Russian MVD Procurement in January 2014"},"content":{"rendered":"<p>From the very beginning of the War in Donbas the Russian propaganda rhetoric worked to ensure that this conflict is \u2018purely internal\u2019, that this is a \u2018<i>civil war<\/i>\u2019 in which \u201c<i>the people of Donbass rebelled against Kiev junta<\/i>\u201d and that this was a result of a \u201c<i>military coup, created via the Maidan<\/i>\u201d. Such a clich\u00e9 is used to brainwash population of the Russian Federation, as well as the people living in the occupied Crimea and the Donbas. Yet, this neat theory collapses as the facts of thoughtful and strategic preparation of the Russian aggression against Ukraine emerge.<\/p>\n<p>The preparation of invasion began long before the events on Maidan. We have previously published some information about preparation of the annexation of Crimea in 2004. Russian economist Andrei Illarionov, former adviser to the President of the Russian Federation in 2000\u20142005, founder and president of the Institute of Economic Analysis, commented:<\/p>\n<p><i>\u201cThe idea of annexation of Crimea appeared at least in 2003\u20142004. Putin perceived his defeat in 2004 [the so-called Orange Revolution in Ukraine] very painful and vowed to prevent its repetition. This time the plan was drawn up with several options.<\/i><\/p>\n<p><i>A military version is called <\/i><a href=\"https:\/\/informnapalm.org\/en\/operation-clockwork-orange-si-vis-pacem\"><i>\u201cThe Clockwork Orange\u201d<\/i><\/a><i>. Putin set aside this plan only to use it in case of an emergency. The military option is always very expensive, so preferred methods to achieve this goal would be military and political means, blackmail, bribery, and so on. They are much more familiar to Mr. Putin. This is what he had been taught by the KGB.&#8221;<\/i><\/p>\n<p>But this is not the only evidence of Russia\u2019s preparations to the hypocritical war against Ukraine. InformNapalm team found more information, this time from the field of state procurement.<\/p>\n<p>In January 2014, Russian journalist and human rights activist Oleg Lurie published an entry in <a href=\"http:\/\/oleglurie-new.livejournal.com\/151993.html\">his blog<\/a> in which Mr. Lurie discussed Russian Ministry of Interior intention to buy 42 Ural trucks, equipped for carrying mortars. According to his blog, trucks had to be shipped to Saint Petersburg, Rostov-on-Don, Yekaterinburg and Khabarovsk. Mr. Lurie raised the question of military preparations by the Ministry of Interior. He published a document, confirming that the Interior Ministry ordered 42 trucks of Ural-43206-0651 model (biaxial, a military modification with a double cabin), equipped to transport a 120-mm 2B11 mortar in the \u2018Sani\u2019 assembly option which includes a mortar, a wheel cart and a tractor. The total cost of the order was 42 trucks for 144 million Russian rubles (mind the \u2018old\u2019 exchange rate).<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2014\/12\/116.jpg\" alt=\"\" width=\"979\" height=\"486\" \/><\/p>\n<p>Here is how Ural-43206, equipped to transport wheeled 2B11 mortar with 2L81 wheel cart looks like:<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2014\/12\/211.jpg\" alt=\"\" width=\"727\" height=\"533\" \/><\/p>\n<p>At the time Oleg Lurie and his readers become familiar with these documents, the question arose: \u201cwhy does Interior ministry need mortars?\u201d Clearly, if the Interior ministry buys trucks for mortars, the mortars themselves are already available or will be purchased soon. The simplest answer, that appeared at that moment, was the use of the equipment in Chechnya. But if we go further, we can find Ministry of Interior bases, to which these trucks were planned to be distributed.