InformNapalm international volunteers society continues to trace the fate of the Ukrainian drilling rig systems, seized by the Russian military in the Black Sea. Just to remind, in September of 2015 InformNapalm already informed about raider actions of Russia regarding illegal armed seizure of two oil platforms<\/a>, known also as \u201cBoyko\u2019s drilling rigs\u201d. We have figured out, that servicemen of the\u00a0104th\u00a0airborne\u00a0regiment of the 76th\u00a0division\u00a0of the Russian Federation’s airborne forces were responsible for this operation. After five month since the last publication we were able to clarify some circumstances of platforms’ migration, and specify the Russian military units currently guarding these objects.<\/strong><\/p>\n

According to the information of the State Border Guard Service of Ukraine from December 15,\u00a02015, a group of ships and boats\u00a0of the Maritime Border Guard, using radar and other surveillance means had monitored surface picture in the\u00a0territorial waters and exclusive (sea) economic zone of Ukraine. \u201cAs a result of these activities\u00a0we found out, that ‘Petro Hodovanets’ and ‘Ukraina’ jack-up drilling rigs (JURs) have been moved from the zone of Odessa natural gas field closer to the Crimean peninsula (location to be defined). Also, the Russian side placed illegally seized ‘Tavryda’ oil drill platform on-site where these jack-up rigs were\u00a0mounted before, co-ordinates: 45\u00b012’N 30\u00b059’E<\/a><\/strong>\u201d<\/em>, as\u00a0the\u00a0border agency reports<\/a>.<\/p>\n

Here you\u00a0can see the location and the distance to the Odessa Oblast coastline (100 km) and Crimea (120 km). Odessa natural gas field itself is located on the shelf 150 km to the west from Crimea and 130 km to the south from the city of Odessa. The capacity of the field is estimated in 22 billion\u00a0cubic meters of gas.<\/p>\n

\"Karta<\/a><\/p>\n

Appurtenance of gas field to the economic zone of Ukraine is stated also by the norms of the international law.<\/strong> According to it, an\u00a0exclusive economic zone is an area outside territorial sea and adjacent to it, covered by special legal regime. Its width cannot go beyond 200 sea miles (370.4 km) as measured from coastal lines. Location of economic zones is shown on the map of the failed Turkish Stream<\/p>\n

In its\u00a0turn, ChernomorNaftoGaz confirmed\u00a0that two new JURs were moved from Odessa shelf gas field. The\u00a0Russian media reported<\/a>, that the operation was ‘made promptly according to\u00a0an order of Sergey Aksenov, the chief of the Crimean republic’ and was caused by ‘complicated international situation and risks to lose vitally important assets’. Drilling rigs were transported under the escort of FSB’s boats\u00a0and a missile boat\u00a0of the Russian Black Sea Fleet.<\/p>\n

What can we note\u00a0at the moment?<\/p>\n

‘Petro Hodovanets<\/strong>‘ and ‘Ukraina<\/strong>‘ oil platforms continue to be guarded by the Russian military servicemen, who even met the\u00a0New Year<\/a> in the sea. Information and photographs from the profiles in social networks of several servicemen confirm this fact. Some details were clarified thanks to the webpage of Aleksandr Alimov<\/a><\/strong>\u00a0(archives of the already deleted profile<\/a>, albums<\/a>, contacts<\/a>),\u00a0a soldier of 25th\u00a0separate special forces regiment of\u00a0GRU.<\/p>\n

\"NY2015\"<\/a>On December 15,\u00a02015, the day of the JURs translocation operation, Aleksandr Alimov also was on one of the platforms as evidenced by his photo<\/a>. He visually observed the water area perimeter-wise.<\/p>\n

We can say that Alimov served in the\u00a0Russian Strategic Missile Troops in Znamensk<\/a> from June of 2013 till June of 2014. In December, 2014, he signed a contract for the service in 25th\u00a0regiment of GRU’s special operation forces\u00a0(Stavropol).<\/p>\n

In Fall of 2015 Aleksandr Alimov got a temporary assignment to Crimea<\/a>. His affiliation to the 25th\u00a0regiment of GRU Special Forces was also identified\u00a0and confirmed by the investigation of his contact list.<\/p>\n

Alimov\u2019s comrade-in-arms from Stavropol, who hides under the pseudonym Ratibor Silych<\/a><\/strong> (deleted), became his workmate. His friends\u2019 list also confirms the affiliation to the 25th\u00a0regiment (archives of the profile<\/a>, albums<\/a>, contacts<\/a>).<\/p>\n

