This investigation was prepared by <\/em><a href=\"http:\/\/www.svoboda.org\/author\/762.html\"><em>\u00a0<\/em><\/a><em><a href=\"http:\/\/www.svoboda.org\/author\/762.html\">Mark Krutov<\/a>,\u00a0<\/em><em>an information service editor at<\/em><a href=\"http:\/\/www.svoboda.org\/content\/article\/27900014.html\"><em> \u201cRadio Liberty\u201d <\/em><\/a><em>\u00a0with the assistance of InformNapalm.<\/em><\/p>\n<p><strong>\u201cRussophobe, get him out of Donetsk!\u201d<\/strong><\/p>\n<p><strong>E-mail archive of an employee of the \u201cDPR Ministry of Information\u201d Tatiana Egorova was leaked on the web. It contains materials shedding light on the process of filtration of the journalists admitted to work on the territory of \u201cthe people&#8217;s republic\u201d. A whole system under Moscow&#8217;s control was developed in August 2015. Now its founders are requesting funding from the leadership of DPR to continue the operation directly on the separatist-controlled territory. Yegorova&#8217;s letters also contain some other interesting documents &#8211; such as how a Ukrainian journalist was sent \u201cto the dungeons\u201d for possessing \u201cYarosh business card\u201d.<\/strong><\/p>\n<p>In June 2015, Russian journalist of Novaya Gazeta <strong>Pavel Kanygin<\/strong> <a href=\"http:\/\/www.svoboda.org\/content\/article\/27077004.html\">was arrested in Donetsk, beaten and deported<\/a> from the territory of the self-proclaimed DPR. Later Kanygin <a href=\"http:\/\/www.novayagazeta.ru\/society\/68871.html\">explained<\/a> how shortly before he unsuccessfully tried to obtain accreditation for the work in the DPR from <strong>Tatyana Yegorova,<\/strong> an employee of so-called Ministry of Information. On August 3, 2016, a year and two months after the incident with Kanygin\u2019s beating and expulsion, Egorova published this tweet on her Twitter account saying <em>\u201cI, Egorova Tatyana Sergeevna, an employee of the Ministry of State Security of DPR (DPR MSS) cannot lie anymore and will not let others either\u201d<\/em>:<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/08\/2222222.jpg\" width=\"525\" height=\"387\" \/><\/p>\n<p>The file <em>(the Twitter link it is not active any more, but the activists of the international community <\/em><a href=\"https:\/\/informnapalm.org\"><em>InformNapalm<\/em><\/a><em> provided <\/em><em>a copy to the Radio Liberty<\/em><em> &#8211; RS)<\/em> contains Egorova\u2019s e-mails from 2015-2016. Most likely Egorova&#8217;s twitter account and mailbox were hacked. Letters that unknown hackers have published and handed to Ukrainian media, contain evidence of existence of a whole filtering system for the journalists, whom the DPR authorities have allowed or prohibited to cover the events in the \u201cPeople&#8217;s Republic\u201d. In particular, the correspondence contains a spreadsheet entirely focused on the employees of foreign newspapers and TV channels.<\/p>\n<p>This is not the first hacking of the employees of so-called Ministry of Information of the DPR. Ukrainian <a href=\"https:\/\/psb4ukr.org\/\">Myrotvorets website<\/a> , which documents the combatants of DPR and LPR or their collaborators based on their data on social networks, <a href=\"http:\/\/www.svoboda.org\/content\/article\/27727866.html\">published<\/a> this spring the lists of journalists accredited to the DPR. This publication caused uproar among the persons named in the list and <a href=\"http:\/\/www.svoboda.org\/content\/article\/27728083.html\">a wave of heated discussions on social networks<\/a>.\u00a0 Founders of Myrotvorets <a href=\"http:\/\/www.svoboda.org\/content\/article\/27732398.html\">announced its closure<\/a> under the unprecedented pressure from the media community and state authorities of Ukraine, but then <a href=\"http:\/\/www.svoboda.org\/content\/article\/27746928.html\">changed their mind<\/a>.<\/p>\n<p>The publication on Myrotvorets website was intended to discredit the journalists who did not shrink from working in Donetsk with an \u201cofficial accreditation\u201d from the DPR. Receiving this accreditation &#8211; not only for the journalists of Russian opposition newspapers, such as the Novaya Gazeta, but also for foreign reporters is no mean feat, as long as they do not represent any radical left- or right-wing European media sympathetic to separatists.