<\/p>\n<p>There are four of them:<\/p>\n<ul>\n<li><b>SZ<\/b>BKhR or \u2018Severo-zapadnaya Baza Khraneniya Resursov\u2019 <i>[North West Material Resources Storage Base]<\/i> of FKU <b>SZ<\/b>OUMTS MVD or \u2018Federalnoe Kazionnoe Uchrezhdenie \u201cSeverozapadnoe Okruzhnoe Upravlenie Materialno-technicheskogo Snabzheniya\u201d \u2019 <i>[Federal State Agency \u201cNorth West District Command of Resource and Technical Supply\u201d <\/i>of the Interior Ministry of Russian Federation], registered at Piskarevskij prospect, 117, <b>St. Petersburg<\/b>, 195237, Russian Federation.<\/li>\n<li><b>SK<\/b>BKhR of FKU <b>SK<\/b>OUMTS MVD <i>[all the official regalia are the same, this time substitute \u2018Severozapadnaya\u2019 with \u2018Severo-Kavkazskaya\u2019 or North Caucasus]<\/i>, registered at PO Box 185, <b>Rostov-on-Don<\/b>, 344065, Russian Federation.<\/li>\n<li><b>U<\/b>BKhR of FKU <b>U<\/b>OUMTS MVD <i>[\u2018U\u2019 is for \u2018Ural\u2019]<\/i>, registered at Elizavetinskoe Shosse 48a, <b>Ekaterinburg<\/b>, 620024, Russian Federation.<\/li>\n<li><b>DV<\/b>BKhR of FKU <b>DV<\/b>OUMTS MVD <i>[\u2018DV\u2019 is for \u2018Dalne-Vostochnaya\u2019, Russian \u2018Far East\u2019 or Siberia]<\/i>, registered at Pereulok Tselinniy 41, <b>Khabarovsk<\/b>, 680032, Russian Federation.<\/li>\n<\/ul>\n<p>If we consider the location of the supply bases, it turns out that they are selected considering the location of the headquarters of the corresponding Russian military districts. St. Petersburg is Western Military District, Ekaterinburg is Central Military District, Khabarovsk is Eastern Military District, and Rostov-on-Don is Southern Military District. And now look at the number of equipment, distributed among the bases. Khabarovsk receives only one truck. It is probably to fight illegal immigrants from China <i>[humor intended].<\/i> St. Petersburg and Yekaterinburg were more fortunate to get 6 cars for each city. But Rostov-on-Don receives as many as (!) 29 units. It looks like the \u2018Chechen version\u2019 is confirmed. But there is a couple of things that cause questions:<\/p>\n<ol>\n<li>It is at least 800 km from Rostov to Chechnya. While the mortar emergency convoy will arrive the terrorists will flee for sure.<\/li>\n<li>The most efficient part of the 58th Army is located within Chechnya. It has uncountable amount of mortars and means of transporting them.<\/li>\n<\/ol>\n<p>Yet while the troubled Republic of Ichkeria is quite far from Rostov-on-Don, Luhansk and Donetsk Oblasts of Ukraine are as close as 100 km. If our assumption is correct, then the date of the order placement (December 2013) means that the invasion scenario was drafted before the Russian annexation of Crimea.<\/p>\n<p>Based on the foregoing, it turns out that not only Russian political leadership, but the leadership of its interior ministry were familiar with the plan of the post-Soviet redistribution of lands by the end of 2013. However, the interior ministry did suspicious purchases before that as well. For example, back in 2012, the law enforcement agencies of the Russian Federation bought 250 kg high-explosive bombs. And now let us track the destiny of these purchases in the area of the Anti-Terrorist Operation (ATO) in Ukraine.<\/p>\n<p>Previously, <a href=\"https:\/\/informnapalm.org\/en\/russia-international-arms-trafficking\">we have reported a lot of photo and video evidence of the Russian weapons supply to terrorists<\/a>. A story of the 2B11 \u2018Sani\u2019 mortar systems and Ural trucks is no exception. \u2018Sani\u2019 are used by Russian ultranationalist group \u2018Rusich\u2019 (also known as the \u2018Batman\u2019 Brigade), participating in the War in Donbas and connected to Ministry of Internal Affairs of the Russian Federation <i>[editor\u2019s note: the original Russian text of the article was written before separatist leader <\/i><a href=\"https:\/\/informnapalm.org\/en\/separatist-militant-1st-january-kremlin-began-open-war-russians-lpr-dpr\"><i>Alexander \u2018Batman\u2019 Bednov was killed together with several of his guards allegedly by Russian spetsnaz<\/i><\/a><i> for refusing centralization of the separatist armies in Luhansk Oblast and ignoring commands of the Moscow-appointed \u2018head\u2019 or Luhansk People\u2019s Republic Igor Plotnitsky].