\n<p class=\"isSelectedEnd\">While there is no consensus on a ban on all Russian military personnel, the EU should focus in particular on specific Russian drone operators, especially those connected by legal authorities or credible organizations to attacks on civilians in Ukraine, for targeted sanctions and entry restrictions.<\/p>\r\n<p style=\"text-align: center;\"><a href=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2026\/09\/1.jpg\"><img class=\"aligncenter size-full wp-image-19220\" src=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2026\/09\/1.jpg\" alt=\"\" width=\"900\" height=\"600\" \/><\/a><em>Russian serviceman with an FPV drone. Illustrative image.<\/em><\/p>\r\n\r\n<h2>Leipzig drone sabotage<\/h2>\r\n<p class=\"isSelectedEnd\">On September 1, Germany <a href=\"https:\/\/united24media.com\/world\/germany-accuses-russia-of-leipzig-airport-drone-sabotage-attempt-heres-everything-we-know-22159\" target=\"_blank\" rel=\"noopener\">formally blamed<\/a> Russia for the attempted drone attack at Leipzig\/Halle Airport on August 4, saying police investigations, intelligence findings and the pattern of the operation pointed to people acting on behalf of Russian state structures.<\/p>\r\n<p class=\"isSelectedEnd\">Berlin responded with a package of countermeasures, including the planned closure of Russia\u2019s consulate in Bonn. Moscow, as usual, denies responsibility.<\/p>\r\n<p class=\"isSelectedEnd\">The incident involved a drone carrying an explosive device that was discovered near Ukrainian Antonov cargo aircraft at one of Europe\u2019s major freight hubs. Bomb-disposal specialists removed the detonator and secured the device before it could explode. Subsequent forensic testing reported by NDR, WDR and <a href=\"https:\/\/www.sueddeutsche.de\/politik\/leipzig-drohnen-anschlag-sprengstoff-russland-ermittlungen-low-level-agenten-hybrider-krieg-li.3540108\" target=\"_blank\" rel=\"noopener\">S\u00fcddeutsche Zeitung indicated<\/a> that the explosive was probably Semtex. German federal prosecutors took over the investigation, describing the case as a serious attempted attack on Germany\u2019s transport and logistics infrastructure.<\/p>\r\n<p class=\"isSelectedEnd\">The technical characteristics of the operation are particularly significant. Interior Minister Alexander Dobrindt said the drone configuration, components, explosives and detonator resembled elements seen in earlier Russian hybrid operations and in Russia\u2019s war against Ukraine.<\/p>\r\n<p class=\"isSelectedEnd\">Authorities assessed the device as requiring a high degree of technical expertise and careful preparation, while the apparent execution of the plan was left to lower-level agents. German officials later said the available evidence indicated that the Russian state had supplied know-how and equipment while recruited operatives carried out the attack.<\/p>\r\n<p class=\"isSelectedEnd\">That distinction changes the security implications of the Leipzig case. The threat is no longer limited to unauthorised drones disrupting airport airspace. It now includes the possibility of state-directed explosive-drone sabotage in which specialised knowledge and equipment can be provided by Russian structures while the physical operation is delegated to recruited operatives inside Europe.<\/p>\r\n<p class=\"isSelectedEnd\">As Interior Minister Alexander Dobrindt put it, \u201cWe are not at war, but we are a daily target of hybrid warfare.\u201d<\/p>\r\n\r\n<h2>The EU already has a combatant-entry framework<\/h2>\r\n<p class=\"isSelectedEnd\">The Leipzig case landed while the EU was already <a href=\"https:\/\/www.dw.com\/en\/eu-plans-russia-entry-ban-war-in-ukraine\/a-77474536\" target=\"_blank\" rel=\"noopener\">developing<\/a> a legal framework for restricting Russian combatants. The European Commission says that, as part of the 21st <a href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/sanctions-against-russia\/\" target=\"_blank\" rel=\"noopener\">sanctions package<\/a>, EU member states agreed on the political and legal basis for a ban on entry into the EU for combatants and ex-combatants of Russia\u2019s armed forces involved in the war against Ukraine.