{"id":7992,"date":"2016-03-21T15:14:41","date_gmt":"2016-03-21T15:14:41","guid":{"rendered":"https:\/\/informnapalm.org\/en\/?p=7992"},"modified":"2016-05-14T10:02:00","modified_gmt":"2016-05-14T10:02:00","slug":"mar21-hacker-donetsk-railway","status":"publish","type":"post","link":"https:\/\/informnapalm.org\/en\/mar21-hacker-donetsk-railway\/","title":{"rendered":"Hackers vs Donetsk Railways &#8211; InformNapalm analyzes retrieved files"},"content":{"rendered":"<p style=\"text-align: left\"><span style=\"color: #333333\"><strong><span style=\"color: #333333\">The international volunteer group InformNapalm has completed a detailed analyze of files which have been obtained from the \u00abUKV\u00bb group of hackers, collected from emails at the Ministry of Transport of \u00abDPR\u00bb and <span style=\"text-decoration: underline\"><a style=\"color: #333333;text-decoration: underline\" href=\"https:\/\/en.wikipedia.org\/wiki\/Donetsk_Railways\" target=\"_blank\">Donetsk Railways<\/a><\/span>.<\/span> <\/strong><\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\">The files were submitted for analysis by a data devotee \u00abKiDap\u00bb at the Ukrainian Cyber Force Group \u00abFM\u00bb. During our analysis of the material, we noticed some \u00abregularities\u00bb in the transport of coal and raised some interesting questions.<\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\">During relatively quiet times on the battle front, people begin to pay more attention to issues such as corruption, smuggling and the government\u2019s delicate movements. For example, sensational details of an ecological disaster with amber mining in western Ukraine or constant arrests of people who smuggle goods into the uncontrolled areas, such as smart phones, meat and dairy products.<\/span><\/p>\n<p><span style=\"color: #333333\"><a style=\"color: #333333\" href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/03\/Upravlenie_DZ.jpg\" target=\"_blank\" rel=\"attachment wp-att-8651\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-8651 size-full\" title=\"Hackers vs Donetsk Railways\" src=\"https:\/\/informnapalm.org\/sv\/wp-content\/uploads\/sites\/22\/2016\/03\/1-WzCgGRuVSRSO.jpg\" alt=\"Hackers vs Donetsk Railways\" width=\"620\" height=\"388\" \/><\/a><\/span><\/p>\n<h2 style=\"text-align: left\"><span style=\"color: #333333\"><strong><span style=\"color: #333333\">What information the hackers retrieved<\/span><br \/>\n<\/strong><\/span><\/h2>\n<p style=\"text-align: left\"><span style=\"color: #333333\">Another actuality has been the restructuring of the regional railway company <a style=\"color: #333333\" href=\"https:\/\/en.wikipedia.org\/wiki\/Donetsk_Railways\" target=\"_blank\"><span style=\"text-decoration: underline\">Donetska Zaliznitsya<\/span><\/a> \u00abDonZhD\u00bb into a single new entity with headquarters in the<a style=\"color: #333333\" href=\"http:\/\/bit.ly\/1RwkSpX\" target=\"_blank\"><span style=\"text-decoration: underline\"> town of Liman<\/span><\/a> as from 1<sup>st<\/sup> of March 2016. Therefore, the director of <a style=\"color: #333333\" href=\"http:\/\/www.uz.gov.ua\/en\/\" target=\"_blank\"><span style=\"text-decoration: underline\">Ukrainian Railways<\/span><\/a> referred to the Ukrainian Council of National Security and Defense, with s suggestion to keep existing contacts with the occupied areas open to ensure normal operation of the economic sectors.<\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\">The management of Donetsk Railways have asked the Ukrainian National Security Council to allow the branch office in Liman to cooperate with <a style=\"color: #333333\" href=\"http:\/\/www.epravda.com.ua\/rus\/news\/2016\/03\/16\/585527\/\" target=\"_blank\"><span style=\"text-decoration: underline\">business structures<\/span><\/a> who are active in the territory of the anti-terrorist operation [ATO] in accordance with the Ukrainian legislation. It is also proposed to allocate directorates which are responsible for transportation to and from the cities of Donetsk \u00abDPR\u00bb and Luhansk \u00abLPR\u00bb.