<\/p>\n<p>DPR sympathizers are marked green in that file from Egorova\u2019s letters. For example, the name of German photographer and journalist <strong>Mirko Moebius <\/strong>(pseudonym &#8211; <strong>Mark Bartolomay<\/strong>) is in green, he is openly sympathetic to separatists and even shot a <a href=\"https:\/\/www.youtube.com\/watch?v=BrHlQjyHNMI\">film<\/a> with an explicit title Ukrainian Agony. \u201cGOOD FRIEND\u201d is written in capitals in the column next to his name:<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone\" src=\"http:\/\/gdb.rferl.org\/8F53CB8E-1475-4A52-9242-D295B171BC76_mw1024_s_n.jpg\" width=\"1024\" height=\"683\" \/><\/p>\n<p>However, people like Mirko are the minority in the database. Most of the table is colored red and yellow. Red is for the journalists, who are not to be permitted on the territory of the DPR. If they were already there, they need to be \u201cremoved immediately\u201d. Yellow is for the ones whose relevance of the permit to work in the DPR is questionable.<\/p>\n<p>Wordings are harsh and clear: \u201cRussophobes, work clearly for the Armed Forces of Ukraine, to be expelled from Donetsk immediately\u201d, \u201cWorks for the Armed Forces of Ukraine and the ATO, immediately expel from Donetsk\u201d, \u201cWorks for Ukrainian media\u201d. The cell next to the name of an <em>Associated Press<\/em> reporter contains a little bit more detailed comment: \u201cNATO&#8217;s propagandist. Very competent. Reuters and AP &#8211; main ideological enemies of Russia in the information war.\u201d Next column contains relevant links confirming this opinion.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone\" src=\"http:\/\/gdb.rferl.org\/13DE310F-7AF7-4927-875F-DC7CEB2E787E_cx22_cy1_cw76_mw1024_s_n_r1.jpg\" width=\"1024\" height=\"576\" \/><\/p>\n<p>At the same time the separatists are willing to \u201cexperiment\u201d with a permit for the journalists of the Australian ABC channel, although they call this channel \u201crussophobic\u201d:<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone\" src=\"http:\/\/gdb.rferl.org\/27C025F9-7204-4EED-88D9-6BED70697ADF_mw1024_s_n.jpg\" width=\"1024\" height=\"683\" \/><\/p>\n<p>In some cases cells next to names (as in the photo above) contain phrases like \u201crequest to show articles\u201d. In other cases there is a label \u201csome risk\u201d, like for the reporter of the Italian <em>La Repubblica<\/em> newspaper. \u00a0There is also an explanation in his case: \u201cthe journalist requesting accreditation interviewed Arsen Avakov, the Minister of Internal Affairs of Ukraine\u201d. Among the well-known Western journalists strictly forbidden to appear in Donetsk, are <strong>Oliver Carroll<\/strong> (at that time &#8211; an employee of the British <em>The Independent<\/em>), <strong>Roland Oliphant<\/strong> (<em>Daily Telegraph<\/em>), <strong>Anna Nemtsova<\/strong> (<em>The Daily Beast<\/em>). All of them were reporting many times from Donetsk right from the beginning of \u201cRussian Spring\u201d in 2014, when first administrative buildings were captured by the supporters of separation of Donetsk and Luhansk regions from Ukraine. Representatives of such media companies as <em>Reuters<\/em>, <em>BBC<\/em>, <em>Al Jazeera<\/em> are also on the black list.<\/p>\n<p>As follows from another letter found in the mail dump, all this is the product of the \u201cSystem for monitoring of media and journalists in the DPR\u201d. The System was based in Moscow at the English speaking \u201cDONi Information Agency\u201d (<a href=\"https:\/\/dninews.com\/\"><em>Donbas International News Agency<\/em><\/a>). The System was launched in August 2015, an it looks like now the leadership of DPR refuses to continue funding its operation.