Primum non nocere is a Latin maxim and one of the fundamental rules of the medical ethics throughout the world. It serves to remind doctors that under certain circumstances they should rather do nothing than do harm. InformNapalm volunteers have identified officers and personnel of the 1472nd Naval Clinical Hospital (NCH) of the Ministry of Defense of the Russian Federation who took part in, and were rewarded for, the annexation of Crimea. Their actions directly or indirectly contributed to a great tragedy: thousands of Ukrainian nationals had to leave their homes; the occupation authorities in Crimea began a witch-hunt against pro-Ukrainian people putting them in jail under false pretenses. The annexation of Crimea was the beginning of the war started by Russia against Ukraine which then spread over to Donbas.
According to the official website of the Ministry of Defense of the Russian Federation, “the 1472nd NCH participated in four wars.” We have evidence that the hospital also participated in the annexation of Crimea.
Hospital’s management
When the invasion of Crimea began, the 1472nd NCH of the Russian Ministry of Defense was headed by colonel of medical service Evgeniy Kryukov.
cwar
Under his management, medical officers and other hospital staff were involved in the occupation of Crimea and were later awarded medals for their participation.
In late April 2014, a corruption scandal broke out in Burdenko Main Military Clinical Hospital (Moscow, Hospitalnaya square, 3), and colonel of medical service Evgeniy Kryukov was promptly appointed new head of the hospital. That is, he was transferred from the occupied Crimea right to the capital of the Russian Federation where he soon was promoted to major general of medical service – indeed, a spectacular rise in his career as a reward for participation in the military seizure of Crimea.
In the new capacity, Kryukov said, in an interview to a correspondent of the Krasnaya Zvezda newspaper: “By the way, the experience of my service in Sevastopol proved useful in Moscow, too. We are now shifting emphasis to combat training of our medical personnel, regularly training switching the hospital from peacetime to wartime conditions.”
Deputy head of the hospital, lieutenant-colonel of medical service Konstantin Bervistskiy was then appointed acting head of the 1472nd NCH and remained in that capacity for a certain period of time. He was replaced by lieutenant-colonel of medical service (now, colonel) Vladislav Murynin who was appointed new head of the 1472nd NCH.

Vladislav Murynin was born on November 03, 1977, in the Krasnoyarsk Territory. In 2001, he graduated from the Tomsk Military Medical Institute. From 2002 to 2007, V. Murynin served in the Far East Military District holding various positions. In 2010, he graduated from the Military Medical Academy in Saint-Petersburg and was appointed chief infectiologist of the Siberian Military District. A year later, V. Murynin was appointed deputy chief medical officer for treatment of the 321st District Military Clinical Hospital. In 2013, he completed a course of professional retraining at the Federal P.V. Mandryk Medical Educational and Scientific Clinical Center of the Ministry of Defense of the Russian Federation, specializing in “Healthcare and public health”. In November 2014, by the order of the Russian Minister of Defense, Vladislav Murynin was appointed head of the 1472nd Naval Clinical Hospital (Federal State Budget-Financed Institution The 1472nd Naval Clinical Hospital of the Ministry of Defense of the Russian Federation).
He has medals For Military Valor first and second classes, For Distinction in Military Service first and second classes, and other awards. He is married with a daughter and son.

Here is a special edition of a series of books titled Crimea With No Rules. The Resettlement of Civilian Population of the Russian Federation to the Occupied Territory of Ukraine, published with the assistance of the Ukrainian Helsinki Human Rights Union. Article 85 of the Protocol Additional to the Geneva Conventions of August 12, 1949, relating to the protection of victims of international armed conflicts (Protocol I) qualifies resettlement of a part of a country’s population to an occupied territory as a war crime. According to the 2014-2015 statistics cited in the book, the Russian Federation encourages its citizens to relocate to the occupied Crimea, changing the demographic situation on the peninsular. Once again: this is a war crime, committed, alongside other Russian nationals, by Russian servicemen who resettle there with their families. The book has a list (drawn up based on information from open sources) of Russian nationals who resettled on the occupied territory. It includes the head of the 1472nd NCH V. Murynin.
It was he (lieutenant-colonel at the time) who signed award certificates to medals awarded to the subjects of this investigation after the occupants, having rewarded soldiers, began to reward military medics.

Goncharova’s social network account includes a group photo of medical personnel of the 1472nd NCH who were awarded medals for the occupation of Crimea. We have managed to identify each of them: they are all Goncharova’s friends on social media.
In the photo, left to right: Igor Babyrin, Susana Maybueva, Natalya Goncharova (Khmelevskaya), Victoriya Zhukevich (Kakora) and Yelena Zubenko (Mitiokina) (archived photo).
2. Igor Babyrin
Born on November 01, 1966. Education: graduated from the Donetsk National Medical University in 1992, diploma UV No.959856; S.M. Kirov Military Medical Academy in Saint-Petersburg, ID No. 6/073, May 2, 2014, through June 03, 2014. Serves at the 1472nd NCH of the Russian Ministry of Defense as an anesthesiologist. Was awarded medal For the Return of Crimea and was identified on Goncharova’s group photo (see above).
Babyrin did not post photos of his medal on social media – probably, out of fear that this might jeopardize his future trips abroad. That is why we would like to warn foreign law enforcement authorities against letting Russian occupants in their countries. Russia’s State Security Service (FSB) has been known to use people who have already committed a crime to commit acts of terror abroad, such as the Novichok poisoning.

5. Elena Zubenko (Mitiokina)
Born on July 24, 1972; qualified as a nurse; served at the 1472nd NCH of the Russian Ministry of Defense during the occupation of Crimea and then retired. Was awarded the medal For the Return of Crimea (see the group photo above).
Probably, realizing that she wouldn’t be able to travel abroad, Zubenko did not risk posting photos of her medal for the occupation of Crimea. We would like to bring it to the attention of Ukraine’s law enforcement agencies that Zubenko’s social network account photos, suggest that she visited Khmelnitsky Oblast in 2015, and is likely to travel again to the government-controlled territory of Ukraine.
She has also been to Georgia and Montenegro.

CONCLUSIONS
We note that most of the hospital’s staff whose social media accounts we have reviewed do not dare post photos of their awards realizing full well that medal For the Return of Crimea is direct and clear evidence of their crime. But no matter how long they hide, all of them shall be identified and prosecuted in accordance with the applicable Ukrainian and international laws.
For more systemic information about all the Russian Army units whose participation in the aggression against Ukraine, Georgia and Syria has been proved by the InformNapalm volunteers through open source intelligence (OSINT) check our Russian Aggression database.