<\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\">In early March 2016, the lobbyists of the tycoons Rinat Akhmetov and Viktor Nusenkin wrote a personal letter proposing a non-termination of the rail transport with the uncontrolled areas. The receivers were President Petro Poroshenko, Prime Minister Arseniy Yatseniuk, the heads of the security services \u00abSBU\u00bb, Ministry of Infrastructure, National Security Council, the executive directors of \u00abDonetsk Steel\u00bb Sergei Zinchenko, \u00abDTEK Energo\u00bb Dmitriy Sakharuk, \u00abMetinvest Shipping\u00bb Irina Lyamtseva and \u00abUMG Trading\u00bb Sergei Melnichenko.<\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\">During our investigation, we began to understand the concern of the Ukrainian millionaires. Reporters who often visit Donbass often raise questions about freight cars <a style=\"color: #333333\" href=\"https:\/\/www.facebook.com\/bochkala\/posts\/1118454854873569?pnref=story\" target=\"_blank\"><span style=\"text-decoration: underline\">filled with coal<\/span><\/a>, observed on railway junctions not far from the ATO zone. Not a few wagons, but complete freight trains. At the same time, it is known that rail traffic to and from the uncontrolled areas is prohibited.<\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\"><strong>For InformNapalm there are no taboo subjects<\/strong><\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\">Thanks to the information disclosed by the Ukrainian cyber forces, we would like to inform about the type, volume, and the main direction of movement of the goods, as it proved to be a continuous stream from the uncontrolled areas. Note that Donetsk Railways are also registered in the city of Donetsk in 68, Art\u00ebm Street, \u00abDPR\u00bb. The organization operates under the laws of both \u00abDPR\u00bb and its transport ministry, and the Republic of Ukraine, as the Ukrainian tax authorities continuously receive necessary reports. It also seems that the same software is used on both sides of the border. This conclusion is based on the files retrieved from the hacked email account, which in turn allowed us to summarize and analyze all passages in February 2016. In addition to a huge amount of letters, there were also reports and law projects on the Transport Ministry&#8217;s e-mail account. In addition, we also discovered graphics showing the rail network with neatly marked stations in Ukraine and the breakaway territories of \u00abDPR\u00bb and \u00abLPR\u00bb.<\/span><\/p>\n<p><span style=\"color: #333333\"><a style=\"color: #333333\" href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/03\/12422369_1571229876522817_2105591171_o.jpg\" target=\"_blank\" rel=\"attachment wp-att-8652\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-8652 size-full\" title=\"Donetsk Railways DonZhD\" src=\"https:\/\/informnapalm.org\/sv\/wp-content\/uploads\/sites\/22\/2016\/03\/2-235852PwEzgT1G.jpg\" alt=\"Donetsk Railways DonZhD\" width=\"620\" height=\"447\" \/><\/a><\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\"><strong>Rail transportation in February 2016<\/strong><\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\"><a style=\"color: #333333\" href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/03\/zhd.xlsx\" target=\"_blank\">To understand the entire scale of the situation, we present a <span style=\"text-decoration: underline\">summary table<\/span> [in Russian]. The table contains a list of all inter-station shipments upon daily basis<\/a>. Thanks to this scheme, made by the \u00abDPR\u00bb Ministry of Transport, we have been able to distinguish freight traffic by destination as follows: Within the uncontrolled areas [yellow], to Ukraine [blue], abroad [green], and separately to Russia [pink]. We were also astonished by exports to the EU.<\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\">In February 2016, 26,422 freight cars entered Ukraine from Donetsk \u00abDPR\u00bb and 15,350 from Luhansk \u00abLPR\u00bb. The first question to be answered now is: \u00abHow much coal was brought into Ukraine in February 2016 and what about the geography of the transports\u00bb? Altogether, 12,335 freight cars loaded with coal from the uncontrolled areas were exported to Ukraine. This is about 741,300 tons, based on 60-ton wagons.