<\/p>\n<p>In a letter from July 5, 2016, the director of the agency, Finnish journalist <strong>Janus Putkonen<\/strong> (Russian media <a href=\"http:\/\/sputnikbig.ru\/novorossiya\/item\/4799-finskij-zh\">call<\/a> him \u201cWestern journalist-enthusiast, trying to break the information\u2019s blockade around the DPR and LPR) wrote to Egorova (putting in copy \u201cDPR Ministry of Sate Security\u201d and \u201cDPR Administration\u201d):<\/p>\n<p><em>\u201cWe have to inform the National Security Service of DPR, public administration and press center of the Donetsk People&#8217;s Republic, that the Information Security System, managed by DONi, the News of Donbas Agency, which used to provide reliable services for the accreditation of foreign journalists, is closed and in standby mode since 1.7.2016. The reason to suspend the System\u2019s services was a long-term uncertainty about the continuation of the activities of our news agency and the International Press Center of DONi. For several months, DONi Group was expecting a confirmation of the official support and the actual decision to continue public partnership as the official channel of the DPR media. Aleksandr Zakharchenko, the Head of the People&#8217;s Republic is responsible to make the necessary decisions.\u201d<\/em><\/p>\n<div style=\"width: 539px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"\" src=\"http:\/\/gdb.rferl.org\/78CBC92B-D25E-4968-8F80-E7F9F10C46AA_mw1024_s_n.jpg\" width=\"529\" height=\"335\" \/><\/p>\n<p class=\"wp-caption-text\">Janus Putkonen (left) and \u201cdeputy commander of the operational command of the DPR\u201d Eduard Basurin<\/p>\n<\/div>\n<p>Putkonen reports on the work done and makes a case to prove the indispensability of the \u201cSystem\u201d for the separatists leadership:<\/p>\n<p><em>\u00abDONi\u2019s System served for the Donetsk People&#8217;s Republic since its founding in August 2015, and aimed to work in cooperation with DPR senior officials. The accuracy of the proposals for the issuance of accreditations from the system has been very reliable with no errors, failures or leaks while serving the DPR interests. DONi has never been accused of providing the dignitaries of the DPR any false, biased or unfounded information about accreditation. All requests for information were granted in a few hours or at most within a day.\u201d<\/em><\/p>\n<p>The paragraph on the collaboration with the \u201cright\u201d and \u201ccorrect\u201d journalists and the media:<\/p>\n<p><em>\u201cAlmost every day, objective proposals were put forward for possible cooperation with foreign media and journalists in close cooperation with the Ministry of State Security, Ministry of Defense, the Donetsk press center, as well as with the administration or other DPR ministries, as well as individual officials. All the information processed through the System is a matter of state security and is classified top secret. Track records of some foreign journalists have also been studied in the framework of direct military needs of the DPR.\u201d<\/em><\/p>\n<p>Putkonen concludes by asking for money, adding that DONi Agency is ready to move from Moscow to Donetsk and slash expenses:<\/p>\n<p><em>\u201cThe conditions necessary to continue the work:<\/em><\/p>\n<ul>\n<li><em> Information Security System of DONi is based in Moscow, from where a database support and information processing were carried out. The System can continue to function in the same form, as it was started and developed about a year ago, but to support the functionality it requires monthly funding of 50,000 rubles, which is intended mainly for the wages of the system operator (45,000 wages plus 5,000 system support).<\/em><\/li>\n<li><em> The System can be moved to Donetsk, the capital city of DPR, under the direct supervision of the DONi Director into his office, which will help to bring the operator wages down to 30,000, but in this case the return of the system to full operation will take about a month. (15,000 wages plus 5,000 maintenance costs).<\/em><\/li>\n<li><em> Information Agency DONi is ready to continue bearing the responsibility for performance of the tasks in the framework of information security. However, after a year of private funding and facing several setbacks in development of the agency, and after of the a few months of a huge uncertainty as to receiving of state support, the format and function of the concept of the Information Security System needs to be revised in the process of negotiations.