{"id":6611,"date":"2015-12-16T08:25:16","date_gmt":"2015-12-16T08:25:16","guid":{"rendered":"https:\/\/informnapalm.org\/en\/?p=6611"},"modified":"2016-03-17T10:19:38","modified_gmt":"2016-03-17T10:19:38","slug":"dec15-belarus-aviation","status":"publish","type":"post","link":"https:\/\/informnapalm.org\/en\/dec15-belarus-aviation\/","title":{"rendered":"Preparation of Jumping-off Ground for Russian Air Forces in Belarus"},"content":{"rendered":"<p>Due to flare-up between Russia and NATO after the downing\u00a0of the Russian Su-24 bomber which invaded the airspace of Turkey, as well as the recent proposal of the Orthodox Montenegro <a href=\"http:\/\/www.nato.int\/cps\/en\/natohq\/news_125370.htm?selectedLocale=en\">to join the Alliance<\/a> and become its 29th member, the confrontation of Moscow and NATO reaches a new level. The Russian politicians\u00a0state that <a href=\"http:\/\/www.mk.ru\/politics\/2015\/12\/02\/chernogoriya-sleduyushhaya-moskva-nakazhet-podgoricu-za-vstuplenie-v-nato.html\">it is time to give symmetric response<\/a> to the build-up of NATO&#8217;s\u00a0influence, and the Foreign Ministry of the Russian Federation <a href=\"http:\/\/ria.ru\/world\/20151202\/1334556538.html\">calls<\/a>\u00a0expansion of the Alliance &#8220;an openly confrontational step, forcing to the appropriate response&#8221;.\u00a0In this regard, creation of\u00a0new Russian airbase and advance of the\u00a0Russian strike aviation units to Belarus gets on a new level and emerges full blown. This\u00a0must also be considered in the light of the scenario of hypothetical full scale military aggression of Russia against Ukraine.<\/p>\n<p><strong>To begin, let&#8217;s take a closer look at the the chronology of this problem to\u00a0understand the seriousness of Russia&#8217;s intention to use the Belarusian lodgment for their military goals:<\/strong><\/p>\n<ul>\n<li>On April 23, 2013, Sergei Shoigu, the Russian Defense Minister, during a meeting with Lukashenko in Minsk, for the first time <a href=\"https:\/\/www.youtube.com\/watch?v=lWIruXb3L9g\">announced Russia&#8217;s plans<\/a> to place a fighter wing in the territory of Belarus.<\/li>\n<li>On\u00a0June 26, 2013, Viktor Bondarev, the Air Force Commander, said that the <a href=\"http:\/\/www.interfax.by\/news\/belarus\/1132771\">116th guards attack airbase<\/a> (town\u00a0of Lida) was the one where the Russian airbase\u00a0should be located. Su-27M3 fighters\u00a0were planned to be deployed there.<\/li>\n<li>On December 8, 2013, because of the flare-up of the political situation in Ukraine, the following aircrafts <a href=\"http:\/\/vsr.mil.by\/2013\/12\/11\/pod-odnim-nebom\/\">were transferred<\/a> to the 61st fighter base in Baranovichi from &#8216;Besovets&#8217; airbase of the Russian air forces (2nd aviation group, 7000th aviation battalion, military unit No. 23326-2, Besovets\/Petrozavodsk; former 129th fighter air regiment) including the\u00a0engineering personnel and organic weapons (<a href=\"https:\/\/www.youtube.com\/watch?v=6HNcbIncOvo\" target=\"_blank\">1<\/a>, <a href=\"https:\/\/www.youtube.com\/watch?v=hPV5RSapDbo\" target=\"_blank\">2<\/a>):<\/li>\n<\/ul>\n<p style=\"padding-left: 60px\">&#8211; Su-27,\u00a0side No. &#8216;red <strong>15<\/strong>&#8216;, tail No. &#8216;RF-95518&#8217;<\/p>\n<p style=\"padding-left: 60px\">&#8211; Su-27P, side No. &#8216;red <strong>19<\/strong>&#8216;, tail No. &#8216;RF-95517&#8217;<\/p>\n<p style=\"padding-left: 60px\">&#8211; Su-27P, side No. &#8216;red\u00a0<strong>36<\/strong>&#8216;<\/p>\n<p style=\"padding-left: 60px\">&#8211; Su-27P, side No. &#8216;red <strong>37<\/strong>&#8216;, tail No. &#8216;RF-90746&#8217;<\/p>\n<ul>\n<li>On