<\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\"><strong>Ukrainian thermal power stations<\/strong><\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\">\u2023 Luhansk TPP \u00abDTEK VostokEnergo\u00bb in Shchastya, 2,203 wagons, 132,180 tons<\/span><br \/>\n<span style=\"color: #333333\"> \u2023 Zmiivska TPP, 55 km from the city of Kharkiv, 1,285 wagons, 77,100 tons<\/span><br \/>\n<span style=\"color: #333333\"> \u2023 Slovyansk TPP \u00abDonbasEnergo\u00bb Nikolaivka, 969 wagons, 58,140 tons<\/span><br \/>\n<span style=\"color: #333333\"> \u2023 \u00abDTEK DneproEnergo\u00bb 4,452 wagons, 267,120 tons<\/span><br \/>\n<span style=\"color: #333333\"> \u2023 Trypilska TPP \u00abTsentrEnergo\u00bb Ukrainka near Kyiv, 350 wagons, 21,000 tons<\/span><br \/>\n<span style=\"color: #333333\"> \u2023 \u00abKramatorskTeploEnergo\u00bb 399 wagons, 23,940 tons<\/span><br \/>\n<span style=\"color: #333333\"> \u2023 Chernigiv TPP \u00abCompany Tekhnova\u00bb 195 wagons, 11,700 tons<\/span><br \/>\n<span style=\"color: #333333\"> \u2023 Eskharovska TPP \u00abDV Oil companies\u00bb linked to Yuri Boiko, 542 wagons, 32,420 tons<\/span><\/p>\n<hr align=\"left\" width=\"45%\" \/>\n<p style=\"text-align: left\"><span style=\"color: #333333\"><strong>Transported wagons from the occupied zone<\/strong><\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\">441 wagons of metallurgical coal, 485 wagons of coal concentrate were transported from the uncontrolled areas to Avdiivka coke plant, 360 wagons with anthracite were sent to \u00abIllich\u00bb iron and steel works in Mariupol.<\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\">\u00abArcelorMittal Kryvyi Rig\u00bb received metallurgical coal from \u00abNusenkin Group\u00bb. 916 wagons from \u00abYasynuvata coke factory\u00bb. 25 wagons from \u00abDonetsk Stal\u00bb. 48 wagons from \u00abMakeevKoks\u00bb.<\/span><\/p>\n<p><span style=\"color: #333333\"><a style=\"color: #333333\" href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/03\/970225_1116860168366371_4000646170122281978_n.jpg\" target=\"_blank\" rel=\"attachment wp-att-8653\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-8653 size-full\" title=\"Russian Railways RZhD\" src=\"https:\/\/informnapalm.org\/sv\/wp-content\/uploads\/sites\/22\/2016\/03\/3-940tCmeJP6f.jpg\" alt=\"Russian Railways RZhD\" width=\"620\" height=\"424\" \/><\/a><\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\">\u00abZaporozhStal\u00bb received 30 wagons with blast furnace dust from \u00abDonetsk Stal\u00bb. 533 wagons of fluxing stone from \u00abKomsomolskoe RudUpravlenie\u00bb which is a sub unit of \u00abMetinvest\u00bb.<\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\">\u00abIllich\u00bb iron and steel works received 2,894 wagons with fluxing stone from \u00abKomsomolskoe RudUpravlenie\u00bb.<\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\">\u00abUkrtransgaz\u00bb bought 624 wagons of cast iron from \u00abDonetsk Stal\u00bb.<\/span><\/p>\n<p><span style=\"color: #333333\"><a style=\"color: #333333\" href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/03\/11825891_1116859608366427_2258480236971059196_n.jpg\" target=\"_blank\" rel=\"attachment wp-att-8654\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-8654 size-full\" title=\"Russian Railways RZhD\" src=\"https:\/\/informnapalm.org\/sv\/wp-content\/uploads\/sites\/22\/2016\/03\/4-4252s1kZlg3u.jpg\" alt=\"Russian Railways RZhD\" width=\"620\" height=\"424\" \/><\/a><\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\">Branches of \u00abMetinvest-TSMC\u00bb bought rolled steel from the occupied territories.<\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\">\u00abUGMK\u00bb Ukrainian Mining and Metallurgical Company acquired 101 wagons of sheet metal from \u00abAlchevsk Metallurgical Complex\u00bb.<\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\">\u00abDneproskiy Metal Factory\u00bb received 1,829 wagons of coke. 61 wagons of heat coke. 26 wagons of steel.