\u201d<\/em><\/li>\n<li><img loading=\"lazy\" decoding=\"async\" class=\"alignnone\" src=\"http:\/\/gdb.rferl.org\/37F9CA6F-24B8-4722-9BB0-246755945C3A_mw1024_s_n.jpg\" width=\"1024\" height=\"789\" \/><\/li>\n<\/ul>\n<p>The letters from Egorova\u2019s mailbox suggest, that the financing of a filtration system for foreign journalists was carried out with a personal approval of the DPR leader Alexander Zakharchenko.<\/p>\n<p>Leaked correspondence of Tatiana Egorova contains thousands of letters dedicated not only to the accreditation of the journalists. They also discuss assistance in getting of the foreign \u201cactivists\u201d supporting the \u201cpeople&#8217;s republic\u201d to the DPR territory. The letters contain dozens of passport copies of citizens of Italy, France, Finland and other countries, and a discussion of how to best organize their visit to the DPR (usually via Russian territory, by bus from Moscow). Still, most of the letters concern media work.<\/p>\n<p>For example, one of them informs that a journalist of the French television channel France 24 was spotted in the village Zaytsevo <em>(<\/em><a href=\"http:\/\/www.svoboda.org\/content\/article\/27788733.html\"><em>one of the hottest spots<\/em><\/a><em> on the contact line between the separatists and the Ukrainian army; now the village is under the formal control of the Ukrainian Army Forces <\/em>&#8211; <em>RS) <\/em>&#8211; she allegedly \u201casked pro-Ukrainian questions\u201d to the commander of one of the separatist groups.<\/p>\n<p>Another letter explains how the Ukrainian journalist and blogger <strong>Nazariy Nadzhogu<\/strong> was detained at the filtration point of the DPR MSS because of \u201cYarosh business card\u201d found in his laptop bag. This phrase in the spring 2014, <a href=\"http:\/\/lukomore.org\/lurk\/%D0%92%D0%B8%D0%B7%D0%B8%D1%82%D0%BA%D0%B0_%D0%AF%D1%80%D0%BE%D1%88%D0%B0\">became an internet meme<\/a> mocking the scare mongering of the Russian media (<em>Dmytro Yarosh was the leader of <\/em><a href=\"https:\/\/en.wikipedia.org\/wiki\/Right_Sector\"><em>Pravyi Sector<\/em><\/a> <em>or \u201cthe Right Sector, an organization banned in Russia, read more on the meme here: <\/em><a href=\"http:\/\/knowyourmeme.com\/memes\/events\/yaroshs-business-card\"><em>http:\/\/knowyourmeme.com\/memes\/events\/yaroshs-business-card<\/em><\/a><em> \u00a0\u2013 RS, AG)<\/em>. Since then, the production of souvenir \u201cYarosh cards\u201d became massive, magnets could be purchased at any souvenir shop in Kyiv. It is difficult to establish whether a souvenir of this kind was in the bag of the Ukrainian journalist detained at the DPR checkpoint, but such a small thing caused him serious trouble.<\/p>\n<p><em>\u201cIn the morning of May 10, 2015 during the inspection of personal belongings of N. M. Nadzhogi, the border guards of the DPR MSS found in the pocket of his laptop bag a business card in the name of Yarosh Dmytro, the leader of an informal right-wing extremist group Right Sector with the numbers of the regional cell of the organization in the city of Ternopil. The said person was detained and taken to the DPR MSS filtration point in the city of Donetsk.\u201d<\/em><\/p>\n<p>This story ended luckily for Nadzhogi. From the letter, it follows that \u201cpsychological contact has been established\u201d with him, it was recommended to grant him accreditation, but keep him under close control.