A recently published report identifies 33 employees at Penal Colony No. 10 in Mordovia as responsible for abuses against Ukrainian prisoners of war (POWs). On July 17, 2025, the investigative program Skhemy (Schemes), produced by the Ukrainian editorial team of Radio Svoboda, aired a report featuring testimonies from Ukrainian POWs held in Russian penal colonies. These testimonies expose conditions that are often hidden from public view and describe a system marked by oppression, recurring violence, and methods that have evolved into a systematic pattern of abuse.
In April 2025, approximately 700 Ukrainian POWs were registered at this penal colony, which has a capacity of 850. Of these, 177 have returned home; the others remain in captivity under conditions that threaten both their freedom and health.
Purpose of the Publication
This publication supports the work of the International Criminal Court by identifying the names and positions of employees who may become subjects of prosecution or witness testimony regarding war crimes. It also serves as notice to the colony’s employees that identification is possible despite efforts to conceal their identities. The information presented here demonstrates that documenting these abuses may lead to legal consequences.
Following Skhemy’s investigation, sources indicate that employees of the penal colony were warned by Russia’s Investigative Committee and security services about stricter measures in the event of information leaks – reflecting authorities’ concern about further revelations regarding the facility’s operations. Despite attempts to prevent leaks, information about war crimes is still expected to emerge, and the documentation of abuses is anticipated to lead to legal proceedings against those responsible.
Penal Colony No. 10 in Mordovia
The facility is located in the settlement of Udarny in the Zubo-Polyansky District. It is a high-security institution characterized by near-total isolation and pervasive fear. Reports of employees’ cruelty were documented as early as 2012 – 2014. Since the full-scale invasion of Ukraine, the colony has been transformed into a site of systematic abuse, including electric shocks, prolonged standing, sleep deprivation, restricted access to food, and denial of medical care. The location is kept from POWs, and information about their whereabouts is disclosed only during exchanges. Employees frequently conceal their faces with balaclavas or medical masks.
Skhemy’s team identified some of the colony’s personnel, and OSINT researchers subsequently conducted in-depth investigations. The dataset includes information on 33 former and current employees – such as passport numbers, phone numbers, and home addresses – provided to InformNapalm for publication. Among the identified individuals are members of management, medical staff, and officials with direct or indirect responsibility for abuses against Ukrainian POWs.