<\/i><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2014\/12\/38.jpg\" alt=\"\" width=\"729\" height=\"537\" \/><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2014\/12\/53.jpg\" alt=\"\" width=\"631\" height=\"485\" \/><\/p>\n<p>As a further proof, let us check the video, taken by one of the propaganda channels of Luhansk People&#8217;s Republic.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2014\/12\/45.jpg\" alt=\"\" width=\"849\" height=\"481\" \/><\/p>\n<p>This convoy of so-called \u2018people&#8217;s militia\u2019 includes two Ural-43206s (biaxial, the army version, single cab) and three 120-mm mortars. Even taking into account the fact, that the conventional \u2018not police\u2019 version of Ural used to cost not 3.5 million ($115,000), but \u2018only\u2019 1.5 million of \u2018before sanctions\u2019 roubles ($50,000) the cost of this convoy, including mortars without ammunition, is approximately 9 million roubles ($300,000).<\/p>\n<p>Based on this information, here are my questions:<\/p>\n<ol>\n<li>When did Russian leaders adopt a plan to annex the Eastern oblasts of Ukraine and Crimea, and what is their ultimate goal?<\/li>\n<li>Why did the Russian Interior Ministry (not the Ministry of Defence) need mortars and bombs, machine guns with silencers while Russia has its own army?<\/li>\n<li>Why did the Rostov division of the Interior Ministry need twenty nine 120-mm mortars and means of transporting them? How many of these were sent to Ukraine?<\/li>\n<li>Who pays for the supply of tanks, artillery, small arms, trucks, ammunition and fuel, used by the terrorists in the East of Ukraine?<\/li>\n<li>If this is done by the separatists, than do the people of the occupied territories know the price, given the fact that the people in the occupied territories have not been paid for several months?<\/li>\n<li>If the Donbas invasion is paid exclusively by the Russian side, do Russian taxpayers know? Do they know, for example, that the price of the Ural 43206-0651 truck, retrofitted for transporting mortars (not including mortar and wheel cart cost) commissioned by their country\u2019s Ministry of Interior, increases the unit cost twice (up to 3.5 million of \u2018old\u2019 rubles) compared to the civilian modification of Ural 43206-0551 (which costs 1.5\u20141.8 million rubles)?<\/li>\n<li>How does the above mentioned cost, as well as the cost of moving troops from the Northern, Western, Central and Eastern parts of Russia to Ukraine\u2019s border and then back correlate to the difficult economic situation in Russia?<\/li>\n<\/ol>\n<p><strong><strong>\u00a0<\/strong><\/strong><\/p>\n<p style=\"text-align: center\"><b>Good to Know<\/b><\/p>\n<p>The cost of the new 2B11 mortar (including 2L81 wheel car) is 1,661,400 rubles ($55,000).<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2014\/12\/64.jpg\" alt=\"\" width=\"827\" height=\"447\" \/><\/p>\n<p>It is worth noting that due to the change of the mortar tractor the Russian military had to redesign mortars. This upgrade came only to the Russian army: GAZ-66 was replaced with Ural-43206. It might seem a trifle, but this change has led to the emergence of a new letter in the mortar assembly:<\/p>\n<p>The terrorists of Donetsk People&#8217;s Republic and Luhansk People&#8217;s Republic <b>are using the Russian modernized complex<\/b>, exactly with a letter A and the towing vehicle Ural-43206. In addition, due to use of the swivel head mounted at the base of the mortar tube, this modernization allows to conduct fire without the base plate installation. The terrorists, as we can see, have this version of the mortar.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2014\/12\/82.jpg\" alt=\"\" width=\"889\" height=\"487\" \/><\/p>\n<p>Thus the Russian invasion is far from spontaneous, no matter how Russian propagandists try to present it. This operation is carefully and comprehensively prepared, so justification based on \u201cprotection of the Russian-speaking population\u201d or \u201cwar with Kyiv junta\u201d is nothing more than a mask to conceal the real circumstances and plans of military aggression.