Nela Liskova can be described as a Pro-Russian xenophobic activist and a member of the self-proclaimed \u201cNational Self-Defense\u201d. She claims that a so-called Donetsk People\u2019s Republic (DPR) has established a consulate in the Czech Republic. This is nonsense.<\/p>\n

Just recently, several pro-Russian propagandist Czech and Slovak web sites made “sensational news\u201d about a DPR consulate. Based on their statements the Czech Republic would be honored to be the first European country to open a Donetsk separatists\u2019 consulate office.<\/p>\n

<\/p>\n

\u00ad<\/p>\n

\u201cNational Self-Defense\u201d, which Nela Liskova is a member of and which identifies her as \u201ca jewel\u201d, informs us about \u201can agreement on the international cooperation between the DPR and the Czech Republic\u201d which was signed by Liskova in Donetsk. It also stated that the Czech Republic has become the first country with such a representative office despite \u201cthe teeth grinding of the Czech Ministry of Foreign Affairs (MFA) and its media supporters”.<\/p>\n

<\/p>\n

\u00ad<\/p>\n

According to Russian propaganda, the DPR representative office plans to develop relationships between the two countries, maintain economic cooperation, as well as support culture and education.<\/p>\n

Nela Liskova \u00a0kind of made a mockery of the Czech government and the EU.<\/p>\n

The self-proclaimed DPR government has also announced about Nela Liskova being appointed as a DPR Honorary Consul to the Czech Republic.<\/p>\n

\u00ad<\/p>\n

This news was noticed by the Lidov\u00e9 noviny<\/a> media and on July 9, 2016 it reported about a Donetsk Consulate working in Ostrava.<\/p>\n

The Czech MFA commented on the situation: \u201cThe self-proclaimed DPR cannot have the accredited diplomatic missions in the Czech Republic as the Czech Republic does not acknowledge its existence and therefore the DPR cannot be considered as a subject of international law.\u00a0 Ms. Liskova does not represent the Czech Republic\u2019s interests and cannot act on its behalf\u201d.<\/p>\n

Donetsk \u201cMinister of Foreign Affairs\u201d Natalia Nikonorova states that the Representative Office has been registered as a non-profit organization in the Czech Republic, which she believes can prove the fact that separatists are not terrorists, otherwise the Czech state authorities would take appropriate steps.<\/p>\n

The East European Information Center (EEIC) position<\/strong><\/p>\n

The non-government organization EEIC monitors and analyzes Russian propaganda. Its specialists have identified that there is no such institution as a DPR Consulate in the Czech Republic. The truth is as follows: a \u201cDPR Representative Center\u201d has been registered<\/a> as an association of private citizens. It is not registered by the people who left Ukraine but rather by Neli Liskova. The legal address is in \u00a0Ostrava city, where according to the DPR and Liskova statements, \u201cthe headquarters of the DPR Consulate\u201d is located. It is interesting that neither Liskova, nor the DPR, nor Russian media provide the address of “the Consulate”, they only mention Ostrava city. It looks like the above mentioned association and “the Consulate” share the same address.<\/p>\n

So, one can conclude that \u201cthe DPR Representative Center\u201d is not a diplomatic institution of the foreign entity but a non-profit organization created by a Czech citizen.<\/p>\n

On July 6, 2016 the EEIC team member in Ostrava city looked for the DPR Representative Center. There is a pretty derelict building with grated windows covered by a window insulation film at that address. There are no plaques, coats of arms or flags, which could indicate it is a Consulate. There is a sign on the door that it belongs to a private company.<\/p>\n

Comments<\/strong><\/p>\n

Based on the analysis of information from all the mentioned above sources, it is clear that the \u201cDPR Consulate\u201d should be considered as just another propaganda bubble. We see too many of them in the times of the hybrid information war.<\/p>\n

The Czech MFA confirms that Nela Liskova cannot represent the Czech Republic interests; she also cannot serve as a DPR Honorary Consul as such status requires the Czech Republic\u2019s approval because this title is official and it is governed by international agreements.<\/p>\n

In essence, the story is as follows: Liskova arrived in Ukraine, into the territory temporarily controlled by the Russia-supported separatists. She performed some sort of a comedy act about opening \u201cthe DPR Consulate\u201d. Meanwhile the NGO \u201cDPR Representative Office\u201d was registered in the Czech Republic. That is all. One may consider this as a success story (believing in propaganda as an efficient communication format). It was an act performed by Liskova and the DPR and now it would be necessary for another side to counteract. Meanwhile Liskova benefits from all of this.<\/p>\n