march 13, 2014,\u00a0with the beginning of the Russian military aggression against Ukraine and under the guise of &#8220;operational readiness test of the United regional system of the Russia and Belarus&#8221;, 6\u00a0fighters and 3 military transport\u00a0planes with engineering personnel\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=ZEOK7yW4lPU\">were sent<\/a> from &#8216;Besovets&#8217; base to Bobruisk airbase:<\/li>\n<\/ul>\n<p style=\"padding-left: 60px\">&#8211; Su-27P,\u00a0side No. &#8216;red <strong>10<\/strong>&#8216;, tail No. &#8216;RF-90740&#8217;<\/p>\n<p style=\"padding-left: 60px\">&#8211; Su-27, side No. &#8216;red <strong>15<\/strong>&#8216;, tail No. &#8216;RF-95518&#8217; (has been spotted on the 61st airbase in Baranovichi)<\/p>\n<p style=\"padding-left: 60px\">&#8211; Su-27P, side No. &#8216;red <strong>19<\/strong>&#8216;, tail No. &#8216;RF-95517&#8217; (has been spotted on the 61st airbase in Baranovichi)<\/p>\n<p style=\"padding-left: 60px\">&#8211; Su-27, side No. &#8216;red <strong>20<\/strong>&#8216;, tail No. &#8216;RF-95516&#8217;<\/p>\n<p style=\"padding-left: 60px\">&#8211; Su-27, side No. &#8216;red <strong>50<\/strong>&#8216;, tail No. &#8216;RF-90737&#8217;<\/p>\n<p style=\"padding-left: 60px\">&#8211; Su-27UB, side No. &#8216;red <strong>65<\/strong>&#8216;, tail No. &#8216;RF-90715&#8217;<\/p>\n<div id=\"attachment_2471\" style=\"width: 988px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/informnapalm.org\/by\/wp-content\/uploads\/sites\/6\/2015\/12\/airplanes.jpg\" rel=\"attachment wp-att-2471\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-2471\" class=\"wp-image-2471 size-large\" src=\"https:\/\/informnapalm.org\/by\/wp-content\/uploads\/sites\/6\/2015\/12\/airplanes-1024x672.jpg\" alt=\"Russian Su-27 fighters in Bobruisk\" width=\"978\" height=\"642\" \/><\/a><\/p>\n<p id=\"caption-attachment-2471\" class=\"wp-caption-text\"><em>Russian Su-27 fighters in Bobruisk \/ Google Earth<\/em><\/p>\n<\/div>\n<ul>\n<li>On March 14, 2014, MiG-29 fighters <a href=\"http:\/\/media-polesye.by\/news\/boevye-samolyoty-prizemlilis-na-aerodrome-v-lunince-i-zastupayut-na-dezhurstvo-16894\">were moved<\/a> to <a href=\"http:\/\/wikimapia.org\/#lang=ru&amp;lat=52.277621&amp;lon=26.780881&amp;z=18&amp;m=yh&amp;search=%D1%81%D1%82%D0%BE%D0%BB%D1%96%D0%BD\">&#8216;Luninets&#8217; military airfield<\/a>\u00a0located in just 50 km from the border with Ukraine (supposedly from the 61st airbase).<\/li>\n<\/ul>\n<ul>\n<li>On March 15, 2014, A-50\u00a0long-range radar detection aircraft <a href=\"http:\/\/www.mil.by\/ru\/news\/28780\/\">arrived<\/a> at the 61st airbase in Baranovichi (side No. &#8216;red <strong>42<\/strong>&#8216;, tail No. &#8216;<a href=\"http:\/\/russianplanes.net\/reginfo\/1736\" target=\"_blank\">RF 50610<\/a>&#8216;, <a href=\"https:\/\/archive.is\/0RPn4\">archive<\/a>). Its technical specifications\u00a0extend\u00a0radar reconnaissance, planes to targets coaching and air defense\u00a0control capabilities of the airbase.<\/li>\n<\/ul>\n<p><a href=\"https:\/\/informnapalm.org\/by\/wp-content\/uploads\/sites\/6\/2015\/12\/a-50.jpg\" rel=\"attachment wp-att-2451\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-2451 size-full\" src=\"https:\/\/informnapalm.org\/by\/wp-content\/uploads\/sites\/6\/2015\/12\/a-50.jpg\" alt=\"a-50\" width=\"1646\" height=\"992\" \/><\/a><\/p>\n<p>Thus, during the active phase of Russia&#8217;s\u00a0combat actions against Ukraine in 2014, the Russian aviation group in Belarus consisted of around 5 transport planes, 1 radar detection aircraft and almost a full fighter wing of different Su-27 warplanes. It should be noted that the fighters located in &#8216;Bobruisk&#8217; airbase were on 24\/7 patrol until the first Minsk agreements about ceasefire were signed. In 2 days, <a href=\"http:\/\/www.postkomsg.com\/expert_opinion\/205719\/\">on September 7<\/a>, they left to &#8216;Besovets&#8217; airbase (<a href=\"https:\/\/archive.is\/y9d8Q\">archive<\/a>).