InformNapalm has\u00a0performed its own investigation which\u00a0confirmed the construction progress and identified the place where the 23rd brigade keeps the watch.\u00a0By the way, some servicemen of this brigade have already visited Donbas as part of the invasion forces.<\/strong><\/p>\n<p><a href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/01\/valujki.jpg\" rel=\"attachment wp-att-18794\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-18794\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/01\/valujki.jpg\" alt=\"\u0432\u0430\u043b\u0443\u0439\u043a\u0438\" width=\"747\" height=\"497\" \/><\/a>In early September of 2015, the media stirred up the news of the construction of a new military camp on 300 acres in Valuyki raion (Belgorod Oblast) in just\u00a025 km from the border with\u00a0Ukraine. The tender to\u00a0<a href=\"https:\/\/zakupki.kontur.ru\/31502711437\">prepare a project of the\u00a0&#8216;Capital development of a military town&#8217;\u00a0and carry out the construction\u00a0of the 1st phase<\/a>\u00a0was won by &#8216;Megaline&#8217; development company from St. Petersburg, with which the 3.3 bln. ruble contract was signed.<\/p>\n<p>The\u00a0Reuters correspondent was the first one who reported about the beginning of the construction on September 9 &#8211; he\u00a0had seen workers installing metal fence and paving the way to the construction site in a large cornfield near the village of Soloti.<\/p>\n<p><a href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2015\/11\/754419004141321-2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-16176\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2015\/11\/754419004141321-2.jpg\" alt=\"Workers install a fence at a construction site for Russia's new military base near the Russian-Ukrainian border in the village of Soloti, southeast of Belgorod, Russia, September 7, 2015. REUTERS\/Anton Zverev - RTSCKZ\" width=\"800\" height=\"533\" \/><\/a><\/p>\n<p>It indeed looked like the beginning of construction of the military object.\u00a0After approval of the project documentation developed by the contractor, the first phase involved the construction of administrative barracks area:<\/p>\n<ul>\n<li>command unit with communication hub (1 building, 328 soldiers)<\/li>\n<li>barracks for 300 soldiers (5 buildings)<\/li>\n<li>barracks for 500 soldiers (4 buildings)<\/li>\n<li>academic building<\/li>\n<li>dining facility<\/li>\n<li>service center<\/li>\n<li>in-site engineering lines<\/li>\n<\/ul>\n<p>According to the requirements of the tender documentation,\u00a0the deadline of\u00a0these construction and installation works was on\u00a0December 7, 2015. The general certificate of acceptance has to be signed before April 29, 2016.<\/p>\n<p>Starting from\u00a0September of 2015, demining activities have been carried\u00a0out on the land allocated for the construction works, as we learned thanks to sapper\u00a0<a href=\"http:\/\/vk.com\/id23553639\">Roman Lozhkin<\/a> (<a href=\"https:\/\/archive.is\/w6DAU\">archive<\/a>) from St. Petersburg. And the construction indeed\u00a0began close to a\u00a0railway line, this\u00a0is confirmed by geolocation of the\u00a0<a href=\"https:\/\/archive.is\/N5WQm\">photos<\/a>.<br \/>\n<a href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2015\/11\/Saper-3.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-16185\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2015\/11\/Saper-3.jpg\" alt=\"Saper 3\" width=\"551\" height=\"538\" \/><\/a><a href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2015\/11\/Saper-11.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-16178\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2015\/11\/Saper-11.jpg\" alt=\"Saper 1\" width=\"636\" height=\"525\" \/><\/a><\/p>\n<p><a href=\"https:\/\/archive.is\/FrVGs\">Here<\/a> we can see the above\u00a0mentioned fence surrounding the construction site.<a href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2015\/11\/Saper-2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-16179\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2015\/11\/Saper-2.jpg\" alt=\"Saper 2\" width=\"632\" height=\"524\" \/><\/a><\/p>\n<p>Laying the foundation was finished in the end of October, 2015, as evidenced by the installation of the armature. The <a href=\"https:\/\/archive.is\/TjfTP\">photo<\/a> allegedly shows\u00a0the contractor&#8217;s car with the license plate No. T062MV 178 (St. Petersburg).<\/p>\n<p><a href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2015\/11\/EFPmRCwAdHI.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-16180\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2015\/11\/EFPmRCwAdHI.jpg\" alt=\"EFPmRCwAdHI\" width=\"2560\" height=\"1440\" \/><\/a><\/p>\n<p>We can say that the contractor is not actually\u00a0in a hurry with the construction of this object. It might be\u00a0due to the lack of funding or changes in priority of the Russia&#8217;s Ministry of Defense. The shift in attention from the Ukrainian conflict to\u00a0the Turkish-Syrian one, perhaps, drew aside the\u00a0plans of the neighboring state&#8217;s defense department.<\/p>\n<p>In the meantime, Russian troops live in the\u00a0fields bordering Ukraine, and are not going to move into new comfortable barracks soon. Deployment of the soldiers from the 23rd brigade (military unit No. 65349, Kryazh, Samara Oblast) to\u00a0Valuyki at the end of 2015 and beginning of 2016 confirm this assumption. The tender to\u00a0<a href=\"https:\/\/zakupki.kontur.ru\/31502711437\">prepare a project of the\u00a0'Capital development of a military town'\u00a0and carry out the construction\u00a0of the 1st phase<\/a>\u00a0was won by 'Megaline' development company from St. Petersburg, with which the 3.3 bln. ruble contract was signed.\r\n\r\nThe\u00a0Reuters correspondent was the first one who reported about the beginning of the construction on September 9 - he\u00a0had seen workers installing metal fence and paving the way to the construction site in a large cornfield near the village of Soloti.\r\n\r\n<a href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2015\/11\/754419004141321-2.jpg\"><img class=\"size-full wp-image-16176\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2015\/11\/754419004141321-2.jpg\" alt=\"Workers install a fence at a construction site for Russia's new military base near the Russian-Ukrainian border in the village of Soloti, southeast of Belgorod, Russia, September 7, 2015. The general certificate of acceptance has to be signed before April 29, 2016.\r\n\r\nStarting from\u00a0September of 2015, demining activities have been carried\u00a0out on the land allocated for the construction works, as we learned thanks to sapper\u00a0<a href=\"http:\/\/vk.com\/id23553639\">Roman Lozhkin<\/a> (<a href=\"https:\/\/archive.is\/w6DAU\">archive<\/a>) from St. Petersburg. The <a href=\"https:\/\/archive.is\/TjfTP\">photo<\/a> allegedly shows\u00a0the contractor's car with the license plate No. T062MV 178 (St. Petersburg).\r\n\r\n<a href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2015\/11\/EFPmRCwAdHI.jpg\"><img class=\"aligncenter size-full wp-image-16180\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2015\/11\/EFPmRCwAdHI.jpg\" alt=\"EFPmRCwAdHI\" width=\"2560\" height=\"1440\" \/><\/a>\r\n\r\nWe can say that the contractor is not actually\u00a0in a hurry with the construction of this object. It might be\u00a0due to the lack of funding or changes in priority of the Russia's Ministry of Defense. The shift in attention from the Ukrainian conflict to\u00a0the Turkish-Syrian one, perhaps, drew aside the\u00a0plans of the neighboring state's defense department.\r\n\r\nIn the meantime, Russian troops live in the\u00a0fields bordering Ukraine, and are not going to move into new comfortable barracks soon.
