{"id":9066,"date":"2016-09-03T12:18:53","date_gmt":"2016-09-03T12:18:53","guid":{"rendered":"https:\/\/informnapalm.org\/en\/?p=9066"},"modified":"2016-09-05T17:07:05","modified_gmt":"2016-09-05T17:07:05","slug":"thanks-spetsstroy","status":"publish","type":"post","link":"https:\/\/informnapalm.org\/en\/thanks-spetsstroy\/","title":{"rendered":"Thanks to Russian Federal Agency for Special Construction (&#8216;Spetsstroy&#8217;) for the Master Plan of the Russian Military Facility in Klintsy"},"content":{"rendered":"<p style=\"text-align: justify\"><strong>A master plan of construction of the military facility in Klintsy (Bryansk Oblast, Russia), approved by the commander of the Western Military District Colonel General Andrei Kartapolov and cleared with the acting commander of the 20th Guards Army (logistics deputy), Major General Igor Krasin, <a href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/08\/6.-Voennyj-gorodok-2.-Klintsy.-Shema-genplana.pdf\" target=\"_blank\">appeared in open access<\/a>. <\/strong><\/p>\n<p style=\"text-align: justify\"><strong>The detailed construction plan was found by the InformNapalm experts during open source intelligence (OSINT) investigation on the website of the Russian Federal Agency for Special Construction. Let us remind you that the military facilities being built in Klintsy are equidistant (about 45 km) from the Russian border with the Chernihiv Oblast, Ukraine, and the border with Belarus, and are in an area with elevated levels of radiation after the Chernobyl accident. Read more in the investigation by InformNapalm.<br \/>\n<\/strong><\/p>\n<ul class=\"st-toggle\">\n<li class=\"\">\n<h3 class=\"toggle-title\">Why the master plan was signed by Colonel General Krasin and not Major General Kuzovlev<i class=\"icon-plus\"><\/i><i class=\"icon icon-minus\"><\/i><\/h3>\n<div class=\"toggle-content\" style=\"display: none;\">\n<div class=\"txt-content\">\n<p>At the end of July 2015, the Russian site <a href=\"http:\/\/archive.is\/bi6Hn\" target=\"_blank\">Kommersant reported<\/a> that Major General Sergei Kuzovlev, chief of staff of the 58th Army, &#8220;the most fighting army of the Russian Federation&#8221;, was appointed a commander of the 20th Guards Army, This Russian general has been mentioned more than once in investigations by InformNapalm [<a href=\"https:\/\/informnapalm.org\/10358-perehodyashhyj-tambov-general-v-lnr\/\" target=\"_blank\">1<\/a>, <a href=\"https:\/\/informnapalm.org\/5087-general-na-bronevyke\/\" target=\"_blank\">2<\/a>]. We know that, on a rotational basis, he had commanded all military branches of the so-called &#8220;Luhansk People&#8217;s Republic&#8221; (LPR) multiple times. The information about Kuzovlev has also been repeatedly published in the reports by the Ukrainian Ministry of Defense&#8217;s Intelligence Directorate (HUR) and Security Service of Ukraine (SBU), after interception of <a href=\"https:\/\/www.youtube.com\/watch?v=OSIqJcSGJ_o\" target=\"_blank\">telephone conversations by Paul Dremov<\/a> (a field commander of militants who was killed by the Russian security services in Donbas during a purge).<\/p>\n<p>Perhaps, the commander of the 20th Guards Army Major General Kuzovlev was on a &#8216;business trip&#8217; to Donbas once more where he has been repeatedly noticed commanding the LPR forces; therefore, the master plan of construction of the base in Klintsy was signed by the acting commander Major General Krasin.<\/p>\n<\/div>\n<\/div>\n<\/li>\n<\/ul>\n<ul class=\"st-toggle\">\n<li class=\"\">\n<h3 class=\"toggle-title\">Intelligence sources in the public domain<i class=\"icon-plus\"><\/i><i class=\"icon icon-minus\"><\/i><\/h3>\n<div class=\"toggle-content\" style=\"display: none;\">\n<div class=\"txt-content\">\n<p>During OSINT investigation, we monitor and analyze satellite imagery, social network pages, photos, and video. Additionally, the Russian unified <a href=\"http:\/\/zakupki.gov.ru\/\" target=\"_blank\">electronic procurement system<\/a> has become one of the data sources for this article. This site contains all the information about orders for goods, work and services for state needs, including for the Russian Ministry of Defense. From the state procurement database you can get information about the Ministry of Defense plans for supplying military units. Bids for construction of military facilities are placed this site also. The construction of a military camp in Belgorod Oblast<\/p>\n<\/div>\n<p style=\"text-align: justify\">As we noted <a href=\"https:\/\/informnapalm.org\/en\/russian-military-bases-near-ukrainian-border\/\" target=\"_blank\">earlier<\/a>, a