<\/p>\n<ul>\n<li>On September 15, 2014, general-colonel\u00a0Viktor Bondarev, the Air Force Commander,\u00a0<a href=\"http:\/\/tass.ru\/armiya-i-opk\/1508457\">confirmed<\/a>\u00a0Russia&#8217;s intentions to create an airbase with Su-27 fighters in Bobruisk in 2016.<\/li>\n<\/ul>\n<p>Starting from September of 2015, the Russian side begins speeding up this process:<\/p>\n<ul>\n<li>On September 8, 2015, <a href=\"http:\/\/static.kremlin.ru\/media\/acts\/files\/0001201509190001.pdf\">Putin issues\u00a0an executive order<\/a> to sign the agreement between Russia and Belarus regarding\u00a0the Russian airbase.<\/li>\n<li>On November 24, 2015, general-colonel Aleksandr Lyapkin, the\u00a0Operations director of the\u00a0major air command, <a href=\"http:\/\/ria.ru\/defense_safety\/20151124\/1327533885.html\">makes a dogmatic statement<\/a>\u00a0that the organizational and personnel structure\u00a0of the airbase had been approved and all the required documents <a href=\"http:\/\/www.pravo.by\/main.aspx?guid=12551&amp;p0=C21500967&amp;p1=1&amp;p5=0\">had been agreed with the Belarusian side<\/a>. According to him, the Babruisk airbase was going to host 1 fighter wing (12 aircrafts) and 1 helicopter wing (4 Mi-8 military-transport units).<\/li>\n<\/ul>\n<p><a href=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2015\/12\/AirBY-en.png\" rel=\"attachment wp-att-6656\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-6656 size-full\" src=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2015\/12\/AirBY-en.png\" alt=\"AirBY-en\" width=\"1024\" height=\"724\" srcset=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2015\/12\/AirBY-en.png 1024w, https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2015\/12\/AirBY-en-300x212.png 300w, https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2015\/12\/AirBY-en-768x543.png 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><\/p>\n<p>Russia&#8217;s decision to place its airbase in Bobruisk, apparently, was driven by several reasons. Firstly, comparing to other locations (like Baranovichi or Lida) Bobruisk is out of reach of the\u00a0AGM-158 JASSM cruise missiles which Poland <a href=\"http:\/\/www.radiopolsha.pl\/6\/110\/Artykul\/183204,%D0%A1%D0%A8%D0%90-%D1%81%D0%BE%D0%B3%D0%BB%D0%B0%D1%81%D0%B8%D0%BB%D0%B8%D1%81%D1%8C-%D0%BF%D1%80%D0%BE%D0%B4%D0%B0%D1%82%D1%8C-%D0%9F%D0%BE%D0%BB%D1%8C%D1%88%D0%B5-%D1%80%D0%B0%D0%BA%D0%B5%D1%82%D1%8B-JASSM\">plans to put\u00a0into service<\/a> for its air defense systems. Secondly, the size and infrastructure of the airfield plays a great role (it used to host long-range bomber aviation). Thirdly, the strategic location of the airbase is one of the most important reasons, since it can be used in possible military operations against Ukraine. Thus Russia gets considerable military potential of usage of its airbases which,\u00a0with the establishing\u00a0of an airbase in Bobruisk, will surround Ukraine from almost all sides.<\/p>\n<p>The airbase in Bobruisk is planned to be protected by the <a href=\"http:\/\/belarmy.by\/istoria-belarusi\/voenno-vozdushnye-sily-i-vojska-pvo-belarusi\">S-300V long-range air defense complexes<\/a> from the <a href=\"http:\/\/wikimapia.org\/#lang=en&amp;lat=53.146648&amp;lon=29.247826&amp;z=17&amp;m=b&amp;show=\/17601486\/ru\/%D0%9F%D0%B0%D1%80%D0%BA-%D0%B1%D0%BE%D0%B5%D0%B2%D1%8B%D1%85-%D0%BC%D0%B0%D1%88%D0%B8%D0%BD\">147th air defense brigade<\/a> and air defense\u00a0forces of Belarus.