<\/p>\n<p>However, publication of #EgorovaLeaks triggered in Ukraine more discussing of Inter TV channel, rather than problems of foreign reporters. In one of the letters certain <strong>Leonid Muravyev<\/strong> offers <a href=\"http:\/\/ru.tsn.ua\/ukrayina\/zhurnalist-intera-prokommentiroval-skandalnuyu-perepisku-mgb-dnr-so-smi-684409.html?authstate=6\">excuses to Egorova<\/a> for the word \u201cterrorists\u201d used in one of the reports by Inter\u2019s journalist <strong>Roman Bochkala<\/strong> describing the separatists. Mravyev assures her that Bochkala was \u201cterribly punished\u201d for that word. Bochkala himself already <a href=\"https:\/\/www.facebook.com\/photo.php?fbid=1215669165152137&amp;set=a.455978564454538.118698.100001271968269&amp;type=3\">said<\/a> that channel management did not discipline him in any way, and recalled that at some point a man with the last name \u201cMuravyev\u201d did show up on \u201cInter\u201d. Bochkala hinted that he could have been a curator from Russian intelligence agencies who attempted to infiltrate the channel under the guise of a trainee. Muravyev <a href=\"http:\/\/podrobnosti.ua\/2021842-zhurnalist-leonid-muravev-ne-budet-rabotat-v-podrobnostjah.html\">featured<\/a> in Ukrainian media space as the mysterious \u201ceditor\u201d in one of the Inter shows, but in March of 2015 the management of this TV channel denied this information. This investigation was prepared by <\/em><a href=\"http:\/\/www.svoboda.org\/author\/762.html\"><em>\u00a0<\/em><\/a><em><a href=\"http:\/\/www.svoboda.org\/author\/762.html\">Mark Krutov<\/a>,\u00a0<\/em><em>an information service editor at<\/em><a href=\"http:\/\/www.svoboda.org\/content\/article\/27900014.html\"><em> \u201cRadio Liberty\u201d <\/em><\/a><em>\u00a0with the assistance of InformNapalm.<\/em>\r\n\r\n<strong>\u201cRussophobe, get him out of Donetsk!\u201d<\/strong>\r\n\r\n<strong>E-mail archive of an employee of the \u201cDPR Ministry of Information\u201d Tatiana Egorova was leaked on the web. It contains materials shedding light on the process of filtration of the journalists admitted to work on the territory of \u201cthe people's republic\u201d. A whole system under Moscow's control was developed in August 2015. Now its founders are requesting funding from the leadership of DPR to continue the operation directly on the separatist-controlled territory. Yegorova's letters also contain some other interesting documents - such as how a Ukrainian journalist was sent \u201cto the dungeons\u201d for possessing \u201cYarosh business card\u201d.<\/strong>\r\n\r\nIn June 2015, Russian journalist of Novaya Gazeta <strong>Pavel Kanygin<\/strong> <a href=\"http:\/\/www.svoboda.org\/content\/article\/27077004.html\">was arrested in Donetsk, beaten and deported<\/a> from the territory of the self-proclaimed DPR. Later Kanygin <a href=\"http:\/\/www.novayagazeta.ru\/society\/68871.html\">explained<\/a> how shortly before he unsuccessfully tried to obtain accreditation for the work in the DPR from <strong>Tatyana Yegorova,<\/strong> an employee of so-called Ministry of Information. On August 3, 2016, a year and two months after the incident with Kanygin\u2019s beating and expulsion, Egorova published this tweet on her Twitter account saying <em>\u201cI, Egorova Tatyana Sergeevna, an employee of the Ministry of State Security of DPR (DPR MSS) cannot lie anymore and will not let others either\u201d<\/em>:\r\n\r\n<img class=\"alignnone\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/08\/2222222.jpg\" width=\"525\" height=\"387\" \/>\r\n\r\nThe file <em>(the Twitter link it is not active any more, but the activists of the international community <\/em><a href=\"https:\/\/informnapalm.org\"><em>InformNapalm<\/em><\/a><em> provided <\/em><em>a copy to the Radio Liberty<\/em><em> - RS)<\/em> contains Egorova\u2019s e-mails from 2015-2016. Most likely Egorova's twitter account and mailbox were hacked. Letters that unknown hackers have published and handed to Ukrainian media, contain evidence of existence of a whole filtering system for the journalists, whom the DPR authorities have allowed or prohibited to cover the events in the \u201cPeople's Republic\u201d. In particular, the correspondence contains a spreadsheet entirely focused on the employees of foreign newspapers and TV channels.\r\n\r\nThis is not the first hacking of the employees of so-called Ministry of Information of the DPR. Ukrainian <a href=\"https:\/\/psb4ukr.org\/\">Myrotvorets website<\/a> , which documents the combatants of DPR and LPR or their collaborators based on their data on social networks, <a href=\"http:\/\/www.svoboda.org\/content\/article\/27727866.html\">published<\/a> this spring the lists of journalists accredited to the DPR. This publication caused uproar among the persons named in the list and <a href=\"http:\/\/www.svoboda.org\/content\/article\/27728083.html\">a wave of heated discussions on social networks<\/a>.