<\/span><\/p>\n<hr align=\"left\" width=\"45%\" \/>\n<p style=\"text-align: left\"><span style=\"color: #333333\">Exports of coal from the occupied territories through the territory of Ukraine was not registered in February. But in March 2016, reporters claimed the opposite by showing pictures of green wagons with \u00abRZhD\u00bb Russian Railways markings in Liman. Exports of metallurgical products indeed took place, to destinations and stations abroad, stations near ports, and at the Ukrainian border.<\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\">\u00abYenakievo Metallurgical Complex\u00bb delivered 755 wagons with steel to the port of Bryansk. 111 wagons to the port of Izmail, 297 wagons of iron rods to the port of Nikolaev. 309 wagons to the port of Odessa. 135 wagons were sent to the Polish border [Izov station in Mostiska], 19 wagons of rolled steel to Belarus [Kolyadychi station]. 83 cars to Russia. <\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\">\u00abMakeevKoks\u00bb delivered 51 wagons of raw materials for coke and by-product to Russia.<\/span><\/p>\n<hr align=\"left\" width=\"45%\" \/>\n<p style=\"text-align: left\"><span style=\"color: #333333\">The geography of export traffic from the breakaway republic of Luhansk \u00abLPR\u00bb is much broader. \u00abAlchevsk Metallurgical Complex\u00bb delivered 927 wagons of steel to the Hungarian border [Batevo station]. We also have information about 30 wagons of steel transported to Vadul-Siret, which is the last station before Romania. 161 wagons of steel were sent to Mostyska near the border with Poland. 39 wagons were directed to Belarus. 33 wagons to the port in the Ukrainian city of Izmail. 61 wagons of coal were sent to Liepaja and Magali stations of Latvian Railways. 3 wagons went to \u00dclemiste, Estonia. 391 wagons with metal were exported through the port of Odessa. 219 wagons with tar were sent to the Ukrainian border towns of Uzhgorod and Chop. Russia received only 49 wagons of sheet metal.<\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\">The management of the metallurgical plants in the occupied territories have carefully re-registered the plants on Ukrainian territory. Therefore, exports have been possible. \u00abAlchevsk Metallurgical Complex\u00bb is reregistered in the city of Severodonetsk and \u00abYenakievo Metallurgical Complex\u00bb in Mariupol. All taxes seem to go to Ukraine. No matter what their self-appointed leaders say, not a single international contract or transportation to a port would have been possible without Ukraine. Furthermore, the export volumes to Russia are not impressive.<\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\"><strong>Donetsk Railways withdrawn from Ukrainian jurisdiction<\/strong><\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\">On the 5th of March 2016, after the disbanding of Donetsk Railways, Minister of Transport of the \u00abDPR\u00bb <a style=\"color: #333333\" href=\"http:\/\/dan-news.info\/ukraine\/dnr-s-marta-vyvelo-donzhd-iz-ukrainskogo-pravovogo-polya-mintrans.html\" target=\"_blank\"><span style=\"text-decoration: underline\">Sem\u00ebn Kuzmenko<\/span><\/a>, announced its withdrawal from the Ukrainian jurisdiction.<\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\">\u00abLet me remind you that since the beginning of March, all contracts with carriers have been completely re-registered to Liman, which means that Donetsk is excluded from these activities. Donetsk Railways closes all accounts in the legal framework of Ukraine. All former activities in Ukraine were undertaken unilaterally without consulting us\u00bb Kuzmenko said.<\/span><\/p>\n<p><span style=\"color: #333333\"><a style=\"color: #333333\" href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/03\/Mintrans.jpg\" target=\"_blank\" rel=\"attachment wp-att-8656\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-8656 size-full\" title=\"Semen Kuzmenko\" src=\"https:\/\/informnapalm.org\/sv\/wp-content\/uploads\/sites\/22\/2016\/03\/6-4150NDt0IhKi.jpg\" alt=\"Semen Kuzmenko\" width=\"620\" height=\"359\" \/><\/a><\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\">The Minister also said that the negative effects of a full transfer of Donetsk Railways to the jurisdiction of \u00abDPR\u00bb will be very noticeable to the Ukrainian economy and aggravate the Ukrainian industry.