This is Episode 5 of the #FrolovLeaks Saga. To our new readers, we recommend starting with the previous parts of the series in the Hacktivism section where you can find the descriptions and backgrounds. In total, there will be seven episodes, the last one to include the full dump of the correspondence of the Kremlin’s “church-going expert” on Ukraine, Vice-Director of the Institute for CIS Countries, spokesman of the Union of Orthodox Citizens Kirill Frolov.
Thanks to the hacktivists of the Ukrainian Cyber Alliance (UCA), we can now see and analyze the long journey of the political and clerical schemes of the Russian Orthodox Church of the Moscow Patriarchate reflected in Kirill Frolov’s correspondence in the period from 1997 to 2016. Today, we will briefly look at the year 2012 then moving on to the period of 2014-2016 when, in addition to the ideological war and manipulations, the Russian Federation also started a military occupation of Ukraine.
The UCA hacktivists are intently following the Russian backstage’s reception of the #FrolovLeaks materials release. The next publication will be of a special interest to the member of the Council for Foreign and Defense Policy, member of the State Duma of the Russian Federation, Director of the Institute for CIS Countries Konstantin Zatulin. The publications should also give some concern to the famous “church-going” Russian biker, leader of the Night Wolves motorcycle club Alexander “The Surgeon” Zaldostanov, a Putin’s minion and a close friend of Kirill Frolov. We also noticed certain interest on the part of Archpriest Vsevolod Chaplin who recommends Frolov to deny everything in the usual “This is all a lie!” manner, at the same time playing a humble PR expert who is “Not ashamed of anything described in that correspondence”.
So, Frolov’s correspondence in 2012 (email dump) reflects the main events of that period: mock elections of the President of the Russian Federation, parliamentary elections in Ukraine, events in the Ukrainian Orthodox Church of the Moscow Patriarchate and the Pussy Riot scandal.
Pussy Riot is a Russian punk rock band who on February 21, 2012, performed a punk prayer titled “Virgin Mary, Mother of God, Put Putin Away” in the Cathedral of Christ the Savior. Note that it was Kirill Frolov and people close to him who wrote to the Investigative Committee of the Russian Federation demanding the band to be prosecuted.
In 2012, Kirill Frolov’s cooperation with law enforcement agencies and government authorities increased significantly. Among other things, we note his correspondence with someone named Vasiliy Vasilievich (platon2989@rambler.ru), apparently a supervisor at the law enforcement or state security structures. The correspondence continued from March 31, 2011 till October 14, 2012 (294 messages). Frolov sent him detailed reports of the meetings with foreign diplomats and journalists, Orthodox activists and priests. In his messages to this addressee, Frolov even described in great detail his meetings with Patriarch Kirill Gundyayev, the head of the Russian Orthodox Church.
A couple of quotes:
“His Grace Agaphangel wants to send this article to Legoyda as if “for approval”, please make sure that Legoyda is informed that this article should be approved without any questioning and promoted in the central mass media of Russia! [since December 24, 2015, Vladimir Legoyda held the position of Chairman of the Synodal Department for Church Public and Media Relations of the Moscow Patriarchate – IN] (21.01.12);
“…Please also be informed that we have recruited 200 persons for the rallies to chant “Our Patriarch Kirill – God has blessed him”. I am working on increasing their number, planning a trip to Kyiv” (21.07.12);
“Only Loginov could leak information to Pavlovsky – he worked in the Foundation for Effective Politics and is trying to sniff out my contacts” (9.07.12).
Although Frolov sent such discreditable messages about political expert K. Loginov, his partner in a number of clerical-political projects, to many people including the Patriarch, this is what he wrote to Loginov himself: “By the way, during these months I mentioned you in my recommendations only in a positive way, as a key person. Again, please do not believe the cheats, even those you consider to be your friends – I do not rule out a political version, however, a personal jealousy motive is also possible”.
Frolov receives interesting assignments from “Vasiliy Vasilievich”: “An Orthodox public reaction to the Pussy Riot case must be urgently arranged. We have to discuss our priority actions in the nearest future”. Later, this materialized in a number of aggressive actions on the part of Frolov and his associates.
Another example – Frolov is coordinating the appointment of Vladimir Bukarsky, a pro-Russian activist from Moldova, with the Presidential Administration referred to as “Staraya Sq.” by Frolov.