We also have found out, that a detachment from\u00a0the Russian 810th\u00a0marine brigade guarded\u00a0the oil platforms together with GRU Special Forces. The photos on\u00a0Marine Danila Morgunov<\/a><\/strong>‘s web page also confirm this information (deleted, archive of the\u00a0profile<\/a>,\u00a0albums<\/a> and contacts<\/a>).<\/p>\n

It is remarkable that the Russian\u00a0Ministry of Defense allows the Marines wear non-statute uniform like ‘Multicam’\u00a0without any badges\u00a0and insignia \u2013 which is very Russian and very pirates like.<\/p>\n

We have to admit that the Central Investigation Department of the General Prosecutor Office of Ukraine conducts prejudicial inquiry as a part of criminal case No. 12014000000000164 from April 1,\u00a02014, based on the fact of the criminal occupation of the Ukrainian state drilling rigs. Following the request of the chief investigator, by the decision of the court from December 23,\u00a02015<\/a>, jacked-up drilling rigs ‘Petro Hodovanets’ (built in 2010) and ‘Ukraina’ (built in 2012) should be arrested.<\/p>\n

The most\u00a0interesting thing in this court decision is that nobody knows where these abovementioned drilling platforms are located; the\u00a0investigative authorities just\u00a0cite media reports regarding the movement of drilling platforms. Soon it will be a month since the last report\u00a0of the State Border Guard Service regarding the search of JURs position, but still there is no information about exact\u00a0co-ordinates.<\/p>\n

In extracts of the court decision we can get some information about the value of these assets and amount of losses\u00a0due to overrating of the contract purchasing price. Officials of the ‘Naftogaz Ukrainy’ National Oil-Stock Company on March 18,\u00a02011 signed a contract with ‘ChernomorNaftoGaz’ Open Joint-Stock Company, granting an\u00a0interest-free loan of 3,203 mln hryvnias for the purchase of the first JUR. In similar contract from November 3,\u00a02011 and its additional agreement the second interest-free loan on sum of 3,880 mln hryvnias was granted to purchase another\u00a0JUR. After the complex resale the final costs of JURs purchase became $400 344 000 and $399 800 000 correspondingly. At that moment sum of losses due to the overrating of the purchasing price was over 400 million dollars.<\/p>\n

So, why only now the arrest of such expensive objects was announced, if\u00a0the criminal case was initiated already in April of 2014? Why this criminal case has\u00a0not announced the exact\u00a0location\u00a0of the Ukrainian property at the moment of decision? When will Russia be sued for the illegal armed\u00a0seizure\u00a0of the Ukrainian state property in Crimea\u00a0and the caused losses due to the usage of the Ukrainian gas fields?<\/strong><\/p>\n