<\/p>\n<p><i>This article was prepared by an expert on video monitoring Al Gri and war correspondent Roman Burko exclusively for INFORMNAPALM.ORG. Such a clich\u00e9 is used to brainwash population of the Russian Federation, as well as the people living in the occupied Crimea and the Donbas. Yet, this neat theory collapses as the facts of thoughtful and strategic preparation of the Russian aggression against Ukraine emerge.\r\n\r\nThe preparation of invasion began long before the events on Maidan. We have previously published some information about preparation of the annexation of Crimea in 2004. Russian economist Andrei Illarionov, former adviser to the President of the Russian Federation in 2000\u20142005, founder and president of the Institute of Economic Analysis, commented:\r\n\r\n<i>\u201cThe idea of annexation of Crimea appeared at least in 2003\u20142004. Putin perceived his defeat in 2004 [the so-called Orange Revolution in Ukraine] very painful and vowed to prevent its repetition. This time the plan was drawn up with several options.<\/i>\r\n\r\n<i>A military version is called <\/i><a href=\"https:\/\/informnapalm.org\/en\/operation-clockwork-orange-si-vis-pacem\"><i>\u201cThe Clockwork Orange\u201d<\/i><\/a><i>. Putin set aside this plan only to use it in case of an emergency. The military option is always very expensive, so preferred methods to achieve this goal would be military and political means, blackmail, bribery, and so on. They are much more familiar to Mr. Putin. This is what he had been taught by the KGB.\"<\/i>\r\n\r\nBut this is not the only evidence of Russia\u2019s preparations to the hypocritical war against Ukraine. InformNapalm team found more information, this time from the field of state procurement.\r\n\r\nIn January 2014, Russian journalist and human rights activist Oleg Lurie published an entry in <a href=\"http:\/\/oleglurie-new.livejournal.com\/151993.html\">his blog<\/a> in which Mr. Lurie discussed Russian Ministry of Interior intention to buy 42 Ural trucks, equipped for carrying mortars. According to his blog, trucks had to be shipped to Saint Petersburg, Rostov-on-Don, Yekaterinburg and Khabarovsk. Mr. Lurie raised the question of military preparations by the Ministry of Interior. He published a document, confirming that the Interior Ministry ordered 42 trucks of Ural-43206-0651 model (biaxial, a military modification with a double cabin), equipped to transport a 120-mm 2B11 mortar in the \u2018Sani\u2019 assembly option which includes a mortar, a wheel cart and a tractor. The total cost of the order was 42 trucks for 144 million Russian rubles (mind the \u2018old\u2019 exchange rate).\r\n\r\n<img class=\"alignnone\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2014\/12\/116.jpg\" alt=\"\" width=\"979\" height=\"486\" \/>\r\n\r\nHere is how Ural-43206, equipped to transport wheeled 2B11 mortar with 2L81 wheel cart looks like:\r\n\r\n<img class=\"alignnone\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2014\/12\/211.jpg\" alt=\"\" width=\"727\" height=\"533\" \/>\r\n\r\nAt the time Oleg Lurie and his readers become familiar with these documents, the question arose: \u201cwhy does Interior ministry need mortars?\u201d Clearly, if the Interior ministry buys trucks for mortars, the mortars themselves are already available or will be purchased soon. The simplest answer, that appeared at that moment, was the use of the equipment in Chechnya. But if we go further, we can find Ministry of Interior bases, to which these trucks were planned to be distributed.