There are fresh reports of terrorist attacks in the Republic of Dagestan. On March 29, gunmen ambushed a police convoy on the Caucasus motorway destroying a Ural truck and an UAZ-Hunter police jeep, killing one policeman (lieutenant Igor Mutsenik) and wounding two more (lieutenant colonel Eugeniy Guva and sergeant major Sergei Popov). Another terrorist attack took place on the following day. Islamic State claimed responsibility for both incidents.\u00a0<\/strong>(Photo:\u00a0 destroyed UAZ police jeep on March 29, 2016).<\/p>\n<div style=\"width: 311px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" class=\"\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2016\/04\/2.jpg\" alt=\"\" width=\"301\" height=\"167\" \/><\/p>\n<p class=\"wp-caption-text\">Mujahidin of the Caucasus Emirate group in Syria, 2015<\/p>\n<\/div>\n<p>The Salafist armed cells in the North Caucasus have recently gone through the first stage of replacement of their key actors. The Caucasus Emirate (CE) group has finally lost its regional leadership to a more aggressive and better publicized rival, the Islamic State (IS) and specifically to its Caucasus Province. Moscow had played an important role in this transformation of the Salafist armed cells, as\u00a0<strong>InformNapalm<\/strong>\u00a0<a href=\"https:\/\/informnapalm.org\/en\/moscow-formats-north-caucasus-as-the-islamic-state\/\" target=\"_blank\">reported earlier.<\/a><\/p>\n<p>In 2016, IS in Syria found itself under simultaneous attack by the US-led International Counterterrorism Alliance, the Kurds, Bashar Assad\u2019s government forces and Jabhat al-Nusra (Syrian Al-Qaida). The IS has been suffering setbacks on all fronts. The capture of Palmyra by Assad&#8217;s government forces on March 27 is set to become a major breakthrough in the fight against IS. The IS units started a retreat towards Deir ez-Zor and Raqqa.<\/p>\n<div style=\"width: 310px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" class=\"\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2016\/04\/3.jpg\" alt=\"\" width=\"300\" height=\"194\" \/><\/p>\n<p class=\"wp-caption-text\">Abu Muhammad al-Julani, Emir of Jabhat al-Nusra<\/p>\n<\/div>\n<p>The victory at Palmyra boosted the morale of the Assad\u2019s forces. On April 4 the IS militants were already holding the airport of Deir ez-Zor against Assad&#8217;s <a href=\"https:\/\/informnapalm.org\/15798-koalytsyya-rossyy-s-zapadom\/\">Syrian Arab Army<\/a>. At the same time, units of the Free Syrian Army (FSA) backed by Turkish artillery pressed IS out of al-Rai city in the north of the Aleppo Governorate.<\/p>\n<p>Previously, in February, 2016, the Kurds drove IS from the majority of cities in the east of the Aleppo Governorate. In particular, they captured a strategic location at Tell Rifaat.<\/p>\n<p>Mounting confrontation between Al-Qaida and IS as well as strife between between other Islamist groups (a flare-up between Jabhat al-Nusra and IS, conflicts between Jabhat al-Nusra and \u201c13th division\u201d a predominantly Salafist FSA unit etc.) will result in an outflow of Mujahidin from Syria.<\/p>\n<p><strong>The setbacks of IS in Syria and Iraq will drive the group leader &#8220;khalif&#8221; Abu Baqr Al-Baghdadi to seek progress elsewhere.<\/strong>\u00a0More resources will be put into preparation of terrorist attacks on civilian targets in the EU countries. Besides, the IS militant activity will grow in Yemen, Libya, Afghanistan and the North-Caucasians Republics of the Russian Federation.<\/p>\n<div style=\"width: 650px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2016\/04\/4.jpg\" alt=\"\" width=\"640\" height=\"850\" \/><\/p>\n<p class=\"wp-caption-text\">Special forces surrounding a Salafi mosque in Makhachkala, Russian Federation in 2014.<\/p>\n<\/div>\n<p>It is vitally important for the IS cells in Russia to win the support of both CE and regular Salafi youth, as a recruiting pool for the armed groups. For this reason, the activity of the IS Caucasus Province in the near future will be solely focused on the &#8220;legitimate&#8221; military targets (army, police, Federal Security Service (FSB) of Russia). For IS, it is a typical and proven early stage tactic to win the support of the broad civilian Muslim population. The indiscriminate terror involving civilian targets will start later. The popularity of IS and swelling of its ranks will be indirectly assisted by the Kremlin through the following factors:<\/p>\n<ul>\n<li>its participation in the Syrian war on the Shia side;<\/li>\n<li>low standards of living, first of all, in Dagestan;<\/li>\n<li>lack of fair judiciary and rampant corruption at the law enforcement agencies (there is a strong demand for justice between the youth of the North-Caucasus, which neither republican or federal institutions are able to deliver);<\/li>\n<li>regular unfounded repressions against the imams, in Ingushetia and Dagestan in particular;<\/li>\n<li>crackdown on Salafi mosques in Dagestan and preemptive listing of Salafis in Chechnya, replacing of imams with those loyal to the federal authorities;<\/li>\n<li>regular kidnapping of locals by the law enforcement officers (the latest case was reported on February 2, in Gudermes, Chechnya);<\/li>\n<li>destruction of property belonging to the families of the militants and persecution of their relatives in Chechnya, etc.