
Hacktivists of the Ukrainian Cyber Resistance group handed over to InformNapalm volunteer intelligence community a dump of email correspondence of the so-called Representative Office of the Head of the Chechen Republic in the Ural Federal District of the Russian Federation. An analysis of the mailbox contents shows that there is a whole network of Kadyrov’s representatives operating in the Russian Federation helping Chechens escape responsibility for crimes committed against ethnic Russians, with some of the cases involving rape. Kadyrov’s representatives “sort out issues” and stifle cases related to Chechens in an extra-judicial manner. They enjoy support from Moscow, while representatives of other nations are treated completely differently. Moscow is only interested in keeping hostility against Kadyrov’s men in check and keeping ethnic Russians in fear of them. At the same time, casual xenophobia in relation to other peoples is going strong in the Russian Federation.
We could witness a showcase of ethnic sensitivities in the recent “meeting” between the commander of the special forces unit Akhmat, Lieutenant General Apti Alaudinov, and the commander of the Rusich Group, the well-known neo-Nazi Alexei Milchakov. In the video, we see pretendedly relaxed Alaudinov and very tense Milchakov trying to publicly argue that there is no ethnic enmity in the Russian Federation. Milchakov and his deputy commander look morally (if not physically) raped. After this meeting, the Rusich Group channel stopped criticizing Kadyrovites and pointing attention at their crimes against ethnic Russians. But is this connected with the “absence of ethnic enmity” alleged by Apti Alaudinov? Probably not, as Rusich Group only reoriented their hatred towards other peoples of the Russian Federation. Thus, Kadyrov’s men have once again publicly demonstrated that they are capable of “sorting issues out” even with radical Russian neo-Nazis and forcing them to submit to Kadyrov’s will. At the same time, they are not really interested in denazification, but only in reshaping spheres of influence.
But let’s move to the documents extracted from the mailbox of the Representative Office of the Head of the Chechen Republic in the Ural Federal District of the Russian Federation.
REPRESENTATIVE OFFICE OF THE HEAD OF THE CHECHEN REPUBLIC IN THE URAL FEDERAL DISTRICT
Kadyrov has appointed his representatives to all regions and federal districts of the Russian Federation. The main declared function of such officials is “the establishment of friendly business relations between the Chechen Republic and the constituent subjects of the Russian Federation.”
For example, in the city of Tyumen there is a Representative Office of the Head of the Chechen Republic in the Urals Federal District. It is headed by Turpal Ilyasov appointed to the position by Kadyrov’s decree. His area of responsibility is large – 4 oblasts and two autonomous districts and Ilyasov has a staff of 34 different deputies, advisers and assistants to match it.

Considering the number of the Ilyasovs on the roster, it becomes obvious that Turpal took the employment of his family to heart. In particular, the chief of staff in Turpal Ilyasov’s office and the administrator of the representative office’s mailbox is his son Adam. By the way, Adam is very eager to work for the Russian FSB. As he noted on his CV as a candidate for contract service: “I love my country Russia and everything connected with it “. Surely, an employment like this will be helpful in sorting out the issues described below.

Ilyasov’s office is also actively printing and distributing IDs to his countless assistants. Such IDs give these people additional protection and weight in the Russian hierarchy. Such a badge allows the owner to violate certain rules without unnecessary complications and to be protected from certain types of liability.
HONOR AND DIGNITY OF THE CHECHEN PEOPLE
This is a bit strange that Chechnya needs some sort of representation in other regions of Russia, as if it is a kind of separate or independent entity. However, the analysis of the mailbox shows that the activities of Kadyrov’s representatives are not limited to “cultural events.”
For example, in 2022, in the city of Kurgan, Captain Khamzat Amaev, an employee of the penal colony No. 2 of the Federal Penitentiary Service in the Kurgan Oblast had to stand trial on charges under Articles 132 (sexual violence) and 286 (abuse of power) of the Russian Criminal Code.
The disposition of Part 1 of Article 132 of the Russian Criminal Code reads as follows: “Sodomy, lesbianism or other acts of a sexual nature with the use of or under threat of violence against the victim or their relatives, or by taking advantage of the helpless state of the victim.” The indictment makes it abundantly clear exactly what actions the employee of this penal colony committed.
And here the Kadyrov’s representative springs into action as intended. In October 2022, Ilyasov first files a personal petition with the court to release the suspected offender on bail, and in March 2023, he files a motion with the court insisting on reclassifying the charges so that Amaev could receive a suspended sentence or be released from prison early.
Let us quote from Ilyasov’s motion:
“Members of the community informed us that Kh. Amaev leads a sober lifestyle, is an athlete, a candidate for master of sports in boxing, an exemplary family man, raising two young children; his wife is an ethnic Russian, works in the system of the Federal Penitentiary Service of Russia for the Kurgan Oblast.
It is hard to believe that Kh. Amaev could have commited a crime involving violence against a person, that is, commit acts of sexual violence. I would also like to note that Kh. Amaev previously worked in the Penal Colony No. 6, where his colleagues collected 87 signatures in his support, stating that he could not have committed such a crime.
From generation to generation, the Code of Honor of the Chechen people is passed on from ancestors to descendants, strictly forbidding humiliation of the honor and dignity of a person, any actions of non-traditional nature in relation to a woman, and especially in relation to a man.”