construction of a military camp in Bryansk Oblast, 45 km from the border with Ukraine and Belarus, was planned back in winter, when inspectors from the Ministry of Defense visited Klintsy. The purpose of the visit was reaching of the agreement to open two military facilities. Similar to Valuyki, the first military units were transferred to Klintsy before personnel accommodations were built: for example, the <a href=\"https:\/\/informnapalm.org\/en\/may30-infantry-klintsy\/\" target=\"_blank\">servicemen of the 28th Mechanized Infantry Brigade<\/a> from Yekaterinburg arrived there at the end of May 2016. (@el_roosevelt)<\/p>\n<\/div>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/ZxqNRIJvdJY\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p style=\"text-align: justify\">While soldiers of the military unit #65349 were settling in the new place, in tents on the west side of the town, construction work was taking place in the territory of the old military camp, the fact has become known, once more, through the <a href=\"http:\/\/spetsstroy.ru\/press\/news\/detail.php?ID=48778&amp;sphrase_id=125435\" target=\"_blank\">Spetsstroy<\/a> website.<\/p>\n<p>On June 20, 2016, information was posted on the official procurement website about a tender for a full range of works of the 1st phase and survey and design work of the 2nd phase of <strong><a href=\"http:\/\/zakupki.gov.ru\/223\/purchase\/public\/purchase\/info\/common-info.html?noticeId=3914488&amp;epz=true&amp;style44=false\" target=\"_blank\">Construction and remodeling of a military camp number 2 in Klintsy, Bryansk Oblast, Procurement number 31603797013<\/a>. <\/strong>The limit for construction cost was set at <strong>909,197,888.00 rubles.<\/strong> On 06\/28\/2016 in the purchases log, a record was made about transfer of the tender into the completion stage. Apparently, no auction took place because there was no information on the website about a winner or a contract. But this is of no interest for us. The interesting part is the <strong><a href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/08\/6.-Voennyj-gorodok-2.-Klintsy.-Shema-genplana.pdf\" target=\"_blank\">master plan<\/a><\/strong> of the military camp, approved by the Commander of the Western Military District Colonel General Andrei Kartapolov and cleared with the acting commander of the 20th Guards Army Major General Igor Krasin. <strong>This plan provides preliminary information on the number of personnel planned to be housed in the facility, as well as the amount of weapons and military equipment that will also be present here.<\/strong><\/p>\n<p style=\"text-align: justify\"><a href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/08\/Document-page-001.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-large wp-image-26054\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/08\/Document-page-001-1024x724.jpg\" alt=\"Document-page-001\" width=\"978\" height=\"691\" \/><\/a><\/p>\n<p style=\"text-align: justify\">Comparing the information from the construction plan with the <a href=\"https:\/\/www.google.com.ua\/maps\/place\/%D0%9A%D0%BB%D0%B8%D0%BD%D1%86%D1%8B,+%D0%91%D1%80%D1%8F%D0%BD%D1%81%D0%BA%D0%B0%D1%8F+%D0%BE%D0%B1%D0%BB.,+%D0%A0%D0%BE%D1%81%D1%81%D0%B8%D1%8F\/@52.7461584,32.2494228,689m\/data=!3m1!1e3!4m5!3m4!1s0x46d36d3d115dc63f:0x265ff7162ccd84ae!8m2!3d52.7566164!4d32.2566693\" target=\"_blank\">satellite map<\/a>, we conclude that the following work is planned in the territory of the military camp:<\/p>\n<p style=\"text-align: justify\">&#8211; remodeling of three old buildings to convert them into personnel barracks and construction of a new modular building, with a total capacity of <strong>1,900 personnel<\/strong>;<\/p>\n<p style=\"text-align: justify\">&#8211; construction of the classrooms and cafeteria, renovation of the headquarters building;<\/p>\n<p style=\"text-align: justify\">&#8211; renovation of two warehouses for military supplies;<\/p>\n<p style=\"text-align: justify\">&#8211; construction of a base for military vehicles and equipment, <strong>for 470 pieces<\/strong>;<\/p>\n<p style=\"text-align: justify\">&#8211; construction of training facilities.