<\/p>\r\n<p class=\"isSelectedEnd\">The Council of the EU <a href=\"https:\/\/finance.ec.europa.eu\/news\/eu-adopts-21th-package-sanctions-against-russia-2026-07-23_en\" target=\"_blank\" rel=\"noopener\">described<\/a> the 21st package, adopted on July 23, 2026, as introducing the basis for a comprehensive visa ban covering active military and ex-combatants of Russian forces and proxy groups participating in Russia\u2019s war of aggression against Ukraine.<\/p>\r\n<p class=\"isSelectedEnd\">The European Commission's legal text narrows the concept further. It refers to refusal of short-stay visas for applicants who have served since February 24, 2022, in Russian armed forces or associated military formations, where those applicants directly contributed to the war through combat operations.<\/p>\r\n<p class=\"isSelectedEnd\">The EU has moved away from the broadest political formulation, excluding anyone who served in the Russian armed forces since the full-scale invasion, toward a more individualized standard tied to direct contribution through combat.<\/p>\r\n\r\n<h2>Identified drone operators<\/h2>\r\n<p class=\"isSelectedEnd\">The political case for excluding Russian combatants is clear: Russia\u2019s war has created security risks that extend beyond Ukraine\u2019s borders. But drone operators should be treated as a separate category for two reasons. First, short-range drone attacks against civilians in Ukraine are increasingly documented as a systematic pattern. Second, the operational skills involved in precision drone targeting are <strong>transferable to sabotage scenarios inside Europe.<\/strong><\/p>\r\n<a href=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2026\/09\/3.jpg\"><img class=\"aligncenter size-full wp-image-19221\" src=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2026\/09\/3.jpg\" alt=\"\" width=\"897\" height=\"517\" \/><\/a>\r\n<p style=\"text-align: center;\"><em>Russian drone operator in the field. Illustrative image.<\/em><\/p>\r\n<p class=\"isSelectedEnd\">Russian drone attacks against Ukrainian civilians in so-called \u201chuman safaris\u201d <a href=\"https:\/\/www.france24.com\/en\/europe\/20260825-not-an-isolated-incident-russian-drones-stalk-ukraine-civilians-human-safaris\" target=\"_blank\" rel=\"noopener\">are not isolated incidents<\/a>; they have become a deadly routine for Russian drone operators across the frontline.<\/p>\r\n<p class=\"isSelectedEnd\">The UN Independent International Commission of Inquiry on Ukraine <a href=\"https:\/\/www.ohchr.org\/en\/hr-bodies\/hrc\/iicihr-ukraine\/reports\/hrc59\" target=\"_blank\" rel=\"noopener\">concluded<\/a> in May 2025 that Russian armed forces\u2019 drone attacks against civilians in the Kherson region amounted to crimes against humanity, including murder. The Commission described the attacks as widespread and systematic, according to <a href=\"https:\/\/www.ohchr.org\/en\/press-releases\/2025\/05\/un-commission-concludes-russian-armed-forces-drone-attacks-against-civilians\" target=\"_blank\" rel=\"noopener\">the UN press release<\/a>.<\/p>\r\n<p class=\"isSelectedEnd\">Separately, the UN Human Rights Monitoring Mission in Ukraine reported that short-range drone attacks killed at least 395 civilians and injured 2,635 between February 2022 and April 2025. It said the vast majority of casualties resulted from Russian attacks in territory controlled by Ukraine.<\/p>\r\n<p class=\"isSelectedEnd\">The same UN monitoring mission reported in 2026 that short-range drones killed at least 64 civilians and injured 539 in May alone, the highest monthly toll from that weapon type since the start of Russia\u2019s full-scale invasion. In Kherson city, the mission reported that short-range drones caused six of 14 civilian deaths and 132 of 221 civilian injuries that month.<\/p>\r\n<p class=\"isSelectedEnd\">These figures establish that drone attacks on civilians are not isolated cases. They form part of a documented casualty pattern in frontline areas, especially Kherson.<\/p>\r\n\r\n<h2>Accountability infrastructure is already forming<\/h2>\r\n<p class=\"isSelectedEnd\">There are several bodies gathering evidence on drone attacks and potential perpetrators: the UN Commission of Inquiry, Ukrainian prosecutors, Truth Hounds, Ukraine\u2019s war-crimes reporting platform, military intelligence projects, and OSINT-style registers.