<\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\">Meanwhile, the employees of Donetsk railways have not received their salaries for the last month. <a style=\"color: #333333\" href=\"http:\/\/vk.com\/donetskrailway\" target=\"_blank\">People are not so optimistic on <span style=\"text-decoration: underline\">social networks<\/span>, because Ukraine is better to pay on a regular basis<\/a>. What will happen next is unknown, some talk about getting owed as humanitarian aid, while others believe that the tycoon Rinat Akhmetov will personally handle the matter, since this new situation is not profitable for him. Something which is also confirmed by the provided volume of shipments to and from \u00abYenakievo Metallurgical Complex\u00bb.<\/span><\/p>\n<p><span style=\"color: #333333\"><a style=\"color: #333333\" href=\"https:\/\/informnapalm.org\/sv\/wp-content\/uploads\/sites\/22\/2016\/03\/7-iCgRgM7BlX.jpg\" target=\"_blank\" rel=\"attachment wp-att-8657\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-8657 size-full\" title=\"Donetsk Railroads employees\" src=\"https:\/\/informnapalm.org\/sv\/wp-content\/uploads\/sites\/22\/2016\/03\/7-iCgRgM7BlX.jpg\" alt=\"Donetsk Railroads employees\" width=\"620\" height=\"365\" \/><\/a><\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\">We have tried to explain the current situation of rail freight traffic from the uncontrolled areas to Ukraine. It is difficult to predict what will happen. But all indications show that negotiations will be conducted at the highest level.<\/span><\/p>\n<p style=\"text-align: left\"><span style=\"color: #333333\">While some believe that cooperation with companies in the breakaway regions is the same as backing terrorism, others sees the loss because of destroyed relationships. In any case, the current cargo hauling looks like a recognition of the pseudo-republics by Ukraine. During our analysis of the material, we noticed some \u00abregularities\u00bb in the transport of coal and raised some interesting questions.<\/span><\/p>\r\n<p style=\"text-align: left\"><span style=\"color: #333333\">During relatively quiet times on the battle front, people begin to pay more attention to issues such as corruption, smuggling and the government\u2019s delicate movements. For example, sensational details of an ecological disaster with amber mining in western Ukraine or constant arrests of people who smuggle goods into the uncontrolled areas, such as smart phones, meat and dairy products.<\/span><\/p>\r\n<span style=\"color: #333333\"><a style=\"color: #333333\" href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/03\/Upravlenie_DZ.jpg\" target=\"_blank\" rel=\"attachment wp-att-8651\"><img class=\"alignnone wp-image-8651 size-full\" title=\"Hackers vs Donetsk Railways\" src=\"https:\/\/informnapalm.org\/sv\/wp-content\/uploads\/sites\/22\/2016\/03\/1-WzCgGRuVSRSO.jpg\" alt=\"Hackers vs Donetsk Railways\" width=\"620\" height=\"388\" \/><\/a><\/span>\r\n<h2 style=\"text-align: left\"><span style=\"color: #333333\"><strong><span style=\"color: #333333\">What information the hackers retrieved<\/span>\r\n<\/strong><\/span><\/h2>\r\n<p style=\"text-align: left\"><span style=\"color: #333333\">Another actuality has been the restructuring of the regional railway company <a style=\"color: #333333\" href=\"https:\/\/en.wikipedia.org\/wiki\/Donetsk_Railways\" target=\"_blank\"><span style=\"text-decoration: underline\">Donetska Zaliznitsya<\/span><\/a> \u00abDonZhD\u00bb into a single new entity with headquarters in the<a style=\"color: #333333\" href=\"http:\/\/bit.ly\/1RwkSpX\" target=\"_blank\"><span style=\"text-decoration: underline\"> town of Liman<\/span><\/a> as from 1<sup>st<\/sup> of March 2016. Therefore, the director of <a style=\"color: #333333\" href=\"http:\/\/www.uz.gov.ua\/en\/\" target=\"_blank\"><span style=\"text-decoration: underline\">Ukrainian Railways<\/span><\/a> referred to the Ukrainian Council of National Security and Defense, with s suggestion to keep existing contacts with the occupied areas open to ensure normal operation of the economic sectors.