This is not an isolated case. Ilyasov tried to get another fellow countryman off the hook for causing moderate bodily harm with an incredibly ridiculous justification:
“To our greatest regret, we are concerned about the situation that Timur Selimkhanov has found himself in. He is a good-natured, sympathetic person by nature, has never had conflicts with anyone, he is hardworking, diligent, responsible, and provides all possible assistance to the diaspora. He is always ready to help his fellow countrymen not only in word but also in deed. He participates in the public life of the diaspora in the Urals Federal District, helps fellow countrymen in difficult life situations, financially and otherwise.
We have known Timur Selimkhanov since 2019 and can only describe him in a positive light, he is respected by our fellow countrymen. We believe that he deserves leniency from the court, taking into account all his positive personality traits, and we are ready to vouch for T. Selimkhanov.
In this regard, we kindly ask the court to take into account our petition and not sentence Timur Ramazanovich Selimkhanov to imprisonment. And we personally vouch for his good behavior as a citizen of the Russian Federation in the future.”
Materials of another investigation indicate that in March 2024, natives of Chechnya Iselbek Mamadyakipov and Said Bayazitov cornholed an ethnic Russian K. Alferov, born September 16, 2002.
Here is what happened according to the investigator:
“thereafter, realizing that K. Alferov’s will to resist was suppressed due to the use of physical violence against him, they committed other acts of sexual nature against him, namely, using a 0.5 liter glass bottle, they forced K. Alferov to insert it into his anus, thereby causing K. Alferov physical pain and emotional distress.”

KADYROV’S ARBITRATION
The documents obtained make it clear that Kadyrov’s men commit a lot of crimes against ethnic Russians, and it looks like Kadyrov’s representative offices were set up exactly to sort out such situations.
Kadyrov’s men also often act as racket support in business disputes.
For example, an ethnic Russian with the last name was Vlasov, owed money to another ethnic Russian with the last name was Kozyrev. The latter got offended and turned to Kadyrov’s men for help. They began to threaten Vlasov and his family. In the end, Vlasov turned to Ilyasov, at the same time emphasizing that he had prepared a report to the FSB and the prosecutor’s office.
Here’s another email from an ethnic Russian to the Ilyasov’s office. Russian woman Victoria Kolotukhina, born in 2003, asks Ilyasov to give an admonition to the father of her child who does not participate in the child’s support and does not acknowledge paternity. She thought that her chosen one, Hasan, was 27 years old, and it turned out that he was 41 and had a wife with four children.
Ilyasov’s office responded that one of his assistants “passed on the information” to that individual.
According to Ilyasov’s annual report, his office reviewed 545 cases and complaints from citizens in 2023.
This report also provides insights into the activities of Kadyrov’s representatives. In particular, the number of meetings with the FSB top brass in the Urals Federal District strikes the eye.

And of course, it wouldn’t be Russia without squealers. Here is an appeal to Ilyasov’s office with a complaint about offensive statements about Kadyrov and the Chechen people. This message is marked as important in the mailbox.
FOR MERIT TO THE CHECHEN REPUBLIC
It was not by chance that we mentioned the Milchakov case at the beginning of this feature. Ilyasov’s mail revealed interesting details about Milchakov’s compensation for having that conversation with Alaudinov. Milchakov has been put forward for a decoration with a Medal for Merit to the Chechen Republic, one of the highest awards in Chechnya.
The mail dump reveals that Ilyasov found out from his fellow countrymen that Milchakov was recommended for a decoration. Apparently, this recommendation is a consequence of that video with Alaudinov. It is not clear whether this is part of the agreements to quell discord, or an additional, sophisticated mockery on the part of Kadyrov’s men. In any case, the meaning of this action was not clearly communicated to fellow countrymen.
Thus, infuriated Ilyasov contacts the relevant ministry responsible for decorations—the Chechen Ministry of National Policy, External Relations, Press and Information with a request to verify the information. They answer him unequivocally that yes, such a matter is being considered, but he should mind his own business.
Apparently, this angers Ilyasov even more, and he submits an official request to the State Duma—to the first deputy chairman of the committee on security and counter-terrorism, his fellow countryman Adam Delimkhanov.
Some parts of this address deserve to be quoted:
We consider the very idea of the possibility of awarding this individual with one of the highest state awards of the Chechen Republic to be offensive. Of course, after having a conversation with Apti Aronovich Alaudinov, Milchakov limited his offensive statements towards the Chechen people. However, his phrase “we remember and are proud,” posted in the context of the Grozny offense anniversary, remained without an apology.
Of course, now is not the time to have arguments. We are all united by a common cause—Russia, and we must do everything that is required of us to preserve it in the future. The President of the Russian Federation Vladimir Vladimirovich Putin once said, “We do not have, and cannot have, any other unifying idea other than patriotism.” Accordingly, all patriots defending the Motherland are important. However, putting aside quarrels is one thing, but rewarding and encouraging a person who is not ready to be a man and apologize for his words is quite another.”
This letter calling for intervention was sent not only to Delimkhanov. Ilyasov sent out a call to submit similar appeals to other Kadyrov’s representatives in Russia. Predictably, the call struck a nerve. For example, Kadyrov’s representative in Nizhny Novgorod, Umar Vakhidov, responded that “this dog [Milchakov] should be pelted with stones, not awarded.”