<\/p>\n<div id=\"attachment_2460\" style=\"width: 988px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/informnapalm.org\/by\/wp-content\/uploads\/sites\/6\/2015\/12\/map_airbase03.jpg\" rel=\"attachment wp-att-2460\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-2460\" class=\"wp-image-2460 size-large\" src=\"https:\/\/informnapalm.org\/by\/wp-content\/uploads\/sites\/6\/2015\/12\/map_airbase03-1024x644.jpg\" alt=\"map_airbase03\" width=\"978\" height=\"615\" \/><\/a><\/p>\n<p id=\"caption-attachment-2460\" class=\"wp-caption-text\"><em>Positions of &#8216;Bobruisk&#8217; airbase and 147th air defense brigade \/ Google Earth<\/em><\/p>\n<\/div>\n<p>In the case of a confrontational scenario and the possible invasion of Ukraine by the Russian ground troops from the territory of the Belarusian foothold, the airbase in Bobruisk will play a crucial role in ensuring its cover and progress. One of the primary tasks of Bobruisk air group will be to neutralize Ukrainian air defense systems and to gain air superiority over the Ukrainian Air Forces. The argument in favor of this version are the tactical and technical characteristics of the Su-27SM3 aircraft that are possibly planned to be used at the airbase. These strike fighters are equipped with the new onboard weapons control system, which allows to use not only freefalling and guided\u00a0air bombs, but also multi-purpose <a href=\"http:\/\/naviny.by\/rubrics\/politic\/2015\/09\/06\/ic_articles_112_189675\/\">air-to-surface missiles<\/a> Kh-59ME, Kh-59M2E, Kh-59MK2 and anti-radar missiles Kh-58E, Kh-58UShE, Kh-58UShKE, Kh-31PD designed to destroy radar stations of air and missile defense systems. Also, one of the main objectives of this airbase in the case of a hypothetical &#8216;major war&#8217; in the region may be to counter the Polish Air Forces and to neutralize the European missile defense facilities deployed on the territory of Poland. The Russian air grouping in Bobruisk, among other things, will have to ensure the elimination of significant barriers to the Russian strategic deterrence forces.<\/p>\n<p><a href=\"https:\/\/informnapalm.org\/by\/wp-content\/uploads\/sites\/6\/2015\/12\/Su-27.jpg\" rel=\"attachment wp-att-2475\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-2475 size-large\" src=\"https:\/\/informnapalm.org\/by\/wp-content\/uploads\/sites\/6\/2015\/12\/Su-27-1024x586.jpg\" alt=\"\u0421\u0443-27\" width=\"978\" height=\"560\" \/><\/a><\/p>\n<p>In the future, the Russian Su-34 frontline bombers, which, for example, take part in parades in Minsk, and MiG-31 interceptors may also be deployed there. In Soviet times, the 200th guards bomber aviation regiment was stationed at Bobruisk airbase, therefore it cannot be ruled out that Russia could return Tu-22M3 supersonic strategic bomber and missile carriers there.<\/p>\n<p>On June 15, 2015, general Yury Yakubov, Coordinator General of the Defense Ministry&#8217;s Office of the Inspector General, <a href=\"http:\/\/www.interfax.ru\/russia\/447507\">announced plans<\/a> to significantly change the Russian combined arms group in Belarus in the nearest future, provided that US heavy military equipment appears on NATO&#8217;s eastern borders. But the fact is that it is not present on the territory of Belarus so far. There are only two Russian bases: the 43rd communication complex of the Russian Navy &#8216;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Vileyka_VLF_transmitter\">Vileyka<\/a>&#8216;, ensuring, using &#8216;Antei&#8217; radio stations, communications with missile-carrying nuclear submarines, and &#8216;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Hantsavichy_Radar_Station\">Volga<\/a>&#8216;\u00a0rocket warning radar of the Russian airspace forces integrated into the united regional air defense system of Belarus and Russia. This will provide a strategic advantage for building up the defensive line on Belarusian lodgment and give an opportunity to control the land corridor to Kaliningrad. Then the realization of the Crimean scenario in Belarus will enter its final stage.