<\/li>\n<\/ul>\n<p>Consequently, targeted attacks on the law enforcement authorities epitomizing corruption and lawlessness in the North Caucasus, will be winning public support to IS.<\/p>\n<div style=\"width: 311px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" class=\"\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2016\/04\/5.jpg\" alt=\"\" width=\"301\" height=\"161\" \/><\/p>\n<p class=\"wp-caption-text\">Burned houses of the Caucasus Emirate Mujahidin in Chechnya, 2014<\/p>\n<\/div>\n<p>Moscow sees the situation in the region as \u201cthe war on terror\u201d and seeks to suppress the armed guerrilla purely by force. The FSB, the Investigation Committee and other law enforcement agencies will be reporting to Moscow of eliminations of \u201cemirs and armed gangs\u201d, but the reports and figures will be much inflated, as ever before. There will be tactical victories against the armed cells, but their effect will be short-lived. The Salafis (both IS and CE) have shed the tactics of \u201cforest guerrilla\u201d of 2001 and of &#8220;urban guerilla\u201d of 2007. There are no more &#8220;guerrilla units&#8221; roaming the forests, therefore reports of &#8220;areas cleanup&#8221;\u00a0 in the Caucasus have little value for the counter-terrorism operations. Modern Islamist cells are widely dispersed; there are no large concentrations of forces in villages or in sectors of the mountains and forests. Basements of private houses or apartments in residential buildings can serve as bases. The small armed gangs have reached a new level of impact in major cities.<\/p>\n<p>The influence of CE will be declining further, in particular due to massive problems inside Al-Qaida. Syria, Yemen and Afghanistan where IS is fighting for influence will be the focus of this year. Bin Laden\u2019s followers are able establish control over certain territories in these countries. That is why Al-Qaida will have to limit the support of its Caucasus Emirate.<\/p>\n<p>Moscow, increasingly clamping down on Caucasus, will further stimulate the transformation of Salafi armed groups and bring about new forms of resistance to the federal and local authorities. The Kremlin tactics remain the same \u2013 respond to terrorism with more terrorism. There are fresh reports of terrorist attacks in the Republic of Dagestan. On March 29, gunmen ambushed a police convoy on the Caucasus motorway destroying a Ural truck and an UAZ-Hunter police jeep, killing one policeman (lieutenant Igor Mutsenik) and wounding two more (lieutenant colonel Eugeniy Guva and sergeant major Sergei Popov). Another terrorist attack took place on the following day. Islamic State claimed responsibility for both incidents.\u00a0<\/strong>(Photo:\u00a0 destroyed UAZ police jeep on March 29, 2016).\r\n\r\n[caption id=\"\" align=\"alignleft\" width=\"301\"]<img class=\"\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2016\/04\/2.jpg\" alt=\"\" width=\"301\" height=\"167\" \/> Mujahidin of the Caucasus Emirate group in Syria, 2015[\/caption]\r\n\r\nThe Salafist armed cells in the North Caucasus have recently gone through the first stage of replacement of their key actors. The Caucasus Emirate (CE) group has finally lost its regional leadership to a more aggressive and better publicized rival, the Islamic State (IS) and specifically to its Caucasus Province. Moscow had played an important role in this transformation of the Salafist armed cells, as\u00a0<strong>InformNapalm<\/strong>\u00a0<a href=\"https:\/\/informnapalm.org\/en\/moscow-formats-north-caucasus-as-the-islamic-state\/\" target=\"_blank\">reported earlier.<\/a>\r\n\r\nIn 2016, IS in Syria found itself under simultaneous attack by the US-led International Counterterrorism Alliance, the Kurds, Bashar Assad\u2019s government forces and Jabhat al-Nusra (Syrian Al-Qaida). The IS has been suffering setbacks on all fronts. The capture of Palmyra by Assad's government forces on March 27 is set to become a major breakthrough in the fight against IS. The IS units started a retreat towards Deir ez-Zor and Raqqa.\r\n\r\n[caption id=\"\" align=\"alignleft\" width=\"300\"]<img class=\"\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2016\/04\/3.jpg\" alt=\"\" width=\"300\" height=\"194\" \/> Abu Muhammad al-Julani, Emir of Jabhat al-Nusra[\/caption]\r\n\r\nThe victory at Palmyra boosted the morale of the Assad\u2019s forces. On April 4 the IS militants were already holding the airport of Deir ez-Zor against Assad's <a href=\"https:\/\/informnapalm.org\/15798-koalytsyya-rossyy-s-zapadom\/\">Syrian Arab Army<\/a>. At the same time, units of the Free Syrian Army (FSA) backed by Turkish artillery pressed IS out of al-Rai city in the north of the Aleppo Governorate.