<\/p>\r\n<p class=\"isSelectedEnd\">Ukraine\u2019s <a href=\"http:\/\/warcrimes.gov.ua\/\" target=\"_blank\" rel=\"noopener\">warcrimes.gov.ua<\/a> platform describes itself as the state hub for collecting evidence of war crimes, created by the Office of the Prosecutor General together with Ukrainian and international partners. Its privacy policy page says submitted information may be shared with international organizations and law enforcement bodies to help initiate proceedings against individuals who commit war crimes.<\/p>\r\n<p class=\"isSelectedEnd\"><a href=\"https:\/\/truth-hounds.org\/en\/cases\/\" target=\"_blank\" rel=\"noopener\">The Truth Hounds<\/a> project says that in 2025 it identified more than 120 alleged perpetrators of war crimes, conducted 15 field missions in several Ukrainian regions, entered more than 43,900 alleged incidents into its monitoring database, and made seven submissions under universal jurisdiction.<\/p>\r\n<a href=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2026\/09\/5.jpg\"><img class=\"aligncenter size-full wp-image-19222\" src=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2026\/09\/5.jpg\" alt=\"\" width=\"1080\" height=\"1080\" \/><\/a>\r\n<p style=\"text-align: center;\"><em>Illustrative visualization of evidence collection and attribution related to Russian drone attacks on civilians.<\/em><\/p>\r\n<p class=\"isSelectedEnd\">The OSINT project <a href=\"https:\/\/ruskimviz.net\" target=\"_blank\" rel=\"noopener\">ruskimviz.net<\/a> identifies Russian drone operators who fought in Ukraine and lists them in a database. This initiative tracks and identifies Russian military drone operators who conduct \"safaris\"\u2014deliberately targeting civilians in frontline Ukrainian cities\u2014and argues they should be barred from traveling freely across Europe. The core message is stark: \"They hunt living people. Then go on vacation to Europe.\"<\/p>\r\n<p class=\"isSelectedEnd\">Together, all these <a href=\"https:\/\/rwc.shtab.net\/en\/troopers\" target=\"_blank\" rel=\"noopener\">sources<\/a> show that the raw material for an individualized drone-operator list is not hypothetical. What remains unresolved is whether the EU has a formal mechanism to ingest, verify, and convert that material into sanctions or visa decisions.<\/p>\r\n\r\n<h2>Leipzig makes the Ukrainian evidence relevant to European security<\/h2>\r\n<p class=\"isSelectedEnd\">In Ukraine, UN bodies and NGOs have <a href=\"https:\/\/www.atlanticcouncil.org\/blogs\/ukrainealert\/un-probe-russias-human-safari-in-ukraine-is-a-crime-against-humanity\/\">documented<\/a> the use of short-range drones against civilians. In Germany, authorities say an explosive drone was used in a suspected Russian state-directed operation at a major airport. In Brussels, policymakers are debating how to distinguish ordinary military service from direct participation in Russia\u2019s war.<\/p>\r\n<p class=\"isSelectedEnd\">That convergence creates a more precise policy question: should known or credibly identified Russian drone operators be treated as a higher-risk category than Russian veterans generally?<\/p>\r\n<p class=\"isSelectedEnd\">Drone operators are not merely former soldiers. They are <strong>personnel trained in remote surveillance, target selection, navigation under visual-feed constraints, and precision attack.<\/strong><\/p>\r\n<p class=\"isSelectedEnd\">In a <strong>civilian environment<\/strong>, those skills are relevant to airports, energy sites, logistics hubs, and defense-industry facilities. That is an assessment, not a proven chain of events, but it follows from the mechanics of the Leipzig case and the documented role of drones in Russian operations.<\/p>\r\n<p class=\"isSelectedEnd\">Since treating Russian military service as the trigger does not seem achievable, the EU could start with those servicemen who pose the biggest threat.<\/p>\r\nRussian drone operators fit that category more clearly than most. UN investigators and human rights monitors have documented short-range drone attacks on civilians as a major and, in Kherson, systematic feature of the war. Truth Hounds and Ukrainian state-linked platforms are building perpetrator and incident records.