\r\n\r\nThere are four of them:\r\n<ul>\r\n\t<li><b>SZ<\/b>BKhR or \u2018Severo-zapadnaya Baza Khraneniya Resursov\u2019 <i>[North West Material Resources Storage Base]<\/i> of FKU <b>SZ<\/b>OUMTS MVD or \u2018Federalnoe Kazionnoe Uchrezhdenie \u201cSeverozapadnoe Okruzhnoe Upravlenie Materialno-technicheskogo Snabzheniya\u201d \u2019 <i>[Federal State Agency \u201cNorth West District Command of Resource and Technical Supply\u201d <\/i>of the Interior Ministry of Russian Federation], registered at Piskarevskij prospect, 117, <b>St. Petersburg<\/b>, 195237, Russian Federation.<\/li>\r\n\t<li><b>SK<\/b>BKhR of FKU <b>SK<\/b>OUMTS MVD <i>[all the official regalia are the same, this time substitute \u2018Severozapadnaya\u2019 with \u2018Severo-Kavkazskaya\u2019 or North Caucasus]<\/i>, registered at PO Box 185, <b>Rostov-on-Don<\/b>, 344065, Russian Federation.<\/li>\r\n\t<li><b>U<\/b>BKhR of FKU <b>U<\/b>OUMTS MVD <i>[\u2018U\u2019 is for \u2018Ural\u2019]<\/i>, registered at Elizavetinskoe Shosse 48a, <b>Ekaterinburg<\/b>, 620024, Russian Federation.<\/li>\r\n\t<li><b>DV<\/b>BKhR of FKU <b>DV<\/b>OUMTS MVD <i>[\u2018DV\u2019 is for \u2018Dalne-Vostochnaya\u2019, Russian \u2018Far East\u2019 or Siberia]<\/i>, registered at Pereulok Tselinniy 41, <b>Khabarovsk<\/b>, 680032, Russian Federation.<\/li>\r\n<\/ul>\r\nIf we consider the location of the supply bases, it turns out that they are selected considering the location of the headquarters of the corresponding Russian military districts. St. Petersburg is Western Military District, Ekaterinburg is Central Military District, Khabarovsk is Eastern Military District, and Rostov-on-Don is Southern Military District. And now look at the number of equipment, distributed among the bases. Khabarovsk receives only one truck. It is probably to fight illegal immigrants from China <i>[humor intended].<\/i> St. Petersburg and Yekaterinburg were more fortunate to get 6 cars for each city. But Rostov-on-Don receives as many as (!) 29 units. It looks like the \u2018Chechen version\u2019 is confirmed. But there is a couple of things that cause questions:\r\n<ol>\r\n\t<li>It is at least 800 km from Rostov to Chechnya. While the mortar emergency convoy will arrive the terrorists will flee for sure.<\/li>\r\n\t<li>The most efficient part of the 58th Army is located within Chechnya. It has uncountable amount of mortars and means of transporting them.<\/li>\r\n<\/ol>\r\nYet while the troubled Republic of Ichkeria is quite far from Rostov-on-Don, Luhansk and Donetsk Oblasts of Ukraine are as close as 100 km. If our assumption is correct, then the date of the order placement (December 2013) means that the invasion scenario was drafted before the Russian annexation of Crimea.\r\n\r\nBased on the foregoing, it turns out that not only Russian political leadership, but the leadership of its interior ministry were familiar with the plan of the post-Soviet redistribution of lands by the end of 2013. However, the interior ministry did suspicious purchases before that as well. For example, back in 2012, the law enforcement agencies of the Russian Federation bought 250 kg high-explosive bombs. And now let us track the destiny of these purchases in the area of the Anti-Terrorist Operation (ATO) in Ukraine.\r\n\r\nPreviously, <a href=\"https:\/\/informnapalm.org\/en\/russia-international-arms-trafficking\">we have reported a lot of photo and video evidence of the Russian weapons supply to terrorists<\/a>. A story of the 2B11 \u2018Sani\u2019 mortar systems and Ural trucks is no exception. \u2018Sani\u2019 are used by Russian ultranationalist group \u2018Rusich\u2019 (also known as the \u2018Batman\u2019 Brigade), participating in the War in Donbas and connected to Ministry of Internal Affairs of the Russian Federation <i>[editor\u2019s note: the original Russian text of the article was written before separatist leader <\/i><a href=\"https:\/\/informnapalm.org\/en\/separatist-militant-1st-january-kremlin-began-open-war-russians-lpr-dpr\"><i>Alexander \u2018Batman\u2019 Bednov was killed together with several of his guards allegedly by Russian spetsnaz<\/i><\/a><i> for refusing centralization of the separatist armies in Luhansk Oblast and ignoring commands of the Moscow-appointed \u2018head\u2019 or Luhansk People\u2019s Republic Igor Plotnitsky].