He contacts Donetsk where the “Russkiy Blok” (Russian Bloc) political party and Donbasskaya Rus (Donbas Russia) NGO, as well as other pro-Russian organizations, hold their events — Donetsk celebrated the Day of Unity with Russia, Regional Integration panel discussion.
Frolov’s contact is Sergej Buntovskij, a “Russian movement” visionary, leader of Donetsk municipal organization of the Russkiy Blok party.
An action group “Donbas for the Eurasian Union (EAEU)” is formed (Donbas for the Eurasian Union – about the movement.DOC), which is supervised by A. Bredihin through the Cossacks. The Donetsk People’s Republic (DPR) flag on the wall is another reminder of the fact that the war was not triggered by the Maidan, it had been started by the Russian intelligence agencies much earlier. The photo was made in February 2012.
Frolov pursues his ambitions to participate in political processes: “I could be made member of the Presidential Council for Civil Society and Human Rights, there are 13 vacancies now due to the “white ribbon” deserters. Am I worse than someone like Oreshkin? Please assist”. “I am as good as Lebedev, Kholmogorov, Wasserman or Shevchenko! I want to speak at the rally!”
For that purpose, he writes a message to S. Govorukhin, head of Putin’s election campaign team, and offers his resources. He also sends him an interview with Metropolitan Agaphangel of Odesa — interview.DOC.
Frolov names the coordinators of the Association of Orthodox Experts
Pro-Russian activists in Ukraine are also involved in Putin’s support campaign. For example, S. Moiseev from Kharkiv is planning a rally at the Russian consulate:
“…we need a contingency reserve; some of the Cossack leaders or other social activists may also demand money. Why? First, nobody would believe that Moscow allocates nothing to the leaders, whatever I say, people will think that Moiseev received money from Moscow and is not willing to share. Next time, no leaders will respond.

After a failed rally where few people showed up, Moiseev again writes about money explaining his failures with lack of financing. He should have already realized that a pro-Russian movement did not take off in Kharkiv not for lack of money but for the absence of social grounds.
Frolov is thinking more and more of himself, for example, he sends the following note to V. Voronin, a Ukrainian official, First Deputy Chairman of the State Archival Service of Ukraine, partner and co-author of D. Tabachnyk and his communication channel to the top authorities of the Russian Federation: “Look, why would I need Zatulin for the rest of my life? I have to work in the Presidential Administration!”. Other message: “Now another youngster, Sasha Bosykh, has been appointed Head of Government Commission on Dialogue with the Young People of Caucasus. I, the social activist, am left out again”.
He writes to A. Grachev, Deputy Chief of the Presidential Directorate for Interregional Relations and Cultural Contacts, ex-Consul General of Russia in Odesa: “We have to give something to Metropolitan Pavel. Kharkiv? Archbishop Ioanafan must also get something – he is the most pro-Moscow blogger in Ukraine who has been openly condemning Drabinko for many years. What could it be? It must be a large metropolia. If not Kharkiv, then Zhytomyr. Or we can place Sergiy to Zhytomyr and give Odesa to Ioanafan – he has a sense of humor, he is a blogger and a missionary actively communicating with journalists and the public, Odesa will like that”.
It is interesting how such citizens of Russia as Kirill Frolov are meddling with the matters of the Ukrainian church.
He mentions Tabachnyk and Voronin often in his messages, for example:

Why have I paid attention to the Minister of Education of Ukraine D. Tabachnyk? He is in very close contact with the Presidential Administration of the Russian Federation, as is his assistant, Deputy Chairman of the State Archival Service of Ukraine Viktor Voronin – that one is recklessly pro-Russian. Tabachnyk writes all those anti-Bandera books. Also, Tabachnyk and Voronin like me, because I am in contact with Archbishop Seraphim (Zaliznytskiy), who used in serve in Bila Tserkva and is now Archpriest of the Cathedral on the Yauza in Moscow – he has been driven out by the Ukrainian nationalists, Archbishop Seraphim baptized Tabachnyk and made him a true man. Before his Holy Baptism, Tabchnyk was an ordinary pragmatist supporting Kuchma and afterwards he became a Russophile.
In one of his messages, Kirill Frolov lays down Russia’s key interests in Ukraine: “a) Ukraine joining the Customs Union and then the Eurasian Union; b) official status of two languages – Russian and Ukrainian; c) democratization and federalization of Ukraine, in more honest terms – maximal weakening of the Ukrainian state; d) cementing of Ukraine’s position as the canonical territory of the Moscow Patriarchate; e) establishment of the Black Sea Fleet on its historical base in Sevastopol and maximal development of its infrastructure; f) discontinuation of attempts to falsify history and Banderite trends in education and upbringing, restoration of the all-Russian self-identification of the triune Russian people; and g) Russian control over the gas transportation system and key industries of Ukraine; h) military union, eradication of Banderite trends in the Ukrainian army and security services”.
He distributes the correspondence of allegedly one of the pro-Ukrainian priests of the Ukrainian Church of the Moscow Patriarchate – we cannot evaluate its authenticity, therefore, will not quote it here. At the same time, we can confirm the authenticity of Frolov’s dump, thus we can quote him saying that this discrediting correspondence became disclosed thanks to Bishop Ionafan (Yeletskykh) of Tulchyn for whom this “spirit child” works at the media company Liviy Bereg. From another message we understand that he refers to Sonya Koshkina: “…Sonya Koshkina is a pocket journalist of Vice Prime Minister Kolesnikov, for her to fly to Thailand is like to go out for breakfast… She was the one who took the correspondence to Archbishop Ionafan and to Chalenko. Smart Sonya – got everything out of … and then leaked it. Thumbs up!”
General Pedchenko, Chief of the General Staff of Ukraine, continued his activities aiming to assist the Russian Federation. Frolov writes to Alexey Mukhin, Director General of the Centre for Political Information, about Pedchenko requesting a meeting with Sergei Ivanov, Chief of Staff of the Presidential Administration of Russia: “It is entirely possible that he becomes Chief of Staff of the Presidential Administration of Ukraine soon… Pedchenko is not just a pro-Russian top official, he is closely connected to Oleksandr Yanukovych, son of the President of Ukraine, who is now putting together a group of people personally loyal to Yanukovych, and placing them at key positions – in the Security Service of Ukraine, the Ministry of Defense, etc. And this is not all. Please also be informed that H. Pedchenko is not just going to church, he has started confessions with Archpriest Andrey Novikov. Of course, the Archbishop will never break the seal of confession in respect of personal sins, however, he can share strategic information as well as influence Pedchenko for Russia’s benefit”.
In another message he says that he is connected to O. Yanukovych via his associate, General Abrosimov.
His messages show Frolov’s increasing radicalism: “there will be no stepping back in Moscow. Only forward, to Berlin!”, “separatists – to the gallows!”, “the enemy has been eliminated”, and so on. He starts joint events with Enteo, a known agent provocateur. He vents his hate and contempt towards any opinion which is different from his own. In his messages, he trashes many Russian Orthodox activists and priests. In this correspondence, there are some futile attempts to resist Frolov’s insanity, for example, Yury Belanovskiy writes the following:
“In three years, Kirill has provided conditions for the destruction of everything which existed in the domain of missionary activities, catechesis and work with young people while Patriarch Alexy was in power. It will be stupid to deny it. He is methodically working on creating a bureaucratic establishment, encouraging ass-kissing and total departure from reality!.. Kirill, stop acting like a Komsomol member. If you do not want to criticize clerical hierarchy – then don’t. But don’t deny the truth at the same time! You have to understand that all your protectors and friends will throw you out like garbage if, all of a sudden, they find they no longer need you. I have seen such things happen!”
It is funny that in his correspondence Frolov spreads gossip even about the private life of the Putins who were still a couple then. Obviously, he continues along the line of fake stories about Lyudmila Putina’s pregnancy, that started to circulate in the church circles after her absence from the Easter celebrations.