\u00a0 Founders of Myrotvorets <a href=\"http:\/\/www.svoboda.org\/content\/article\/27732398.html\">announced its closure<\/a> under the unprecedented pressure from the media community and state authorities of Ukraine, but then <a href=\"http:\/\/www.svoboda.org\/content\/article\/27746928.html\">changed their mind<\/a>.\r\n\r\nThe publication on Myrotvorets website was intended to discredit the journalists who did not shrink from working in Donetsk with an \u201cofficial accreditation\u201d from the DPR. Receiving this accreditation - not only for the journalists of Russian opposition newspapers, such as the Novaya Gazeta, but also for foreign reporters is no mean feat, as long as they do not represent any radical left- or right-wing European media sympathetic to separatists.\r\n\r\nDPR sympathizers are marked green in that file from Egorova\u2019s letters. For example, the name of German photographer and journalist <strong>Mirko Moebius <\/strong>(pseudonym - <strong>Mark Bartolomay<\/strong>) is in green, he is openly sympathetic to separatists and even shot a <a href=\"https:\/\/www.youtube.com\/watch?v=BrHlQjyHNMI\">film<\/a> with an explicit title Ukrainian Agony. \u201cGOOD FRIEND\u201d is written in capitals in the column next to his name:\r\n\r\n<img class=\"alignnone\" src=\"http:\/\/gdb.rferl.org\/8F53CB8E-1475-4A52-9242-D295B171BC76_mw1024_s_n.jpg\" width=\"1024\" height=\"683\" \/>\r\n\r\nHowever, people like Mirko are the minority in the database. Most of the table is colored red and yellow. Red is for the journalists, who are not to be permitted on the territory of the DPR. If they were already there, they need to be \u201cremoved immediately\u201d. Yellow is for the ones whose relevance of the permit to work in the DPR is questionable.\r\n\r\nWordings are harsh and clear: \u201cRussophobes, work clearly for the Armed Forces of Ukraine, to be expelled from Donetsk immediately\u201d, \u201cWorks for the Armed Forces of Ukraine and the ATO, immediately expel from Donetsk\u201d, \u201cWorks for Ukrainian media\u201d. The cell next to the name of an <em>Associated Press<\/em> reporter contains a little bit more detailed comment: \u201cNATO's propagandist. Very competent. Reuters and AP - main ideological enemies of Russia in the information war.\u201d Next column contains relevant links confirming this opinion.\r\n\r\n<img class=\"alignnone\" src=\"http:\/\/gdb.rferl.org\/13DE310F-7AF7-4927-875F-DC7CEB2E787E_cx22_cy1_cw76_mw1024_s_n_r1.jpg\" width=\"1024\" height=\"576\" \/>\r\n\r\nAt the same time the separatists are willing to \u201cexperiment\u201d with a permit for the journalists of the Australian ABC channel, although they call this channel \u201crussophobic\u201d:\r\n\r\n<img class=\"alignnone\" src=\"http:\/\/gdb.rferl.org\/27C025F9-7204-4EED-88D9-6BED70697ADF_mw1024_s_n.jpg\" width=\"1024\" height=\"683\" \/>\r\n\r\nIn some cases cells next to names (as in the photo above) contain phrases like \u201crequest to show articles\u201d. In other cases there is a label \u201csome risk\u201d, like for the reporter of the Italian <em>La Repubblica<\/em> newspaper. \u00a0There is also an explanation in his case: \u201cthe journalist requesting accreditation interviewed Arsen Avakov, the Minister of Internal Affairs of Ukraine\u201d. Among the well-known Western journalists strictly forbidden to appear in Donetsk, are <strong>Oliver Carroll<\/strong> (at that time - an employee of the British <em>The Independent<\/em>), <strong>Roland Oliphant<\/strong> (<em>Daily Telegraph<\/em>), <strong>Anna Nemtsova<\/strong> (<em>The Daily Beast<\/em>). All of them were reporting many times from Donetsk right from the beginning of \u201cRussian Spring\u201d in 2014, when first administrative buildings were captured by the supporters of separation of Donetsk and Luhansk regions from Ukraine. Representatives of such media companies as <em>Reuters<\/em>, <em>BBC<\/em>, <em>Al Jazeera<\/em> are also on the black list.