\r\n\r\nPreviously, in February, 2016, the Kurds drove IS from the majority of cities in the east of the Aleppo Governorate. In particular, they captured a strategic location at Tell Rifaat.\r\n\r\nMounting confrontation between Al-Qaida and IS as well as strife between between other Islamist groups (a flare-up between Jabhat al-Nusra and IS, conflicts between Jabhat al-Nusra and \u201c13th division\u201d a predominantly Salafist FSA unit etc.) will result in an outflow of Mujahidin from Syria.\r\n\r\n<strong>The setbacks of IS in Syria and Iraq will drive the group leader \"khalif\" Abu Baqr Al-Baghdadi to seek progress elsewhere.<\/strong>\u00a0More resources will be put into preparation of terrorist attacks on civilian targets in the EU countries. Besides, the IS militant activity will grow in Yemen, Libya, Afghanistan and the North-Caucasians Republics of the Russian Federation.\r\n\r\n[caption id=\"\" align=\"aligncenter\" width=\"640\"]<img class=\"\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2016\/04\/4.jpg\" alt=\"\" width=\"640\" height=\"850\" \/> Special forces surrounding a Salafi mosque in Makhachkala, Russian Federation in 2014.[\/caption]\r\n\r\nIt is vitally important for the IS cells in Russia to win the support of both CE and regular Salafi youth, as a recruiting pool for the armed groups. For this reason, the activity of the IS Caucasus Province in the near future will be solely focused on the \"legitimate\" military targets (army, police, Federal Security Service (FSB) of Russia). For IS, it is a typical and proven early stage tactic to win the support of the broad civilian Muslim population. The indiscriminate terror involving civilian targets will start later. The popularity of IS and swelling of its ranks will be indirectly assisted by the Kremlin through the following factors:\r\n<ul>\r\n\t<li>its participation in the Syrian war on the Shia side;<\/li>\r\n\t<li>low standards of living, first of all, in Dagestan;<\/li>\r\n\t<li>lack of fair judiciary and rampant corruption at the law enforcement agencies (there is a strong demand for justice between the youth of the North-Caucasus, which neither republican or federal institutions are able to deliver);<\/li>\r\n\t<li>regular unfounded repressions against the imams, in Ingushetia and Dagestan in particular;<\/li>\r\n\t<li>crackdown on Salafi mosques in Dagestan and preemptive listing of Salafis in Chechnya, replacing of imams with those loyal to the federal authorities;<\/li>\r\n\t<li>regular kidnapping of locals by the law enforcement officers (the latest case was reported on February 2, in Gudermes, Chechnya);<\/li>\r\n\t<li>destruction of property belonging to the families of the militants and persecution of their relatives in Chechnya, etc.<\/li>\r\n<\/ul>\r\nConsequently, targeted attacks on the law enforcement authorities epitomizing corruption and lawlessness in the North Caucasus, will be winning public support to IS.\r\n\r\n[caption id=\"\" align=\"alignleft\" width=\"301\"]<img class=\"\" src=\"https:\/\/informnapalm.org\/ua\/wp-content\/uploads\/sites\/9\/2016\/04\/5.jpg\" alt=\"\" width=\"301\" height=\"161\" \/> Burned houses of the Caucasus Emirate Mujahidin in Chechnya, 2014[\/caption]\r\n\r\nMoscow sees the situation in the region as \u201cthe war on terror\u201d and seeks to suppress the armed guerrilla purely by force. The FSB, the Investigation Committee and other law enforcement agencies will be reporting to Moscow of eliminations of \u201cemirs and armed gangs\u201d, but the reports and figures will be much inflated, as ever before. There will be tactical victories against the armed cells, but their effect will be short-lived. The Salafis (both IS and CE) have shed the tactics of \u201cforest guerrilla\u201d of 2001 and of \"urban guerilla\u201d of 2007. There are no more \"guerrilla units\" roaming the forests, therefore reports of \"areas cleanup\"\u00a0 in the Caucasus have little value for the counter-terrorism operations. Modern Islamist cells are widely dispersed; there are no large concentrations of forces in villages or in sectors of the mountains and forests. Basements of private houses or apartments in residential buildings can serve as bases. The small armed gangs have reached a new level of impact in major cities.\r\n\r\nThe influence of CE will be declining further, in particular due to massive problems inside Al-Qaida. Syria, Yemen and Afghanistan where IS is fighting for influence will be the focus of this year. Bin Laden\u2019s followers are able establish control over certain territories in these countries. That is why Al-Qaida will have to limit the support of its Caucasus Emirate.\r\n\r\nMoscow, increasingly clamping down on Caucasus, will further stimulate the transformation of Salafi armed groups and bring about new forms of resistance to the federal and local authorities. The Kremlin tactics remain the same \u2013 respond to terrorism with more terrorism.