<\/p>\n<p style=\"text-align: justify\">The number of personnel does not seem so great, but this is not the only place in Klintsy where soldiers from Yekaterinburg will be placed &#8211; this is implied by the name <strong>&#8220;Military base #2&#8221;<\/strong>. Besides, InformNapalm has recently reported about\u00a0<a href=\"https:\/\/informnapalm.org\/en\/new-russian-division-formed\/\" target=\"_blank\">the arrival of units of the 28th Mechanized Infantry Brigade in Yelnya<\/a>, Smolensk Oblast. According to the official plans, a Mechanized Infantry Division, presumably numbering <strong>up to 10,000 personnel<\/strong>, will be stationed in Yelnya by the middle of 2017. The division will include three mechanized infantry regiments, a tank regiment, a self-propelled artillery regiment, an anti-aircraft missile regiment, and support units. Indeed, Yelnya will be able to accommodate the sufficient number of troops. The new garrison will be located in the Kutuzovskiy district.<\/p>\n<p style=\"text-align: justify\">It should be noted that the living arrangement of the personnel is at a low level of comfort so far. Only tents have been erected using conscripts&#8217; labor.<\/p>\n<p style=\"text-align: justify\">\n<div class=\"twentytwenty\" class=\"twentytwenty-container\" style=\"display: none; max-width: 100%; width: 978px; height: 624px\"><img decoding=\"async\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/08\/Elnya-2-1024x653.jpg\"\/><img decoding=\"async\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/08\/Elnya-3-1024x644.jpg\"\/><\/div>\n<\/p>\n<p style=\"text-align: justify\">Based on the collected data, we can say that the Ministry of Defense spending on facilities in the military camps in Bryansk and Smolensk Oblasts will cost Russian taxpayer an enormous amount of money. A completion of just the first phase of construction in Valuyki cost 3.3 billion rubles.<\/p>\n<p style=\"text-align: justify\">At the same time, the words of Dmitry Medvedev to Crimean retirees: &#8220;There&#8217;s no money, but you hold on&#8230;&#8221; remind us that neither education, nor social services for the citizens are of no interest to the Russian leadership. Let us remind you that the military facilities being built in Klintsy are equidistant (about 45 km) from the Russian border with the Chernihiv Oblast, Ukraine, and the border with Belarus, and are in an area with elevated levels of radiation after the Chernobyl accident. Read more in the investigation by InformNapalm.\r\n<\/strong><\/p>\r\n[toggle]\r\n[toggle_item title =\"Why the master plan was signed by Colonel General Krasin and not Major General Kuzovlev\"]\r\n\r\nAt the end of July 2015, the Russian site <a href=\"http:\/\/archive.is\/bi6Hn\" target=\"_blank\">Kommersant reported<\/a> that Major General Sergei Kuzovlev, chief of staff of the 58th Army, \"the most fighting army of the Russian Federation\", was appointed a commander of the 20th Guards Army, This Russian general has been mentioned more than once in investigations by InformNapalm [<a href=\"https:\/\/informnapalm.org\/10358-perehodyashhyj-tambov-general-v-lnr\/\" target=\"_blank\">1<\/a>, <a href=\"https:\/\/informnapalm.org\/5087-general-na-bronevyke\/\" target=\"_blank\">2<\/a>]. Additionally, the Russian unified <a href=\"http:\/\/zakupki.gov.ru\/\" target=\"_blank\">electronic procurement system<\/a> has become one of the data sources for this article. This site contains all the information about orders for goods, work and services for state needs, including for the Russian Ministry of Defense. From the state procurement database you can get information about the Ministry of Defense plans for supplying military units. Bids for construction of military facilities are placed this site also. The construction of a military camp in Belgorod Oblast[\/caption]\r\n<p style=\"text-align: justify\">As we noted <a href=\"https:\/\/informnapalm.org\/en\/russian-military-bases-near-ukrainian-border\/\" target=\"_blank\">earlier<\/a>, a construction of a military camp in Bryansk Oblast, 45 km from the border with Ukraine and Belarus, was planned back in winter, when inspectors from the Ministry of Defense visited Klintsy. The purpose of the visit was reaching of the agreement to open two military facilities. Similar to Valuyki, the first military units were transferred to Klintsy before personnel accommodations were built: for example, the <a href=\"https:\/\/informnapalm.org\/en\/may30-infantry-klintsy\/\" target=\"_blank\">servicemen of the 28th Mechanized Infantry Brigade<\/a> from Yekaterinburg arrived there at the end of May 2016. (@el_roosevelt)[\/caption]\r\n\r\n<iframe src=\"https:\/\/www.youtube.com\/embed\/ZxqNRIJvdJY\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe>\r\n<p style=\"text-align: justify\">While soldiers of the military unit #65349 were settling in the new place, in tents on the west side of the town, construction work was taking place in the territory of the old military camp, the fact has become known, once more, through the <a href=\"http:\/\/spetsstroy.ru\/press\/news\/detail.php?ID=48778&amp;sphrase_id=125435\" target=\"_blank\">Spetsstroy<\/a> website.