The correspondence shows that there were two pro-Russian activity centers in Ukraine – Donetsk and Crimea, of which we became witnesses after the events of 2014. The Sevastopol branch of the Institute of CIS Countries was very active, for example, it hosted several visits of the journalistic school with students and young journalists from Crimea, Luhansk Region and other regions of Ukraine. Among the participants, we can find the names of Oksana Shkoda, political expert Dmitriy Vydrin, Konstantin Zatulin, Russian MP, and others. The lists of mass media include Novoross.info (Sergey Georgiyev, Alexey Goncharov) — List 30.03; List of attendees with origins; List of attendees_alphabetical13062011; Links; List of Odesa journalists. After the trainings, the attendees rated Frolov rather poorly, he responded with an outpour of accusations of a conspiracy against him personally. He informs Zatulin about Crimean consul V. Andreyev reporting on him. And having been dismissed as instructor in one of the sessions, Frolov complains about Zatulin “to the top”.
Frolov, who calls himself in one of his messages “the Patriarch’s favorite”, was one evening received by the head of the Russian Orthodox Church Kirill Gundyayev who charged him with a media special op. Frolov is asked to hush up the so-called “dusty case” — a scandalous court case exposing Gundyayev’s lavish lifestyle and an apartment in a premium-class housing estatecovered in dust from repairs in a neighboring apartment which coincided with the Pussy Riot case and another scandal around Patriarch’s expensive watch “erased through Photoshop”. In that meeting Frolov also put forward suggestions about interfering with the affairs of the Ukrainian church and politics and was promised assistance and protection. The result was the appearance of the text under the title Who2 (an urgent assignment by the Patriarch) written under the pseudonym A. Globa suggested by the Gundyayev himself (we believe that this is a reference to the pseudonym of Archimandrite Alexander Globa, a friend of priest Yu. Shevchenko, the defendant in the “dusty case”). The text was distributed by the mass media and loyalist bloggers. Afterwards Frolov reported to his customer: “Your Holiness! A. Globa’s article caused a great stir, the mission has been accomplished. Standing by for the next “military operations”.

From Frolov’s correspondence, it becomes clear that Metropolitan Hilarion Alfeyev is sponsored, as well as influenced, by Leonid Mikhailovich Sevastianov who was sent for training to Rome and Washington by Gundyayev when he was still Metropolitan of Smolensk and Kaliningrad. Immediately after that, Sevastianov became a co-founder and director general of StratinvestRu international company that provided consulting services on all business matters (commerce, legal, tax, financial) in such industries as power production, communications, transportation, and infrastructure. Since 2009, he has been a member of the board of directors of PROTEK OJSC pharmaceutical company and head of St. Gregory the Theologian Charity Foundation. Frolov plans to engage Sevastianov for eventual financing of the “humanitarian mission” in Crimea intended to “expand recruiting opportunities” and to influence the Ukrainian parliamentary elections. Frolov also looks to introduce Sevastianov to Sergey Gavrilov, Deputy of the State Duma from the Communist Party of the Russian Federation, a member of inter-factional group on the protection of Christian values.

The administrative activity in the Ukrainian Orthodox Church of the Moscow Patriarchate was picking up speed – synods were held, decisions made, and Frolov was closely monitoring it all, writing recommendations that were not followed as often as they used to be. The resistance within the Ukrainian Orthodox Church was running strong.

- Me and Father Tarasiy (if we matter in any way to the Patriarch, of course) will have more freedom and can be relatively safe in terms of not being defrocked suddenly (two such attempts have already been initiated from Kyiv via Orachev), my affairs will be protected from the whims of the Metropolia. We will be able to create a true Patriarch’s eparchy!
- Orachev can be moved, for example, to the Berdyansk cathedra that is now vacant
- I am going to discuss it with Metropolitan Agaphangel, but I would like to hear your opinion after you discuss this matter with His Holiness. We have to appoint Patriarch’s bishops, and we have to do it quick. We have to accomplish everything in this session where we will have the majority.

For the time being, Archbishop Ionafan (Yeletskykh) is an impermanent member of the Synod of the Ukrainian Orthodox Church of the Moscow Patriarchate which is a great help to Metropolitan Agaphangel. It would be logical to use this factor to promote pro-Moscow monks to bishops, for example, Hegumen Silan – Rector of Bakhchisaray Cave Monastery, and Archimandrite Nafanail (Krykota) – Rector of Pochayiv Theological Seminary, member of the “Canonical” Commission of the Ukrainian Orthodox Church of the Moscow Patriarchate.
The Ukrainian church is fighting the Russian expansion, and while the condition of Metropolitan Vladimir of Kyiv deteriorates, Russia is planning special operations.