\r\n\r\nAs follows from another letter found in the mail dump, all this is the product of the \u201cSystem for monitoring of media and journalists in the DPR\u201d. The System was based in Moscow at the English speaking \u201cDONi Information Agency\u201d (<a href=\"https:\/\/dninews.com\/\"><em>Donbas International News Agency<\/em><\/a>). The System was launched in August 2015, an it looks like now the leadership of DPR refuses to continue funding its operation.\r\n\r\nIn a letter from July 5, 2016, the director of the agency, Finnish journalist <strong>Janus Putkonen<\/strong> (Russian media <a href=\"http:\/\/sputnikbig.ru\/novorossiya\/item\/4799-finskij-zh\">call<\/a> him \u201cWestern journalist-enthusiast, trying to break the information\u2019s blockade around the DPR and LPR) wrote to Egorova (putting in copy \u201cDPR Ministry of Sate Security\u201d and \u201cDPR Administration\u201d):\r\n\r\n<em>\u201cWe have to inform the National Security Service of DPR, public administration and press center of the Donetsk People's Republic, that the Information Security System, managed by DONi, the News of Donbas Agency, which used to provide reliable services for the accreditation of foreign journalists, is closed and in standby mode since 1.7.2016. The reason to suspend the System\u2019s services was a long-term uncertainty about the continuation of the activities of our news agency and the International Press Center of DONi. For several months, DONi Group was expecting a confirmation of the official support and the actual decision to continue public partnership as the official channel of the DPR media. Aleksandr Zakharchenko, the Head of the People's Republic is responsible to make the necessary decisions.\u201d<\/em>\r\n\r\n[caption id=\"\" align=\"alignnone\" width=\"529\"]<img class=\"\" src=\"http:\/\/gdb.rferl.org\/78CBC92B-D25E-4968-8F80-E7F9F10C46AA_mw1024_s_n.jpg\" width=\"529\" height=\"335\" \/> Janus Putkonen (left) and \u201cdeputy commander of the operational command of the DPR\u201d Eduard Basurin[\/caption]\r\n\r\nPutkonen reports on the work done and makes a case to prove the indispensability of the \u201cSystem\u201d for the separatists leadership:\r\n\r\n<em>\u00abDONi\u2019s System served for the Donetsk People's Republic since its founding in August 2015, and aimed to work in cooperation with DPR senior officials. The accuracy of the proposals for the issuance of accreditations from the system has been very reliable with no errors, failures or leaks while serving the DPR interests. DONi has never been accused of providing the dignitaries of the DPR any false, biased or unfounded information about accreditation. All requests for information were granted in a few hours or at most within a day.\u201d<\/em>\r\n\r\nThe paragraph on the collaboration with the \u201cright\u201d and \u201ccorrect\u201d journalists and the media:\r\n\r\n<em>\u201cAlmost every day, objective proposals were put forward for possible cooperation with foreign media and journalists in close cooperation with the Ministry of State Security, Ministry of Defense, the Donetsk press center, as well as with the administration or other DPR ministries, as well as individual officials. All the information processed through the System is a matter of state security and is classified top secret. Track records of some foreign journalists have also been studied in the framework of direct military needs of the DPR.\u201d<\/em>\r\n\r\nPutkonen concludes by asking for money, adding that DONi Agency is ready to move from Moscow to Donetsk and slash expenses:\r\n\r\n<em>\u201cThe conditions necessary to continue the work:<\/em>\r\n<ul>\r\n \t<li><em> Information Security System of DONi is based in Moscow, from where a database support and information processing were carried out. The System can continue to function in the same form, as it was started and developed about a year ago, but to support the functionality it requires monthly funding of 50,000 rubles, which is intended mainly for the wages of the system operator (45,000 wages plus 5,000 system support).