<\/p>\r\nOn June 20, 2016, information was posted on the official procurement website about a tender for a full range of works of the 1st phase and survey and design work of the 2nd phase of <strong><a href=\"http:\/\/zakupki.gov.ru\/223\/purchase\/public\/purchase\/info\/common-info.html?noticeId=3914488&amp;epz=true&amp;style44=false\" target=\"_blank\">Construction and remodeling of a military camp number 2 in Klintsy, Bryansk Oblast, Procurement number 31603797013<\/a>. <\/strong>The limit for construction cost was set at <strong>909,197,888.00 rubles.<\/strong> On 06\/28\/2016 in the purchases log, a record was made about transfer of the tender into the completion stage. Apparently, no auction took place because there was no information on the website about a winner or a contract. But this is of no interest for us. The interesting part is the <strong><a href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/08\/6.-Voennyj-gorodok-2.-Klintsy.-Shema-genplana.pdf\" target=\"_blank\">master plan<\/a><\/strong> of the military camp, approved by the Commander of the Western Military District Colonel General Andrei Kartapolov and cleared with the acting commander of the 20th Guards Army Major General Igor Krasin. <strong>This plan provides preliminary information on the number of personnel planned to be housed in the facility, as well as the amount of weapons and military equipment that will also be present here.<\/strong>\r\n<p style=\"text-align: justify\"><a href=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/08\/Document-page-001.jpg\"><img class=\"alignleft size-large wp-image-26054\" src=\"https:\/\/informnapalm.org\/wp-content\/uploads\/2016\/08\/Document-page-001-1024x724.jpg\" alt=\"Document-page-001\" width=\"978\" height=\"691\" \/><\/a><\/p>\r\n<p style=\"text-align: justify\">Comparing the information from the construction plan with the <a href=\"https:\/\/www.google.com.ua\/maps\/place\/%D0%9A%D0%BB%D0%B8%D0%BD%D1%86%D1%8B,+%D0%91%D1%80%D1%8F%D0%BD%D1%81%D0%BA%D0%B0%D1%8F+%D0%BE%D0%B1%D0%BB.,+%D0%A0%D0%BE%D1%81%D1%81%D0%B8%D1%8F\/@52.7461584,32.2494228,689m\/data=!3m1!1e3!4m5!3m4!1s0x46d36d3d115dc63f:0x265ff7162ccd84ae!8m2!3d52.7566164!4d32.2566693\" target=\"_blank\">satellite map<\/a>, we conclude that the following work is planned in the territory of the military camp:<\/p>\r\n<p style=\"text-align: justify\">- remodeling of three old buildings to convert them into personnel barracks and construction of a new modular building, with a total capacity of <strong>1,900 personnel<\/strong>;<\/p>\r\n<p style=\"text-align: justify\">- construction of the classrooms and cafeteria, renovation of the headquarters building;<\/p>\r\n<p style=\"text-align: justify\">- renovation of two warehouses for military supplies;<\/p>\r\n<p style=\"text-align: justify\">- construction of a base for military vehicles and equipment, <strong>for 470 pieces<\/strong>;<\/p>\r\n<p style=\"text-align: justify\">- construction of training facilities.<\/p>\r\n<p style=\"text-align: justify\">The number of personnel does not seem so great, but this is not the only place in Klintsy where soldiers from Yekaterinburg will be placed - this is implied by the name <strong>\"Military base #2\"<\/strong>. Besides, InformNapalm has recently reported about\u00a0<a href=\"https:\/\/informnapalm.org\/en\/new-russian-division-formed\/\" target=\"_blank\">the arrival of units of the 28th Mechanized Infantry Brigade in Yelnya<\/a>, Smolensk Oblast. According to the official plans, a Mechanized Infantry Division, presumably numbering <strong>up to 10,000 personnel<\/strong>, will be stationed in Yelnya by the middle of 2017. The division will include three mechanized infantry regiments, a tank regiment, a self-propelled artillery regiment, an anti-aircraft missile regiment, and support units. Indeed, Yelnya will be able to accommodate the sufficient number of troops. The new garrison will be located in the Kutuzovskiy district.<\/p>\r\n<p style=\"text-align: justify\">It should be noted that the living arrangement of the personnel is at a low level of comfort so far. A completion of just the first phase of construction in Valuyki cost 3.3 billion rubles.<\/p>\r\n<p style=\"text-align: justify\">At the same time, the words of Dmitry Medvedev to Crimean retirees: \"There's no money, but you hold on...\" remind us that neither education, nor social services for the citizens are of no interest to the Russian leadership.