<\/span><\/p>\r\n<p style=\"text-align: left\"><span style=\"color: #333333\">The management of Donetsk Railways have asked the Ukrainian National Security Council to allow the branch office in Liman to cooperate with <a style=\"color: #333333\" href=\"http:\/\/www.epravda.com.ua\/rus\/news\/2016\/03\/16\/585527\/\" target=\"_blank\"><span style=\"text-decoration: underline\">business structures<\/span><\/a> who are active in the territory of the anti-terrorist operation [ATO] in accordance with the Ukrainian legislation. It is also proposed to allocate directorates which are responsible for transportation to and from the cities of Donetsk \u00abDPR\u00bb and Luhansk \u00abLPR\u00bb.<\/span><\/p>\r\n<p style=\"text-align: left\"><span style=\"color: #333333\">In early March 2016, the lobbyists of the tycoons Rinat Akhmetov and Viktor Nusenkin wrote a personal letter proposing a non-termination of the rail transport with the uncontrolled areas. The receivers were President Petro Poroshenko, Prime Minister Arseniy Yatseniuk, the heads of the security services \u00abSBU\u00bb, Ministry of Infrastructure, National Security Council, the executive directors of \u00abDonetsk Steel\u00bb Sergei Zinchenko, \u00abDTEK Energo\u00bb Dmitriy Sakharuk, \u00abMetinvest Shipping\u00bb Irina Lyamtseva and \u00abUMG Trading\u00bb Sergei Melnichenko.<\/span><\/p>\r\n<p style=\"text-align: left\"><span style=\"color: #333333\">During our investigation, we began to understand the concern of the Ukrainian millionaires. Reporters who often visit Donbass often raise questions about freight cars <a style=\"color: #333333\" href=\"https:\/\/www.facebook.com\/bochkala\/posts\/1118454854873569?pnref=story\" target=\"_blank\"><span style=\"text-decoration: underline\">filled with coal<\/span><\/a>, observed on railway junctions not far from the ATO zone. Not a few wagons, but complete freight trains. At the same time, it is known that rail traffic to and from the uncontrolled areas is prohibited.<\/span><\/p>\r\n<p style=\"text-align: left\"><span style=\"color: #333333\"><strong>For InformNapalm there are no taboo subjects<\/strong><\/span><\/p>\r\n<p style=\"text-align: left\"><span style=\"color: #333333\">Thanks to the information disclosed by the Ukrainian cyber forces, we would like to inform about the type, volume, and the main direction of movement of the goods, as it proved to be a continuous stream from the uncontrolled areas. Note that Donetsk Railways are also registered in the city of Donetsk in 68, Art\u00ebm Street, \u00abDPR\u00bb. The organization operates under the laws of both \u00abDPR\u00bb and its transport ministry, and the Republic of Ukraine, as the Ukrainian tax authorities continuously receive necessary reports. It also seems that the same software is used on both sides of the border. This conclusion is based on the files retrieved from the hacked email account, which in turn allowed us to summarize and analyze all passages in February 2016. In addition to a huge amount of letters, there were also reports and law projects on the Transport Ministry's e-mail account. Thanks to this scheme, made by the \u00abDPR\u00bb Ministry of Transport, we have been able to distinguish freight traffic by destination as follows: Within the uncontrolled areas [yellow], to Ukraine [blue], abroad [green], and separately to Russia [pink]. We were also astonished by exports to the EU.<\/span><\/p>\r\n<p style=\"text-align: left\"><span style=\"color: #333333\">In February 2016, 26,422 freight cars entered Ukraine from Donetsk \u00abDPR\u00bb and 15,350 from Luhansk \u00abLPR\u00bb. The first question to be answered now is: \u00abHow much coal was brought into Ukraine in February 2016 and what about the geography of the transports\u00bb? Altogether, 12,335 freight cars loaded with coal from the uncontrolled areas were exported to Ukraine. This is about 741,300 tons, based on 60-ton wagons.