<\/i>\r\n\r\n<img class=\"alignnone\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2014\/12\/38.jpg\" alt=\"\" width=\"729\" height=\"537\" \/>\r\n\r\n<img class=\"alignnone\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2014\/12\/53.jpg\" alt=\"\" width=\"631\" height=\"485\" \/>\r\n\r\nAs a further proof, let us check the video, taken by one of the propaganda channels of Luhansk People's Republic.\r\n\r\n<img class=\"alignnone\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2014\/12\/45.jpg\" alt=\"\" width=\"849\" height=\"481\" \/>\r\n\r\nThis convoy of so-called \u2018people's militia\u2019 includes two Ural-43206s (biaxial, the army version, single cab) and three 120-mm mortars. Even taking into account the fact, that the conventional \u2018not police\u2019 version of Ural used to cost not 3.5 million ($115,000), but \u2018only\u2019 1.5 million of \u2018before sanctions\u2019 roubles ($50,000) the cost of this convoy, including mortars without ammunition, is approximately 9 million roubles ($300,000).\r\n\r\nBased on this information, here are my questions:\r\n<ol>\r\n\t<li>When did Russian leaders adopt a plan to annex the Eastern oblasts of Ukraine and Crimea, and what is their ultimate goal?<\/li>\r\n\t<li>Why did the Russian Interior Ministry (not the Ministry of Defence) need mortars and bombs, machine guns with silencers while Russia has its own army?<\/li>\r\n\t<li>Why did the Rostov division of the Interior Ministry need twenty nine 120-mm mortars and means of transporting them? How many of these were sent to Ukraine?<\/li>\r\n\t<li>Who pays for the supply of tanks, artillery, small arms, trucks, ammunition and fuel, used by the terrorists in the East of Ukraine?<\/li>\r\n\t<li>If this is done by the separatists, than do the people of the occupied territories know the price, given the fact that the people in the occupied territories have not been paid for several months?<\/li>\r\n\t<li>If the Donbas invasion is paid exclusively by the Russian side, do Russian taxpayers know? Do they know, for example, that the price of the Ural 43206-0651 truck, retrofitted for transporting mortars (not including mortar and wheel cart cost) commissioned by their country\u2019s Ministry of Interior, increases the unit cost twice (up to 3.5 million of \u2018old\u2019 rubles) compared to the civilian modification of Ural 43206-0551 (which costs 1.5\u20141.8 million rubles)?<\/li>\r\n\t<li>How does the above mentioned cost, as well as the cost of moving troops from the Northern, Western, Central and Eastern parts of Russia to Ukraine\u2019s border and then back correlate to the difficult economic situation in Russia?<\/li>\r\n<\/ol>\r\n<strong><strong>\u00a0<\/strong><\/strong>\r\n<p style=\"text-align: center\"><b>Good to Know<\/b><\/p>\r\nThe cost of the new 2B11 mortar (including 2L81 wheel car) is 1,661,400 rubles ($55,000).\r\n\r\n<img class=\"alignnone\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2014\/12\/64.jpg\" alt=\"\" width=\"827\" height=\"447\" \/>\r\n\r\nIt is worth noting that due to the change of the mortar tractor the Russian military had to redesign mortars. This upgrade came only to the Russian army: GAZ-66 was replaced with Ural-43206. It might seem a trifle, but this change has led to the emergence of a new letter in the mortar assembly:\r\n\r\nThe terrorists of Donetsk People's Republic and Luhansk People's Republic <b>are using the Russian modernized complex<\/b>, exactly with a letter A and the towing vehicle Ural-43206. In addition, due to use of the swivel head mounted at the base of the mortar tube, this modernization allows to conduct fire without the base plate installation. The terrorists, as we can see, have this version of the mortar.\r\n\r\n<img class=\"alignnone\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2014\/12\/82.jpg\" alt=\"\" width=\"889\" height=\"487\" \/>\r\n\r\nThus the Russian invasion is far from spontaneous, no matter how Russian propagandists try to present it.