<\/p>\n<p>All this makes Belarus a hostage of Lukashenko\u2019s policy of unification with Russia during two last decades. Doing this &#8216;uniting&#8217; mission, he is lucky sometimes to gain some subsidized back feed, cheap energy and unhindered access for the sale of Belarusian production on the Russian market. This economical model worked well and did not require any significant structural changes and reforming of economy during last time. In connection with that all statements about Lukashenko\u2019s turn towards West sound pretty silly, because it would require a fundamental change for the whole formed economical and political model of the country. This means also a political death of the ruling elite, assuming the fact that a considerable part of higher military and political leadership of the country are <a href=\"https:\/\/informnapalm.org\/en\/belarus-russian-protectorate-or-sovereign-state\/\">the potential agents of influence<\/a> of the Russian Federation.\u00a0For the foregoing reasons, Lukashenko can only maximally delay the process of the Russian base deployment, securing by that various economical preferences. The game with West is nothing but bluff. In the same time under the given conditions, which threat with the involvement of the country into the Kremlin\u2019s military conflicts and increasing opportunities to repeat the Crimean scenario in Belarus, pro-Belarusian part of power ministries and nomenclature needs to maximally sabotage the processes of the deployment of next Russian military bases and contribute to the protection of constitutionally neutral status of Belarus.<\/p>\n<p>In the same time it is very positive that Ukraine pays sufficient attention to the strengthening of its air defense. The Secretary of National Security and Defense Council of Ukraine Oleksandr Turchynov <a href=\"http:\/\/apostrophe.com.ua\/news\/world\/2015-12-03\/turchinov-rasskazal-kak-ukraina-ispolzuet-voynu-putina-v-sirii-opublikovano-video\/43340\">issued a statement<\/a>, where he considers the threat of the Russian use of air forces in the case of the conflict\u2019s escalation in the East of Ukraine, as very realistic. The Russian politicians\u00a0state that <a href=\"http:\/\/www.mk.ru\/politics\/2015\/12\/02\/chernogoriya-sleduyushhaya-moskva-nakazhet-podgoricu-za-vstuplenie-v-nato.html\">it is time to give symmetric response<\/a> to the build-up of NATO's\u00a0influence, and the Foreign Ministry of the Russian Federation <a href=\"http:\/\/ria.ru\/world\/20151202\/1334556538.html\">calls<\/a>\u00a0expansion of the Alliance \"an openly confrontational step, forcing to the appropriate response\".\u00a0In this regard, creation of\u00a0new Russian airbase and advance of the\u00a0Russian strike aviation units to Belarus gets on a new level and emerges full blown. This\u00a0must also be considered in the light of the scenario of hypothetical full scale military aggression of Russia against Ukraine.