<\/span><\/p>\r\n<p style=\"text-align: left\"><span style=\"color: #333333\"><strong>Ukrainian thermal power stations<\/strong><\/span><\/p>\r\n<p style=\"text-align: left\"><span style=\"color: #333333\">\u2023 Luhansk TPP \u00abDTEK VostokEnergo\u00bb in Shchastya, 2,203 wagons, 132,180 tons<\/span>\r\n<span style=\"color: #333333\"> \u2023 Zmiivska TPP, 55 km from the city of Kharkiv, 1,285 wagons, 77,100 tons<\/span>\r\n<span style=\"color: #333333\"> \u2023 Slovyansk TPP \u00abDonbasEnergo\u00bb Nikolaivka, 969 wagons, 58,140 tons<\/span>\r\n<span style=\"color: #333333\"> \u2023 \u00abDTEK DneproEnergo\u00bb 4,452 wagons, 267,120 tons<\/span>\r\n<span style=\"color: #333333\"> \u2023 Trypilska TPP \u00abTsentrEnergo\u00bb Ukrainka near Kyiv, 350 wagons, 21,000 tons<\/span>\r\n<span style=\"color: #333333\"> \u2023 \u00abKramatorskTeploEnergo\u00bb 399 wagons, 23,940 tons<\/span>\r\n<span style=\"color: #333333\"> \u2023 Chernigiv TPP \u00abCompany Tekhnova\u00bb 195 wagons, 11,700 tons<\/span>\r\n<span style=\"color: #333333\"> \u2023 Eskharovska TPP \u00abDV Oil companies\u00bb linked to Yuri Boiko, 542 wagons, 32,420 tons<\/span><\/p>\r\n\r\n\r\n<hr align=\"left\" width=\"45%\" \/>\r\n<p style=\"text-align: left\"><span style=\"color: #333333\"><strong>Transported wagons from the occupied zone<\/strong><\/span><\/p>\r\n<p style=\"text-align: left\"><span style=\"color: #333333\">441 wagons of metallurgical coal, 485 wagons of coal concentrate were transported from the uncontrolled areas to Avdiivka coke plant, 360 wagons with anthracite were sent to \u00abIllich\u00bb iron and steel works in Mariupol.<\/span><\/p>\r\n<p style=\"text-align: left\"><span style=\"color: #333333\">\u00abArcelorMittal Kryvyi Rig\u00bb received metallurgical coal from \u00abNusenkin Group\u00bb. 916 wagons from \u00abYasynuvata coke factory\u00bb. 25 wagons from \u00abDonetsk Stal\u00bb. 48 wagons from \u00abMakeevKoks\u00bb.<\/span><\/p>\r\n<span style=\"color: #333333\"><a style=\"color: #333333\" href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/03\/970225_1116860168366371_4000646170122281978_n.jpg\" target=\"_blank\" rel=\"attachment wp-att-8653\"><img class=\"alignnone wp-image-8653 size-full\" title=\"Russian Railways RZhD\" src=\"https:\/\/informnapalm.org\/sv\/wp-content\/uploads\/sites\/22\/2016\/03\/3-940tCmeJP6f.jpg\" alt=\"Russian Railways RZhD\" width=\"620\" height=\"424\" \/><\/a><\/span>\r\n<p style=\"text-align: left\"><span style=\"color: #333333\">\u00abZaporozhStal\u00bb received 30 wagons with blast furnace dust from \u00abDonetsk Stal\u00bb. 533 wagons of fluxing stone from \u00abKomsomolskoe RudUpravlenie\u00bb which is a sub unit of \u00abMetinvest\u00bb.<\/span><\/p>\r\n<p style=\"text-align: left\"><span style=\"color: #333333\">\u00abIllich\u00bb iron and steel works received 2,894 wagons with fluxing stone from \u00abKomsomolskoe RudUpravlenie\u00bb.<\/span><\/p>\r\n<p style=\"text-align: left\"><span style=\"color: #333333\">\u00abUkrtransgaz\u00bb bought 624 wagons of cast iron from \u00abDonetsk Stal\u00bb.<\/span><\/p>\r\n<span style=\"color: #333333\"><a style=\"color: #333333\" href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/03\/11825891_1116859608366427_2258480236971059196_n.jpg\" target=\"_blank\" rel=\"attachment wp-att-8654\"><img class=\"alignnone wp-image-8654 size-full\" title=\"Russian Railways RZhD\" src=\"https:\/\/informnapalm.org\/sv\/wp-content\/uploads\/sites\/22\/2016\/03\/4-4252s1kZlg3u.jpg\" alt=\"Russian Railways RZhD\" width=\"620\" height=\"424\" \/><\/a><\/span>\r\n<p style=\"text-align: left\"><span style=\"color: #333333\">Branches of \u00abMetinvest-TSMC\u00bb bought rolled steel from the occupied territories.<\/span><\/p>\r\n<p style=\"text-align: left\"><span style=\"color: #333333\">\u00abUGMK\u00bb Ukrainian Mining and Metallurgical Company acquired 101 wagons of sheet metal from \u00abAlchevsk Metallurgical Complex\u00bb.<\/span><\/p>\r\n<p style=\"text-align: left\"><span style=\"color: #333333\">\u00abDneproskiy Metal Factory\u00bb received 1,829 wagons of coke. 61 wagons of heat coke. 26 wagons of steel.<\/span><\/p>\r\n\r\n\r\n<hr align=\"left\" width=\"45%\" \/>\r\n<p style=\"text-align: left\"><span style=\"color: #333333\">Exports of coal from the occupied territories through the territory of Ukraine was not registered in February. But in March 2016, reporters claimed the opposite by showing pictures of green wagons with \u00abRZhD\u00bb Russian Railways markings in Liman. We also have information about 30 wagons of steel transported to Vadul-Siret, which is the last station before Romania. 