What is next?<\/strong><\/p>\n

The first priority is to monitor the situation and see if Liskova starts acting as \u201ca DPR Honorary Consul\u201d. Even if the whole scenario is nonsense and nobody recognizes the DPR, such imitations of a diplomatic activity should be recognized as a violation of the law and could be punished. It is not clear if state authorities would monitor further developments but the public and EEIC would definitely be involved and would act appropriately if needed.<\/p>\n

As it has been mentioned, the DPR used the whole story trying to prove its legitimacy and denying its terrorism nature. Here we face an issue of a hybrid war. In the Czech Republic, Liskova and the DPR have not violated any laws yet. There was nothing to prevent the registration of a new NGO.\u00a0 \u201cThe DPR Consulate\u201d was registered the same way as any other strange NGO might have been registered. The only way to prevent it is to consider making certain changes to legislation to adapt to this new \u201chybrid\u201d reality and close loopholes used by the Russian propaganda.<\/p>\n

Another problem is the fact that the Czech Republic did not condemn the separatists movements and its self-declared entities. It is good that the Czech Republic does not recognize such \u201crepublics\u201d. However, it would be much easier to counteract the propaganda disseminated by Liskova and MPs of the Czech Communist Party if the country recognizes these \u201crepublics\u201d as terrorist organizations.<\/p>\n

The state should be definitely more proactive in fighting the hybrid war.<\/p>\n

It is important to understand that \u201cthe DPR Representative Office in the Czech Republic\u201d is a fake, a virtual reality and nothing more. This hostile propaganda tries to justify Russian international policy and its aggression towards Ukraine. It might be helpful to see the picture of this notorious \u201cconsulate\u201d.<\/p>\n