\r\n\r\n<strong>To begin, let's take a closer look at the the chronology of this problem to\u00a0understand the seriousness of Russia's intention to use the Belarusian lodgment for their military goals:<\/strong>\r\n<ul>\r\n\t<li>On April 23, 2013, Sergei Shoigu, the Russian Defense Minister, during a meeting with Lukashenko in Minsk, for the first time <a href=\"https:\/\/www.youtube.com\/watch?v=lWIruXb3L9g\">announced Russia's plans<\/a> to place a fighter wing in the territory of Belarus.<\/li>\r\n\t<li>On\u00a0June 26, 2013, Viktor Bondarev, the Air Force Commander, said that the <a href=\"http:\/\/www.interfax.by\/news\/belarus\/1132771\">116th guards attack airbase<\/a> (town\u00a0of Lida) was the one where the Russian airbase\u00a0should be located. Its technical specifications\u00a0extend\u00a0radar reconnaissance, planes to targets coaching and air defense\u00a0control capabilities of the airbase.<\/li>\r\n<\/ul>\r\n<a href=\"https:\/\/informnapalm.org\/by\/wp-content\/uploads\/sites\/6\/2015\/12\/a-50.jpg\" rel=\"attachment wp-att-2451\"><img class=\"aligncenter wp-image-2451 size-full\" src=\"https:\/\/informnapalm.org\/by\/wp-content\/uploads\/sites\/6\/2015\/12\/a-50.jpg\" alt=\"a-50\" width=\"1646\" height=\"992\" \/><\/a>\r\n\r\nThus, during the active phase of Russia's\u00a0combat actions against Ukraine in 2014, the Russian aviation group in Belarus consisted of around 5 transport planes, 1 radar detection aircraft and almost a full fighter wing of different Su-27 warplanes. It should be noted that the fighters located in 'Bobruisk' airbase were on 24\/7 patrol until the first Minsk agreements about ceasefire were signed. In 2 days, <a href=\"http:\/\/www.postkomsg.com\/expert_opinion\/205719\/\">on September 7<\/a>, they left to 'Besovets' airbase (<a href=\"https:\/\/archive.is\/y9d8Q\">archive<\/a>).\r\n<ul>\r\n\t<li>On September 15, 2014, general-colonel\u00a0Viktor Bondarev, the Air Force Commander,\u00a0<a href=\"http:\/\/tass.ru\/armiya-i-opk\/1508457\">confirmed<\/a>\u00a0Russia's intentions to create an airbase with Su-27 fighters in Bobruisk in 2016.<\/li>\r\n<\/ul>\r\nStarting from September of 2015, the Russian side begins speeding up this process:\r\n<ul>\r\n\t<li>On September 8, 2015, <a href=\"http:\/\/static.kremlin.ru\/media\/acts\/files\/0001201509190001.pdf\">Putin issues\u00a0an executive order<\/a> to sign the agreement between Russia and Belarus regarding\u00a0the Russian airbase.<\/li>\r\n\t<li>On November 24, 2015, general-colonel Aleksandr Lyapkin, the\u00a0Operations director of the\u00a0major air command, <a href=\"http:\/\/ria.ru\/defense_safety\/20151124\/1327533885.html\">makes a dogmatic statement<\/a>\u00a0that the organizational and personnel structure\u00a0of the airbase had been approved and all the required documents <a href=\"http:\/\/www.pravo.by\/main.aspx?guid=12551&amp;p0=C21500967&amp;p1=1&amp;p5=0\">had been agreed with the Belarusian side<\/a>. According to him, the Babruisk airbase was going to host 1 fighter wing (12 aircrafts) and 1 helicopter wing (4 Mi-8 military-transport units).<\/li>\r\n<\/ul>\r\n<a href=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2015\/12\/AirBY-en.png\" rel=\"attachment wp-att-6656\"><img class=\"alignnone wp-image-6656 size-full\" src=\"https:\/\/informnapalm.org\/en\/wp-content\/uploads\/sites\/14\/2015\/12\/AirBY-en.png\" alt=\"AirBY-en\" width=\"1024\" height=\"724\" \/><\/a>\r\n\r\nRussia's decision to place its airbase in Bobruisk, apparently, was driven by several reasons. Firstly, comparing to other locations (like Baranovichi or Lida) Bobruisk is out of reach of the\u00a0AGM-158 JASSM cruise missiles which Poland <a href=\"http:\/\/www.radiopolsha.pl\/6\/110\/Artykul\/183204,%D0%A1%D0%A8%D0%90-%D1%81%D0%BE%D0%B3%D0%BB%D0%B0%D1%81%D0%B8%D0%BB%D0%B8%D1%81%D1%8C-%D0%BF%D1%80%D0%BE%D0%B4%D0%B0%D1%82%D1%8C-%D0%9F%D0%BE%D0%BB%D1%8C%D1%88%D0%B5-%D1%80%D0%B0%D0%BA%D0%B5%D1%82%D1%8B-JASSM\">plans