161 wagons of steel were sent to Mostyska near the border with Poland. 39 wagons were directed to Belarus. 33 wagons to the port in the Ukrainian city of Izmail. 61 wagons of coal were sent to Liepaja and Magali stations of Latvian Railways. 3 wagons went to \u00dclemiste, Estonia. 391 wagons with metal were exported through the port of Odessa. 219 wagons with tar were sent to the Ukrainian border towns of Uzhgorod and Chop. Russia received only 49 wagons of sheet metal.<\/span><\/p>\r\n<p style=\"text-align: left\"><span style=\"color: #333333\">The management of the metallurgical plants in the occupied territories have carefully re-registered the plants on Ukrainian territory. Therefore, exports have been possible. \u00abAlchevsk Metallurgical Complex\u00bb is reregistered in the city of Severodonetsk and \u00abYenakievo Metallurgical Complex\u00bb in Mariupol. Furthermore, the export volumes to Russia are not impressive.<\/span><\/p>\r\n<p style=\"text-align: left\"><span style=\"color: #333333\"><strong>Donetsk Railways withdrawn from Ukrainian jurisdiction<\/strong><\/span><\/p>\r\n<p style=\"text-align: left\"><span style=\"color: #333333\">On the 5th of March 2016, after the disbanding of Donetsk Railways, Minister of Transport of the \u00abDPR\u00bb <a style=\"color: #333333\" href=\"http:\/\/dan-news.info\/ukraine\/dnr-s-marta-vyvelo-donzhd-iz-ukrainskogo-pravovogo-polya-mintrans.html\" target=\"_blank\"><span style=\"text-decoration: underline\">Sem\u00ebn Kuzmenko<\/span><\/a>, announced its withdrawal from the Ukrainian jurisdiction.<\/span><\/p>\r\n<p style=\"text-align: left\"><span style=\"color: #333333\">\u00abLet me remind you that since the beginning of March, all contracts with carriers have been completely re-registered to Liman, which means that Donetsk is excluded from these activities. Donetsk Railways closes all accounts in the legal framework of Ukraine. All former activities in Ukraine were undertaken unilaterally without consulting us\u00bb Kuzmenko said.<\/span><\/p>\r\n<span style=\"color: #333333\"><a style=\"color: #333333\" href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/03\/Mintrans.jpg\" target=\"_blank\" rel=\"attachment wp-att-8656\"><img class=\"alignnone wp-image-8656 size-full\" title=\"Semen Kuzmenko\" src=\"https:\/\/informnapalm.org\/sv\/wp-content\/uploads\/sites\/22\/2016\/03\/6-4150NDt0IhKi.jpg\" alt=\"Semen Kuzmenko\" width=\"620\" height=\"359\" \/><\/a><\/span>\r\n<p style=\"text-align: left\"><span style=\"color: #333333\">The Minister also said that the negative effects of a full transfer of Donetsk Railways to the jurisdiction of \u00abDPR\u00bb will be very noticeable to the Ukrainian economy and aggravate the Ukrainian industry.<\/span><\/p>\r\n<p style=\"text-align: left\"><span style=\"color: #333333\">Meanwhile, the employees of Donetsk railways have not received their salaries for the last month. <a style=\"color: #333333\" href=\"http:\/\/vk.com\/donetskrailway\" target=\"_blank\">People are not so optimistic on <span style=\"text-decoration: underline\">social networks<\/span>, because Ukraine is better to pay on a regular basis<\/a>. What will happen next is unknown, some talk about getting owed as humanitarian aid, while others believe that the tycoon Rinat Akhmetov will personally handle the matter, since this new situation is not profitable for him. Something which is also confirmed by the provided volume of shipments to and from \u00abYenakievo Metallurgical Complex\u00bb.<\/span><\/p>\r\n<span style=\"color: #333333\"><a style=\"color: #333333\" href=\"https:\/\/informnapalm.org\/sv\/wp-content\/uploads\/sites\/22\/2016\/03\/7-iCgRgM7BlX.jpg\" target=\"_blank\" rel=\"attachment wp-att-8657\"><img class=\"alignnone wp-image-8657 size-full\" title=\"Donetsk Railroads employees\" src=\"https:\/\/informnapalm.org\/sv\/wp-content\/uploads\/sites\/22\/2016\/03\/7-iCgRgM7BlX.jpg\" alt=\"Donetsk Railroads employees\" width=\"620\" height=\"365\" \/><\/a><\/span>\r\n<p style=\"text-align: left\"><span style=\"color: #333333\">We have tried to explain the current situation of rail freight traffic from the uncontrolled areas to Ukraine. It is difficult to predict what will happen.