<\/em><\/li>\r\n \t<li><em> The System can be moved to Donetsk, the capital city of DPR, under the direct supervision of the DONi Director into his office, which will help to bring the operator wages down to 30,000, but in this case the return of the system to full operation will take about a month. (15,000 wages plus 5,000 maintenance costs).<\/em><\/li>\r\n \t<li><em> Information Agency DONi is ready to continue bearing the responsibility for performance of the tasks in the framework of information security. However, after a year of private funding and facing several setbacks in development of the agency, and after of the a few months of a huge uncertainty as to receiving of state support, the format and function of the concept of the Information Security System needs to be revised in the process of negotiations.\u201d<\/em><\/li>\r\n \t<li><img class=\"alignnone\" src=\"http:\/\/gdb.rferl.org\/37F9CA6F-24B8-4722-9BB0-246755945C3A_mw1024_s_n.jpg\" width=\"1024\" height=\"789\" \/><\/li>\r\n<\/ul>\r\nThe letters from Egorova\u2019s mailbox suggest, that the financing of a filtration system for foreign journalists was carried out with a personal approval of the DPR leader Alexander Zakharchenko.\r\n\r\nLeaked correspondence of Tatiana Egorova contains thousands of letters dedicated not only to the accreditation of the journalists. They also discuss assistance in getting of the foreign \u201cactivists\u201d supporting the \u201cpeople's republic\u201d to the DPR territory. The letters contain dozens of passport copies of citizens of Italy, France, Finland and other countries, and a discussion of how to best organize their visit to the DPR (usually via Russian territory, by bus from Moscow). Still, most of the letters concern media work.\r\n\r\nFor example, one of them informs that a journalist of the French television channel France 24 was spotted in the village Zaytsevo <em>(<\/em><a href=\"http:\/\/www.svoboda.org\/content\/article\/27788733.html\"><em>one of the hottest spots<\/em><\/a><em> on the contact line between the separatists and the Ukrainian army; now the village is under the formal control of the Ukrainian Army Forces <\/em>- <em>RS) <\/em>- she allegedly \u201casked pro-Ukrainian questions\u201d to the commander of one of the separatist groups.\r\n\r\nAnother letter explains how the Ukrainian journalist and blogger <strong>Nazariy Nadzhogu<\/strong> was detained at the filtration point of the DPR MSS because of \u201cYarosh business card\u201d found in his laptop bag. Since then, the production of souvenir \u201cYarosh cards\u201d became massive, magnets could be purchased at any souvenir shop in Kyiv. It is difficult to establish whether a souvenir of this kind was in the bag of the Ukrainian journalist detained at the DPR checkpoint, but such a small thing caused him serious trouble.\r\n\r\n<em>\u201cIn the morning of May 10, 2015 during the inspection of personal belongings of N. M. Nadzhogi, the border guards of the DPR MSS found in the pocket of his laptop bag a business card in the name of Yarosh Dmytro, the leader of an informal right-wing extremist group Right Sector with the numbers of the regional cell of the organization in the city of Ternopil. The said person was detained and taken to the DPR MSS filtration point in the city of Donetsk.\u201d<\/em>\r\n\r\nThis story ended luckily for Nadzhogi. Mravyev assures her that Bochkala was \u201cterribly punished\u201d for that word. Bochkala himself already <a href=\"https:\/\/www.facebook.com\/photo.php?fbid=1215669165152137&amp;set=a.455978564454538.118698.100001271968269&amp;type=3\">said<\/a> that channel management did not discipline him in any way, and recalled that at some point a man with the last name \u201cMuravyev\u201d did show up on \u201cInter\u201d. Bochkala hinted that he could have been a curator from Russian intelligence agencies who attempted to infiltrate the channel under the guise of a trainee. Muravyev <a href=\"http:\/\/podrobnosti.ua\/2021842-zhurnalist-leonid-muravev-ne-budet-rabotat-v-podrobnostjah.html\">featured<\/a> in Ukrainian media space as the mysterious \u201ceditor\u201d in one of the Inter shows, but in March of 2015 the management of this TV channel denied this information.