to put\u00a0into service<\/a> for its air defense systems. Secondly, the size and infrastructure of the airfield plays a great role (it used to host long-range bomber aviation). Thirdly, the strategic location of the airbase is one of the most important reasons, since it can be used in possible military operations against Ukraine. Thus Russia gets considerable military potential of usage of its airbases which,\u00a0with the establishing\u00a0of an airbase in Bobruisk, will surround Ukraine from almost all sides.\r\n\r\nThe airbase in Bobruisk is planned to be protected by the <a href=\"http:\/\/belarmy.by\/istoria-belarusi\/voenno-vozdushnye-sily-i-vojska-pvo-belarusi\">S-300V long-range air defense complexes<\/a> from the <a href=\"http:\/\/wikimapia.org\/#lang=en&amp;lat=53.146648&amp;lon=29.247826&amp;z=17&amp;m=b&amp;show=\/17601486\/ru\/%D0%9F%D0%B0%D1%80%D0%BA-%D0%B1%D0%BE%D0%B5%D0%B2%D1%8B%D1%85-%D0%BC%D0%B0%D1%88%D0%B8%D0%BD\">147th air defense brigade<\/a> and air defense\u00a0forces of Belarus.\r\n\r\n[caption id=\"attachment_2460\" align=\"aligncenter\" width=\"978\"]<a href=\"https:\/\/informnapalm.org\/by\/wp-content\/uploads\/sites\/6\/2015\/12\/map_airbase03.jpg\" rel=\"attachment wp-att-2460\"><img class=\"wp-image-2460 size-large\" src=\"https:\/\/informnapalm.org\/by\/wp-content\/uploads\/sites\/6\/2015\/12\/map_airbase03-1024x644.jpg\" alt=\"map_airbase03\" width=\"978\" height=\"615\" \/><\/a> <em>Positions of 'Bobruisk' airbase and 147th air defense brigade \/ Google Earth<\/em>[\/caption]\r\n\r\nIn the case of a confrontational scenario and the possible invasion of Ukraine by the Russian ground troops from the territory of the Belarusian foothold, the airbase in Bobruisk will play a crucial role in ensuring its cover and progress. One of the primary tasks of Bobruisk air group will be to neutralize Ukrainian air defense systems and to gain air superiority over the Ukrainian Air Forces. The argument in favor of this version are the tactical and technical characteristics of the Su-27SM3 aircraft that are possibly planned to be used at the airbase. These strike fighters are equipped with the new onboard weapons control system, which allows to use not only freefalling and guided\u00a0air bombs, but also multi-purpose <a href=\"http:\/\/naviny.by\/rubrics\/politic\/2015\/09\/06\/ic_articles_112_189675\/\">air-to-surface missiles<\/a> Kh-59ME, Kh-59M2E, Kh-59MK2 and anti-radar missiles Kh-58E, Kh-58UShE, Kh-58UShKE, Kh-31PD designed to destroy radar stations of air and missile defense systems. Also, one of the main objectives of this airbase in the case of a hypothetical 'major war' in the region may be to counter the Polish Air Forces and to neutralize the European missile defense facilities deployed on the territory of Poland. The Russian air grouping in Bobruisk, among other things, will have to ensure the elimination of significant barriers to the Russian strategic deterrence forces.\r\n\r\n<a href=\"https:\/\/informnapalm.org\/by\/wp-content\/uploads\/sites\/6\/2015\/12\/Su-27.jpg\" rel=\"attachment wp-att-2475\"><img class=\"aligncenter wp-image-2475 size-large\" src=\"https:\/\/informnapalm.org\/by\/wp-content\/uploads\/sites\/6\/2015\/12\/Su-27-1024x586.jpg\" alt=\"\u0421\u0443-27\" width=\"978\" height=\"560\" \/><\/a>\r\n\r\nIn the future, the Russian Su-34 frontline bombers, which, for example, take part in parades in Minsk, and MiG-31 interceptors may also be deployed there. In Soviet times, the 200th guards bomber aviation regiment was stationed at Bobruisk airbase, therefore it cannot be ruled out that Russia could return Tu-22M3 supersonic strategic bomber and missile carriers there.