Just to remind, in September of 2015 InformNapalm already informed about <a href=\"https:\/\/informnapalm.org\/en\/drilling-rigs-of-chernomornaftogaz-were-captured-by-the-russian-104th-regiment-s-paratroopers\/\">raider actions of Russia regarding illegal armed seizure of two oil platforms<\/a>, known also as \u201cBoyko\u2019s drilling rigs\u201d. We have figured out, that servicemen of the\u00a0104th\u00a0airborne\u00a0regiment of the 76th\u00a0division\u00a0of the Russian Federation's airborne forces were responsible for this operation. After five month since the last publication we were able to clarify some circumstances of platforms' migration, and specify the Russian military units currently guarding these objects.<\/strong>\r\n\r\nAccording to the information of the State Border Guard Service of Ukraine from December 15,\u00a02015, a group of ships and boats\u00a0of the Maritime Border Guard, using radar and other surveillance means had monitored surface picture in the\u00a0territorial waters and exclusive (sea) economic zone of Ukraine. <em>\u201cAs a result of these activities\u00a0we found out, that 'Petro Hodovanets' and 'Ukraina' jack-up drilling rigs (JURs) have been moved from the zone of Odessa natural gas field closer to the Crimean peninsula (location to be defined). Also, the Russian side placed illegally seized 'Tavryda' oil drill platform on-site where these jack-up rigs were\u00a0mounted before, <strong><a href=\"https:\/\/www.google.ru\/maps\/place\/45%C2%B012'00.0%22N+30%C2%B059'00.0%22E\/@45.2098857,29.9838212,8z\/data=!4m2!3m1!1s0x0:0x0\">co-ordinates: 45\u00b012'N 30\u00b059'E<\/a><\/strong>\u201d<\/em>, as\u00a0the\u00a0border agency <a href=\"http:\/\/dpsu.gov.ua\/ru\/about\/news\/news_9679.htm\">reports<\/a>.\r\n\r\nHere you\u00a0can see the location and the distance to the Odessa Oblast coastline (100 km) and Crimea (120 km). Odessa natural gas field itself is located on the shelf 150 km to the west from Crimea and 130 km to the south from the city of Odessa. The capacity of the field is estimated in 22 billion\u00a0cubic meters of gas.\r\n\r\n<a href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/01\/Karta-1.jpg\" rel=\"attachment wp-att-18368\"><img class=\"aligncenter size-large wp-image-18368\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/01\/Karta-1-1024x469.jpg\" alt=\"Karta 1\" width=\"978\" height=\"448\" \/><\/a>\r\n\r\n<strong>Appurtenance of gas field to the economic zone of Ukraine is stated also by the norms of the international law.<\/strong> According to it, an\u00a0exclusive economic zone is an area outside territorial sea and adjacent to it, covered by special legal regime. Its width cannot go beyond 200 sea miles (370.4 km) as measured from coastal lines. The\u00a0<a href=\"http:\/\/www.kommersant.ru\/doc\/2877588\">Russian media reported<\/a>, that the operation was 'made promptly according to\u00a0an order of Sergey Aksenov, the chief of the Crimean republic' and was caused by 'complicated international situation and risks to lose vitally important assets'. Drilling rigs were transported under the escort of FSB's boats\u00a0and a missile boat\u00a0of the Russian Black Sea Fleet.\r\n\r\nWhat can we note\u00a0at the moment?\r\n\r\n'<strong>Petro Hodovanets<\/strong>' and '<strong>Ukraina<\/strong>' oil platforms continue to be guarded by the Russian military servicemen, who even met the\u00a0<a href=\"https:\/\/archive.is\/Y4I7h\">New Year<\/a> in the sea. Information and photographs from the profiles in social networks of several servicemen confirm this fact. Following the request of the chief investigator, by the <a href=\"http:\/\/www.reyestr.court.gov.ua\/Review\/54672588\">decision of the court from December 23,\u00a02015<\/a>, jacked-up drilling rigs 'Petro Hodovanets' (built in 2010) and 'Ukraina' (built in 2012) should be arrested.\r\n\r\n<a href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/01\/Uhvala-1.jpg\" rel=\"attachment wp-att-18373\"><img class=\"aligncenter size-full wp-image-18373\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/01\/Uhvala-1.jpg\" alt=\"Uhvala 1\" width=\"926\" height=\"166\" \/><\/a>\r\n\r\nThe most\u00a0interesting thing in this court decision is that nobody knows where these abovementioned drilling platforms are located; the\u00a0investigative authorities just\u00a0cite media reports regarding the movement of drilling platforms. Soon it will be a month since the last report\u00a0of the State Border Guard Service regarding the search of JURs position, but still there is no information about exact\u00a0co-ordinates.\r\n\r\n<a href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/01\/Uhvala-2.jpg\" rel=\"attachment wp-att-18374\"><img class=\"aligncenter size-full wp-image-18374\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/01\/Uhvala-2.jpg\" alt=\"Uhvala 2\" width=\"926\" height=\"86\" \/><\/a>\r\n\r\nIn extracts of the court decision we can get some information about the value of these assets and amount of losses\u00a0due to overrating of the contract purchasing price. Officials of the 'Naftogaz Ukrainy' National Oil-Stock Company on March 18,\u00a02011 signed a contract with 'ChernomorNaftoGaz' Open Joint-Stock Company, granting an\u00a0interest-free loan of 3,203 mln hryvnias for the purchase of the first JUR. In similar contract from November 3,\u00a02011 and its additional agreement the second interest-free loan on sum of 3,880 mln hryvnias was granted to purchase another\u00a0JUR. After the complex resale the final costs of JURs purchase became $400 344 000 and $399 800 000 correspondingly. At that moment sum of losses due to the overrating of the purchasing price was over 400 million dollars.\r\n\r\n<strong>So, why only now the arrest of such expensive objects was announced, if\u00a0the criminal case was initiated already in April of 2014? Why this criminal case has\u00a0not announced the exact\u00a0location\u00a0of the Ukrainian property at the moment of decision?