She claims that a so-called Donetsk People\u2019s Republic (DPR) has established a consulate in the Czech Republic. This is nonsense.\r\n\r\nMedia Coverage\r\n\r\n[caption id=\"\" align=\"alignleft\" width=\"134\"]<img src=\"http:\/\/u.smedata.sk\/blogidnes\/photo\/0\/16\/16440\/tomal-peszylski.jpg?r=05e\" width=\"134\" height=\"160\" \/> Tomasz Peszynski[\/caption]\r\n\r\nJust recently, several pro-Russian propagandist Czech and Slovak web sites made \"sensational news\u201d about a DPR consulate. Based on their statements the Czech Republic would be honored to be the first European country to open a Donetsk separatists\u2019 consulate office.\r\n\r\n<img class=\"alignnone\" src=\"http:\/\/u.smedata.sk\/blogidnes\/article\/1\/53\/535401\/535401_article_photo_jaxsbfu_600x.png?r=05e\" width=\"600\" height=\"321\" \/>\r\n\r\n\u00ad\r\n\r\n\u201cNational Self-Defense\u201d, which Nela Liskova is a member of and which identifies her as \u201ca jewel\u201d, informs us about \u201can agreement on the international cooperation between the DPR and the Czech Republic\u201d which was signed by Liskova in Donetsk. It also stated that the Czech Republic has become the first country with such a representative office despite \u201cthe teeth grinding of the Czech Ministry of Foreign Affairs (MFA) and its media supporters\".\r\n\r\n<img class=\"alignnone\" src=\"http:\/\/u.smedata.sk\/blogidnes\/article\/1\/53\/535401\/535401_article_photo_prohlaseni-narodni-domobrany_600x.png?r=05e\" width=\"600\" height=\"347\" \/>\r\n\r\n\u00ad\r\n\r\nAccording to Russian propaganda, the DPR representative office plans to develop relationships between the two countries, maintain economic cooperation, as well as support culture and education.\r\n\r\nNela Liskova \u00a0kind of made a mockery of the Czech government and the EU.\r\n\r\nThe self-proclaimed DPR government has also announced about Nela Liskova being appointed as a DPR Honorary Consul to the Czech Republic.\r\n\r\n<img class=\"alignnone\" src=\"http:\/\/u.smedata.sk\/blogidnes\/article\/1\/53\/535401\/535401_article_photo_prohlaseni-dnr_600x.png?r=05e\" width=\"600\" height=\"485\" \/>\r\n\r\n\u00ad\r\n\r\nThis news was noticed by the <a href=\"http:\/\/www.lidovky.cz\/donecka-lidova-republika-si-v-ostrave-zalozila-konzulat-cesko-ho-neuznava-15y-\/zpravy-domov.aspx?c=A160708_200700_ln_domov_ele\">Lidov\u00e9 noviny<\/a> media and on July 9, 2016 it reported about a Donetsk Consulate working in Ostrava.\r\n\r\nThe Czech MFA commented on the situation: \u201cThe self-proclaimed DPR cannot have the accredited diplomatic missions in the Czech Republic as the Czech Republic does not acknowledge its existence and therefore the DPR cannot be considered as a subject of international law.\u00a0 Ms. Liskova does not represent the Czech Republic\u2019s interests and cannot act on its behalf\u201d.\r\n\r\nDonetsk \u201cMinister of Foreign Affairs\u201d Natalia Nikonorova states that the Representative Office has been registered as a non-profit organization in the Czech Republic, which she believes can prove the fact that separatists are not terrorists, otherwise the Czech state authorities would take appropriate steps.\r\n\r\n<strong>The East European Information Center (EEIC) position<\/strong>\r\n\r\nThe non-government organization EEIC monitors and analyzes Russian propaganda. Its specialists have identified that there is no such institution as a DPR Consulate in the Czech Republic. The truth is as follows: a \u201cDPR Representative Center\u201d <a href=\"http:\/\/rejstrik-firem.kurzy.cz\/05155061\/zastupitelske-centrum-dnr-zs\/\">has been registered<\/a> as an association of private citizens. It is not registered by the people who left Ukraine but rather by Neli Liskova. The legal address is in \u00a0Ostrava city, where according to the DPR and Liskova statements, \u201cthe headquarters of the DPR Consulate\u201d is located. It is interesting that neither Liskova, nor the DPR, nor Russian media provide the address of \"the Consulate\", they only mention Ostrava city. It looks like the above mentioned association and \"the Consulate\" share the same address.\r\n\r\nSo, one can conclude that \u201cthe DPR Representative Center\u201d is not a diplomatic institution of the foreign entity but a non-profit organization created by a Czech citizen.\r\n\r\nOn July 6, 2016 the EEIC team member in Ostrava city looked for the DPR Representative Center. There is a pretty derelict building with grated windows covered by a window insulation film at that address. There are no plaques, coats of arms or flags, which could indicate it is a Consulate. There is a sign on the door that it belongs to a private company.\r\n\r\n<strong>Comments<\/strong>\r\n\r\nBased on the analysis of information from all the mentioned above sources, it is clear that the \u201cDPR Consulate\u201d should be considered as just another propaganda bubble. We see too many of them in the times of the hybrid information war.\r\n\r\nThe Czech MFA confirms that Nela Liskova cannot represent the Czech Republic interests; she also cannot serve as a DPR Honorary Consul as such status requires the Czech Republic\u2019s approval because this title is official and it is governed by international agreements.\r\n\r\nIn essence, the story is as follows: Liskova arrived in Ukraine, into the territory temporarily controlled by the Russia-supported separatists. She performed some sort of a comedy act about opening \u201cthe DPR Consulate\u201d. Meanwhile the NGO \u201cDPR Representative Office\u201d was registered in the Czech Republic. That is all. One may consider this as a success story (believing in propaganda as an efficient communication format). It was an act performed by Liskova and the DPR and now it would be necessary for another side to counteract. Meanwhile Liskova benefits from all of this.\r\n\r\n<strong>What is next?<\/strong>\r\n\r\nThe first priority is to monitor the situation and see if Liskova starts acting as \u201ca DPR Honorary Consul\u201d. Even if the whole scenario is nonsense and nobody recognizes the DPR, such imitations of a diplomatic activity should be recognized as a violation of the law and could be punished. It is not clear if state authorities would monitor further developments but the public and EEIC would definitely be involved and would act appropriately if needed.\r\n\r\nAs it has been mentioned, the DPR used the whole story trying to prove its legitimacy and denying its terrorism nature. Here we face an issue of a hybrid war. In the Czech Republic, Liskova and the DPR have not violated any laws yet. There was nothing to prevent the registration of a new NGO.\u00a0 \u201cThe DPR Consulate\u201d was registered the same way as any other strange NGO might have been registered. The only way to prevent it is to consider making certain changes to legislation to adapt to this new \u201chybrid\u201d reality and close loopholes used by the Russian propaganda.\r\n\r\nAnother problem is the fact that the Czech Republic did not condemn the separatists movements and its self-declared entities. It is good that the Czech Republic does not recognize such \u201crepublics\u201d. However, it would be much easier to counteract the propaganda disseminated by Liskova and MPs of the Czech Communist Party if the country recognizes these \u201crepublics\u201d as terrorist organizations.\r\n\r\nThe state should be definitely more proactive in fighting the hybrid war.\r\n\r\nIt is important to understand that \u201cthe DPR Representative Office in the Czech Republic\u201d is a fake, a virtual reality and nothing more. This hostile propaganda tries to justify Russian international policy and its aggression towards Ukraine.