\r\n\r\nOn June 15, 2015, general Yury Yakubov, Coordinator General of the Defense Ministry's Office of the Inspector General, <a href=\"http:\/\/www.interfax.ru\/russia\/447507\">announced plans<\/a> to significantly change the Russian combined arms group in Belarus in the nearest future, provided that US heavy military equipment appears on NATO's eastern borders. But the fact is that it is not present on the territory of Belarus so far. There are only two Russian bases: the 43rd communication complex of the Russian Navy '<a href=\"https:\/\/en.wikipedia.org\/wiki\/Vileyka_VLF_transmitter\">Vileyka<\/a>', ensuring, using 'Antei' radio stations, communications with missile-carrying nuclear submarines, and '<a href=\"https:\/\/en.wikipedia.org\/wiki\/Hantsavichy_Radar_Station\">Volga<\/a>'\u00a0rocket warning radar of the Russian airspace forces integrated into the united regional air defense system of Belarus and Russia. This will provide a strategic advantage for building up the defensive line on Belarusian lodgment and give an opportunity to control the land corridor to Kaliningrad. Then the realization of the Crimean scenario in Belarus will enter its final stage.\r\n\r\nAll this makes Belarus a hostage of Lukashenko\u2019s policy of unification with Russia during two last decades. Doing this 'uniting' mission, he is lucky sometimes to gain some subsidized back feed, cheap energy and unhindered access for the sale of Belarusian production on the Russian market. This economical model worked well and did not require any significant structural changes and reforming of economy during last time. In connection with that all statements about Lukashenko\u2019s turn towards West sound pretty silly, because it would require a fundamental change for the whole formed economical and political model of the country. This means also a political death of the ruling elite, assuming the fact that a considerable part of higher military and political leadership of the country are <a href=\"https:\/\/informnapalm.org\/en\/belarus-russian-protectorate-or-sovereign-state\/\">the potential agents of influence<\/a> of the Russian Federation.\u00a0For the foregoing reasons, Lukashenko can only maximally delay the process of the Russian base deployment, securing by that various economical preferences. The game with West is nothing but bluff. In the same time under the given conditions, which threat with the involvement of the country into the Kremlin\u2019s military conflicts and increasing opportunities to repeat the Crimean scenario in Belarus, pro-Belarusian part of power ministries and nomenclature needs to maximally sabotage the processes of the deployment of next Russian military bases and contribute to the protection of constitutionally neutral status of Belarus.\r\n\r\nIn the same time it is very positive that Ukraine pays sufficient attention to the strengthening of its air defense. The Secretary of National Security and Defense Council of Ukraine Oleksandr Turchynov <a href=\"http:\/\/apostrophe.com.ua\/news\/world\/2015-12-03\/turchinov-rasskazal-kak-ukraina-ispolzuet-voynu-putina-v-sirii-opublikovano-video\/43340\">issued a statement<\/a>, where he considers the threat of the Russian use of air forces in the case of the conflict\u2019s escalation in the East of Ukraine, as very realistic. Accordingly, he called the <a href=\"http:\/\/www.unian.net\/war\/1182350-usilenie-pvo-budet-prioritetom-dlya-ukrainyi-v-2016-godu-turchinov.html\">rebuilding of the potential<\/a> of air defense and air forces of the country the priority for the Ukrainian army in 2016 among the other tasks.
